In "Hitch-22" Hitchens approvingly cites (and expands) a metaphor coined (I think) by Jeffrey Goldberg, a correspondent for The Atlantic: A man (the Zionist Jew), to save himself, leaps from a burning building (anti-Semitic and Holocaust Europe) and lands on an innocent bystander (a Palestinian), crushing him. To which Hitchens adds - and the falling man lands on the Palestinian again and again (the conquest of the West Bank and Gaza, the suppression of the intifadas, the construction of settlements in the territories, etc.).
But the metaphor is disingenuous, and it requires amplification to conform to the facts of history. In fact, as the leaping man nears the ground he offers the bystander a compromise - let's share the pavement, some for you, some for me. The bystander responds with a firm "no," and tries, again and again (1920, 1921, 1929, the Arab Revolt of 1936-39 and the 1947-48 War of Independence), to stab the falling man as he descends to the pavement. So the leaping man lands on the bystander, crushing him. Later, again and again, the leaping man, now firmly ensconced on the pavement, offers the crushed bystander a compromise ("autonomy" in 1978, a "two-state solution" in 2000 and in 2008), and again and again the bystander says "no."

The falling man may have somewhat wronged the bystander, but the bystander was never an innocent one; he was an active agent in and a party to his own demise.

No love for Muslims, unless they're Palestinian
Christopher Hitchens, one of the most important journalists in the English-speaking world, needs to take a long, hard look at Palestinian history and at the nature, behavior and aims of the Palestinian national movement.

By Benny Morris - Haaretz 29.09.2010
http://www.haaretz.com/print-edition/opinion/no-love-for-muslims-unless-they-re-palestinian-1.316295

Christopher Hitchens, one of the most important journalists in the English-speaking world (a columnist for Vanity Fair, a contributing editor to The Atlantic), is of two minds about the Islamic Arab world. Or, rather, for him it is divided in two - the Palestinians and all the rest.

About "the rest," he is fairly clear (as in his just-published book, "Hitch-22: A Memoir): It is a world riddled by corruption, violence and brutal autocracy, gradually falling into the grip of a nihilistic or medieval Islamism that is challenging the core values of the West - liberalism, democracy, tolerance and equal rights for women, homosexuals and ethnic minorities.

Hitchens broke ranks with his leftist colleagues (he had long written for the British New Statesman weekly, and later, the U.S. weekly The Nation) and famously supported both of the Gulf wars: in 1991 and 2003.

Hitchens has condemned the Sudanese Arabs for murdering their Christian and animist kinsmen in Southern Sudan and in Darfur, and the Iraqi Arabs (and Muslim Turks) for killing and oppressing the Kurds.

Indeed, he has written books on the Kurdish struggle for independence and on Cyprus in which he was critical of the 1974 Turkish invasion and ethnic cleansing of the northern third of the island.

Most recently Hitchens has expressed sympathy for a possible Israeli strike against Iranian nuclear facilities (calling it an act of self-defense).

Yet he still has a soft and blind spot for the Palestinians, who can apparently do no or little wrong (similar to the attitude of Western leftists toward the Republicans during the Spanish Civil War of 1936-39, despite their occasional massacres of Catholics, the internal purges by Communists of liberals and POUM-supporters, etc.).

In "Hitch-22" this is somehow omitted. Rather, the often-enlightened Hitchens (who provided a roof and haven for his friend Salman Rushdie when he was under an Islamist death sentence, and who speaks quite forthrightly about "Islamist murderers" and cowardly, naive or deluded Western liberals bent on appeasing these "murderers"), fails to note the continuous, powerful religious impulse underlying the Palestinian national struggle since its inception in the 1920s. (What other national liberation movement in modern times, with the exception of that of the Greek Cypriots, was led by a cleric?). Who, if not the Islamists, won the Palestinian general elections in 2006?

Moreover, throughout Hitchens seems to accept the Palestinians' definition of themselves as "natives" struggling against an "imperialist" foreign enemy.

But what of Jewish residence in the Land of Israel between the 12th century B.C.E. and the late Byzantine period (5th and 6th centuries C.E.)?

And what of Jewish residence and "nativeness" in Palestine since 1882, nearly 130 years ago? If residence grants rights, surely Jewish residence counterbalances Arab residence in Palestine since 636 C.E.

And if it is conquest that affords a claim to territory, then how is the Arab conquest in the 7th century, by blood and fire, any more morally cogent than the Jewish conquests of 1200 B.C.E. or 1948/1967?

Hitchens needs to take a long, hard look at Palestinian history and at the nature, behavior and aims of the Palestinian national movement.

VN mensenrechtenraad veroordeelt Israel wegens aktie tegen Gaza flottielje?

