Israel (lees: Lieberman) overweegt harde opstelling tegen Turkije

Perhaps Lieberman's disclosure of his "toolbox" is meant to give a taste of what Israel could do, not a plan of what Israel will do. Combined with European pressure, Erdogan might be persuaded to back off a bit if Israel holds onto these cards for now. And there is some indication that outside of the downgrading of diplomatic ties, Turkey's other anti-Israel moves might be more bluster than reality

Israel contemplates playing hardball with Turkey

http://elderofziyon.blogspot.com/2011/09/israel-contemplates-playing-hardball.html

For an entire week since the Palmer report mostly exonerating Israel for the Mavi Marmara incident was released, Turkey has been increasing its rhetoric andactions against Israel - and the only official Israeli response has been to express hope that relations between the two countries can improve.

That may be about to change.

From YNet:

Foreign Minister Avigdor Lieberman has decided to adopt a series of harsh measures in response to Turkey's latest anti-Israeli moves, Yedioth Ahronoth reported Friday.

Senior Foreign Ministry officials convened Thursday to prepare for a meeting to be held Saturday with Lieberman on the matter. Saturday's session will be dedicated to discussing Israel's response to Turkish Prime Minister Recep Tayyip Erdogan's recent threats and his decision to downgrade Ankara's diplomatic ties with Jerusalem.

Following Thursday's meeting, officials assessed that Turkey is not interested in an Israeli apology at this time and prefers to exploit the dispute with Jerusalem in order to promote Ankara's status in the Muslim world. Lieberman therefore decided there was no point in seeking creative formulas for apologizing, instead choosing to focus Israel's efforts on punishing Turkey.

The Foreign Ministry has now decided to proceed with the formulation of a diplomatic and security "toolbox" to be used against the Turks. The first move would be to issue a travel warning urging all Israeli military veterans to refrain from traveling to Turkey. The advisory will be especially harsh as it will also urge Israelis to refrain from boarding connections in Turkey.

Another planned Israeli move is the facilitation of cooperation with Turkey's historic rivals, the Armenians. During Lieberman's visit to the United States this month, the foreign minister is expected to meet with leaders of the Armenian lobby and propose anti-Turkish cooperation in Congress.

The implication of this move could be Israeli assistance in promoting international recognition of the Armenian holocaust, a measure that would gravely harm Turkey. Israel may also back Armenia in its dispute vis-à-vis Turkey over control of Mount Ararat.

Lieberman is also planning to set meetings with the heads of Kurdish rebel group PKK in Europe in order to "cooperate with them and boost them in every possible area." In these meetings, the Kurds may ask Israel for military aid in the form of training and arms supplies, a move that would constitute a major anti-Turkish position should it materialize.

However, the violent clashes between Turkey and the Kurds only constitute one reason prompting accusations that Ankara is violating human rights. Hence, another means in Lieberman's "toolbox" vis-à-vis Erdogan is a diplomatic campaign where Israeli missions worldwide will be instructed to join the fight and report illegal Turkish moves against minorities.

The tough response formulated by Lieberman stems, among other things, from the foreign minister's desire to make it clear to Erdogan that his anti-Israeli moves are not a "one-way street."

The current Turkish leadership is not the type to back down in face of actions like these, so there is a danger of a macho cycle of escalation that cannot be easily repaired.

Perhaps Lieberman's disclosure of his "toolbox" is meant to give a taste of what Israel could do, not a plan of what Israel will do. Combined with European pressure, Erdogan might be persuaded to back off a bit if Israel holds onto these cards for now. And there is some indication that outside of the downgrading of diplomatic ties, Turkey's other anti-Israel moves might be more bluster than reality.

No one should discount the fact that Turkey wants to be seen as the leader of the Muslim world, and will act accordingly against Israel. Nor the fact that the Turkish street seems to support Erdogan's rhetoric. But on the other hand Turkey also seeks to be recognized as a serious nation in dealing with Europe and the rest of the West. It also enjoyed its status as a go-to place for certain Arab-Israeli negotiations.

So Israel's best response might be to remain low key, to let Erdogan continue to make a fool of himself in front of his erstwhile European friends, and not to burn any bridges. At the same time, Israel can  let Turkey know that it has no shortage of matches should it come to that.

