In het vredesvoorstel dat vorige week uitlekte werd de kwestie van Jeruzalem niet geregeld, waarschijnlijk omdat Shas heeft gedreigd uit de coalitie te stappen zodra er over Jeruzalem onderhandeld zal worden. Aaron Lerner meldt een bericht uit de krant Maariv dat Olmert ook een overeenkomst over Jeruzalem wil bereiken met Abbas voor hij aftreedt - dat is dus binnen een paar weken. Het voorstel en Lerners cynische commentaar staan hieronder beschreven. Ik deel zijn vrees dat een gemeenschappelijke Israëlisch-Palestijnse commissie het maar moeilijk eens zal worden over zaken en dat dat niet alleen ten koste gaat van de veiligheid, maar ook verlammend zal werken.

Ma'ariv correspondent Maya Bengal reports in today's edition that PM Olmert is pushing to reach an agreement in principle with PA head Abbas before he leaves office and has already submitted a proposal regarding Jerusalem.
Under the proposal:
1. Jewish neighborhoods under Israeli sovereignty.
2. Arab neighborhoods under Palestinian sovereignty.
Under the proposal:
1. Jewish neighborhoods under Israeli sovereignty.
2. Arab neighborhoods under Palestinian sovereignty.
3. Resolution of status of holy places - including Temple Mount and Mount of Olives (and apparently the Old City) - postponed and run until resolution by a joint Israeli-Palestinian body.
It should be note that this "solution" - which follows the precedent set by Beilin-Mazen of claiming to "solve" key issues by postponing them - is the perfect formula for ongoing conflict.
Under this plan, the positioning of even a dumpster in the Old City could be turned into a full blown dispute that could be cited by the Palestinians to justify their engagement in "resistance" (e.g. opening fire from the Arab neighborhoods to murder Israelis located a few meters away in Jewish neighborhoods - or sending over bombers, etc.).
The agreement also facilitates terror attacks within the Old City by apparently putting the security forces operating in the area under the control of the joint Israeli-Palestinian body that can be expected to engage in endless debate over the implementation of security measures.