VN mensenrechtenraad veroordeelt Israel wegens aktie tegen Gaza flottielje

http://israel-in-de-media.blogspot.com/2010/10/vn-mensenrechtenraad-veroordeelt-israel.html

VN veroordeelt Israel

Dozens march in J'lem to protest gender segregation
By JONAH MANDEL

http://www.jpost.com/Israel/Article.aspx?id=189643

About 50 men, women walk towards Mea She'arim neighborhood amongst a heavy police presence; no violence, friction reported.

About 50 men and women accompanied by large police forces marched from central Jerusalem towards Mea She'arim on Wednesday to protest gender segregation in the haredi neighborhood.

Large police forces accompanied the protesters, who for slightly over an hour marched up a vacant Rehov Strauss and chanted slogans and held signs against religious coercion. The adjoining streets were also sealed off to the local residents in order to prevent any possible friction between them and the protesters.

One elderly woman loudly berated the marchers from her second-story balcony for their "nerve" in criticizing her lifestyle in her own neighborhood, but Mea She'arim resident Moshe Shimon disregarded the march as nothing more than a result of ennui. "They have no children at home, their pets are fed, children at risk in Israel are taken care of, so they come here to protest the fact that an entrance to a synagogue had been expanded to cope with the thousands of people visiting it over the holiday," he said after the marchers reached the police barrier a few dozen meters before Kikar Hashabat and turned back toward the intersection of Strauss and King George. "They are protesting against something they fear might happen in the future, but is not the current situation." Reuven Schiff, who lives on the neighborhood's Rehov Yesha'ayahu, noted that he had to wait over half an hour before being able to cross Rehov Strauss on his way home from synagogue, due to the march. "I don't understand – so they are in favor of barring people's free passageway?" Schiff asked, noting that the separation being protested was for a limited period in the year for a few hours in the night.

But to Rona Ovorano, one of the protest's organizers who led the marchers and chanters adorned in a bicycle helmet, the small demonstration was a landmark event since it was the first time the High Court of Justice allowed such a protest in this haredi area of Jerusalem. "This year they allowed us 50 people, if the oppression of women continues, we'll bring thousands to protest here next year," she said. "The terror against women in the haredi community is real, if there is no popular resistance to it, nothing will stop it."

"We came here to protest against the deterioration in the status of women in Jerusalem," she said. "Things are getting worse for women every day, there is separation on buses, pictures of women are removed from advertisements. Women being barred from streets and sidewalks being separated was a red line we had to protest against."

The High Court of Justice on Tuesday had permitted the march over police objections following a petition last week by Ella, a Jerusalem branch of a university women's organization, Meretz and others, but ruled that it must end before reaching Kikar Hashabbat, at the heart of Mea She'arim. The demand to demonstrate in the haredi neighborhood rose after rumors circulated that extreme haredi elements were going to prevent the entrance of women to Mea She'arim during the holiday, a claim that was publicly debunked by the neighborhood's leadership. Gender separation of sidewalks near a yeshiva were initially enforced with barriers and ushers, but removed following a separate petition to the court.

A Lion from Zion?

Abbas: If peace talks fail, Israel will be to blame

PA President speaks during flight to Amman, Netanyahu tells Sarkozy, Clinton that peace within a year is possible.

Israel will be to blame if peace talks fail, Palestinian Authority President Mahmoud Abbas said on Tuesday.

Abbas was speaking during a flight from Paris to Amman, AFP reported, and said that the settlement construction issue would determine the outcome of the talks.
He added that he would soon be making a speech at an Arab League meeting, in which he would announce some significant decisions.

Earlier on Tuesday, Abbas told
radio station Europe 1 that he will stop talks if the settlement freeze is not reinstated.

"We don't want to stop the talks, but if the building continues, we will have to put a stop to them," Abbas said. "(Prime Minister Benjamin) Netanyahu must know that peace is more important than settlements."

"We ask for a moratorium during negotiations, because as long as there are negotiations, there is hope," he reportedly told the radio station in Arabic.

Also on Tuesday, Prime Minister Binyamin Netanyahu spoke on the phone with French President Nicolas Sarkozy and US Secretary of State Hillary Clinton, telling them that he believed it was possible to reach a historic peace agreement within a year.

Arafat ordered Hamas attacks against Israel in 2000

Former PA chairman issued instructions to terror group when peace talks were failing; Hamas leader makes revelations during university lecture.

Former Palestinian Authority Chairman Yasser Arafat instructed Hamas to launch terror attacks against Israel when he realized that the peace talks weren't going anywhere, Mahmoud Zahar, one of the Hamas leaders in the Gaza Strip, revealed on Tuesday.

"President Arafat instructed Hamas to carry out a number of military operations in the heart of the Zionist entity after he felt that his negotiations with the Israeli government then had failed," Zahar told students and lecturers at the Islamic University in Gaza City.

