http://www.cip.nl/nieuwsbericht_detail.asp?id=24272

Volkskrant Opinie / Martin Janssen 29/08/11, 06:00

‘Israel allocates only 10 % of the shared water sources to the Palestinians’ claims Atilli.

The water quota for the West Bank were mutually agreed upon in the Oslo accords. As a result 33% of the water in the aquifers under the West Bank is allocated to the Palestinians.

In 1993 the Palestinians could pump up 117 million m3 and Israel would provide an additional 31 million m3. In 2007 200 million m3 water was allocated to the PA of which Israel provided 51,8 million m3.

However of those 200 million m3, only 180 million was actually used.

The main reason for this, is that the PWA did not implement projects in the Eastern aquifer that would have solved much of the Palestinian water crisis. More than half of the wells approved for exploitation of the Eastern aquifer have not been drilled until now. The permits to drill these wells were issued in 2000.

In a letter written on April 4th 2001 the civil administration urged the PWA to execute these projects. A letter from June 8th 2009 repeated that request.

Atilli also lied about the Palestinian water consumption. In the JPost article he claimed that Palestinians are ‘limited to an average of just 60 liters. However, in 2009 his own PWA published a report that mentioned an average supply of 110 liter per capita per day.

The devastating truth about water and Palestinian statehood

On June 15th 2011 the Jerusalem Post published an article about the Palestinian water crisis, written by the head of the Palestinian Water Authority, Dr Shaddad Atilli.

In his article Atilli wrote that Israel’s ‘discriminatory policies’ are to blame for the lack of water in the Palestinian society. He claimed that Israel used the Joint Israeli Palestinian Water Committee (JWC) to veto and to delay Palestinian water projects. He also wrote that Israel illegally exploits 90% of the shared water sources, allocating only 10% for Palestinian use.

Furthermore, he claimed that because of the Israeli policies such as theft of water and the destruction of water wells and treatment plants, people realized that the two state solution was rapidly fading.

His libelous article, that was full of distortions, outright lies and false accusations, was yet another proof of the intransigence of the Palestian Authority.

Recently our organization Missing Peace obtained authentic official papers documenting meetings of the Joint Israeli Palestinian Water Committee (JWC) and correspondence between Colonel Avi Shalev, head of the International relations branch of COGAT, and Dr.Atilli.

Those documents give an entirely different picture about the root cause of the Palestinian water crisis.

Contrary to Atilli’s outrageous accusations, it has been the Palestinian Authority that has been sabotaging the two state solution by preventing the development of an independent water infrastructure for the future Palestinian state.

Let’s examine some of the claims in Atilli’s article and compare them with the picture that emerges from the JWC and COGAT documents.

‘Israel delayed and vetoed Palestinian water projects’, says Atilli.

First of all, article 40 (14) in the Oslo accords clearly states that all JWC decisions about water projects in the West Bank need mutual agreement.

Once approved, JWC projects for the territories under Palestinian control (Area A and B) do not need any further Israeli involvement.

Projects in Area C, where Israel is in control need approval from the Israeli Civil Administration (ICA).

Since 2000 the PWA submitted 76 requests for permits to the office of the Civil Administration. Subsequently 73 permits were issued by ICA and 3 denied because there was no master plan.

In a letter of June 8th 2009 Shalev responded to Atilli’s complaint that ICA did not honor a PWA request to issue 12 of these permits. Shalev wrote that these permits were already issued in 2001 and that ICA wondered why the PWA did not execute these projects.

Another 44 JWC approved projects, the majority in Area A and B, like the construction of a waste water treatment plant (WWTP) in Jenin that received approval in 2008- have not been implemented. The German government even withdraw a plan to build a WWTP in Tulkarm when it came to the conclusion that the PWA could not handle the project.

When back in November 2009, the PWA complained about a lack of funds, the Israeli government officially offered to finance water projects for Palestinian communities. The PA has yet to respond to this offer.

Atilli’s level of chutzpah is best shown by his third claim about Israel stealing water and destroying Palestinian water projects.

In fact Palestinians steal millions m3 of water per year by drilling illegal holes in the water pipes of the Israeli water provider Mekorot.

The Civil Authority fixes 600 of these illegal taps each year.

Furthermore, since 2008 Israel has asked the PA to re-establish the joint JSET water patrols that fought water theft before the El Aksa intifada. The PA refused.

