14 jun 2011 21:56 - Door: Eva Ludemann

The blockade is still technically in force, but Israel now permits almost all goods into Gaza except items it fears could be used to stage attacks. On the Egyptian border, controls over people going into and out of Gaza have been eased as well, most recently at the end of May. Gaza's economy expanded 15.2% last year as freer access enabled economic activity to revive, according to the International Monetary Fund (IMF).
(...)
The economic growth that Gaza enjoyed last year and continues to see in 2011 represents catching up from years of declining output. GDP plunged 30% between 2006 and 2009 and incomes are still a fifth lower than they were in 2005, according to the IMF. The unemployment rate is 30.8% and the poverty rate is 38%, according to the Palestinian Central Bureau of Statistics.

A year after 'Mavi Marmara' raid, life in Gaza eases

While the Strip's aid-reliant economy struggles, consumer goods such as Israeli frozen chickens can be found in abundance.

GAZA CITY - If you want to get a sense of how much has changed during the past year in the lives of ordinary people living the Gaza Strip, look no further than chicken.

Shoppers have their choice of bird. At the bottom of the heap are frozen Egyptian chickens, which are smuggled through tunnels under the border and sell for about a dollar a kilogram (2.2 pounds). Even at that price, they aren't popular due to concerns about disease. In middle range are frozen Israeli birds, ranging in price from one to two dollars per kilo. And at the top, stands fresh chicken grown and slaughtered in Gaza at a cost of two to three dollars.

The pecking order for chicken has been upset recently after a virus carried in from Egypt infected local flocks. For now, that has made the Israeli chickens the preference for consumers. That's why Suha Al-Mashrugi, a mother of four, trekked 32 kilometers (20 miles) from Rafah to Gaza City to do her shopping.

"I came all this distance to buy Israeli frozen chicken," she told The Media Line. "The Egyptian chicken sold in Rafah is sick and now the Palestinian fresh local chicken has gotten sick, too, so the Israeli chicken is the best in the market now and the price is good."

What sounds like a small tale of consumer woe bespeaks the huge changes that have come over this Mediterranean seaside enclave in the year since an Israeli commando raid on the Turkish ship Mavi Marmara trying to break Israel's blockade left nine dead. The incident strained Israeli-Turkish relations close to the breaking point and earned Israel international condemnation.

The organizers of last year's flotilla, including the Turkish Islamist Humanitarian Relief Foundation (IHH) whose ship was the scene of clashes with the commandos, are planning another one later this month. Dubbed the "Freedom Flotilla 2," organizers say they hope to dispatch at least 10 boats carrying more than 1,000 activists. They will be bringing what they say are vitally needed medicines, construction materials and school supplies.

Yet for ordinary Gazans, most of these items are not in chronic shortage.

Where the network of tunnels burrowed under the Gaza-Egypt border was once the primary source for most consumer goods - mostly made-in-Egypt wares - they now face competition from Israeli products. According to Israel's Coordinator of Government Activities in the Territories (COGAT), the number of trucks delivering goods to the Gaza Strip has increased  from a daily average of 120 in April 2010 to 237 in March 2011.

Gazans say that goods smuggled-in from Egyptian are now an option rather than a necessity and serve to fill gaps when Israeli goods don't get through or are in short supply. Israel is also letting new cars enter occasionally, which has put tunnel suppliers pretty much out of business. Gazans say they turn to Israeli goods because there is a wider variety and better quality.

"In Gaza, you'll find the basics most the time and a huge variety of goods usually," says Abu Wael Bseiso, age 43.

Days before the aid flotilla is scheduled to arrive offshore Gaza, the biggest shopping mall to be developed in Palestinian-ruled areas is scheduled to open. The three-story, 3,000 square-meter facility is located near the Haidar Abdel Shafi Square west of Gaza City and is the second shopping mall to open in the Gaza Strip within a year.

