De boycot Israël beweging is na het 'succes' bij PGGM nu ook het ambtenarenpensioenfonds ABP aan het bewerken om zijn investeringen uit Israëlische banken terug te trekken. Vanuit (schijnbaar) het onderwijs is daartoe ook een online petitie gestart. De Werkgroep Israël en de Media (een samenwerking van WAAR en Like for Israel Nederland) is nu een tegenpetitie gestart, die hier getekend kan worden.
ABP STOP Israël Boycot!

Ondergetekenden (te weten: burgers in binnen- en buitenland, divers in afkomst, religie en politieke affiliatie) moedigen de voortzetting van ABP – investeringen in Israëlische banken en andere bedrijven aan. Wij willen geen steun verlenen aan een partijdige vorm van Boycot, Desinvestering en Sancties (BDS) die zich richt tegen de staat Israël omwille van 'de Palestijnse zaak'. De BDS-beweging is niet op vrede gericht en wijst Israëls bestaansrecht af. Desinvesteren draagt dan ook niet bij aan een klimaat van vrede en verzoening maar werkt sterk polariserend; zowel hier in Nederland als in Israël. Wij roepen ABP op om zich hier niet mee in te laten en een neutrale positie te blijven innemen in het conflict.
Ondergetekenden hebben kennis genomen van de open brief aan ABP door medewerkers in het Nederlandse onderwijs en sympathisanten, die ABP oproepen in navolging van PGGM tot des-investering van de Israëlische banken Hapoalim, Leumi Bank en Mizrahi Tefahot Bank over te gaan. De eisers baseren zich op de oproep van meer dan 170 Palestijnse organisaties in 2005, die een internationale boycot eisen van heel Israël en dus niet alleen van de nederzettingen. De BDS-beweging erkent Israël niet; en is tegen een twee-statenoplossing. Woordvoerders van deze beweging hebben zich expliciet tegen vrede en een twee-statenoplossing van het conflict uitgesproken. De brief schetst verder een eenzijdig en onjuist beeld van de realiteit en stelt volledig irreële eisen aan Israël, zoals het toelaten van alle miljoenen nakomelingen van de vluchtelingen uit 1948. Dit is in tegenspraak met het internationaal recht en zou leiden tot het einde van de VN-lidstaat Israël.
Het is zorgelijk wanneer ABP aan de eisen van de BDS'ers zou toegeven. Op grond van de volgende 5 punten roepen wij pensioenfonds ABP dan ook op om hier niet op in te gaan:
- Compromis: De BDS-beweging richt zich specifiek tegen de staat Israël en stelt alleen aan haar allerlei eisen. Doordat BDS alle pijlen op Israël richt, worden andere partijen die actief betrokken zijn bij het conflict gevrijwaard van enige verantwoordelijkheid. Een oplossing is echter alleen mogelijk wanneer alle partijen bereid zijn tot een compromis.
- Nederzettingen: De oproep tot desinvestering van Israëlische bedrijven wegens het nederzettingenbeleid van Israel gaat compleet voorbij aan de juridische, historische en politieke complexiteit van de situatie. Het uitoefenen van internationale druk op Israël tijdens de nu lopende vredesbesprekingen werkt averechts en men loopt op de uitkomsten daarvan vooruit. De vraag waar de precieze grenzen zullen komen en waar Israël dus nog zal kunnen bouwen zijn dan ook punten van onderhandeling tussen de direct betrokkenen in het vredesproces. Daarnaast is er geen mogelijkheid voor Israëlische banken te kiezen op grond van woonplaats en etniciteit iemand wel of niet als klant te hebben.
- Veiligheidsmuur: De barrière tussen Israël en de Westoever (ca.5% is een betonnen muur, 95% is een hekwerk) beschermt Israëliërs tegen terreuraanslagen, totdat de situatie het toelaat om deze weer af te breken. De bouw is het gevolg van honderden Palestijnse aanslagen op burgerdoelwitten, waarbij 1000 Israëliërs zijn omgekomen en nog eens 5000 Israëliërs (ernstig) gewond zijn geraakt. Sinds de bouw van de barrière zijn de aanslagen met 90% afgenomen.
- Vluchtelingen: BDS strijdt voor het 'recht op terugkeer' van 5 miljoen Palestijnse vluchtelingen naar Israël en beroept zich daarbij op VN resolutie 194 uit 1949. Resolutie 194 was echter aangenomen in de VN Algemene Vergadering en heeft dus geen enkele autoriteit onder het internationaal recht. Verder richtte de resolutie zich op inheemse Joodse en Arabische vluchtelingen, die allen hun huis ontvluchtten als een gevolg van de 1948 Oorlog, die overigens is begonnen door de Arabische staten om de jonge staat Israël heen. Tenslotte is de resolutie niet van toepassing op nakomelingen van de oorspronkelijke vluchtelingen.
