De vredesbesprekingen lijken nu definitief ten einde. Woensdagnacht heeft de Israelische onderhandelaar Tzipi Livni aan Saeb Erekat gevraagd om het aangevraagde lidmaatschap van 15 conventies en verdragen in te trekken, wat hij weigerde. Daarop besloot Israel de vierde groep gevangenen, wiens vrijlating was uitgesteld, niet vrij te laten. Inmiddels zouden de Palestijnen een waslijst aan nieuwe voorwaarden hebben opgesteld om de onderhandelingen te hervatten, zo meldt The Times of Israel:

These preconditions, according to the Ma’an news agency, included a demand for official Israeli agreement to the establishment of a Palestinian state along the pre-1967 lines with East Jerusalem as its capital; the release of 1,200 Palestinian prisoners including convicted terrorist chiefs Marwan Barghouti and Ahmad Saadat; a building freeze in East Jerusalem and the West Bank; granting Israeli citizenship to 15,000 Palestinians under a family reunification program; the termination of Israel’s security blockade of Gaza; permission to bar the IDF from West Bank Area A (areas under full PA control) for entrance to arrest or kill terror operatives; and increased Palestinian control in Area C (areas under full Israeli control).

Ook hebben Palestijnse leiders gedreigd om het lidmaatschap aan te vragen van diverse VN instituties, om Israel voor het Internationaal Strafhof te dagen en om boycotcampagnes te voeren. Naftali Bennett van de rechtse Habayit Hayehudi partij dreigde daarop Abbas voor datzelfde tribunaal te dagen voor zijn steun aan veroordeelde terroristen. Hij dreigde ook geen enkele deal waarin Israel ‘terroristen’ vrijlaat meer goed te keuren.

Het resultaat van deze ronde onderhandelingen: een enorme hoop energie van Livni, Erekat, Kerry en de teams die hen hebben ondersteund is verspild. Vooral Kerry had zijn energie goed kunnen gebruiken om adequater op te treden bij andere internationale crises zoals Syrië of Rusland. Het wantrouwen tegen de Amerikanen, onder de Palestijnen altijd al groot, heeft nu ook in Israel een vlucht genomen. En zowel Israel als de Palestijnen zijn er inmiddels van overtuigd dat de andere partij voor geen cent te vertrouwen is. Daarbij is het risico van een escalatie op de Westoever gegroeid. En Israel heeft circa 75 Palestijnse gevangenen vrijgelaten, die allen waren veroordeeld voor dodelijk geweld. Daarvoor in ruil zou er vooruitgang worden geboekt bij de onderhandelingen, maar daar is niet veel van terecht gekomen. En Israel heeft bouwkavels voor meer dan 700 woningen in Gilo uitgegeven. Het zou zomaar kunnen dat we de komende tijd aankondigingen van de bouw van woningen in de nederzettingen zullen horen, wat weer tot de bekende eenzijdige veroordelingen door de internationale gemeenschap zal leiden. Mislukte onderhandelingen zijn slecht voor de vrede, slecht voor de onderlinge verhoudingen, en koren op de molen van de extremisten aan beide kanten.

Noodzaak voor compromissen

Om vooruitgang in de vredesbesprekingen te boeken, is het nodig dat beide partijen overtuigd zijn van de noodzaak en voordelen van deze besprekingen, en vooral ook de noodzaak om compromissen te sluiten. De Palestijnen ervaren keer op keer dat ze zonder compromissen toch een deel van hun eisen ingewilligd kunnen krijgen en daarbij veel geld en steun uit de internationale gemeenschap ontvangen. Terwijl een werkelijk compromis Palestijnse leiders als Abbas in grote problemen zou brengen en ernstige risico’s met zich meebrengt, legt de huidige strategie ze geen windeieren. Voor Israel worden onderhandelingen op deze manier steeds onaantrekkelijker: bij iedere ronde lijkt de druk op Israel om meer concessies te doen toe te nemen, en de concessies die daadwerkelijk worden gedaan leiden niet tot tegenconcessies of een prettiger onderhandelingsklimaat. De weerzin tegen het almaar weer doen van concessies neemt dan ook toe onder Israeli’s:

The positive memories of Obama’s visit to Israel and the ongoing defense support and co-operation – now at an all-time high – were overshadowed by Israeli anger against the US for bullying its government into releasing brutal mass murderers who were subsequently glorified as heroes by the Palestinian Authority.

The PA demanded this as a prerequisite to even agreeing to negotiate. An uninformed observer would assume that Israel was the supplicant and would be unaware that the territories were acquired only after Israel vanquished an Arab conglomerate which had initiated a war to annihilate it.