Zahar did not say when and how Arafat instructed Hamas back then to launch the "military operations" – most of which were suicide bombings targeting Israeli civilians.

However, it is believed that Arafat issued the order to Hamas following the failure of the Camp David summit in 2000.

This was the first time that a senior Hamas official disclosed that some of the suicide bombings in Israel during the second intifada, which erupted 10 years ago, were ordered by Arafat.

Until now it was widely believed that Arafat had ordered his Fatah militiamen to carry out terror attacks on Israel.

According to various testimonies, Arafat ordered the armed wing of Fatah, Aqsa Martyrs Brigades, to launch terror attacks against Israel after he realized that the government of then Prime Minister Ehud Barak was not going to meet all his demands.

Zahar claimed that Arafat's decision to negotiate with Israel was one of the reasons that led to his "assassination." He said the decision was a grave mistake and a tactical error on the part of Arafat.

Zahar urged PA President Mahmoud Abbas to pull out immediately from the talks with Israel.

He claimed that the PA's security coordination with Israel has resulted in the elimination of a number of Hamas men in the West Bank at the hands of the IDF.

He added that Hamas now had more capabilities to smuggle weapons and other military equipment into the Gaza Strip in preparation for the next confrontation with Israel.

Zahar said that a growing number of Palestinians were now convinced that the armed struggle was the only way to deal with Israel.

Ben-Gurion's legacy on Jerusalem under assault

A response to former prime minister Ehud Olmert from a former Israeli ambassador to the UN. Today, he says, Israel must reestablish that red line.

Right after the War of Independence, prime minister David Ben-Gurion faced inexorably difficult pressures over the future of Jerusalem.

The UN planned to press its case for internationalization. Its grounds were General Assembly Resolution 181, adopted in 1947 and known as the partition plan, which not only advocated the establishment of Jewish and Arab states in former British Mandatory Palestine, but also recommended putting Jerusalem under UN control as a corpus separatum, or separate entity.

True, the resolution was not legally binding; it had been forcibly rejected by the Arab states. Moreover, the UN never established the special regime for Jerusalem that it proposed. In fact, it failed to dispatch any forces to save the Old City when reports streamed in that its ancient synagogues were being systematically destroyed. Nevertheless, even after the war ended, leading diplomatic players in the UN, including the US government, came back and insisted on resurrecting the idea of international control.

Ben-Gurion stood in the Knesset on December 5, 1949 and, in no uncertain terms, rejected the demand for internationalization. He looked back at what had happened during the War of Independence, explaining that the UN "did not lift a finger" when invading Arab armies tried to destroy the holy city. It was only because of the efforts of the newly created IDF that the siege of Jerusalem had been lifted and the rest of its Jewish population saved. Ben-Gurion declared that Israel no longer viewed Resolution 181 as having any further "moral force" with regard to Jerusalem.

Four days later the General Assembly responded, again insisting that Jerusalem "should be placed under a permanent international regime."

Ben-Gurion nonetheless stood his ground and declared on December 13, 1949 that the Knesset and the rest of the government would be transferred from Tel Aviv to Jerusalem.

LOOKING BACK 60 years, internationalization was a complete failure. And yet it now appears it is coming back.

Former prime minister Ehud Olmert has put forward a proposal in this paper ("The terms for an accord," September 24) for the Old City of Jerusalem, including the Temple Mount and the Western Wall, in which this area will be overseen by "an international trusteeship."

According to Olmert, Israel would be expected to renounce its sovereignty over the holiest sites of the Jewish people, like the Temple Mount and the Western Wall, located in an area called "the Holy Basin" by negotiators in the past, and which extends beyond the Old City to the ancient Jewish cemetery on the Mount of Olives.

How is it that an idea which spelled disaster to the country's founders can suddenly be put back on the political agenda? What happened? Does this readiness come from a sense that with the reunification of Jerusalem as a result of the 1967 Six Day War, Israel has less right to sovereignty there than it did in 1949? Such a view has no basis.

The Jewish people had restored their majority in the Old City already in 1863, according to the British consulate at the time – well before any other place in modern Israel. And after 1967, international lawyers such as like Stephen Schwebel, who would become president of the International Court of Justice in The Hague, pointed to the fact that while Jordan occupied east Jerusalem after a war of aggression in 1948, Israel captured the very same areas in a war of self-defense, and as a result its title was stronger than that of other claimants at the time.

Moreover, by its actions since 1967, Israel has proven that it was the first protector of Jerusalem to truly defend the interests of all three monotheistic faiths.

Perhaps some of its political elites have forgotten what was axiomatic for Abba Eban and Chaim Herzog, but that does not diminish its historical rights.