- Democratie: Israël is een democratie met vrije meningsuiting, vrijheid van vereniging en vergadering en een onafhankelijke rechtspraak voor iedere Israëliër, ongeacht zijn etnische of religieuze achtergrond. In geen enkel ander land in de regio kunnen burgers de staat aanklagen en hun gelijk krijgen; of zijn er zoveel mogelijkheden om te protesteren.
Wij vertrouwen op een evenwichtig besluit en vragen ABP maatschappelijk verantwoord te ondernemen; voor dialoog, voor samenwerking, en met respect voor de kwetsbare onderhandelingen die Israël en de Palestijnse Autoriteit momenteel samen voeren.

The undersigned (namely citizens at home and abroad, diverse in ethnicity, religion and political affiliation) encourage the continuation of ABP-investments in Israeli banks and other companies. We do not support the biased campaign Boycott, Divestment and Sanctions (BDS) that is directed against the State of Israel in favor of 'the Palestinian cause'. The BDS movement does not strive for peace and it rejects Israel's right to exist. Divestment does not contribute to a climate of peace and reconciliation. On the contrary; it has strong polarizing effects, both in the Netherlands and in Israel. We call on ABP to refrain from BDS involvement and to maintain a neutral position regarding the conflict.
The undersigned have noted the open letter to ABP by employees in the Dutch education sector and sympathizers, who called upon ABP to follow PGGM's decision of divestment from the Israeli banks Hapoalim, Leumi Bank and Bank Mizrahi Tefahot. The petitioners based their letter on the call in 2005 by over 170 Palestinian organizations that demanded not only an international boycott of Israeli settlements, but also of Israel entirely. The BDS movement does not recognize Israel and is against a two-state solution. Spokesmen of this movement have explicitly spoken out against peace and a two-state solution to the conflict. The open letter furthermore illustrates a one-sided and incorrect version of the truth and demands completely irrational concessions from Israel, such as permitting entry in Israel to millions of descendants of the refugees from 1948. This contradicts international law and would lead to the dissolution of the UN Member State of Israel.
It is troubling that ABP would give in to the demands of BDS. Based on the following five points, we therefore ask the ABP pension fund to refrain from such action:
- Compromise: The BDS movement specifically stands in opposition towards the State of Israel, and it solely demands concessions from her. As BDS is only critical at Israel, other parties who are actively involved in the conflict are exempted from any responsibility. A solution, however, is only possible if all parties are willing to compromise.
- Settlements: The call for divestment from Israeli companies because of Israel's settlement policy completely ignores the legal, historical and political complexity of the situation. It is counterproductive to exert international pressure on Israel during its current peace talks, as such pressure anticipates a certain outcome. The issues of where the exact borders will be established and where Israel will thus be able to build are topics of negotiation between the parties directly involved in the peace process. In addition, Israeli banks do not have the option to choose their customers on the basis of residence and ethnicity.
- Safety Wall: The barrier between Israel and the West Bank (aprox. 5% is a concrete wall, 95% a fence) protects Israelis from terrorist attacks, until the situation will allow it to be torn down again. The structure results from hundreds of Palestinian assaults on civilian targets, in which 1000 Israelis were killed and another 5000 Israelis (seriously) injured. Since the construction of the barrier, attacks have declined by 90%.
- Refugees: BDS strives for a 'right to return' of 5 million Palestinian refugees to Israel. It attempts to support this claim with UN Resolution 194 from 1949. Resolution 194, however, was adopted by the UN General Assembly, which has no authority whatsoever under international law. The Resolution furthermore concerned the indigenous Jewish and Arab refugees, all of whom fled their homes as a result of the 1948 War, which, incidentally, was initiated by the Arab states surrounding the young State of Israel. Lastly, the Resolution in no way applies to the descendants of the original refugees.
- Democracy: Israel is a democracy with freedom of speech, freedom of association and assembly and independence of the judiciary for every Israeli, regardless of their ethnic or religious background. No other country in the region offers its citizens so many opportunities to protest or to sue their state with an actual chance of winning such a case.
We trust that a balanced decision can be reached and ask ABP to pursue a policy of corporate social responsibility; supporting dialogue, supporting cooperation, with respect for the fragile negotiations that are currently being held between Israel and the Palestinian Authority.