Met hun taktieken ondermijnen de Palestijnen de fundamenten van de vredesonderhandelingen. Oorspronkelijk waren die gebaseerd op wederzijdse erkenning (de brieven van Rabin en Arafat) en wederzijdse concessies. Israel gaf land, en in ruil pakten de Palestijnen het terrorisme aan. Ondertussen versterkte de internationale gemeenschap Palestijnse instituties en werd Palestijns zelfbestuur ingevoerd, wat de basis zou zijn van eventuele latere onafhankelijkheid. Ook daar had Israel belang bij: zij waren niet langer verantwoordelijk voor het dagelijks leven en welzijn van de Palestijnen, maar hielden in een deel van de Westbank wel de verantwoordelijkheid over veiligheid. Er is ook toen niet te goeder trouw onderhandeld door Arafat, maar de basis van de Oslo Akkoorden deugde, en daardoor kon een meerderheid van de Israeli’s zich erachter scharen. De kater kwam des te harder aan toen in september 2000 de tweede intifada uitbrak (die al maanden in voorbereiding was, zoals PA functionarissen zelf hebben verklaard).

Voorwaarden vooraf

Er is sindsdien wel wat veranderd: tegenwoordig moet, om te gaan praten, eerst Israel aan een aantal voorwaarden voldoen. Het begon met de onderhandelingen in 2009, toen Abbas voor het eerst een bouwstop in de nederzettingen en Oost Jeruzalem eiste in ruil voor directe onderhandelingen met Israel. Hij is hierdoor mogelijk geïnspireerd door de VS, die onder Obama duidelijker dan voorheen haar afkeuring van de nederzettingen liet blijken. Israel gaf toe, met veel tegenzin, maar Oost Jeruzalem bleef buiten beschouwing en bestaande projecten mochten worden afgebouwd. Abbas was niet tevreden, Israel ook niet. Pas in de laatste maand van de 9 maanden durende bouwstop verscheen hij even aan de onderhandelingstafel, om direct te eisen dat de bouwstop zou worden verlengd, en uitgebreid met Oost Jeruzalem. Voordat de VS haar pogingen Israel zover te krijgen had voltooid, stapte Abbas al op.

Later zijn aan de bouwstop nog andere voorwaarden toegevoegd, zoals de vrijlating van gevangenen en de erkenning van de groene lijn als toekomstige grens. Israel had er geen enkel vertrouwen in dat dergelijke concessies de Palestijnen daadwerkelijk milder zouden stemmen en tot meer toenadering zouden leiden, integendeel. Ze leken slechts te smaken naar meer. Daarbij zijn eenmaal gedane concessies vaak het beginpunt in latere onderhandelingen, en lijkt de lijst van Palestijnse eisen met iedere onderhandelingsronde groter te worden. The Tower schrijft:

Back in the Middle East, Palestinian gambits at the UN have been seen as corroding the basic framework of the Israeli-Palestinian peace process. The land-for-peace formula requires the Israelis to give up tangible, functionally irreversible concessions in exchange for Palestinian commitments. The fear has always been that the Palestinians will negotiate only as long as they can extract territory or prisoners, and that they will then pocket what they’ve gained and walk away. Abbas’s moves seem set to confirm those fears.

En dat is het kernprobleem: Israel ziet keer op keer bevestigd dat concessies niks opleveren, behalve meer druk, meer veroordelingen en meer eisen. De zware druk van de VS werkt averechts. Men ervaart de VS niet langer als een rechtvaardige en onpartijdige bemiddelaar, en men heeft ook vooral niet het vertrouwen dat de VS de Palestijnen voldoende onder druk zetten voor het doen van tegenconcessies. In het Westen verzuchten velen dat als beide partijen er zelf niet uitkomen, ze de vrede maar opgelegd moeten krijgen. Het mislukken van de huidige onderhandelingen laat de grenzen zien van deze aanpak. Rechts in Israel floreert, het cynisme en het wantrouwen zijn groot, het geloof in vrede met de Palestijnen is op een dieptepunt beland.

Wanneer het medicijn keer op keer niet blijkt te werken, is het misschien tijd voor een andere aanpak door de VS en het Westen. Steun organisaties van onderop die op samenwerking gericht zijn. Eis een einde aan de opruiing in Palestijnse media, geef geld voor lessen Hebreeuws en Arabisch op elkaars scholen, haal Israelische en Palestijnse kinderen naar gezamenlijke kampen waar ze niet samen leren dat Israel de bezetter is, maar leren dat de ander menselijk is, en dezelfde dromen en angsten kent als zij. En maak de Palestijnen duidelijk dat er geen miljoenen vluchtelingen gaan terugkeren naar Israel. Hervorm de UNRWA en integreer die in de UNHCR, zodat Palestijnse vluchtelingen dezelfde behandeling krijgen als andere vluchtelingen. Laat Israel vervolgens zien dat het onacceptabel is dat het de pispaal is in de VN en continu wordt apart gezet en buiten gesloten. Westerse landen dienen massaal tegen de absurde door de Arabische landen ingebrachte anti-Israel resoluties te stemmen en deze landen ook diplomatiek te laten voelen dat een dergelijke houding consequenties heeft. En eis vervolgens een bouwstop in de nederzettingen en een harde aanpak van kolonisten die zich misdragen. Maar tegen die tijd heeft het Israelische vredeskamp allang de verkiezingen gewonnen.