Gaza is still far from a consumer paradise. It still suffers from shortages in fuel that force power providers to impose brownouts for as long as six to eight hours daily and puts a crimp in the supply of water, which can't be pumped through pipes.

Kan'an Obeid, chief of Gaza's Power Authority, told The Media Line that he expects the power shortages to be reduced considerably after repairs are made to the third generator of the enclave's sole power plant and reduce brown-outs to no more than two hours a day. That will also help ease of the water crisis. Further down the line, Obeid says he is looking forward to  a plan to link the Gazan and Egyptian electricity grids.

"We are now working on a plan with the Egyptians that we hope will be an end to Gaza's power crisis," he says.

Most medicines are available, but there are shortages of drugs for deadly chronic diseases like cancer and not enough medical equipment. But officials blame the shortage of some medicines and medical supplies are on the failure of the West Bank-based Palestinian Authority, which is controlled by Hamas' rival, the Fatah movement, for failing to send supplies in a timely and consistent manner.

Building supplies are also limited. Concerned that Hamas, the Islamic movement that has controlled Gaza since 2007, will use concrete and other materials to build military installations, Israel only permits construction materials designated for use by international organizations to enter Gaza and that provides only a fraction of the enclave's needs. Gisha, an Israeli organization that monitors access to Gaza, estimates that since last January, construction-related deliveries have been equal to about 7% of what entered before the blockade.

Gaza looks more prosperous than it is because more than 70% of the population currently receives humanitarian aid, according to Gisha. Business has been slow to revive because Israel continues to restrict exports from Gaza. A complete ban was lifted last April, but shipments remain severely restricted.

"Believe me, Sarajevo won today as much as Istanbul, Beirut won as much as Izmir, Damascus won as much as Ankara, Ramallah, Nablus, Jenin, the West Bank, Jerusalem won as much as Diyarbakir."

"Imagine Nicolas Sarkozy proclaiming in a victory speech that Moscow had won as much as Paris, Washington as much as Lyon, Ankara as much as Marseilles. Equally to the point, imagine David Cameron announcing that New Delhi had won, as much as London; Boston as much as York; Dublin as much as Leeds. You can't. Because it is freighted wording – imperialist at worst, absurdly arrogant at best – to speak of your electoral victories as conferring benefits on foreign humanity – especially on those once occupied by your nation in its days of empire…. The tenor of his appeal is both Islamist and Ottoman", Dyer wrote.

Turkey's 'stealth revolution'

Jerusalem June 15 2011

Turkish Prime Minister Tayyip Erdogan's AK Party has won a resounding third consecutive election victory in the national elections that took place on Sunday 12 June, 2011.

Preliminary results based on 99.8 percent of the vote showed AKP winning 49.9 percent, or 325 seats, just below the 330 required for a plebiscite, and less than the 331 of the 550 seats it had in the last parliament.

The vote marked AKP's highest electoral score since it first came to power in 2002, but it fell short of Erdogan's stated goal of a two-thirds majority. That would have allowed him to unilaterally change the constitution .

goals

Erdogan's declared goal had been to launch a debate on a new constitution immediately after the elections. He planned to convert Turkey's existing parliamentary system into a presidential system based on the French model, apparently with himself as president.

In order to push through a new constitution based on his ideas, he would have needed at least 330 seats. That would have allowed the AKP to approve a new constitution in parliament as a first step, which would then be submitted to voters in a referendum. Erdogan would probably have won such a referendum.

A super majority of 367 seats would have allowed the government to change the constitution without a referendum. Now the prime minister will be forced to cooperate  over his constitution plans with at least one of the other parties in the Turkish parliament.

EU praise

Following Erdogan's re-election various leaders from over the world congratulated him and applauded  the outcome of the elections  (http://www.worldbulletin.net/?aType=haber&ArticleID=75016).

The EU for example, lauded Erdogan's victory and said it would enable further modernization and reinforce democracy in Turkey.

It seams these reactions only focussed on Turkey's economic boom and growing prosperity (and thus its alleged progress).