It could be that today there is a naive belief that internationalization might work, since the UN in 2010 will be better than the UN in 1948. But there is no basis for such a conclusion. In the past 20 years, international oversight of areas of conflict has ended with one disaster after another. In 1994, a UN force in Rwanda, made up of mostly Belgian paratroopers deployed to oversee implementation of the Arusha Peace Accord, withdrew and abandoned the Tutsi tribe to acts of genocide by Hutu supremists. The UN Security Council delayed any effective action to stop the killing, which resulted in 800,000 deaths.

A year later, UN peacekeepers in Bosnia abandoned the Muslims they were supposed to protect in the town of Srebrenica. As a result, the Bosnian Serb army slaughtered more than 8,000 innocent people.

Since 2003, the UN has been unable to take decisive action and put an end to the genocide in Darfur by the Sudanese regime, given the interests of the Arab states and the Chinese. Multilateral machinery, whether based on the UN or on a consortium of states, remains notoriously slow.

In short, there is no recent international development that might lead one to believe that "an international trust," rather than Israel, might actually work and protect Jerusalem.

How is it possible to explain the difference between Ben-Gurion and the leaders who put forward from time to time the idea of internationalization? Israel at the time of Ben-Gurion was actually much weaker than it is today; its population in 1948 was a little more than 800,000. But it had something which unfortunately has been lacking in many who would renounce its sovereignty over the Old City: Israel in 1948 had a deep conviction in the justice of its cause – a rare commodity today in many influential circles.

Those putting forward the idea of internationalization are completely divorced from the sentiments of the people. Poll after poll in the past decade indicate that Israelis are not prepared to concede Jerusalem, and especially the holy sites of the Jewish people.

The problem is that when one of Israel's leaders suggests that the Old City be put under an international regime, international diplomats begin to think the government may entertain such proposals. Ben-Gurion was able to stand up to the UN General Assembly in 1949 because the world understood that Jerusalem represented a red line from which neither he nor any other representative of Israel was prepared to retreat.

Today, Israel must reestablish that red line clearly, for the impression left by these proposals badly weakens its ability to defend itself. They imply that it has lost its will and might be prepared to concede what has been – and will remain – one of the identifying core values defining the identity of the Jewish people.

Dagelijkse realiteit in Palestina? From Terrorists to Role Models: the Palestinian Authority's  Institutionalization of Incitement.

Mashaal: We'll continue 'to kill illegal settlers'

Hamas leader says Palestinians will return to "resistance" if int'l community doesn't force Israel back to 1967 borders.

Hamas leader in Damascus Khaled Mashaal said that if the international community does not force Israel to to retreat to the 1967 borders, the Palestinian people's only recourse will be "resistance." Mashaal's comments came in an interview aired on CNN on Monday.

When asked about last months terror attack near Kiryat Arba, in which four Israelis were killed by Hamas gunmen, Mashaal said that Hamas will continue to "kill illegal settlers on our land." He stated that Israeli settlers were the source of the problem and he failed to understand why the international community gets upset when "we defend our people by confronting Israeli killings."

Mashaal compared the Palestinian people's struggles to the American fight against British occupation and the French standing up against Hitler's aggression.

The Hamas leader stated that "five years from now there will be a new conviction around the world" about the Israeli-Palestinian conflict. He said that the US and the West will realize that "Israel is only a moral burden on their shoulders."

Mashaal's comments came as Israel was criticized internationally on Monday for failing to extend the 10-month moratorium on West Bank settlement construction.

The Palestinians have contended that they would exit peace talks launched earlier this month if Israel failed to extend the moratorium.

Palestinian President Mahmoud Abbas on Monday said that he would make a decision on whether or not to leave the talks only after meeting with the Arab League next week.

Fatah wing vows response to settlement activity
http://www.maannews.net/eng/ViewDetails.aspx?ID=318201
Published today (updated) 26/09/2010 16:14

RAMALLAH (Ma'an) -- Fatah's armed wing vowed to respond to renewed settlement expansion in the West Bank on Sunday.

The Al-Aqsa Brigades urged the Palestinian Authority to maintain its resolve to walk out of recently relaunched peace talks if full-scale settlement expansion resumed.

As the 10-month partial moratorium on settlement construction expired on Sunday, Israeli settlers laid the foundation for a new school in the illegal Rommanim outpost in the southern Hebron district. Near Bethlehem, Israelis residing on the illegal Noqedim settlement were seen installing mobile homes on land belonging to Palestinian Khirbet Jub Ath-Theib. On Saturday, settlers installed 20 caravans on a hilltop outside the Revava settlement in the northern West Bank.

In a statement, the brigades said settler attacks against Palestinian people and their land had gone too far without intervention. The resumption of settlement expansion, which the group noted had never actually stopped, was evidence of the Israeli government's intention to deny Palestinian rights, the brigades said.