Another reason for the loss of water is the poor maintenance of the Palestinian water infrastructure.

A staggering 33% of the fresh water supply gets lost because of leaks, theft and poor maintenance.

Other documents provided solid evidence that the closing of 250 illegal wells was agreed upon in the JWC meetings. For example, minutes of the JWC meeting on November 13th 2007 show a consensus decision to destroy ‘illegal drillings and connections’.

Nevertheless Atilli acted as if he never attended these meetings and had never co-signed the joint decisions to close illegally drilled wells.

He even had the gall to write urgent appeals to the international community as soon as ICA, after numerous appeals to the PWA to follow up on the agreed closure of illegal wells, finally took action and closed those wells.

These are only few examples of the overwhelming and shocking evidence of the way the Palestinian Authority neglected the basic needs of its citizens and cynically used water as a weapon in a PR campaign against Israel.

It shows that, contrary to reports dealing with the progress in state building, the PA is far from ready for statehood.

There is however yet another conclusion to be drawn here.

The stubborn refusal to work together with Israel on mutual and vital interests like improvement of the water infrastructure and the way the PA subsequently used that lack of improvement to demonize Israel, prove that the PA is not interested in the two state solution and peace.

In fact the bid for UN recognition of a state without a peace agreement and the way the PA deals with Israel in the field of water are part of the same campaign.

The goal of that campaign is, as Mahmoud Abbas has pointed out in his infamous NYT op-ed, the continuation of the conflict by different means.

By now it has become crystal clear that the use of water as weapon is one of those means.

Zie ook de video van Stand With Us: Give Two Minutes to Gilad Shalit (met petitie).

Did the Palestinian Authority think through its U.N. gambit?

The conventional wisdom is that the Palestinian Authority has outwitted Israel, the United States and the "international community" and stands poised to get a a declaration of statehood from the United Nations. Yes, the United States will be obligated to veto any measure in the U.N.Security Council, but the PA can go to the General Assembly, get an impressive vote and then have a club to use against Israel in its lawfare operation to discredit and delegitimize the Jewish state.

Well, the evidence is now mounting that this may have been a good career move for Mahmoud Abbas, who can retire with a feather in his cap, but a disastrous move for the Palestinians.

This week former deputy national security adviser Elliott Abrams wrote:

For years the Palestinian leadership has taken legal advice from a law professor at Oxford University, Guy Goodwin-Gill. But now it seems that they forgot to consult him before demanding a U.N. vote on Palestinian statehood. In a recent legal brief for the leadership, the good professor demolishes the arguments for U.N. recognition.
As reported in the Palestinian media, the brief argues that a U.N. decision to recognize Palestinian statehood replaces the . . . [Palestine Liberation Organization] with the Palestinian Authority, and this would have what the article calls "dramatic legal implications" . . . .

These include the legal and practical limitations on the PA (Its lawyer says that the PA "is a subsidiary body, competent only to exercise those powers conferred on it by the Palestinian National Council. By definition, it does not have the capacity to assume greater powers.") And there are three more knotty problems for the Palestinians.

The first, of course, concerns U.S. aid. A report in Ha'aretz claimed that the U.S. consul general in Jerusalem, Daniel Rubinstein, told chief Palestinian negotiator Saeb Erekat that "in case the Palestinian Authority seeks to upgrade its position at the U.N. through the General Assembly, the U.S. Congress will take punitive measures against it, including a cut in U.S. aid." Alas, this refreshing clarity was swiftly disclaimed by the State Department. A State Department official authorized only to speak on background told me Friday afternoon, "While we cannot get into private diplomatic discussions, this report is not an accurate portrayal of the U.S. position, nor did CG Rubenstein make the comments purported in the media." So much for that. (The official added the usual boilerplate that the only way forward is for the two sides is to engage in "serious and substantive negotiations between the parties, and that remains our focus.")