Turkish PM: Warships will escort future aid vessels to Gaza

http://www.jpost.com/DiplomacyAndPolitics/Article.aspx?id=237236

Erdogan continues heated rhetoric, saying Turkey has taken steps to stop Israel from unilaterally exploiting natural resources from the eastern Mediterranean.

Turkish warships will escort any Turkish aid vessels to Palestinians in the Gaza Strip, Prime Minister Tayyip Erdogan said in remarks broadcast on Al Jazeera television on Thursday.

Erdogan also said that Turkey had taken steps to stop Israel from unilaterally exploiting natural resources from the eastern Mediterranean, according to Al Jazeera's Arabic translation of excerpts of the interview, which was conducted in Turkish.

The comments from Erdogan came as Turkey has downgraded diplomatic ties with Israel and heated up rhetoric against the Jewish State in the aftermath of the publication of the UN Palmer Commission report on the Mavi Maramara raid and Israel's refusal to answer Turkish demands to apologize for the incident.

Erdogan, when asked Wednesday by reporters about the economic cost to Turkey of the sanctions the country has taken against Israel, said, “The cost could be $15 or $150 million. We, as Turkey, would not be bothered by this. What is important for us is that we don’t let anyone trample on our pride.”

Erdogan, who has rattled the saber by promising to step up naval patrols in the eastern Mediterranean to ensure freedom of maritime traffic, and who has frozen all defense contracts with Israel, also used the opportunity to preach to Israel about business ethics.

He accused Israel of not providing maintenance for Heron unmanned aerial vehicles that Israel Aerospace Industries supplied to Turkey last year. In 2005, IAI and Elbit Systems won a $183m. contract to supply 10 Heron UAVs and associated systems to the Turkish Air Force. Deliveries were completed last year.

“Israel is not being loyal to bilateral agreements in the defense industry,” TurkishToday’s Zaman’s website quoted Erdogan as saying. “There could be difficulties, problems with another country, such things may happen, but there is an international code of ethics that needs to be upheld in business agreements.”

Turkey and Egypt will hold a joint naval exercise at the end of the year, according to an unconfirmed report in Egyptian news Web site 'Masrawy' Thursday. An unnamed Egyptian official told the web site the drill would help in the exchange of knowledge and combat techniques between the countries.

Erdogan will make an official visit to Cairo next week and meet with high-ranking Egyptian officials in a bid to strengthen strategic and business relations between the two countries.

It is clear to the Panel that preparations were made by some of the passengers on the Mavi Marmara well in advance to violently resist any boarding attempt. The description given in the Israeli report is consistent with passenger testimonies to the Turkish investigation that describe cutting iron bars from the guard rails of the ship, opening fire hoses, donning life or bullet proof vests and gas masks, and assuming preagreed positions in anticipation of an attack. Witness reports also describe doctors and medical personnel coordinating before the boarding in anticipation of casualties. Furthermore, video footage shows passengers wearing gas masks, life or bullet proof vests, and carrying metal bars, slingshots, chains and staves. That information supports the accounts of violence given by IDF personnel to the Israeli investigation.

The Panel accepts, therefore, that soldiers landing from the first helicopter faced significant, organized and violent resistance from a group of passengers when they descended onto the Mavi Marmara. Material before the Panel confirms that this group was armed with iron bars, staves, chains, and slingshots, and there is some indication that they also used knives. Firearms were taken from IDF personnel and passengers disabled at least one by removing the ammunition from it. Two soldiers received gunshot wounds. There is some reason to believe that they may have been shot by passengers, although the Panel is not able to conclusively establish how the gunshot wounds were caused. Nevertheless, seven other soldiers were wounded by passengers, some seriously.

Both reports concur that three soldiers were overpowered by the passengers as they descended from the first helicopter and were taken below the deck of the vessel. The Panel is not persuaded that claims that the three were taken below merely to receive medical assistance are plausible, although it accepts that once below deck other passengers intervened to protect them and ensure that assistance was provided. It is established to the Panel's satisfaction that the three soldiers in question were captured, mistreated and placed at risk during the incident. In the face of such a response, the IDF personnel involved in the operation needed to take action for their own protection and that of the other soldiers.

