"The most that Palestinians can aspire to today is that Al-Quds [Jerusalem] become Bonn and Ramallah Berlin [prior to becoming reunited Germany's capital again]," said Meo.

'Palestine's new bride'

Fancy restaurants, five-star hotels, glitzy bars.

It's hard to believe that Orjuwan is located in the West Bank. Until a few years ago, Palestinians could have only dreamed about having an Italian bar and cuisine like this. But the Orjuwan Lounge in the fashionable neighborhood of Al-Masyoun in Ramallah has become a symbol of the dramatic change that has taken place in this city in the past three years.

Fatah gunmen and thugs who once used to roam the streets have been replaced by policemen and security officers who don't hesitate to use an iron fist against anyone who breaks the law.

The improved security has encouraged Palestinians and foreigners to inject money into the city or even move to live there. Luxury apartments are on sale in most parts of the city. The prices are still very attractive. A three-room apartment in a new building was sold last week for $160,000. Three years ago, the same apartment would have been sold for half the price.

"I sell at least three apartments a month," said building contractor and developer Hussein Mansour. "What's helping us is the fact that local banks are now prepared to give mortgages to almost everyone. In the past, these banks refused to give mortgages to Palestinian Authority employees because there was no guarantee that they would continue to receive salaries."

Tareq Abu Shousheh, a carpenter from Jerusalem, said he bought a new apartment in the Al-Masyoun neighborhood last month. "I paid only $140,000 for a wonderful apartment," he said. "In Jerusalem I couldn't even find a smaller apartment that cost less than that. It's impossible to find a small apartment in an Arab neighborhood in Jerusalem for less than $300,000."

Abu Shousheh said many of his friends were now considering following suit and purchasing new homes in Ramallah or other Palestinian cities such as Jericho and Bethlehem. The famous Nazareth-based Mahroum Oriental Sweets recently opened a branch in the city, offering yet more traditional Middle Eastern pastries, fragrant with honey, pistachio paste, almonds and spices.

Sources in the Ramallah Municipality revealed that more than 100 Palestinians from Jerusalem have relocated their businesses to Ramallah in the past few months. "Here they pay less taxes and have more customers," the sources said. "East Jerusalem goes to sleep at sunset and the streets are completely deserted.

East Jerusalem has become a ghost town, especially when you compare it with Ramallah."

THE POPULAR Orjuwan restaurant and nightclub attracts a diverse crowd - young and old, Palestinian and Israeli, Americans and Europeans, as well as Christians, Muslims and even Jews. Orjuwan was opened less than a year ago by two brothers and a sister from the famous Sakakini family. The Orjuwan Lounge is among dozens of fancy restaurants, bars and discotheques that have cropped up in Ramallah in the past three years, in addition to scores of construction sites that may be seen in almost every neighborhood of the city. Another popular site is the Tche Tche Cafe and Restaurant, which has become a favorite spot among Ramallah's young men and women. Tche Tche has at least 20 operational branches in the Middle East and is considered one of the leading chains of cafes and restaurants in the region.

Five-star hotels and gourmet restaurants are popping up like mushrooms. Many residents are already excited about the new Swiss-run Mצvenpick Hotel, which is expected to open shortly. The new hotel is located about three kilometers from the city center and has a spectacular view overlooking the suburbs of Jerusalem. The hotel has 172 rooms and suites, as well as Italian restaurants, swimming pools and a shopping center.

The five-star hotel, like many businesses, is situated not far from the Al-Ama'ri refugee camp, home to thousands of disgruntled and unemployed Palestinians. Some residents of the refugee camp expressed anger over the Palestinian government's failure to improve their living conditions. "They are building all these nice and expensive restaurants and bars for the rich people," said Jamal Abu Kwaik, a local Fatah activist. "The Palestinian Authority has forgotten about the three refugee camps in the Ramallah area. You will never see a refugee eating or drinking in these places because we can't afford to go there."

The general mood in Ramallah these days is reminiscent of the one that prevailed immediately after the signing of the Oslo Accords and the establishment of the Palestinian Authority.