But Congress is another matter. There is broad, bipartisan support in Congress to cut off the PA should it take the step of seeking a U.N. declaration. Moreover, House Foreign Affairs Committee chairwoman Rep. Ileana Ros-Lehtinen (R-Fla.) is preparing to introduce a bill to cut off funds to the United Nations as well. In an op-ed in the Miami Herald she explains:

In 1989, Yasser Arafat's PLO also pushed for membership for a "Palestinian state" in UN entities. The PLO's strategy looked unstoppable until the George H.W. Bush administration made clear that the U.S. would cut off funding to any UN entity that upgraded the status of the Palestinian observer mission in any way. The UN was forced to choose between isolating Israel and receiving U.S. contributions, and they chose the latter. The PLO's unilateral campaign was stopped in its tracks.
This example demonstrates a simple but needed lesson: At the UN, money talks, and smart withholding works.
With Arafat's successors up to the same tricks today, the U.S. response must be as strong. . . .
I will soon introduce the United Nations Transparency, Accountability, and Reform Act, which will reflect the executive branch's previous successful policies by cutting off U.S. contributions to any UN entity that grants membership or any other upgraded status to the Palestinian observer mission. This legislation will also leverage U.S. taxpayer dollars to make sure they do not fund biased or wasteful UN activities, and to achieve other much-needed reforms that will make the UN more transparent, accountable, objective, and effective.

In addition to cutting off funding, the PA's U.N. tactic may result in expulsion of the PLO and the closing of its offices in the United States. The reasoning is simple. As a Middle East hand explained to me, "There was until Oslo no Palestinian representation in the U.S." Once we bought into the notion that Yasser Arafat had agreed to participate in the peace process, "we allowed them to open an office, so State could talk to them all the time." However, Congress was not enamored of a terrorist organization being allowed to do business in the U.S. Congress and passed a law requiring the president every six months to waive the prohibition on terrorists groups and allow the PLO to operate here. This has gone on for two decades.

But there are good arguments why that should come to an end if the PA gets its upgraded status from the U.N. Jonathan Schanzer from the Foundation for Defense of Democracies lays out several grounds for kicking the PLO out of the United States.

First, "In declaring independence, the Oslo Process will be null and void. This, in turn, will nullify the Palestinian Authority, which drew its legitimacy from Oslo. As such, the new Palestinian government would become the new representative of the Palestinians moving forward. Thus, the PLO — formerly the only entity that could negotiate on behalf of the rights of Palestinians — would have no role to play. Why would the U.S. want both PLO offices and a PA mission?"

Second, Schanzer argues, "The PLO has openly challenged the administration and the U.S. Congress" in going to the United Nations. Congress could well decide (along with a cutoff in funding) to change the law and make it illegal for the PLO to operate in the U.S. Indeed, Ros-Lehtinen argued well before the U.N. gambit that the PLO should not be allowed to operate here. In July 2010, she put out a statement: "Abu Mazen refuses to negotiate directly with Israel, instead praising the recently deceased mastermind of the 1972 Munich Olympics massacre and sending condolences to his relatives. But the U.S. rewards his corrupt, autocratic PLO with more symbols of legitimacy, treating it like a sovereign state. On the other hand, Israel continues to be an indispensable democratic ally — but the U.S. still refuses to move our embassy to Israel's chosen capital. Instead of giving more undeserved gifts to the PLO, it's time for us to kick the PLO out of the U.S. once and for all, and move our embassy in Israel to Jerusalem, where it belongs." There is all the more reason to carry through on that threat if the Palestinians snub the United States and the entire peace process.

And finally, Schanzer points out that the "sputtering" reconciliation process between Fatah and Hamas is still going on. Should that proceed, there would be a basis to argue that Hamas taints all the Palestinian entities including the PLO, which then must be tossed out of the country.

In addition to the loss of funding and the expulsion of the PLO, the PA risks a violent reaction in Israel that it will not be able to contain. Israeli police and military are preparing for the worse in the wake of a U.N. declaration, namely a third intifada. When Palestinians look around the day after the U.N. "victory" and see that absolutely nothing has changed, will there be uncontrolled violence, in part directed at the PA that over-promised and under-delivered? Abbas may think he can control or limit demonstrations, but, if the Arab Spring has taught us anything, it is that demonstrations take on a life of their own.

Given all the serious blows to the Palestinians (economically, diplomatically and politically) that could well flow from a U.N. action one has to wonder: Did they think this through? Until recently it does not appear there was any realistic planning or assessment of the adverse consequences of a U.N. vote that, after all, would at most get the PA the status of the Vatican at the U.N. A very small gain in exchange for many real problems.