However, the question should be asked if the world would also have applauded Erdogan's victory if his party had indeed won the super majority of 367 votes, thereby gaining an unprecedented amount of power and undermining the Turkish democracy.

Erdogan's real intentions

More attention should be paid to Erdogan's real intentions.

The AKP owes its enduring popularity mostly to economic success and improved public services.

This followed decades of financial instability that haunted Turkey under shaky coalition governments in the past. Under the AKP, the economy grew by 8.9% in 2010, outpacing global recovery, and per capita income has doubled to $10,079.

But his economic credits aside, Erdogan - once the driving force of EU-sought reforms - has come under fire for autocratic tendencies and growing intolerance of criticism.

With dozens of journalists in jail, the opposition is alarmed also over creeping restrictions on the use of internet and an unprecedented outbreak of compromising wiretaps and videos of opposition figures circulating online.

Compromising sex tapes forced 10 top MHP members to quit the election race. This followed a similar scandal last year that saw the veteran CHP leader resign.

There's no evidence that the AKP is behind the publication of these tapes, but the mere fact that only the opposition has been attacked in such a way has already been suspicious enough. (http://www.dw-world.de/dw/article/0,,15149879,00.html).

The Turkish government also initially banned several Kurdish political leaders from participation in the national elections. The ban was only partially lifted after international and national pressure .

Some more examples of Erdogan's autocratic tendencies:

'Mr. Erdogan interpreted his 2007 victory as a green light to limit freedoms and harass his opponents. After amending the country's constitution in 2010, the AKP single-handedly appointed a majority of the high court without a confirmation process. The new, post-2007 AKP has also attacked the media. According to a report of the Organization for Security and Cooperation in Europe, Turkey leads the world in jailing journalists, with 57 currently behind bars'. http://www.cagaptay.com/9760/turkish-lessons-arab-spring

Just before the elections, Mr. Erdogan warned two prominent columnists, Nuray Mert and Abbas Guclu, that "they will pay after the elections." Ms. Mert had criticized Mr. Erdogan for not having a Kurdish policy, and Mr. Guclu had reported on irregularities in college entrance exams.

Islamist tendencies

In recent years Turkey has also become more Islam-oriented. It is obvious that Erdogan and his party actively support this new trend.

Many secular Turks are afraid of the outcome of this process. They fear that Turkey will lose its secular identity. Questions have been also been raised as to whether Turkey will come to resemble Iran.

Turkey has also shown an increase in confrontational foreign policies. It has done this by giving more support to Iran, thereby encouraging the Iranians' nuclear ambitions.

In the beginning of May Turkey defied US and EU policy towards Iran, by signing three agreements that aimed to boost economic cooperation between the two countries.

Furthermore Erdogan also supports Hamas and Hizbollah and was keen on improvement of relations with Syria.

This rapprochement might also be the reason that Turkey remained largely silent during the recent uprisings in the various Arab countries. These uprisings could serve Erdogan's Islamist agenda.

Israel

The relations with Israel however, are at an all time low. The deterioration in the ties between Israel and Turkey goes back to Gaza war and the Davos Economic Forum in 2009, when Erdogan walked away after a speech by Israel's president Shimon Peres.

During that meeting Peres fumed at Erdogan's hypocrisy and arrogance when he lambasted Israel's handling of the Gaza war.

The crisis in Israeli Turkish relations aggravated after the interception by the Israeli navy of the Turkish ship Mavi Marmara during the first Gaza flotilla at the end of May in 2010.

It has yet to be seen how this situation can be improved, especially in light of Ankara's continuing support of the terrorist organization IHH, that is preparing for a second flotilla to Gaza later this month.

Victory speech

Erdogan's victory speech also leaves a lot of room for debate.

He alluded to Turkey's aspiration to be a voice in the West for the Middle Eastern region and Muslims, saying Bosnians, Lebanese, Syrians and Palestinians also benefited from his victory.