VN-rapport: Gaza-blokkade legaal

http://www.cidi.nl/Nieuwsberichten/Palmer-rapport-Gaza-blokkade-legaal.html

MA 05-09-2011

Palmer Report: Israel and Turkey's responses

http://elderofziyon.blogspot.com/2011/09/palmer-report-israel-and-turkeys.html

Israel's response to the Palmer Report (in an appendix):

As the Representative of Israel to this Panel, I join the Chairman and Vice Chairman in adopting this report. Israel appreciates the important work of the Panel and thanks Sir Geoffrey Palmer and Mr. Alvaro Uribe for their leadership.  Their efforts should send a message to the international community about the need to engage with all sides to a dispute and to avoid prejudging an incident before all of the facts are known.

Israel has reservations to a few aspects of the report, which are expressed below, but appreciates that the report concurs with Israel’s view that the “naval blockade was legal,” that it "was imposed as a legitimate security measure in order to prevent weapons from entering Gaza by sea,” that the blockade’s implementation “complied with the requirements of international law,” and that Israel had a “right to visit and search the vessel and to capture it if found in breach of a blockade”, including in international waters.  The Report rightly finding serious questions about “the conduct, true nature and objectives of the flotilla organizers, particularly IHH,” notes that they planned “in advance to violently resist any boarding attempt” and classifies the decision to breach the blockade of Gaza as a “dangerous and reckless act,” which “needlessly carried the potential for escalation.” Israel also notes the importance of the Panel’s support for Israel’s long-standing position that “all humanitarian missions wishing to assist the Gaza population should do so through established procedures and designated land crossings in consultation with the Government of Israel and the Palestinian Authority.”

At the same time, Israel does not concur with the Panel’s characterization of Israel’s decision to board the vessels in the manner it did as “excessive and unreasonable.”  The Panel was provided evidence of the repeated warnings it gave the vessels regarding its intent to board them.  Israel feels that the Panel gave insufficient consideration to the operational limitations which determined the manner and timing of the boarding of the vessels and to the operational need for a covert takeover in order to minimize the chances for resistance on board.

As to the actions of Israel’s soldiers, given the panel’s conclusions regarding the resistance that they encountered when boarding the Mavi Marmara, it is clear that the soldier’s lives were in immediate danger.  For example, the Panel notes that “Israeli Defense Forces personnel faced significant, organized and violent resistance from a group of passengers when they boarded the Mavi Marmara.” The Panel confirmed that video footage showed that passengers were wearing "bullet proof vests, and carrying metal bars, slingshots, chains and staves” and that this information “supports the accounts of violence given by IDF personnel to the Israeli investigation.”  The Panel further confirms that “two soldiers received gunshot wounds,” “three soldiers were captured, mistreated, and placed at risk” and that “seven soldiers were wounded by passengers, some seriously.”

Given these circumstances, Israel’s soldiers clearly acted in self-defense and responded reasonably, proportionally and with restraint, including the use of less-lethal weapons where feasible.  The Panel's characterization of the circumstances which led to the nine deaths on board the Mavi Marmara does not adequately take into account the complexities of what was clearly a chaotic combat situation. In such a situation, reconstructing the exact chains of events is extremely difficult, if not impossible. Given the close range combat that clearly took place aboard the vessel, wounds sustained at close range do not in themselves suggest wrongdoing by Israeli soldiers.

Israel’s treatment of the hundreds of participants following the takeover of the ships was reasonable and compatible with international standards. Reliance on some passenger statements presented in the Turkish National Report as evidence of wrongdoing was particularly problematic. Israel raised serious concerns regarding the veracity and credibility of some of these statements.

Still, Israel cherishes the shared history and centuries old ties of strong friendship and cooperation between the Jewish and Turkish peoples and hopes that the Panel's work over the past few months will assist Israel and Turkey in finding a path back to cooperation.

Turkey's response:

I hereby register my disagreement with the Chairmanship on the following issues contained in the report:

- The question of the legality of the blockade imposed on Gaza by Israel.
- The actions of the flotilla
- Naval blockades in general
- Appendix: The applicable International legal principles.

This, for the following reasons:

- On the legal aspect of the blockade, Turkey and Israel have submitted two opposing arguments. International legal authorities are divided on the matter since it is unprecedented, highly complex and the legal framework lacks codification. However, the Chairmanship and its report fully associated itself with Israel and categorically dismissed the views of the other, despite the fact that the legal arguments presented by Turkey have been supported by the vast majority of the international community. Common sense and conscience dictate that the blockade is unlawful.

- Also the UN Human Rights Council concluded that the blockade was unlawful. The Report of the Human Rights Council Fact Finding Mission received widespread approval from the member states.