De vredesbesprekingen tussen Israel en de Palestijnse Autoriteit lijken weer eens op hun gat te liggen. De laatste maanden werd er al nauwelijks meer inhoudelijk gepraat, en namen beide partijen een voorschot op de schuldvraag die met het naderen van de deadline op 29 april steeds meer op de voorgrond trad.

De Palestijnen willen Israel niet erkennen als Joodse staat, en werden daarin een paar weken geleden bevestigd door de Arabische Liga. Israel wil de laatste groep gevangenen alleen vrijlaten als de Palestijnen instemmen met verlenging van de vredesbesprekingen na 29 april. Netanyahu kan het niet aan zijn kabinet verkopen wanneer de Palestijnen weken nadat de laatste 27 gevangenen zijn vrijgelaten – stuk voor stuk veroordeeld voor moord -, de onderhandelingen stopzetten en alsnog naar de VN stappen.

Israel bood aan nog 400 extra gevangenen vrij te laten, als er zou worden door onderhandeld tot in 2015. Het gaan dan om vrouwen en minderjarigen en gevangenen die hun tijd er bijna op hebben zitten. Abbas zei nee en eiste 1.000 gevangenen, waarvan de PA de identiteit zou bepalen. Daarop zei Israel nee, en toen dokterde de VS een slim plan uit, waarin Israel in ruil voor de vrijlating van de spion Jonathan Pollard de 27 beloofde en 400 extra gevangenen vrij zou laten, waarvan de identiteit door Israel en de PA gezamenlijk zou worden bepaald, en zou instemmen met een gedeeltelijke bouwstop.

De gevangenschap van Jonathan Pollard die al ruim 28 jaar in een Amerikaanse cel doorbrengt, een volgens velen buitenproportioneel zware straf, is voor de Israeli’s een gevoelig punt. Uit vooral rechtse hoek kwam kritiek op het plan, en ervaart men het als onrechtvaardig om zoveel concessies te doen voor iets dat de VS eigenlijk al lang had moeten doen als vriendschappelijk gebaar. Daarbij steekt het dat van de Palestijnen geen enkele concessie werd gevraagd, behalve dan door onderhandelen. Netanyahu was bezig steun voor het plan te genereren onder zijn ministers, toen men dinsdagmiddag onaangenaam verrast werd door de mededeling dat president Abbas het lidmaatschap van 15 aan de VN gerelateerde conventies en verdragen had aangevraagd. Abbas had daar al mee gedreigd, en na een laatste deadline van 24 uur de daad bij het woord gevoegd. Dit is waarschijnlijk een eerste stap naar het lidmaatschap van belangrijke VN lichamen waar men Israel kan aanklagen, zoals het Internationaal Strafhof. Gezien de verhoudingen binnen de VN is succes gegarandeerd.

Volgens de Palestijnen houdt Israel zich niet aan de afspraken door de laatste groep pre-Oslo gevangenen alleen vrij te willen laten in ruil voor een toezegging door te onderhandelen. Dat mag kloppen, hoewel aan het vrijlaten van de gevangenen ook de voorwaarde was verbonden dat er vooruitgang werd geboekt in de vredesonderhandelingen. Het toont echter bovenal de idiote verhoudingen. Israel, de sterkere partij in het conflict, moet onderhandelingen met de Palestijnen continu afkopen met het vrijlaten van gevangenen of andere concessies. Die onderhandelingen leveren vervolgens weinig op, en sommige PA en Fatah leiders verklaren openlijk dat men heeft toegestemd in onderhandelingen om de gevangenen vrij te krijgen en Israel mooi heeft weten te chanteren met de ‘VN kaart’. Bij het idee van wederzijdse goodwill maatregelen kan ik me iets voorstellen, maar waarom moet alleen Israel, voordat er ook maar iets is besproken en overeengekomen, eenzijdig concessies doen die ook nog eens moeilijk liggen bij het publiek? Veel Israeli’s zijn hier verbolgen over en begrijpen niet waarom de regering deze eisen inwilligt zonder er iets voor terug te krijgen. De gevangenen waren in feite een lapmiddel omdat de Palestijnen eigenlijk een volledige bouwstop wilden maar niet konden krijgen.