"Believe me, Sarajevo won today as much as Istanbul, Beirut won as much as Izmir, Damascus won as much as Ankara, Ramallah, Nablus, Jenin, the West Bank, Jerusalem won as much as Diyarbakir."

Western media like the Dutch news show NOS Journaal deliberately ignored this part of Erdogan's victory speech, or omitted the reference to the Palestinian cities (Financial Times).

Some analysts like the US based journalist J.E. Dyer labeled his speech 'Ottoman rhetoric'.

Erdogan's  victory speech is indeed in line with earlier statements and with his attempts to make Turkey a dominant player once again.

State power

From an underdog party Erdogan's  AKP has now become a major state power, all the while fighting against Turkish secularism, and slowly gaining ground.

In 1997 Erdogan was sentenced to a 10 month prison term on subversion charges related to his pro-Islamic stances During a speech that year Erdogan said: "The mosques are our barracks, the domes are our helmets, the minarets are our swords, and the faithful are our army."

He was the leader of the Islamic-oriented Welfare Party at the time.

In January 1998, Turkey's supreme court banned the Welfare Party and its members from politics, saying the party sought to undermine Turkey's secular fundament.

Weeks later, Erdogan was indicted on subversion charges, including inciting "an army of jihad" and "using democracy to establish an evil order." A military court sentenced him to 10 months in jail, which he started serving in March 1999."

While in prison he founded the AKP and started the slow process of the Islamization in Turkey.

http://middleeast.about.com/od/turkey/p/me080210.htm

Stealth revolution

The question is what will be the outcome of this process for the Turkish society and what will be its impact on  the Middle East.

The use of  Islamist rhetoric, the warming of relations with Iran, Syria and Islamist organizations have already caused an alienation from the West and its allies in the Middle East.

This and the baseless attacks on Israel; the use of anti-Semitic expressions and even campaigns over the last few years have alarmed many Israeli analysts and politicians.

At the same time however, few Western media and politicians seem to have noticed the development of what professor Barry Rubin recently coined ' the stealth revolution' in Turkey.

Plezier in zwemparadijs Gaza

Nice reporting from The Telegraph's Michael Weiss:

I have just been forward what appear to be Syrian state documents leaked by the governor of al-Qunaitera, in south-west Syria, which suggest that the regime fully orchestrated the "Nakba Day" raids of Palestinian refugees into the Israeli-occupied Golan Heights on May 15.

The document (below) which bears the Syrian Republic emblem, is dated May 14, 2011 and describes an "urgent meeting" of Major General Asef Shawkat, the Deputy Chief of Staff for the Armed Forces, and the chiefs of security and military intelligence branches in the province in Al-Qunaitera, which is located at the Syrian-Israeli border. The memorandum outlines how the regime ordered the dispatching of 20 buses, each one with a passenger capacity of 47, to cross the border into Majdal-Shamms in the Golan Heights in order to precipitate a confrontation between Palestinian refugees and Israeli soldiers and UN peacekeeping forces, thereby distracting international attention from the Syrian revolution.

I quote the entire document, attributed to the "Office of the Mayor" in Al-Qunaitera province:

After an urgent meeting convened by the security committee on Saturday in the presence of the Mayor of al-Qunaitera, Major General Asef Shawkat -Deputy Chief of Staff for the Armed Forces-, and chiefs of security and military (intelligence) branches in the province, the following was decided:

All security, military, and contingent units in the province, Ain-el-Tina and the old al-Qunaitera are hereby ordered to grant permission of passage to all twenty vehicles (47 passenger capacity) with the attached plate numbers that are scheduled to arrive at ten in the morning on Sunday May 15, 2011 without being questioned or stopped until it reaches or frontier defense locations.

Permission is hereby granted allowing approaching crowds to cross the cease fire line (with Israel) towards the occupied Majdal-Shamms, and to further allow them to engage physically with each other in front of United Nations agents and offices. Furthermore, there is no objection if a few shots are fired in the air.