A final note: Have any of the European cheerleaders for the U.N. action thought this through either? Which Palestinian state are they supporting — a Hamas failed state or a Fatah state? And given the inevitable departure of the only marginally credible financial figure in the PA (Salam Fayyad), how do the Europeans expect the new state to operate? It is hard to imagine they would continue to pour their money into a chaotic and corrupt regime that would follow Fayyad's departure.

Maybe there are good answers to all these dilemmas. But oddly, I haven't heard a single world leader explain how this would all work out.

EU geeft Palestijnen 115 miljoen euro extra

EU geeft Palestijnen 115 miljoen euro extra

http://www.elsevier.nl/web/Nieuws/Europese-Unie/314118/EU-geeft-Palestijnen-115-miljoen-euro-extra.htm

maandag 22 augustus 2011 15:55

US lawmaker: Aid to Egypt depends on peace with Israel

Kay Granger tells 'Post' that level of Muslim Brotherhood involvement in new Egyptian government will impact US assistance.

Washington's $2 billion in annual aid to Egypt will be cut off if Cairo backs out of the peace treaty with Israel, Congresswoman Kay Granger – whose job as chairwoman of the US House appropriations foreign operations subcommittee means she literally writes America's annual foreign aid bill – told The Jerusalem Post on Monday.

"The United States aid to Egypt is predicated on the peace treaty between Egypt and Israel, and so the relationship between Egypt and Israel is extremely important," the eight-term Republican from Texas said in an interview.

Hamas-run Gaza now threatens Israeli-Egyptian peace

"As an appropriator I have two concerns: One thing is the continuing relationship between Egypt and Israel, and the other thing of course is what government we will be dealing with in Egypt, and what position the Muslim Brotherhood will play in this government."

Granger, here among a delegation of 25 Republican congressmen sponsored by the American Israel Educational Foundation, a charitable organization affiliated with the American Israel Public Affairs Committee, said she is on record as saying that "if the treaty between Egypt and Israel is not continued, our financial support will not continue."

She said she was not aware of any US threat to cut aid to Egypt during discussions this week on defusing the Israeli-Egyptian crisis following Thursday's terrorist attack and the ensuing killing of three Egyptian security officials. A senior Israeli official said that not only was there no threat of a cutoff of aid, but that there was no need for such a threat, and Israel never asked for one.

While Egypt and Israel were in direct contact in defusing the crisis, the US was also heavily involved in the discussions as well.

Regarding how the Muslim Brotherhood's participation in a future Egyptian government would impact the level of aid, Granger said this would depend "on how much of a position they have."

Everyone, she said, assumed the Muslim Brotherhood would have some role and some participation in the next Egyptian government, but what will impact the level of US assistance will be the level of its governmental control.

She said all of this has been made clear to the Egyptians, and that at a meeting in March with transition head Field Marshal Muhammad Hussein Tantawi, the first thing she asked was whether the treaty with Israel would be honored.

"The answer was yes," she said.

The tension with Egypt was raised during a meeting the Congressional delegation had with Prime Minister Binyamin Netanyahu, but she said he did not raise the aid issue.

Another official said that at the meeting Netanyahu said only the international community should "support the countries that keep the peace."

Since the 1979 peace treaty with Egypt, the US has provided Cairo with $2b. of aid annually, $1.3b. in military assistance and the rest in economic assistance.

Granger, who along with the delegation is scheduled to meet Palestinian Authority President Mahmoud Abbas on Wednesday, said it has been made clear that if the PA goes through with its statehood recognition bid at the UN in September, the roughly $500m. of US aid to the PA would be suspended. She said this would include money for Palestinian security training.

Granger said the message the delegation would bring to Abbas was that there was a strong "bipartisan desire" in the US Congress to see a return to peace negotiations "in a very serious way."

Resentment toward Hamas grows among Gaza's budding middle class

While two-thirds of Gaza's 1.6 million people live in poverty and rely on UN
food aid, a growing middle class fuels grass roots opposition to Hamas rule.

http://www.haaretz.com/news/diplomacy-defense/resentment-toward-hamas-grows-
among-gaza-s-budding-middle-class-1.380193

By The Associated Press

A budding middle class in the impoverished Gaza Strip is flaunting its
wealth, sipping coffee at gleaming new cafes, shopping for shoes at the new
tiny shopping malls, and fueling perhaps the most acrimonious grass roots
resentment yet toward the ruling Hamas movement.