Then, Ramallah witnessed an economic boom as many investors from all around the world converged on the city and its surroundings with high hopes. But many of the investors ran away after discovering that the Palestinian government was, in the words of one Palestinian businessman, a "mafia." Back then, many wealthy Palestinians ran back to the US and the Gulf countries because, they said, they had fallen victim to corrupt Palestinian government officials who were demanding kickbacks and commissions.

"You couldn't open a business then without paying a commission to senior officials associated with [Yasser] Arafat," said a restaurant owner. "Many businessmen ran away with their money because they could not put up with the corruption."

The restaurant owner and other businessmen in Ramallah agreed that the situation today was different. "Today there's less corruption," said Omar Salman who, together with his brother, is planning to build a new boutique hotel in a Ramallah suburb. "Also, people today feel safer to invest their money in Ramallah because of the government's efforts to restore law and order."

"Ramallah is becoming the de facto capital of Palestine," said Hani Saadeh, a local engineer. "The city is the political and economic capital of Palestine."

Sani Meo, publisher of This Week in Palestine, a popular magazine that covers cultural and economic events in the West Bank, says, "Capital or no capital, Ramallah has done well and Palestine is proud of its achievements."
Meo noted that while other Palestinian cities strive to compete, Ramallah has, in fact, "replaced Jaffa and has indeed become the new bride of Palestine. I only pray that the relative calm that the West Bank is witnessing is not the lull before another storm hits our area and that the enduring norm for people will be live and let live."

But many Palestinians are wondering whether the transformation of Ramallah into a modern and flourishing city is part of an Israeli "conspiracy" to make them forget about Jerusalem as the capital of a Palestinian state. As the Ramallah publisher pointed out, representative offices that serve as embassies of many foreign countries already operate in Ramallah, the financial and political center of the Palestinians.

"The most that Palestinians can aspire to today is that Al-Quds [Jerusalem] become Bonn and Ramallah Berlin [prior to becoming reunited Germany's capital again]," said Meo.

The presence of the "embassies" in Ramallah has only reinforced the feeling that the city has indeed become the internationally recognized capital of Palestine. Among the countries that have "ambassadors" and "representative offices" in the city are Argentina, Australia, Austria, Korea, South Africa, Norway, Sri Lanka, Switzerland, China, Poland, Portugal, The Netherlands, Russia, Jordan, Brazil, Finland, Denmark, Ireland, Germany, India, Japan, the Czech Republic, Canada and Mexico.

"Whether we like it or not, Ramallah has become the real capital of Palestine," said Munir Hamdan, a local businessman and Fatah operative. "The president and prime minister have their offices here. So do the parliament and all the government ministries."

Hamdan and other Palestinians accused the Palestinian Authority of "collusion" with Israel in turning Ramallah into the political and financial capital of the Palestinians. The latest project to build a government complex in Ramallah has left many residents here wondering whether their leadership has abandoned the dream to turn Jerusalem into their capital.

"If they are building a new government compound here, that means they have no plans to be based in Jerusalem," complained Hatem Abdel Kader, a Fatah legislator from Jerusalem. "Unfortunately, the Palestinian government of Salam Fayyad has abandoned Jerusalem in favor of Ramallah."

Abdel Kader is perhaps one of the few people who know what they are talking about when it comes to Jerusalem. About two years ago Fayyad appointed him as minister for Jerusalem affairs.

However, Abdel Kader resigned a few weeks later, saying he had discovered that his ministry did not even have enough money to buy a desk and a chair for him.

"I have to be honest with you and tell you that we have lost the battle for Jerusalem," Abdel Kader lamented. "One of the reasons is because the Palestinian government doesn't really care about Jerusalem."

Abbas & Fayyad: Do They Have a Mandate?
by Khaled Abu Toameh
August 24, 2010 at 5:00 am
www.hudson-ny.org/1502/abbas-fayyad-mandate

A president whose term in office expired a long time ago, and a prime minister who won about 2% of the vote when he ran in an election, have now been invited by the US Administration to hold direct peace talks with Israel on behalf of the Palestinians.