Captain Samer Shahin from the military intelligence division is hereby appointed to the leadership of the group assigned to break-in and infiltrate deep into the occupied Syrian Golan Heights with a specified pathway to avoid land mines.

It is essential to ensure that no one carries military identification or a weapon as they enter with a strict emphasis on the peaceful and spontaneous nature of the protest.

The provincial security committee meeting is considered in constant deliberation in coordination with the Center.

May you be the source of prosperity for the nation and the party

...This document – which I have good reason to believe is absolutely genuine – appears to represent the first piece of regime-created evidence that Assad has cynically tried to manipulate Western and Arabic media during three-month Syrian uprising.

Cynical, indeed.

Yet how many Western media outlets uncritically referred to all the rioters as "Palestinian refugees"?

The Golan Hights - Historical Rights and Legitimacy .

http://israelagainstterror.blogspot.com/2008/06/golan-hights-historical-rights-and.html

The Golan is where the tribes of Dan and Menashe settled, and Israeli kings ranging from Saul to Herod ruled there. The Golan saw consecutive Jewish settlement for 800 years; 300 Jewish communities from the time of the Mishna and Talmud were discovered there, along with the remnants of 27 synagogues. Later, 1,000 years of desolation followed, until the Jews returned. In the 16th century, the Ottoman Turks came in control of the area and remained so until the end of World War I.

The Golan belongs to Israel because it is the estate of the Jews forefathers and not only by the power of occupation in a defensive war against an aggressor, like America in Texas and Poland and former German territories.

Syria controlled the Golan for only 21 years, half the period it has been under Israeli rule. Almost half of its territory has been purchased by Rothschild and later robbed by the Syrian government. Jews settled in the Golan as early as 1886 (long before the Syrian Arab Republic existed)  but they were expelled, massacred, or fled because of malaria.

In 1886, the Jewish B'nei Yehuda society of Safed purchased a plot of land four kilometers north of the present-day religious moshav of Keshet, but the community, named Ramataniya, failed one year later. In 1887, the society purchased lands between the modern-day Bene Yehuda and Kibbutz Ein Gev. This community survived until 1920, when two of its last members were murdered in the anti-Jewish riots which erupted in the spring of that year. In 1891, Baron Rothschild purchased approximately 18,000 acres (73 km²) of land in the Hauran, about 15 km east of modern Ramat Hamagshimim. Immigrants of the First Aliyah (1881–1903) established five small communities on this land, but were forced to leave by the Ottomans in 1898. The lands were farmed until 1947 by the Palestine Jewish Colonization Association (PICA) and the Jewish Colonization Association, when they were seized by the Syrian army.

According to the Agreement of San Remo,(April 1920) The mandate for Palestine comprises an area incorporating what is now the entire state of Israel, including the Gaza Strip, the West Bank and the Golan Heights. The mandate specifically states that a national homeland for the Jewish people should be established in Palestine, but that the rights of non-Jews should be protected. In 1923, Britain ceded the Golan Heights (1,176 square kilometers of the Palestine Mandate) to the French Mandate of Syria, in spite of the specifications of the San Remo agreements and the Mandate for Palestine which was conferred on Britain in 1922 by The League of Nations. Jews were also barred from living there. Jewish settlers on the Golan Heights were forced to abandon their homes and relocate inside the western area of the British Mandate.

Claims that the Golan is Syrian land has no geographic or historical basis. All these events should be known before we talk about strategy and security.

 And the situation today?

A poll found that 48% of the public said they would refuse an order to evacuate the Golan. This strengthen the Golan loyalists, and it appears to undermine Israel's right to hand over parts of the country to other states.

With the exception of Stalinist Russia, states only expelled the populations of enemies defeated in war, rather than their own citizens. And just like depriving a person of his rights and freedoms is forbidden, "cleansing" the Golan off Jews would not only be a national sin, but also a crime against humanity, which allows for the right to resist. Should Golan leaders not internalize this, the Gush Katif tragedy shall repeat.