Het is knap dat John Kerry beide partijen, de altijd onbuigzame Abbas en Netanyahu die rekening moet houden met het rechtse Yisrael Beiteinu en de haviken in zijn eigen fractie, om de tafel heeft gekregen. Maar alleen het om de tafel krijgen van partijen is niet genoeg, zo is vaker gebleken. Het vrijlaten van de gevangenen (veroordeelde terroristen) heeft de Palestijnen geen greintje milder gestemd, en er was ook nauwelijks een Israeli te vinden die dat had verwacht. Het heeft veel Israeli’s alleen maar verder verbitterd, en ondertussen gooiden de Palestijnen olie op het vuur door de gevangenen uitbundig te onthalen en als helden te portretteren. De gevangenen krijgen daarbij een royale staatstoelage voor de rest van hun leven, die hoger is naarmate men langer vastzat. Tel daarbij de opruiing en demonisering van Joden en Israel in PA media, en het is duidelijk dat het vertrouwen bij de Israeli’s tot het nulpunt is gezakt. Men is het continue voorwaarden stellen door Abbas zat. Abbas speelt een heel slim dubbelspel, door zich enerzijds als de zwakkere partij en het slachtoffer neer te zetten, en daarmee sympathie te verwerven onder vooral de linkervleugel in Westerse landen, journalisten en mensenrechten- en vredesorganisaties, en anderzijds zijn internationale steun slim uit te buiten.

Ondertussen staat men door al die steun zo sterk dat men zich in de onderhandelingen steeds meer positioneert als de sterkere partij, die eisen en voorwaarden kan stellen. Het lijkt weinigen te verbazen buiten de rechts-zionistische blogosfeer. Daar wordt met verbazing gereageerd op weer een Israelisch of Amerikaans compromisvoorstel, dat door Israel serieus wordt overwogen maar door de Palestijnen getorpedeerd. Israel heeft inmiddels honderden bouwkavels voor de Jeruzalemse wijk Gilo opnieuw uitgegeven, een wijk die door de Palestijnen en een groot deel van de internationale gemeenschap als bezet Palestijns Jeruzalem wordt gezien. En Kerry heeft een afspraak met Abbas afgezegd, maar houdt ondertussen vol dat het vredesproces niet dood is. De kans dat deze onderhandelingsronde alsnog nieuw leven kan worden ingeblazen, lijkt dan ook klein.

Abbas zoekt lidmaatschap VN instituties in plaats van voortzetten onderhandelingen Israel

 

Omdat Israel de laatste 27 gevangenen pas vrij wilde laten als de Palestijnen zouden beloven in te stemmen met verlenging van de onderhandelingen, hebben de Palestijnen nu de kont tegen de krib gegooid en ondernemen unilateraal actie via de VN. Israel had als voorwaarde voor de onderhandelingen en het vrijlaten van de gevangenen gesteld dat de Palestijnen af zouden zien van dergelijke acties. Een bespreking tussen Kerry en Abbas afgelopen maandag is afgezegd. En Israel gaf opnieuw bouwkavels vrij voor honderden woningen in Gilo onder gunstiger voorwaarden.

Toch zegt Kerry dat de vredesbesprekingen nog niet dood zijn, en er is een nieuw ingewikkeld compromis in de maak. Hoofdkenmerk is dat Israel wel en de Palestijnen daarin geen concessies hoeven te doen. Dat komt omdat de VS Israels concessies zou afkopen met het vrijlaten van Jonathan Pollard, de spion die al ruim 28 jaar in Amerika vast zit en voor levenslang is veroordeeld. In ruil voor Pollard zou Israel niet alleen de laatste 27 gevangenen, maar ook 400 extra gevangenen die voor lichtere vergrijpen vastzitten vrijlaten, en instemmen met een gedeeltelijke bouwstop.

Veel Israelische politici veroordelen de deal, omdat de misdaad van Pollard niet te vergelijken is met de daden van de Palestijnse gevangenen en omdat de Palestijnen geen enkele concessie hoeven te doen behalve doorgaan met de vredesbesprekingen. Maar als de Palestijnen ja zeggen zal het voor Netanyahu heel moeilijk zijn het voorstel alsnog af te wijzen, zeker omdat hij er in gesprekken met de Amerikanen al min of meer mee heeft ingestemd.

In an apparent breach of understandings with the US and Israel, and with a proposed agreement to extend peace talks awaiting a Palestinian response, Palestinian Authority President Mahmoud Abbas on Tuesday evening signed an official appeal to join 15 UN bodies.

At a PLO meeting in Ramallah, Abbas president formally requested membership in the international organizations for the “State of Palestine.”

“The Palestinian leadership has unanimously approved a decision to seek membership of 15 UN agencies and international treaties, beginning with the Fourth Geneva Convention,” Abbas said on television after signing the demand.