The group cited the release of a settler security guard who shot dead two Palestinians on Wednesday as further proof that the Israeli government supported extremist right-wing settler groups. The killing of Samer Abu Sarhan, a 28-year-old father of five, in Silwan was one incident in an endless cycle of attacks against Palestinians and their land, the brigades said.

The military wing of the Fatah party said its fighters would teach settler groups "unforgettable lessons."

President Mahmoud Abbas told world leaders at the UN General Assembly on Saturday that Israel would have to choose between settlement expansion and peace.

Despite pressure from the UN, the EU and the US, Israeli Prime Minister Benjamin Netanyahu has so far refused to extend the freeze on settlement construction.

VN "Mensenrechtenraad" misbruikt mensenrechten

Oy!

UNHRC abuses human rights
By DANNY AYALON
09/27/2010 03:23
http://www.jpost.com/Opinion/Op-EdContributors/Article.aspx?id=189354

Once again, a report has blamed an event almost solely on Israel while refusing to assign responsibility or even suitably investigate any other party.

Unsurprisingly, a United Nations Human Rights Council (UNHRC) report has once again slammed Israel's acts of self-defense. The recently released report ostensibly investigating the events that surrounded the interception of the Gaza-bound Mavi Marmara in May is a modern blood-libel, and another nail in the coffin of the council's credibility. The full report is scheduled to be officially presented to the council on Monday.

While its name would seem to indicate a worthy body, the UNHRC has two sole functions: to defend serial human-rights abusing nations from reproach, and to revile and attack Israel.

The UNHRC, created in 2006, is the successor to the thoroughly discredited United Nations Commission on Human Rights (UNCHR). When the mandate for the new council was debated, certain basic reforms and standards were proposed to ensure the commission's failures were not repeated. Unfortunately, few of the reforms received substantial support in the UN General Assembly, which refused to adopt them.

Those that were adopted have been abused.

The General Assembly resolution that created the council merely required member states to "take into account" a candidate's human-rights record when applying to the UNHRC. Not even a nation under sanction from the UN Security Council for human-rights abuses need refrain from seeking election.

During the application process, candidate nations make pledges of adherence to human rights standards by way of justifying their candidacy. These statements have been described as Kafkaesque in their deviance from reality and historical record. One glaring example is that of Saudi Arabia, which claimed a "confirmed commitment to the defense, protection and promotion of human rights."

The reality of course, is very different.

The US State Department's annual human rights reports consistently criticize Saudi Arabia for its serious human rights failings, including arbitrary arrest, discrimination against women, restriction of worker rights and lack of religious freedom.

However, Saudi Arabia is hardly alone, as only 20 of the 47 nations on the UNHRC are considered "free" by Freedom House, an independent NGO which monitors human rights and political freedoms. This means the majority of nations currently represented on the UNHRC do not allow basic freedoms for their own people, let alone concern themselves with global human rights.

Another example of this farce was the recent election of Libya to the UNHRC.

Libya received support from 155 of the General Assembly's 192 member states in a secret ballot, angering a coalition of 37 human rights organizations which described Libya as one of the most repressive societies in the world.

ONE OF the root problems is the influence of the Organization of Islamic Conference (OIC) within the UNHRC.

The UNHRC heavily weights membership on its council to nations from Africa and Asia – two continents where the OIC has considerable influence. The OIC controls the lion's share of the world's energy resources, including oil, gas and uranium.

The OIC and its allies have an automatic majority on the UNHRC, and this is represented in the council's workload.

Human Rights Watch claims that the OIC has "fought doggedly" and successfully within the UN Human Rights Council to shield states from criticism, except when it comes to criticism of Israel. The OIC's mantra has been that the council should work cooperatively with abusive governments rather than condemn them.

This has led to the absurd situation in which Israel is condemned 33 times by the UNHRC out of a total of 40 countryspecific condemnations, while the UNHRC expresses only "deep concern" over Sudan and praises its cooperation.

In addition, the UNHRC adopted a unique decision to discuss human rights violations committed by Israel in all of the council's meetings. It has also been criticized for redirecting attention to the fate of Muslim minorities within non- Muslim countries, but diverting attention from the treatment of ethnic minorities in Muslim-majority countries, such as the oppression of the Kurds in Syria, the Ahwaz in Iran, the Al-Akhdam in Yemen or the Berbers in Algeria.

Furthermore, the OIC has been at the forefront of silencing freedom of expression.

An amendment to the duties of the special rapporteur on freedom of expression, passed by the Human Rights Council on March 28, 2008, has acted against this very freedom. The OIC and its allies have sought to ban anything they deem as criticism of Islam. Some nations were outraged by this amendment, which they claimed "turns the special rapporteur's mandate on its head."

