De Palestijnen lijken almaar meer voorwaarden te stellen. Volgens Ma’an Nieuws zou er inmiddels een lijst van 7 eisen zijn voordat men bereid is weer met Israel om de tafel te gaan zitten. The Times of Israel heeft de volgende lijst, ook op grond van Ma’an:
These preconditions, according to the Ma’an news agency, included a demand for official Israeli agreement to the establishment of a Palestinian state along the pre-1967 lines with East Jerusalem as its capital; the release of 1,200 Palestinian prisoners including convicted terrorist chiefs Marwan Barghouti and Ahmad Saadat; a building freeze in East Jerusalem and the West Bank; granting Israeli citizenship to 15,000 Palestinians under a family reunification program; the termination of Israel’s security blockade of Gaza; permission to bar the IDF from West Bank Area A (areas under full PA control) for entrance to arrest or kill terror operatives; and increased Palestinian control in Area C (areas under full Israeli control).
Het is absurd dergelijke sustantiële en gedetailleerde voorwaarden te stellen voordat er uberhaupt weer gepraat kan worden. Alleen wanneer een partij volledig verslagen is in een oorlog worden op een dergelijke manier voorwaarden gesteld. Bij onderhandelingen tussen twee gelijkwaardige partijen kunnen van tevoren wederzijdse ‘goodwill gestures’ worden genomen, of kan men wederzijds beloven van geweld af te zien, elkaars bestaansrecht te erkennen etc. Op een of andere manier zijn de Palestijnen er in geslaagd om zowel als zwakkere partij gezien te worden alsook om de voorwaarden stellende partij te zijn. Behalve Israeli’s vinden weinig mensen dit een vreemde combinatie; sterker nog, het lijkt te werken, want de Amerikanen gaan steeds met Abbas’ eisen naar Israel en proberen er zoveel mogelijk van ingewilligd te krijgen, zodat er weer gepraat kan worden. Misschien moet Israel een vergelijkbare lijst opstellen. Als compromis kunnen beide dan onder zware druk en met allerlei Amerikaanse beloftes hun lijsten intrekken en weer om de tafel gaan zitten.

PA sets SEVEN new conditions - just to talk
Not demands for a permanent peace - but demands just to continue to pretend to negotiate!
Palestinian negotiators have posed seven conditions that must be met by Israel to continue negotiations beyond April 29.
The conditions were announced during a 9-hour meeting Wednesday with Israeli negotiators in Jerusalem, a high-ranking source in the PLO told Ma’an.
The following are the conditions, according to the source.
1. To receive a written letter from Israel's premier recognizing the Palestinian borders of 1967 with East Jerusalem as its capital.
2. The release of Palestinian prisoners who former Prime Minister Ehud Olmert agreed to free including Marwan Barghouthi, Ahmad Saadat, and Fuad Shweiki.
3. Implementing a border-crossing agreement and lifting the siege on Gaza.
4. The return of exiles deported in the 2002 Bethlehem siege.
5. Stopping settlement activity in Jerusalem, and opening closed institutions in Jerusalem.
6. Allowing the reunification of 15,000 Palestinians with their families.
7. Israel refraining from entering areas under Palestinian Authority control for arrests or killings, and granting the PA some control over Area C.
The problem is that they know that the world will consider these reasonable.
So their best option is to continue to "talk" and get everything they demand without any compromise.
Which is what they have been doing all along.