Canadian Broadcasting Corporation reporter Derek Stoffel tweeted Tuesday evening that the Palestinian Authority had made the move in response to Israel’s unwillingness to fulfill an obligation to release a fourth round of Palestinian prisoners, some of them Arab Israelis.

Stoffel quoted sources in Abbas’s office as saying the peace process would continue regardless of Tuesday’s move. Officials in Jerusalem were also quoted by Channel 2 news as saying that the move didn’t necessarily signal an end to the talks.

After the announcement was made, a meeting scheduled for Wednesday between Abbas and US Secretary of State John Kerry was canceled, Palestinian sources said.

“We salute the American efforts. But Israel is procrastinating,” Abbas reportedly said before signing a series of documents to apply to the UN bodies.

The Palestinian leadership was convened on Tuesday evening to discuss a tripartite deal between the US, Israel and the PA, which would see Israeli spy Jonathan Pollard freed from a US prison, reportedly in exchange for a partial settlement construction freeze and the release of hundreds of Palestinian prisoners from Israeli jails.

The identity of the prisoners to be released would be decided partly by Israel and partly by the Palestinian Authority.

Prime Minister Benjamin Netanyahu met with senior Likud party members on Tuesday to elaborate on the details of the plan

and enlist their support. 

 

An official close to the negotiations said earlier Tuesday that Kerry was close to a deal that would rescue the faltering Mideast peace talks. The deal would not include a freeze on construction in Jewish settlements in the West Bank as the Palestinians have demanded but would envisage Israel committing to show “great restraint” and not issue new housing tenders.

The Palestinians gave the emerging proposal a cool reception, saying it fell far short of their demands for a complete halt to settlement construction and the freeing of 1,000 prisoners of their choosing.

White House spokesman Jay Carney said Tuesday evening that the US had yet to decide to free Pollard.

“There are obviously a lot of things happening in that arena and I’m not going to get ahead of where we are,” he said in a press briefing. “The president has not made a decision to release Jonathan Pollard”

Palestijnen willen nog 1000 gevangenen vrij voor voortzetting "vredesoverleg"

 

Een bekend patroon: Israel biedt, de Palestijnen vragen meer.

 

On Saturday, The Times of Israel learned from a Palestinian source that Jerusalem, backed by Washington, offered to release 400 more prisoners of Israel’s choosing, in addition to a fourth and final group of longtime terrorism convicts who were set to go free this weekend – on the condition that the Palestinian Authority agrees to prolong the ongoing negotiations beyond the April 29 deadline.

 

Uiteraard is 400 extra gevangenen niet genoeg om nog een half jaar langer vruchteloos door te praten. De PA weet natuurlijk heel goed dat Israel er vooral de schuld van krijgt wanneer de onderhandelingen niet worden voortgezet, en ook dat Netanyahu geen verdere vrijlatingen kan goedkeuren zonder dat daar ook iets tegenover staat voor Israel. Het is voor veel Israeli’s onacceptabel wanneer binnen een maand nadat het vierde en laatste deel van de afgesproken gevangenen zou worden vrijgelaten, de Palestijnen uit de onderhandelingen stappen en Israel via VN instituties gaan aanpakken. Daarom wil Israel eerst een garantie dat de vredesonderhandelingen na 29 april worden voortgezet, en biedt daar zelfs 400 extra gevangenen voor aan.

 

On Saturday, some sources claimed Israel was holding off on freeing the prisoners because of rumors that the PA would back out of peace talks once the fourth group of convicts was released. Israel has also balked at releasing Israeli Arabs.

As of Saturday evening, however, Abbas was insisting that the prisoners be released before he would consider extending the talks beyond their current deadline.

 

Het is inmiddels normaal geworden dat Israel onderhandelingen ‘koopt’ met het vrijlaten van gevangenen, een wat vreemde constructie. Zijn onderhandelingen niet evenzeer in het belang van Abbas, die volgens zovelen ook vrede wil en een eigen staat? Maar Abbas hoeft niks anders te doen dan af en toe te roepen dat Israel aan meer eisen moet voldoen, en dat hij Israels eisen niet accepteert, om door de internationale gemeenschap als vredestichter te worden gezien.

Het zou natuurlijk helpen wanneer Israel niet continu haar eigen positie ondermijnt met het aankondigen van nieuwe (of niet zo nieuwe) bouwplannen in de nederzettingen. Dan staat het iets minder zwak wanneer de onderhandelingen vastlopen en het grote zwarte pieten kan beginnen.

The Palestinian leadership presented an offer to American mediators – that Israel release 1,000 more prisoners, of the Palestinian Authority’s choosing and in exchange, peace talks would be extended until the end of 2014. Palestinian Authority President Mahmoud Abbas also demanded that Israel freeze settlement construction and transfer some Area C regions to the Palestinian Authority’s control.