Nevertheless, it is on the subject of Israel that the OIC appears to have unique influence. When the UNHRC discussed issues relating to the Second Lebanon War in 2006, four of the council's independent experts reported the findings of their visit to Lebanon and Israel. State after state from the OIC took the floor to denounce the experts for daring to look beyond Israeli violations to discuss Hizbullah's as well.

This sent a very clear message that experts filing reports for the UNHRC involving Israel should never look at the conduct of any other party. Justice Richard Goldstone understood this very well, as was reflected in the report he gave the UNHRC. In an interview given to Al Jazeera in 2009, Ekmeleddin Ihsanoglu, secretary-general of the OIC, explained how his organization not only initiated, but drove the Goldstone process from start to finish.

THE PANEL of experts compiling the report on events surrounding the flotilla has clearly understood its mandate well. Once again, a report has singularly blamed an event almost solely on Israel while refusing to assign responsibility or even suitably investigate any other actor. What makes the report so absurd is the recent release of many first-hand accounts by people on the Mavi Marmara.

These accounts, written by some hostile to Israel in the first place, depict very different scenes to those described in the report.

In his recently released book, Turkish journalist Sefik Dinç, while sympathetic to the militant IHH, writes that the crisis was "calculated" by those on board, and reportedly describes how the IDF soldiers did not open fire until after other soldiers were taken hostage. Dinç describes in his book, with the aid of photographs, how preparations for confronting the Israelis on the Mavi Marmara were "not going to be that passive."

Our internal investigations indicate that not only did the soldiers only open fire when their lives were threatened, but that the first shots were fired by those on the boat; there are reports that one soldier suffered a knee injury from a non-IDF weapon as soon as he came on board.

This biased, libelous report indicates that the OIC has once again achieved its aim of condemning Israel through its proxies in the UNHRC. One again, it has proven UN Secretary-General Ban Ki-moon and former high commissioner for human rights Mary Robinson's criticisms that the council acts according to political considerations as opposed to human rights. In fact, the report stands as an affront to the secretary-general's own panel of inquiry, with which Israel is fully cooperating.

General Assembly President Joseph Deisss warned recently against the marginalization of the UN itself by stating the need for urgent reforms, like reviewing the UNHRC. At stake is the plight of millions of victims of human-rights violations around the world.

It is high time for democracies to reassess their participation in a council that places political calculations over the protection of human rights while providing cover to some of the world's most brutal regimes.

We must give a voice to the oppressed, justice to the abused and equity for all of humanity. None of this will be achieved by always attacking and condemning Israel while allowing totalitarian nations to hijack the international human-rights agenda.

One of the ideas that have been raised is to extend the freeze for another three months, and set that as a deadline by which Israel and the PA must reach an agreement on borders – so that Israel would then know exactly where it was free to build.
Another idea, a variation of the same theme, is to extend the moratorium by another three months, but exclude from this moratorium some 2,000 units for which all the necessary permits have been granted and on which building could start immediately.

Among other ideas that have been raised are the following:
• Agree to the number of units that can be constructed each year, based on natural growth;
• Allow building in the large settlement blocks in areas adjacent to the existing construction line, but allow only the construction of public buildings needed for natural growth in all other settlements;
• Agree to gradual construction now, and to extend the moratorium at the beginning of the year, when the talks move into a more advanced stage;
• Allow housing construction in the largest settlements – Ma'aleh Adumim, Betar Ilit, Modi'in Ilit and Ariel – but construction for public building only in the rest of the settlements.

Moratorium ends, but major building not expected

October 4 Arab League meeting looms as new deadline, while US, Israeli, PA officials continue search for acceptable bridging formula

Israel's 10-month moratorium on new construction in the West Bank settlements expired at midnight Sunday, but Israel and the Palestinian Authority have agreed to devote another week to finding a compromise that will keep the recently relaunched direct talks from breaking down over the issue.

During this period, PA President Mahmoud Abbas will not announce that he is quitting the talks, and, because of Succot, there is not expected to be any sudden, major construction boom in the settlements – even though theoretically work could start immediately on some 2,000 housing units for which all the permits have already been granted.

The idea of buying another week's time to negotiate emerged from various meetings US envoy George Mitchell held over the weekend with Abbas and Defense Minister Ehud Barak, who were both in New York.

As the moratorium expired at midnight, the Prime Minister's Office put out a statement calling on Abbas to "continue the sincere and good talks that have just begun, with the goal of reaching a historic  peace agreement between our two peoples."

The statement said that in the last few days Netanyahu had intensive contact with Clinton and other senior officials in the US Administration. He also spoke with Egyptian President Hosni Mubarak and Jordan's King Abdullah II,

In those conversations, according to the statement, Netanyahu said Israel was willing to continue the intensive talks in the coming days in order to find a way to keep the direct talks alive.

"I hope that President Abbas will remain in the talks and continue with me on the path of peace which we started three weeks ago, after many in the world have now realized that my intentions of reaching peace are serious and sincere and that I honor my commitments," Netanyahu said.