Mahmoud Abbas, the president, and Salam Fayyad, his prime minister, have even won the "backing" of two key decision-making bodies that are largely controlled by their supporters: the PLO Executive Committee and the Fatah Central Committee.

The 18-member PLO Executive Committee, which met in Ramallah last week to approve the Palestinians' participation in the direct talks with Israel, is dominated by unelected veteran officials.

Only nine PLO officials attended the meeting. The PLO constitution requires a minimum of 12 members for a quorum. This means that, contrary to reports in the Palestinian and international media, Abbas and Fayyad do not have the support of the PLO committee to negotiate directly with Israel.

With regards to the Central Council of Fatah, it remains unclear whether its 21 members ever endorsed the US invitation to hold direct talks with Israel.

Elections for the committee were held on July 8, 2009. The results of the vote, which has been denounced by many Fatah officials as unfair, was that only Abbas loyalists were elected.

Some of the committee members have even issued contradictory statements over the past few weeks regarding the direct talks. In the beginning, most of them seemed to oppose such talks unless Israel agreed to stop settlement construction and recognized the 1967 lines as the future borders of a Palestinian state.

Now, however, most of the committee members appear to have changed their minds -- clearly as a result of immense US pressure on Abbas and the Palestinian leadership.

It is not easy for a committee member who receives his or her salary from the Palestinian government to speak out in public on controversial matters.

So here is a president whose term in office expired in January 2009 -- and who has won the backing of only some of his traditional loyalists --  preparing to negotiate with Israel about extremely important issues such as borders, refugees, Jerusalem, settlements and security.

As if it is not enough that Abbas and Fayyad do not have a real mandate from their people, now they are going to lose what is left of their credibility as they appear to have "succumbed" to the outside pressure.

Abbas is in power because George W. Bush and Condaleeza Rice back then told him to stay, even though his term in office had expired.

Fayyad, who ran in the January 2006 parliamentary election at the head of the Third Way list, won only two seats. His number two, Hanan Ashrawi, has since abandoned him, making him the head of a one-man list.

Abbas was forced to appoint Fayyad as prime minister only because of pressure from the Americans and Europeans, who threatened to suspend financial aid to the Palestinian Authority if the Palestinian president failed to comply.

Fayyad's government was never approved by the Palestinian parliament, known as the Palestinian Legislative Council, as required by the Palestinian Basic Law. Parliamentary life in the Palestinian territories has anyway been completely paralyzed ever since Hamas forced the Palestinian Authority out of the Gaza Strip.

Officials in Ramallah say that the Palestinian leadership is being dragged, against its will, to the negotiating table with Israel. They say that the only reason the Palestinians agreed to hold unconditional talks with Israel is because of threats and pressure from the Americans and Europeans.

Over the past few months, Abbas and Fayyad had been telling their people that there would be no direct talks with Israel unless their conditions are fulfilled. Now, however, they have been forced to drop all their conditions and are being pressured to the negotiating table by Hillary Clinton and Barack Obama.

Besides, who said that Abbas and Fayyad would be able to sell any agreement to a majority of Palestinians? How can any Palestinian buy an agreement from them after they told their people that they are going to the talks only because the Americans and Europeans threatened to cut off financial aid?

Any agreement Abbas and Fayyad bring back home will be seen by many Palestinians as the fruit of "extortion" and "threats" and not as the result of peace talks that were conducted in good faith.

Leaders who do not have a clear mandate from their people will not be able to strike any deal with Israel, particularly when it concerns explosive issues such as Jerusalem, refugees and settlements. The Palestinian leadership's decision to negotiate directly with Israel unconditionally has already enraged many Palestinians across the political spectrum.

Abbas and Fayyad are nonetheless not stupid. The two are well aware of the fact that they do not have a mandate to sign any agreement with Israel. This is why they will search for any excuse to withdraw from the direct talks and blame Israel for the failure of the peace process.

Under the current circumstances, it would have been better had the US Administration thought twice before issuing the invitation for the peace talks.