The Palestinian Authority was holding intensive talks Sunday to discuss the matter further.

On Saturday, The Times of Israel learned from a Palestinian source that Jerusalem, backed by Washington, offered to release 400 more prisoners of Israel’s choosing, in addition to a fourth and final group of longtime terrorism convicts who were set to go free this weekend – on the condition that the Palestinian Authority agrees to prolong the ongoing negotiations beyond the April 29 deadline.

Palestinian chief negotiator Saeb Erekat, who has resigned several times since peace talks started up again in July under US mediation, said Sunday that he was still holding talks with Jerusalem and Washington, far from the public eye.

On the prisoner release that was meant to take place Saturday, Erekat said it might still be carried out, as Israel was obligated to release inmates imprisoned before the Oslo Accords.

Erekat stressed that Abbas was making every effort to secure the prisoners’ release independent of any agreement to extend the talks. In return, the Palestinians would continue to abide by their obligation to refrain from applying to UN and other international bodies for the duration of the talks.

On Saturday, some sources claimed Israel was holding off on freeing the prisoners because of rumors that the PA would back out of peace talks once the fourth group of convicts was released. Israel has also balked at releasing Israeli Arabs.

As of Saturday evening, however, Abbas was insisting that the prisoners be released before he would consider extending the talks beyond their current deadline.

Saturday’s offer had stipulated that Israel would determine which additional 400 security prisoners would go free, Palestinian sources said.

Israel is said to be holding close to 5,000 Palestinian security prisoners.

Jewish Home’s Uri Ariel, the minister of housing and construction, was said to be ready to recommend that his right-wing party leave the coalition if the release of the extra prisoners goes through.

Transportation Minister Yisrael Katz, a member of Netanyahu’s own Likud party, told Israel Radio Saturday night that he was against the release of all further prisoners, and that moves to free them should be stopped immediately, particularly “since there hasn’t been any forward movement in the peace process.”

The Minister of Prisoners in the PA, Issa Karake, on Saturday night urged Abbas to leave the negotiations and instead take the cause of Palestinian statehood to the UN and other international organizations if Israel does not release the fourth group of prisoners within the next few days.

State Department Spokeswoman Jen Psaki said Saturday night, “In regard to reports this evening on an agreement on the release of prisoners, no deal has been arrived at, and we continue to work intensively with both sides. Any claims to the contrary are inaccurate.”

Meanwhile, US Special Envoy for Israeli-Palestinian Negotiations Martin Indyk met with Erekat and Israel’s envoy to the peace talks, Yitzhak Molcho, in Jerusalem Saturday night. Erekat was quoted by Army Radio saying he believed the deadlock would be broken and the fourth group of prisoners would go free early in the coming week.

Earlier Saturday, it was reported that Prime Minister Benjamin Netanyahu has told US Secretary of State John Kerry that he feared his coalition could fall apart if Israel frees the fourth batch of Palestinian prisoners who were slated for release this weekend — among them 14 Israeli Arabs.

Citing sources in the Palestinian Authority, the London-based pan-Arab al-Hayat newspaper reported that US negotiators had told Abbas Netanyahu feared his coalition, which includes the right-wing Jewish Home and Yisrael Beytenu parties, might disintegrate over the prisoner release.

What La Presse Didn’t Tell you About Anti-Israel Activist Max Blumenthal

Max Blumenthal is an American provocateur, radical activist and author of a new book whose extremist views appeal primarily to far left and fringe elements.  Along with a tendency for being caught inventing facts, Blumenthal asserts Israel must choose between forced exodus and forced assimilation in a greater Arab society. Yet, despite Blumenthal’s outrageous views, he was introduced toLa Presse readers as a mainstream journalist and respected author, in an interview by Nicholas Berubé. His radical pedigree was an important piece of information that was entirely ignored.

In his new book, with chilling chapter titles such as ‘Exodus Party,” “The Concentration Camp,” “The Night of Broken Glass, and “How to Kill Goyim (non-Jews) and Influence People”, Blumenthal purposefully and egregiously evokes comparisons between Israel and Nazi Germany, an analogy which has been deemed anti-Semitic by the European Union, the London Declaration and the Ottawa Protocols.

In an effort to demonize Israel, Blumenthal refrains from introducing context (such as the threats emanating from Hamas, Hezbollah, Syria, Iran..). Blumenthal offends even important figures on the left such as author and peace activist David Grossman who, as he recounts in his book, tells Blumenthal to tear up his phone number when told of Blumenthal’s view of dismantling Israel.

It is for these reasons and more that Blumenthal’s book has been embraced by racists such as former Ku Klux Clan Grand Wizard, David Duke, but criticized by even outspoken critics of Israel for its egregiousness and un-seriousness. Blumenthal’s hatred for Israel is accompanied by a record of inventing facts and misquoting sources, only to refuse to set the record straight.