This middle class, which has become visible at the same time as a
mini-construction boom in this blockaded territory, is celebrating its
weddings in opulent halls and vacationing in newly built beach bungalows.
That level of consumption may be modest by Western standards, but it's in
startling contrast to the grinding poverty of most Gazans, who rely on UN
food handouts to get by.

Some of the well-off are Hamas loyalists. That rankles many Gaza residents
because the conservative Islamic movement gained popularity by tending to
the poor, through charitable aid, education and medical care - along with
its armed struggle against Israel.

"Hamas has become rich at the expense of the people," fumed a 22-year-old
seamstress, Nisrine, as she stitched decorative applique onto a dress. She
wouldn't disclose her family name, not wanting to be seen criticizing the
militant group.

Gaza's Hamas government denies its loyalists have gotten wealthy since the
group came to power. Corruption "doesn't touch us," said Hamas official
Yusef Rizka.

But others - even those close to Hamas - say the militant group must pay
attention. "There is a nouveau riche that has followed the rise of the
government," said Alaa Araj, a former Gaza economic minister and businessman
considered close to Hamas. "We must sound the alarm," he said. "(Resentment)
is growing in Gaza."

Gaza residents are also resentful because they feel they have suffered the
worst effects of the Israeli and Egyptian blockade that was slapped on the
territory when the militant group seized power in 2007. The blockade was a
failed attempt to crush Hamas; instead it impoverished already poor Gazans,
killed off trade and effectively imprisoned residents inside the territory.

Some two-thirds of Gaza's 1.6 million people live in poverty and rely on UN
food aid. About half the work force is unemployed. Many employed Gazans are
paid miserly wages, keeping them struggling.

They include the seamstress Nisrine, who is paid 5 dollars a day, money that
her family keeps. Baker Sami Awad, 27, earns 9 dollars a day to support his
five siblings and his sister's two children. Their father abandoned them
years ago; his sister's husband was killed in an Israeli incursion. Their
stories are typical.

Hamas has always had a small core of prominently wealthy loyalists. But it
appears another small group has seen its fortunes rise since the Hamas came
to power, primarily investors and high-level civil servants in Gaza's
24,000-strong bureaucracy.

The territory also has an established middle class of old merchant families,
senior aid officials and loyalists of Fatah, a Palestinian group that rivals
Hamas. But there's less resentment toward them - perhaps because they are
not in power.

The new signs of prosperity are due to a mini-construction boom that can be
traced back to Israel's easing of the blockade it imposed on Gaza in 2007.

To circumvent the blockade, Palestinians built hundreds of underground
tunnels crisscrossing the Gaza-Egypt border to bring in scarce consumer
goods, as well as weapons. But after Israel started letting in more consumer
goods a year ago, tunnels were freed up to bring in materials that remained
severely restricted - such as raw construction materials.

The prices of raw materials dropped, sparking a flurry of construction. Some
150 of Gaza's estimated 700 tunnels are solely used for raw materials, said
two tunnel traders who requested anonymity because they dodge Hamas taxes.

Some 120 tons of raw materials are typically hauled daily through a single
tunnel, they said. The rush of new building materials pushed down concrete
from a blockade high of 900 dollars a ton to 157 dollars. Gravel was 990
dollars, now it's 28 dollars .

Restrictions on exports and imports make some construction projects,
including factories, unfeasible. Investors are instead undertaking projects
that target domestic consumers, such as the al-Andulusia mall that opened in
July.

The 4 million dollar, three-story shopping center, is a humble operation by
global standards. It has a large supermarket and an assortment of clothing
and shoe shops. The third floor - a future cinema - hasn't opened yet.

For many Gazans, whose lives have stalled in fighting and the blockade, the
novelty is apparent. On a recent visit to the al-Andalusia mall, two women
clutched the escalator's rubber grip, giggling and shrieking as they rode up
to the second floor. Another woman stared at the escalator in fright, unsure
how to get on.

At another newly constructed area, parents sip coffee as their children play
on swings at a specially built private play garden. A series of small,
beachside bungalows in Gaza City hug the shore where the well-off can spend
summer days. Cafes and gift shops line the summer getaway. White tents are
strewn on the sand. Entrance costs about 3 dollars a person, unaffordable
for most large Gaza families.

http://www.memri.org/clip/en/0/0/0/0/0/0/3083.htm

The Palestinian Authority on the terror attacks

in Southern Israel that killed 8 Israelis;

and on the Israeli response

http://palwatch.org/main.aspx?fi=157&doc_id=5544

Itamar Marcus and Nan Jacques Zilberdik

The heads of the Palestinian Authority, President Mahmoud Abbas and Prime Minister Salam Fayyad, have not condemned the series of terror attacks in Southern Israel along the Egyptian border last week.