Direct talks: a triumph of hope over optimism

http://a-mid-east-journal.blogspot.com/2010/08/direct-talks-triumph-of-hope-over.html

by Neville Teller

Will Friday 20 August 2010 go down in the history of Israel, to say nothing of a putative future Palestine, as a seminal date  –  the day when the objective of secure, peaceful co-existence moved from mere aspiration to the start of practical achievement?

Do any factors of significance mark 20 August out from literally scores of dates, strewn across the recent history of the Middle East, marking the inauguration of well-intentioned efforts to reach a settlement of the Israeli-Palestinian conflict?  To list only a few, there were the Madrid  Conference in 1991, the Oslo Accords signed on the White House lawn on 13 September 1993, the Wye River Memorandum in 1998, the Camp David Summit in 2000, the Taba summit in 2001, the Arab Peace Initiative in 2002, the Road Map for Peace promulgated by the Quartet, and the Geneva Accord, both in 2003, and the Annapolis process in 2007.

What are the bare facts about this newest bid for a settlement?

At a press conference held on 20 August, US Secretary of State Hillary Clinton announced that Israeli Prime Minister, Benjamin Netanyahu, and Palestinian President, Mahmoud Abbas, have been invited to begin direct peace talks in Washington on 2 September.  The meeting is intended to "re-launch direct negotiations to resolve all final status issues, which," according to Clinton, "we believe we can complete in one year." Clinton said she herself would host the first direct Israel-Palestinian negotiating session on 2 September, and that President Hosni Mubarak of Egypt and King Abdullah of Jordan have also been invited to join that first discussion.

On the day before, namely 1 September, US, the UN, the EU and Russia.

To return to the events of 20 August, it is significant that, in addition to Clinton's announcement, the Quartet issued a statement endorsing the direct talks and urging the two parties to accept the forthcoming US invitation.  In their statement the Quartet expressed support for "the pursuit of a just, lasting and comprehensive regional peace as envisaged in the Madrid terms of reference, Security Council resolutions and the Arab Peace Initiative."

It is pretty clear that complex political machinations lay behind this duplication of events – the press conference invitation and the Quartet endorsement of it.  The significance  becomes clear when one examines the terms in which each party accepted..

The response by Netanyahu's office mentioned only the US invitation to direct talks.  "The prime minister has been calling for direct negotiations for the past year and a half," his statement said. "He was pleased with the American clarification that the talks would be without preconditions." Jerusalem has been silent in relation to the Quartet's statement.

Palestinian Liberation Organization leaders, however, gathered overnight on Friday and voted to accept the US invitation in these terms: "The PLO executive committee announces its acceptance of a resumption of direct negotiations with Israel, in accordance with the statement by the international Middle East Quartet and the invitation by the United States."

In effect the two sides have accepted different invitations to the same talks.  The reason is clear.  The documents explicitly mentioned in the Quartet's statement are filled with equivocal requirements, many of which are precisely the major issues needing resolution in the forthcoming talks.  In particular, embedded in the Quartet's position is a call for a complete freeze on building in the West Bank and East Jerusalem, and at least an implied assumption that the borders of a new sovereign Palestinian state would be the boundaries that Israel crossed during the Six Day War.

PA President Abbas has been under intense pressure for several weeks to resume direct talks.  He has consistently stonewalled, first demanding that talks continue from where they left off with former Israeli Prime Minister Ehud Olmert in November 2008, then maintaining that any future agreement must be based on the 1967 borders, and throughout that Netanyahu's freeze on settlement building in the West Bank apply also to East Jerusalem.  Without any of the above demands being fulfilled, he reckoned that entering into direct talks with Israel would open him up to criticism from Fatah loyalists in his own party, to say nothing of the condemnation that would be heaped on him by his Hamas rivals and their patrons, Iran and Syria.

All preconditions for starting direct talks were rejected by the Israeli government, and in recent days Abbas has been saying that he would be prepared to enter direct talks without the assurances from Israel, if instead assurances came from the Quartet.  Hence their pre-press conference statement.

The resumption of direct talks is undoubtedly a victory for the US administration's diplomatic efforts.  US Middle East envoy Mitchell, who has been shuttling back and forth to the region since early 2009, succeeded in brokering the proximity talks between the two sides, a valuable precursor to the current outcome..