In the La Presse article, Blumenthal continues his penchant for dishonesty with his claim that since 2000 no Israeli soldier has been indicted for murder. This is false. During Cast Lead alone, dozens of investigations led to a number of indictments. Blumenthal also falsely claims that Israeli soldiers have immunity from prosecution. This is also untrue. Complaints about IDF soldiers are evaluated in accordance with a policy set by the military advocate-general, and approved by a specific ruling of the Supreme Court. Furthermore, every decision made by the military authorities can be challenged in the High Court of Justice.

Not satisfied with falsely misrepresenting the IDF, Blumenthal ignorantly tars Israeli society across all political and social spectrums with a lust for violence and a lack of social conscience. Once again, this claim is false and unsupported by any evidence. Unlike Palestinian society, Israelis overwhelmingly reject terrorism, support a two state solution and peaceful coexistence with Palestinians. Israel boasts a vibrant free and highly critical press and is home to a disproportionate number of Israeli human rights NGOs. Tens of thousands of political and social groups across the political spectrum attest to a keen Israeli activism and social conscience. Individuals or politicians who exhibit intolerance are vigorously condemned across the political spectrum, rather than applauded, as Blumenthal disingenuously claims.

Blumenthal announces the failure of Zionism, though the success of the Zionist dream of Jewish self-determination on its indigenous land is rather hard to miss. It’s called the State of Israel and it is crowned by a thriving democracy. Israelis—rather than emigrating in droves as Blumenthal claims—are ranked among the happiest citizens in the world. 

Blumenthal wishes to demonize Israel by defining it by its fringe minority. Like all other societies, Israel is not defined by its fringe elements but by its mainstream.  Given his radical pedigree, it is Blumenthal who is defined by his own fringe and radical views, which he disingenuously uses as a canvas to tar Israel.

Max Blumenthal’s extremism and intolerance would have been the appropriate subject for a La Presse article. At the very least, his radical views should have been made known to La Presse readers, in the interests of fairness and accuracy.

How PCUSA twists history to justify their hate of Israel

I finally got a copy of "Zionism Unsettled," the Presbyterian Church USA's 80-page "study guide" to teach Presbyterians how awful Israel is that was in the news a month ago.

Others have done a good job showing how bad it is - and it is very bad. For example:

·                     After describing how much pressure Jews are under to not say anything bad about Zionism, it goes on to quote a hundred years' worth of anti-Zionist writings by Jews. 

·                     It has a sidebar of an "unsung hero of the Warsaw Ghetto uprising" - because he was anti-Zionist.  

·                     It gives Brant Rosen, the anti-Zionist reconstructionist "rabbi," an entire chapter to describe his pseudo-theological basis for hating Israel. 

·                     It shows The Map That Lies

·                     It says in a pull-quote  "There are similarities between Zionism, South African apartheid, and Jim Crow segregation in the Southern US."


I thought it would be helpful to reproduce the PCUSA's timeline of the region's history to show how easy it is to lie with facts and factoids  - when you get to select which ones to use.

 

Like all anti-Israel histories of the conflict, they start with the 19th century. Jewish people living in the Land of Israel from Biblical times aren't good to mention because that undercuts the fundamental argument that the land is Arab land that Jews came and took away. 

 

And the "First Aliya" was hardly the first wave of Jews to return to Israel. They came throughout the centuries, perhaps not in waves but there was always a desire in Jewish culture to return. Major rabbis made "aliya" from Babylonia to the Land of Israel in the 2nd-5th centuries CE. They never stopped coming.

 

Also not mentioned is that the large majority of Palestinian Arabs in this timeframe did not want an independent state but they wanted to be part of Syria, just to forestall the possibility of a Jewish state. Then, as now, the point was not to establish a state but to end one. 

 


Notice anything missing?

They don't want to mention the deadly anti-Jewish attacks in 1920, 1921 and of course the pogroms in 1929 where many Jews lost their lives and many more lost their homes. Yes, Jews were driven out of their homes by Arabs (in Jaffa, Hebron, parts of Jerusalem and elsewhere) long before the "nakba." Yet only one set of people have rights according to PCUSA.

The 1936-9 revolt was not only against Jewish immigration - it was against Jews altogether. It was a violent uprising and hundreds were killed. Not worth mentioning, of course.

 

Here the writers are engaging in sophisticated deception. Zionism of course predates the Holocaust and by the eve of World War II there was already a functioning Jewish government in Palestine in readiness for statehood. No such parallel government existed on the Arab side. 