- Freedom and safety of navigation on the high seas is a universally accepted rule of international law. There can be no exception from this long-standing principle unless there is a universal convergence of views.

- The intentions of the participants in the international humanitarian convoy were humanitarian,
reflecting the concerns of the vast majority of the international community. They came under attack in international waters. They resisted for their own protection. Nine civilians were killed and many others were injured by the Israeli soldiers. One of the victims is still in a coma. The evidence confirms that at least some of the victims had been killed deliberately.

- The wording in the report is not satisfactory in describing the actual extent of the atrocities that the victims have been subjected to. This includes the scope of the maltreatment suffered by the passengers in the hands of Israeli soldiers and officials.

In view of the above, I reject and dissociate myself from the relevant parts and paragraphs of the report, as reflected in paragraphs ii, iv, v, vii of the findings contained in the summary of the report and paragraphs ii, iv, v, vii, viii and ix of the recommendations contained in the same text.

Every one of Turkey's points - the legal justification, the law of a blockade on the high seas, the clear intent of the flotilla participants to make a political statement and not for humanitarian aid (in fact, the impossibility of bringing serious amounts of humanitarian aid to Gaza via boat altogether) was addressed and answered fully  in the Palmer report itself. The Turkish response, rather than addressing the report, instead restates what its own flawed internal report said.

Notice also that Israel's response is as polite as Turkey's is rude.

VN-rapport over entering Gaza vloot in internationale media

Quick survey of how media framed Palmer report in headlines

http://elderofziyon.blogspot.com/2011/09/quick-survey-of-how-media-framed-palmer.html

The Palmer Report was almost completely in line with Israel's own Turkel Report with one notable exception, that they felt that Israeli actions on the Mavi Marmara were "excessive." clearly its major point was that the blockade on Gaza is legal and that Israel has the legal right (actually, obligation) to maintain it. It also said the organizers were reckless and that the IDF faced significant, organised and violent resistance. In addition, it showed clearly that it was not a humanitarian mission.

Many newspapers, however, emphasized the relatively small part that was critical of Israel. And the identity of some of those is surprising.

·                  The Independent: UN censures Israel for raid on flotilla that killed nine Turks

·                  MSN News India: Israel used excessive force on flotilla: UN inquiry

·                  Irish Times: UN says Gaza ship raid 'excessive'

·                  The Telegraph: UN inquiry calls Israel flotilla raid 'excessive'

·                  Washington Post: U.N. calls Israeli raid 'unreasonable'

·                  WSJ: U.N. Calls Israel Force on Flotilla 'Excessive'

Other news outlets had headlines that were either "evenhanded" or more accurate:

·                  Radio Free Europe: UN Panel Faults Both Sides In Gaza Flotilla Clash

·                  San Francisco Chronicle: Israel justified, hit in U.N. report on blockade

·                  Boston Globe: Israel blockade of Gaza legal, UN review says; Force against Turkish flotilla called excessive

·                  TVNZ (New Zealand): Israeli blockade deemed legal by UN

Most interestingly, RTE/Ireland originally had a headline that said "UN report says Gaza blockade was legal" but it then changed it to Israel used "excessive force" on Mavi Marmara.

The green grass of Gaza

The Palestine Times has an article about how a Gaza man, frustrated at the price of grass from Israel, decided to cultivate grass on his own in Gaza and sell it to other Gazans. Gaza resorts and other businesses are buying the grass to beautify their public spaces.

This is admirable on a number of levels. Coming up with a business, gaining independence from imports, and beautifying where you live are all nice things.
Beschrijving: https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjnMDtZgKqM6KHbxNf2Fdu93gpecIDsxpzlwI5docQdrVk3Pf_9NCUMdPpKr3upseH6QBNEi7oRkR2ZQfq1LVwaJVM5VYBa0Mbs70YhZ8MxO8uQxeRzpUqUv2nzlB-GyD_id8GPJ7P-aF8/s200/grass.jpg
But doesn't Gaza have a water problem?

Grass needs a lot of water, and when a Gaza resort decides to make a lush, green lawn it is committing itself to using a great deal of water - water that Gaza is woefully short of.

Not to mention that grass is a luxury. In a place that is supposedly fighting to survive, grass doesn't seem to be the highest priority.

Now, it is possible that the grass used in Gaza is a special breed that can be watered with saltwater or with wastewater, which would be wonderful - but if this is ordinary grass, and Gazans can afford this luxury, then Gaza can hardly be considered a land in crisis.