Netanyahu said that his government has gone a long way in improving the Palestinians living conditions in the West Bank and Gaza.

"I say to President Abbas, for the sake of both our peoples, let us focus on what is truly important – accelerated, sincere and continuous talks to reach a historic framework agreement within a year."

Barak returned to Israel on Sunday, and Abbas went to Paris for meetings on the issue with French President Nicolas Sarkozy. Prime Minister Binyamin Netanyahu's chief negotiator, Yitzhak Molcho, who was also involved in the deliberations, has remained in the US to continue the talks.

Abbas, in an interview published Sunday in the London-based Al-Hayat newspaper, indicated that he would not immediately leave the talks with the expiration of the moratorium, and seemed content to let the Arab League decide the issue, requesting an urgent meeting of the Arab League on October 4.

The Arab League is the body that gave Abbas the green light last month to enter direct talks with Israel, even though the Netanyahu government refused to declare an end to all settlement construction as Abbas had demanded.

Netanyahu, meanwhile, is not expected to call either his inner cabinet – the forum known as the septet – or the security cabinet together until after Succot to discuss a possible compromise solution.

Barak briefed Netanyahu by phone on his conversations in the US, but the two have not yet met since Barak returned from the United States, as Netanyahu is spending the holiday at his home in Caesarea.

In the meantime, talks will continue in the US, and if a compromise is reached, Netanyahu and Abbas may meet next week to announce it.

Sending the issue to the Arab League, according to one school of thought in Jerusalem, is a graceful way for Abbas to remain in the negotiations despite an end to the moratorium, enabling him to say – perhaps – that this is the will of the Arab League.

US President Barack Obama's top adviser David Axelrod said Sunday that the sides were still working on a compromise.

"The parties are still working, they're still talking," Axelrod said on ABC's This Week. "Secretary [of State Hillary] Clinton and her team are working with them.

"We're very eager to keep these talks going. We think this is an unparalleled opportunity and a rare one, and we have to – we have to seize the advantage of that, and we are going to urge and urge and push throughout this day to – to get some kind of resolution," he said.

Asked if he thought the Palestinians would walk away from the talks, as they have threatened to do, when the moratorium expires, Axelrod said, "I understand what the public pronouncements have been, but the parties are at the table. They are talking. They're trying to work this through, and we're hopeful that they will."

A few hours prior to the expiration of the moratorium, and in an apparent effort to downplay the end of it and keep anyone from gloating, Netanyahu issued a statement calling on both the settlers and politicians to "show restraint and responsibility today and down the road – just as they have shown restraint and responsibility during the 10- month construction moratorium."

He also called on his ministers not to publicly discuss the matter.

Despite a largely symbolic and demonstrative event held by activists at Revava on Sunday to mark the end of the moratorium, there was no indication on the ground that there would be a massive building boom in the near future.

Netanyahu has said that the issue is not "all or nothing" – either a complete halt to all building or a massive construction surge.

Barak, in an interview broadcast Sunday on the BBC, said he thought the chance of "achieving a mutual agreed understanding about the moratorium is 50/50."

But, he said, "I think the chances of having a peace process is much higher."

Barak said he hoped the peace process would "not be blocked by this moratorium issue and that we will sail full engines forwards [to] substantial negotiations and agreement."

The Jerusalem Post
The 'Zionist regime' enters the UN's Iranian underworld

Reporter's notebook: 'The Jerusalem Post?' Ahmadinejad's security man says incredulously. 'You have to leave. And you know why!'

NEW YORK – "Is the Ahmadinejad press conference really canceled?" I asked the woman behind the Media Accreditation and Liaison Unit desk at the United Nations.

It was Thursday afternoon, and Ahmadinejad had just spoken to the General Assembly. A magazine journalist, Dave, and I had heard a rumor that the press conference was canceled, but wanted to make sure.

"Yes, but it may just be postponed...we don't know," the MALU woman said. "But we can escort you to the press conference area downstairs."

During the week of the UN's General Assembly, reporters have to follow a complicated kabuki of repeated security screenings and accreditations. Getting from point A to point B in the building, due to security blockades and delegateonly areas, generally requires a half-hour-long tour through the rest of the alphabet.

And, unless you are in a pressapproved area, most reporter movement around the UN needs to take place with a MALU escort – a sort of information chaperone, if you will, who is there to make sure no one gets cheeky. I mean, lost.

The escort showed us into an elevator, which quickly filled up with approximately 20 members of the Iranian press. Members of the Iranian press are generally conspicuous due to their near-uniform (pun intended) adaptation of the "Ahmadinejad Dress Code": gray suit, white shirt, no tie.

"So do you think Ahmadinejad will give a statement?" Dave asked the crowd in the elevator.