 

But PCUSA wants to frame Israel's founding completely as a result of the Holocaust, with the implication that the Arabs did nothing to deserve suffering at the hands of the Holocaust victims. Of course, the Holocaust contributed to the urgency of establishing a haven for Jews (as well as Western reticence at accepting hundreds of thousands of refugees) but the timeline minimizes Zionism's pre-war accomplishments.

 

The last item is a lie. There were zero Arabs displaced by Zionists in mid-November, 1947. In fact, before the partition vote Jews were forced out of their homes in Jaffa in August 1947 - once again, the first victims were Jews. Arabs shot at the Jews from minarets of mosques. 

 

Tens of thousands of Arabs did flee at the first attacks of Arabs against Jews in the hours after the partition vote. They remembered 1936-39 and those who had the means decided to flee to Lebanon and elsewhere to sit out the fighting. It was completely voluntary. 

 

 

Why put "war of liberation" in scare quotes? Well, if you don't believe that Jews have a right to their historic land, then it isn't liberation, is it?

 

Plan Dalet is not described here, but it is certainly being misrepresented as a plan to ethnically cleanse Arabs. This is a lie.

 

Deir Yassin is mentioned - but not the Hadassah hospital convoy massacre a few days later  which had a similar number of victims. How's that for bias?

 

Why is the UN adopting the UDHR mentioned here? Obviously because PCUSA claims that Jews violated it - and not Arabs.

 

 

Wars just somehow break out. Nothing about incessant fedayeen attacks on Israel in the 1950s and 1960s. Nothing about Arab threats to annihilate Israel and throw the Jews into the sea. Nothing about Yasir Arafat's first terror attack in 1965, before "occupation." Nothing about how the original PLO charter specifically excluded the West Bank and Gaza from its goals. Nothing about Israel warning Jordan to stay out of the war, but Jordan attacking anyway - and losing the West Bank. No, we cannot have Jews feeling real fear, can we? 

 

Also missing: Black September, when Jordan killed and expelled thousands of Palestinians.

 

 

 

 

In the text of the booklet, PCUSA says "Sadat had taken the initiative by his historic trip to Jerusalem in November 1977. Begin resisted responding to Sadat's peace initiative until public pressure forced his hand." This is a flat-out lie. Israel responded to Sadat's speech in Cairo within hours with an invitation to Jerusalem. Begin had made numerous contacts with his Arab neighbors to negotiate peace between entering office and Sadat's trip to Jerusalem. 

 

Who massacred the Arabs in Sabra/Shatila? PCUSA implies it is Israel, because they haven't said a word about Lebanese Christians, so who else could it be?

 

 

 

The 1994 entry shows how one can write a completely factual statement and still lie.

 

The first Arab suicide attack in Israel was in 1989 and it killed 16 people- but it wasn't a bomb

 

There were two other suicide attacks against Israelis in 1993 - but they were in Judea and Samaria. 

 

PCUSA mentions the Hebron massacre first to imply that Palestinian Arab terror was in reaction to it. That is clearly not true. But they only publish the facts that make their anti-Israel case. 

 

 

 

 

There were dozens of terror attacks during the 1990s. Over 150 Israelis were killed in suicide bombings. Not worth mentioning. But PCUSA wants to imply that the second intifada was the result of Sharon's visit to the Temple Mount - in reality is was an excuse, not a cause. 

 

 

 

Israel's peace offers in 2000 and 2001 (and 2007)  that were rejected by the Palestinian Arabs are not mentioned. The unacceptable Arab League proposal which could have destroyed the Jewish state demographically is highlighted, so Israel alone appears rejectionist. 

 

Notice that Hamas is not mentioned here as a terrorist or even an Islamist group. Hamas rejected the roadmap outright, but that is not worth mentioning either. 

 

Ah, so Hamas has some militants -but they only attack Fatah militants. They never do anything bad to their oppressor Jews.

Not a single mention of thousands of Hamas rockets being shot at Israeli civilians. Not a mention ofwho started the war in Gaza (by calling it a war on Gaza PCUSA is purposefully ignoring the Gaza rockets during the war.)

This is only the tip of the iceberg, but the pattern is clear - PCUSA will not write up any history that makes Israeli Jews look like anything but a bloodthirsty aggressors hell bent on dominating and controlling poor, innocent Arabs. (It will not mention that some IDF soldiers, politicians and diplomats are Arab and Druze, because they want to imply that Jewish exceptionalism - a major theme of the booklet - is responsible for all ills.)  If anything contradicts that narrative it must not be mentioned.

People who are not familiar with the real history of the region see a timeline and they assume that it must be an accurate portrayal of history. Yet the lies and omissions are all in the same direction - to demonize Israel and to whitewash Arab threats and terror, which are virtually nonexistent in the 80 pages of the booklet.

And this, ladies and gentlemen, is how Israel-haters lie with cherry-picked facts.