Israel, too, will view with satisfaction the renewal of direct talks, especially since they are explicitly starting without preconditions.  Netanyahu has repeatedly called for the resumption of direct negotiations in recent months, and made this a central theme during his visit to Washington in July.  This new initiative is likely to mitigate the political backlash from his right-wing coalition members when he seeks to extend the settlement freeze, as he surely must.  Indeed, with the construction moratorium deadline only three weeks after the first meeting on 2 September, this issue is likely to prove the first hurdle to be cleared if the whole initiative is not to fail.

Israelis and Palestinians stand shoulder to shoulder on one issue at least – cynicism about Middle East peace initiatives.  The efforts to bring about a resolution of the conflict have been many and various; the obstacles formidable and indeed, to date, insurmountable.  Optimistic it is impossible to be about this latest well-intentioned effort.  Who – barring perhaps George Mitchell, President Obama's dogged special Middle East envoy – could put his hand on his heart and say that a peace agreement between Israel and the PA on or before 20 August 2011 is a realistic possibility?

Optimism may indeed appear unrealistic, but there is one thing that cannot be killed off so easily – hope.

Migrants speak of desert camps run by the Rashida Beduin tribe. They are watched over by armed guards and tortured by being scalded with heated metal bars.

Modern day slavery exists. One woman, Wizar Tasapai from Eritrea, was tied up and kept in a fuel tank and told her kidneys would be sold if her family in Israel didn't pay $2,800. The Beduin told her cousin "the girl is in a bad condition.

She is beaten and raped." Her family paid the ransom to an Eritrean at the Central Bus Station in Tel Aviv and he transferred it to Beduin. The woman eventually made it to Israel. Rape seems to be a typical brutality carried out by the Beduin smugglers against African women. An Eritrean woman reported to the Israeli authorities in February 2010 that she had been raped by eight Beduin men in Sinai.

Between July 2007 and October 2008, the media reported that 33 Africans were shot in Sinai while trying to cross the border into Israel. By March of 2010 more than sixty had been killed. The man charged with implementing the policy is General Muhammad Shousha, governor of north Sinai. For him it is quite clear; "of course it's not a mistake that we shoot them, it's necessary to shoot them. To deal with an infiltrator, he has to be fired at." The migrants reported that the Egyptian border guards shot at women and children and that if they were captured alive they were then subjected to beatings and insults; "you are a Jew" and "you are the enemy of the Arabs and of Islam."

Israel has decent relations with Egypt's security forces in Sinai. It is time to send the message that only a massive and coordinated crackdown on the Beduin smugglers will stop the flow of illegal immigrants, help Egypt's image and end the hell that Sinai has become.

Arabic studies to become compulsory in Israeli schools
Beginning this year as pilot initiative in 170 public and religious-public schools in northern Israel, the scheme will eventually be adopted extend across the country.

A new government program will see Arabic language classes made compulsory in Israel's schools, starting from the fifth grade.

Beginning this year as pilot initiative in 170 public and religious-public schools in northern Israel, the scheme will eventually be adopted extend across the country.

Until now, Israeli students had the option of learning Arabic to fulfill a requirement to study a second language in grades seven to ten. Other options were Russian, French, or Amharic.

But a marked increase in demand from students for matriculation (Bagrut) studies in Arabic has led education officials to rethink the curriculum. The change expected to draw dozens of Arabic teachers into the school system.

"We live in a country that has two official languages," Dr. Shlomo Alon, Head of Arabic and Islam Education in the Ministry of Education, told the 'Walla' news website. "Studying Arabic will promote tolerance and convey a message of acceptance."

According to Alon, the Ministry of Education is interested in recognizing all of the state's citizens and providing opportunities for Arab teachers within Israeli education.