A tall, smiling man with a camera laughed. "Weren't you in the General Assembly? Do you think he needs to give more of a statement than that?" We arrived at our destination and the group piled out of the elevator.

Assuming we were all going to the same place, we followed the Iranians.

Suddenly, our media escort was nowhere to be found, and we were being led through a labyrinth of a windowless, dimly lit, very off-thebeaten-track hallway. This was the land of the broom closets and the fuse boxes. Right, left, left, maybe another right.

We came into a room with a small television studio for UN TV. A quick survey of the room revealed that, at least on first glance, we were the only Western journalists present.

"He's not with us," one of the photographers said to the MALU handler, jerking his thumb at Dave.

"Sir, you will have to leave," the MALU handler said to Dave. She looked me up and down. "You too."

"Why? What's going on?" "This is a press conference only for members of the Iranian media, and it's time for you to go," she said firmly.

"We're not going," Dave said. (Dave admits that he has a problem with authority.) "I'm sorry," I said, leaping in to play good cop to Dave's bad cop. "We were led here. We're accredited members of the media."

Now, I realized, would probably not be the best time to divulge my employer. Making like I was gesturing toward my badge, I turned it around to face me. Subtle.

"You're not in the Iranian media, and you have to leave."

"But this is the United Nations!" Dave said. "I thought every nation was equal?" "Sir, do I have to get security to throw you two out? Because that's what I'm going to do." She took us each by our forearms. We shook her off.

"Okay, go ahead. Call security," Dave said. He leaned closer to me.

"She's not going to call security."

"Is there someone else we can talk to?" I asked.

"Yes, she's in charge," the woman said, pointing to another woman.

I called her over and explained our situation.

"Just stand over here and don't draw attention to yourselves," the second woman said firmly.

Fine by us. Problem solved.

In came UN security, two beefy guys with handcuffs.

"There they are, officer," the first media escort said triumphantly, pointing to us with the relish of a witchhunter in Salem, Massachusetts.

The guy looked at me. From the look in his eyes, he may have been thinking something along the lines of, "You've gotta be kidding me."

"Before you take us, that woman over there said we're fine to stay here," I said. "Ask her."

They did. She vouched for us. Security left.

Now, at last, we were free to take in the "color" elements of the exclusive story we were about to get from our imminent proximity to the Iranian leader. We could note the wires hanging – ominously? – from the ceiling, or look at the two Iranian women with covered heads, busily texting on their cellphones in Farsi. There was a strange, unfamiliar sense of tension in the air among the Iranian journalists – a far cry from the laid-back pre-press conference mode more common in the UN. Then again, most of those don't take place in darkened rooms.

In the meantime, our clearly un-Iranian appearance was garnering attention, with or without us attempting to draw it to ourselves. We were on the receiving end of ample stares and glares from our non-colleagues.

The camera-toting journalist from the elevator came over to us. It was clear from his demeanor that he wasn't going to bring up becoming Facebook friends.

"Where are you from?" he asked, eyebrows furrowed.

"I'm from The Atlantic," Dave responded. "It's a magazine."

"And you?" he said to me.

"I'm from New Jersey," I responded.

Which, technically, is true.

"You know that that's not what I mean," he said, starting to reach for my press pass around my neck.

How to respond? I wondered. "The Zionist Entity"? Or perhaps "The Zionist Regime"? I stepped away from his hand. "The Jerusalem Post."

"The JERUSALEM POST?" he responded, incredulously. "Well, YOU have to leave."

He leaned forward, somewhat menacingly.

"And you KNOW why."

"Do I?" I asked.

He walked away and started whispering to another reporter. The second reporter then walked over to another man in the requisite gray suit jacket and no tie, who looked over.

Sometimes, people don't have to wear a nametag or badge for you to know who they are. And there was no ambiguity whatsoever, without introduction, that the guy approaching us now was part of the Ahmadinejad security detail. And clearly, I – a 5'2" Jewish woman from New Jersey – was a security risk.

"You have to go," he said, wearing what Dave would later call a "thug face." "You have to go right now."

"She said we could stay," I said, pointing at the woman across the room who clearly no longer wanted anything to do with us.

"We have every right to stay," Dave said. "This is the United Nations. This is America."

But this isn't really America, I thought, as the thuggy guy, hands on his hips, breathed heavily in my face.

This is not America. This is the basement of a multinational complex, where a staggeringly high level of deference is being paid to the whims and fancies of a man being protested against by hundreds outside. This is a place where the regular rules don't matter, and where regulations and standards are easily trumped by fear and cowardice. This is an underworld.

The woman came over. "I'm sorry," she said to me. "They know who you are, and you have to leave."

That's the problem, I thought as I was escorted out. We all know who we are. We just don't agree on who has to leave.