But what do I know? Maybe there are carefully tended lawns in Somalia, also.

In short, the self-identification as "Jewish" comes up for one and only one purpose:  a life devoted to fighting against Israel.  Which brings us to a definition of the Schivone Jew:  someone of little or no Jewish background who, nevertheless, petulantly claims a Jewish identify for the sole purpose of agitating against Israel as an aggrieved Jew.

Thus, an anti-Israel activist who falsely identifies as Jewish enjoys the platform granted by Ha'aretz to publish a manipulative and deceptive column. As Saturen suggests in her letter, international anti-Israel activists place a premium on the participation of Jews in their activities. In this case, the flotilla organizers seemingly scored big -- a Jewish participant, and writing in an Israeli media outlet, to boot. Claims of anti-Israelism and anti-Semitism are thus defused.

While Ha'aretz did commendably publish Saturen's letter, the damage was already done. Schivone's column ran when the flotilla was in the headlines, and garnered a much greater readership than the letter which appeared just a few days ago, when few recalled the original piece. In light of Ha'aretz's unprofessional failure to fact-check, the paper has once again lent a hand to Israel's delegitimizers.

Would-Be Flotilla Participant Poses as Jew in Ha'aretz

http://www.camera.org/index.asp?x_context=2&x_outlet=55&x_article=2093

A little over a month ago, as anti-Israel activists gathered in Greece expecting to embark on their journey to the Gaza Strip, Ha'aretz published a column by would-be flotilla participant,Gabriel Matthew Schivone ("A Moment before boarding the next flotilla," June 24, 2011).

Schivone is identified as "a Chicano-Jewish American from Tucson, and coordinator of Jewish Voice for Peace at the University of Arizona." Schivone begins his column: "You might wonder what would motivate a Jewish American college student to participate in what may be the most celebrated -- and controversial sea voyage of the 21st century. . . ."

Schivone emphasizes his Jewish identity no less than eight times, and repeatedly emphasizes the influence of his identity on his anti-Israel activity. For instance, he writes, "I am one of a growing number of American Jews who are determined to shake off an assumed -- and largely imposed -- association with Israel"; "For our part, we Jews launched an initial chapter of Jewish Voice for Peace at the UA campus. . . ."; "Through JVP, I discovered there were a great many others like me, who were experiencing profound internal conflicts regarding Israel"; ". . . we as Jews had an alternative to either unquestioning support of Israel (the status quo) or staying silent and thus supporting it by default. I myself was silent and timid for much too long.

"We are committed to acting out of Jewish ethical traditions. . . ."

But there is just one problem -- Schivone is not Jewish. On Aug. 1, Valerie Saturen of Tacoma, Wash., who personally knew Schivone, penned a letter-to-the-editor in Ha'aretz, writing:

In his editorial about joining the flotilla to Gaza, Gabriel Schivone represented himself as a Jewish college student. I feel I must point out that this not his true identity, but one he has created in order to generate insider credibility, shield himself from accusations of anti-Semitism, and resonate with a target audience.

I met Gabriel in 2004 while attending the University of Arizona, where we became very close friends. I am a strong supporter of Palestinian human rights and agree with Gabriel that the blockade of Gaza has caused great humanitarian suffering. However, readers have a right to know the facts and reach their own informed conclusions.

Gabriel is not Jewish, whether in terms of ethnic ancestry, religious belief, or cultural identity. He has never identified as a Jew until it became useful in advancing his political agenda. During the High Holiday season of 2007, Gabriel told me that he discussed Israel with campus representatives of Chabad, identifying himself as a Jew. When asked why he did this, he explained that he has a distant Jewish relative and that "you use what you have."

In all the time I've known him, he has never expressed feeling morally conflicted about Israel, nor has he succumbed to pressure to be "silent." The editorial's narrative is not Gabriel's story, but one crafted to lend moral and emotional weight to his argument while appealing to the young, college-aged Jews whose participation is so vital to the pro-Palestinian movement.

The aim of this letter is not to discredit that movement or the flotilla, or to take a political side, but to alert readers to specific distortions in this editorial. It is a shame that the war of narratives so readily eclipses and manipulates the truth.

Ha'aretz uncharacteristically gives Schivone the opportunity to reply to Saturen's letter. Aside from attacking Saturen, he confirms having known her, and does not deny that his sole connection to Judaism is one distant relative.