Last Thursday, several Palestinian terrorists armed with rifles and bombs carried out a series of coordinated terror attacks near Eilat killing 6 civilians, a soldier and a security officer, and wounding more than 30. The attacks included shooting at a bus, shooting at two cars, targeting a military patrol with explosives, and a suicide bomber blowing up a bus killing the bus driver and himself.

During the attacks, the Israeli army fought the terrorists, killing seven of them. Israel later responded to the attacks by targeting the leaders of the organization behind the terror attack, the Popular Resistance Committees, killing 5 members of this terror organization and a child in an air strike on Gaza.

Senior PA and Fatah figures, as well as the PA-controlled media, described the terror attack as a "quality operation" and "one of the most successful operations," and condemned Israel's killing of the terrorists who organized the attacks as a "massacre." Some claimed that Israel had played a part in organizing the attack, or that Israel was exploiting it in order to distract the public from internal Israeli crises. It was also stated that the Israelis killed in the attack were soldiers and officers, not civilians.

The following is a compilation of the PA's responses to these events, organized thematically:

Contents:

1. Positive description of the terror attacks: "quality operation", "one of the most successful operations"

2. Israel initiated the attacks and the "massacre" in the Gaza Strip to solve the government's internal problems

3. The Israeli casualties in the series of attacks were not Israeli civilians but "officers and soldiers"

4. Terminology:

The attack: "The Eilat operation" (- not a terror attack)

The terrorists: "armed men"

Israel's response: "a massacre"

5. The cause of the series of terror attacks is the Israeli occupation and the "criminal Israeli policy"

6. The Palestinian casualties - including the terrorists who were killed - are referred to as Martyrs or as having died a Martyr's death

____________________________________________________

1. Positive description of the terror attacks: "quality operation", "one of the most successful operations"

Headline: "A great operation, regardless of anything"

By Adli Sadeq, columnist and PLO ambassador to India

"May Allah have mercy upon the Shahids (Martyrs) who fell during Ramadan, those of them who went out to confront the occupation forces (i.e., Israel) and did not return, and those of them who were bombed in the home of Khaled Shaath [commander of unit manufacturing rockets and bombs in the Popular Resistance Committees] and died a Shahid's death... What happened yesterday may be considered one of the most successful infiltration operations, for it is clear that the preparation of the routes for the men to reach their target was done some time ago, took much time, and required great effort. What this means is that this was a quality operation that will be difficult to repeat."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

"Abu Mujahid, speaker for the Popular Resistance Committees, told Agence France-Presse, as he participated in the funeral procession in Rafah: 'We bless the operation in Eilat and are proud of it, but we do not claim responsibility for it.'"

[Al-Hayat Al-Jadida, Aug. 20, 2011]

2. Israel initiated the crisis and the "massacre" in Gaza to solve the government's internal problems

"Spokesman for the dismissed Hamas government, Taher Al-Nunu, said: 'The Palestinian government denies the Israeli accusations voiced by [Israeli Defense Minister, Ehud] Barak concerning the operation which took place in Eilat. It emphasizes that the Gaza Strip is not connected to what happened in Eilat.' He added, 'We view these accusations as an attempt to get out of the internal Israeli crisis.'"

[Al-Hayat Al-Jadida, Aug. 19, 2011]

"Hanan Ashrawi, member of the PLO Executive Committee and head of its Department for Communications, said that the Israeli occupation government is exporting its internal, political and international crises to our defenseless people. [Israel] has escalated its military operations in order to evade the results of the social and economic crisis in Israel, and as a preemptive step prior to the Palestinian appeal to the UN, in order to undermine the attainment of membership by a Palestinian state next month."

[Al-Hayat Al-Jadida, Aug. 20, 2011]

Interview with Dr. Ahmed Majdalani, member of the PLO Executive Committee:

Majdalani: "We believe that this operation has done a great service for the Netanyahu government, to escape from the internal dead end and on the international political level. It will come as no surprise to us if there will be clear intersection points between whoever carried out the operation and the Israeli government."