"The state aspires to complete equality of citizenship. We will not deal with conflicts based on cultural identity," he said

The text above the terrorist's picture is a verse from the Quran, urging Muslims to fight the non-believers and promising that Allah will "lay them low":

"Fight them, and Allah will punish them by your hands,
lay them low and give you victory over them,
and heal the hearts of a believing people." [Quran, 9,15]

Below his picture are the words:
"The heroic Shahada - Seeker (Martyrdom- Seeker, PA term of honor for suicide terrorists) Omar Muhammad Ziyada (Abu Samed) who carried out
the heroic Herzliya operation
on June 11, 2002"

PA town square memorial honors suicide terrorist and his attack as "heroic"
http://palwatch.org/main.aspx?fi=157&doc_id=2816

by Itamar Marcus and Barbara Crook

On June 11, 2002, a Palestinian suicide terrorist walked into a restaurant in the Tel Aviv suburb of Herzliya, and detonated a bomb that killed 15-year-old Hadar Hershkovitz and injured 16 others.

The town square in the West Bank town of Madama where the terrorist lived features a monument honoring "the heroic Martyrdom-Seeker" and his "heroic Herzliya operation." The monument has pictures of the suicide terrorist and of Yasser Arafat.

In December 2009 and again in March 2010, PMW reported on the naming of another square after the terrorist Dalal Mughrabi, who killed 37 in a bus hijacking in 1978. World condemnation was unequivocal:

US State Department Spokesperson Phillip Crowley:

"We also strongly condemn the glorification of terrorists. Honoring terrorists who have murdered innocent civilians, either by official statements or by the dedication of public places, hurts peace efforts and must end. We will continue to hold Palestinian leaders accountable for incitement."  [April 8, 2010]

US Ambassador Alejandro D. Wolff, U.S. Deputy Representative to the UN, in the Security Council:
"We strongly condemn the glorification of terrorists, either through official statements or by the dedication of public places." [April 14, 2010]

US Secretary of State Hillary Clinton, commented on the naming of the square after Mughrabi:
"... glorifies violence and renames a square after a terrorist who murdered innocent Israelis, it insults the families on both sides who have lost loves ones over the years in this conflict." [AIPAC Conference, March 22, 2010]

Openlijk verzet tegen optredens in Israël
E.J. BRON - 17 AUGUSTUS 2010

"Yesterday they crucified Jesus; today they poisoned the father, the Elder [Arafat]."

Khaled Mismar, member of the PLO's Palestinian National Council:
"[In 2003] Israel, with the support of the new American administration of President Bush, laid oppressive siege to our late symbol, Yasser Arafat, until they got him with poison, since they weren't able to kill him using their tanks, which besieged his home in Ramallah. The details of the story are known to everyone, young and old, among our Palestinian people and throughout the world."

PA Libel: Israel and the US
 poisoned Yasser Arafat

http://palwatch.org/main.aspx?fi=157&doc_id=2805

by Itamar Marcus and Barbara Crook

The Palestinian Authority continues to spread the libel that Israel poisoned Yasser Arafat -- with the approval and help of the United States. Palestinian Media Watch has for years documented this recurring libel, which is spread by PA and Fatah leaders, academics and clerics. It is even disseminated through cultural events and media messages for children.

Earlier this summer, in a dramatic performance at a PLO cultural festival, two young Palestinian boys lamented Arafat's death, and compared his death at the hands of the Jews to the death of Jesus:

Boy 1 [addressing Arafat]:
"Father, father the Elder [Arafat]. Why did it happen this way? Why did it happen this way? Death chose you, and you did not complete the path."
Boy 2: "Do not ask why it happened this way. Yesterday they crucified Jesus; today they poisoned the father, the Elder [Arafat]."
[PA TV (Fatah), June 4, 2010]

The PA Minister of Culture was present at this performance.

The following accusation that Israel killed Arafat, written by a Fatah member of the PLO's Palestinian National Council, appeared this week in the official PA daily newspaper Al-Hayat Al-Jadida:

Khaled Mismar, member of the PLO's Palestinian National Council:
"[In 2003] Israel, with the support of the new American administration of President Bush, laid oppressive siege to our late symbol, Yasser Arafat, until they got him with poison, since they weren't able to kill him using their tanks, which besieged his home in Ramallah. The details of the story are known to everyone, young and old, among our Palestinian people and throughout the world."
[Al-Hayat Al-Jadida, Aug. 10, 2010]

Nashat Al-Aqatsh, a lecturer at Bir-Zeit University, said in July while discussing the peace process:
"In the past [Israel claimed] no Palestinian partner existed, and they [Israel] killed the late Palestinian President, Yasser Arafat."

Report: Lebanon grants refugees work rights
www.maannews.net/eng/ViewDetails.aspx?ID=308810
Published today (updated) 17/08/2010 21:20

BEIRUT (Ma'an) -- Lebanon's parliament on Tuesday adopted a law granting full employment rights to the 400,000 Palestinian refugees living in the country, a high-ranking official told Agence France-Presse.

"Parliament approved a bill lifting former restrictions on employment for Palestinian refugees, who will now have the right to work in any field open to foreigners with benefits including social security from their own special fund," the official said.

In June, the Progressive Socialist Party and the Syrian Social National Party forwarded a draft law to the Lebanese parliament granting Palestinians in Lebanon access to property ownership, social security benefits, and various professions.

Voting on the draft legislation is due on 17 August, after the process was postponed twice in a bid to achieve consensus.

Approximately 425,000 refugees are registered with UNRWA in Lebanon, with many living in the country's 12 refugee camps. According to UNRWA, the UN body set up to assist Palestinian refugees, in 2005, officially registered Palestine refugees born in Lebanon were allowed by law to work in the clerical and administrative sectors for the first time.

However, refugees remain unable to work in some professions as doctors, dentists, lawyers, engineers, or accountants.

Shortly after the bill was proposed, PLO representative to Lebanon Abdallah Abdallah said there was no intent for Palestinians to ask for political rights or access to state social services. "What the Palestinians want is the right to work like any other foreign nationals," he said.

In February, Fatah's secretary-general in Lebanon, Sultan Abul Enayn, publicly confirmed his resignation from his post over a failure of the Palestinian leadership to heed his warnings of increasingly grim circumstances faced by refugees.

Fatah welcomes new Lebanese law

RAMALLAH (Ma'an) -- Fatah said it welcomed the passing of a law in the Lebanese parliament on Tuesday, which granted Palestinian refugees full employment rights a spokesman said.

Party spokesman Ahmad Assaf said the decision was "a step in the right direction" and would lessen the burden on Palestinian refugees in Lebanon.

The law gives the more than 400,000 Palestinians in Lebanon access to previously prohibited professions in the fields of medicine, law, engineering and finance. Concern over Palestinian influence on both the Lebanese economy and the political sphere both kept refugees isolated from the workforce and in the camps.

"The Palestinian presence in Lebanon is temporary and President Mahmoud Abbas emphasized this when he said we are guests in Lebanon," Assaf added, addressing concerns that the law would destabilize efforts to secure the right of return for Palestinians to their homes and a Palestinian state.

Thanking Lebanese leaders and parties, Assaf said the refugee issue will be concluded once Palestinians are afforded the right of return under UN resolution 194.

Agence France-Presse quoted a high ranking Lebanese official following the passing of the law, saying, "Parliament approved a bill lifting former restrictions on employment for Palestinian refugees, who will now have the right to work in any field open to foreigners with benefits including social security from their own special fund."

By Barry Rubin

There's been a new round of speculation on Israel attacking Iran's nuclear facilities to prevent Tehran from getting nuclear weapons. I will repeat my earlier point: This is not about to happen, certainly not in the next year and, in my opinion, better not to happen at all.

Again, Israel will retain its option to attack at a time of its choosing, if and when it feels there is a threat of Iran's actually using nuclear weapons against itself and when its defensive and offensive abilities are at a peak. By the way, the United States is starting to deliver 20 new F-35s, the world's best air superiority fighter plane, after more than five years of discussions. This is another sign that U.S.-Israel relations are going well at present.

For those who want to understand why it's wrong to assume that the issue is simply one of Iran getting nuclear weapons on some given day, see a good analysis by one of the most creative and well-informed arms' control experts.

==================

No, Israel Is Not About to Attack Iran Now, Here's Why

This article was published by PajamasMedia using their title. I want to make it clear that in saying "will" Israel attack Iran, they are giving a headline to an article saying that this is not going to happen in the near future. I'm not saying it will never happen.

By Barry Rubin

How do you know someone has no idea what they're talking about? Answer: They predict that Israel is about to attack Iran.

From the perspective of people in Israel who are closely following these issues, this idea is ridiculous. Understanding why this is so tells us a great deal about the situation.

First, it is too early to consider such an option in strategic terms. As long as Iran has not completed its effort to obtain nuclear weapons, the less there is to be gained by destroying uncompleted facilities or processes that are not yet at their full capacity. The earlier one attacks, the easier it is for the Iranian regime to rebuild.

Second, the whole Israeli strategy has been based on winning the maximum amount of Western support against the Iranian nuclear program. Israel worked hard to encourage the United States and the Europeans to put tough sanctions on Iran. Now we are in the sanctions' era and these governments want to see whether the sanctions are going to have any effect.

Clearly, they are hurting the Iranian regime. People often don't understand the purposes for imposing international sanctions. Ideally, the goal is to change the behavior of the targeted regime. But that's not all. Sanctions are supposed to reduce the ability of an enemy regime to do what it wants to do. The fewer assets Iran has, the less it can put into military efforts.

In addition, the pressure of sanctions is to open up splits within the regime's leadership and between the regime and the population. The people ask: Why are we suffering? Because of bad leadership and policies. Other members of the elite ask: Why are the top rulers and their policies leading us toward the regime's downfall and the loss of our wealth and power?

This is happening to some extent in Iran today.

Moreover, sanctions are intended to isolate the regime, so that it loses allies and trading partners. This is happening to a lesser extent, because the U.S. government is in effect making a deal with Russia, China, Turkey, and Brazil to break the sanctions in exchange for giving them formal support.

Will sanctions stop Iran from obtaining nuclear weapons? Almost certainly, the answer is "no." Yet, from Israel's standpoint, this effort must be given every chance. Only if the Western countries are satisfied that every diplomatic and sanctions'-related effort has been fully tried—and very probably not even then!—would they support military action.

A third factor is a fundamental reality of international affairs: there is no compelling reason for Israel to act now and it has other problems to deal with. Iran's obtaining a deliverable nuclear weapon is at least two, probably three, and perhaps four years off. Why do something now? There's no motive to do so. The idea that something must or will be done immediately is a fiction among those who really don't know much about the situation but perhaps have a thirst for action, a hunger for some decisive event that will easily and neatly solve the whole problem with one blow.

Leaders want to postpone tough decisions where the possibility of a catastrophic mistake as long as possible and one can hardly blame them.

Fourth, even if Israel wanted to attack now—which it doesn't—such an action would not enjoy U.S. support and cooperation. During the current period, U.S.-Israel relations are very shaky, despite the fact that they are all right at this particular moment, though for how long is an open question. The Obama Administration tends to oppose the use of force, deplore unilateralism, dislike taking a strong lead, and seeks to distance itself from Israel more than was true for its predecessors.

If the decision of a lowly local zoning board in Jerusalem to build a few apartment buildings set off a huge storm in bilateral relations, what would an Israeli attack on Iran do?

Don't forget, too, that U.S. troops are in both Iraq and Afghanistan, with periodic hints from the U.S. side that precipitate Israeli action could endanger them. Yet two or three years from now, those soldiers, or almost all of them, will be gone from the region. If that is going to coincide with Iran getting nuclear weapons, all the more reason to wait.

Finally, there are an increasing number of voices in the Israeli political, military, and intelligence establishment arguing that Israel should not wage a preemptive attack on Iran at all for a variety of reasons. When one adds up all these factors, it is rather clear that no such attack is imminent.

dinsdag 17 augustus 2010 10:50

http://www.elsevier.nl/web/Opinie/Vrouw-van-de-Wereld/273401/Van-Agt-Niet-praten-met-PVV-wel-met-Hamas.htm