[PA TV (Fatah), Aug. 18, 2011]

Mahmoud Al-Habbash, Minister of Religious Affairs, PA TV telephone interview:

"Israel [in its response] is trying to export its crisis... It has found refuge in the situation in which we now find ourselves in the wake of the operation that took place in Eilat; it has found refuge in it. Now it is trying to escalate the crisis through an attack on the Gaza Strip and attacking civilians in Gaza, in order to try to turn the situation around, in an attempt to confound the internal Palestinian scene and the international political scene, thinking that this might be [a possibility for] escaping the realization [of the Palestinian state] at the UN."

[PA TV (Fatah), Aug. 19, 2011]

Dr. Mustafa Barghouti, Secretary General of the "National Initiative" movement in PA TV telephone interview:

"What we are seeing today, the Israeli aggression, is something planned, and we warned months ago that Israel was planning this sort of aggression... Israel is suffering from a deep internal social crisis, [with] demonstrations of hundreds of thousands every week. It is suffering from a diplomatic and political siege, because of its aggressive and arrogant policy. Israel, as usual, is escaping its crises by blowing up the region and starting wars."

[PA TV (Fatah), Aug. 19, 2011]

Regular columnist Adel Abd Al-Rahman:

"Netanyahu's extremist right-wing government waited for an operation such as this to fall from Heaven in order to change the whole situation of the political game and to try and place responsibility on the Palestinians for the developments that will take place in the next few days: In other words, a military escalation against our Palestinian people in Gaza. In addition, the operation destroyed the largest protest movement in the history of Israel, causing it great damage, while at the same time saving the coalition government of the Zionist extreme right-wing from the gallows."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

"Abu Mujahid, speaker for the Popular Resistance Committees, told Agence France-Presse, as he participated in the funeral procession in Rafah: 'We bless the operation in Eilat and are proud of it, but we do not claim responsibility for it.' He added: 'The occupation wants to attribute the Eilat operation to the Resistance Committees in an attempt to close the case on and escape from its internal crisis.'"

[Al-Hayat Al-Jadida, Aug. 20, 2011]

"The Fatah Palestinian National Liberation Movement said that the Israeli aggression against Rafah, which led to the deaths of six Shahids (Martyrs), is [yet] another chapter in the series of crimes of assassination and targeted [killings] of our people in the besieged [Gaza] Strip. The movement added that the latest aggression is decisive proof that the aim of Netanyahu's government is to draw the region into a great explosion, in order to evade its internal crises. The movement's spokesman, Osama Al-Qawasmi, said in a statement published yesterday by the Commission for Information and Culture, that behind the Israeli aggression against our people in the Gaza Strip there lurk intentions to murder for the sake of murder; and this proves that the occupation army allows [the shedding of] Palestinian blood."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

3. The Israeli casualties of the series of attacks were not civilians but "officers and soldiers"

Regular columnist Adel Abd Al-Rahman:

"Yesterday an operation was carried out close to the Egyptian-Israeli border, near the city of Eilat. It led to the deaths of seven and the injury of approximately 30 officers, non-commissioned officers and soldiers."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

Dr. Mustafa Barghouti, Secretary General of the 'National Initiative' movement, in PA TV telephone interview:

"Of course, there is the operation which took place in Eilat - that is true. This operation harmed soldiers and people from the Israeli army, and was not directed towards civilians."

[PA TV (Fatah), Aug. 19, 2011]

4. Terminology:

The attack: "The Eilat operation"

The terrorists: "armed men"

Israel's response: "a massacre"

"While President Mahmoud Abbas demanded an urgent meeting of the Security Council in order to stop the Israeli attacks in Gaza, the Israeli Prime Minister, Binyamin Netanyahu, threatened further assassination operations against those who carried out the Eilat operation."

[Al-Hayat Al-Jadida, Aug. 20, 2011]

Regular columnist Yihya Rabah:

"I believe the Eilat operation includes new details, information and data."

[Al-Hayat Al-Jadida, Aug. 20, 2011]

Headline: "Armed men kill eight Israelis in Eilat and Israel assassinates 5 senior [personnel] and a child in Gaza... The White House and the European Union condemned the attacks in southern Israel, and did not address the massacre in Rafah"

"Armed men killed eight people in southern Israel yesterday, among them a soldier and a police officer... in three attacks along the border with Egypt. Israel responded with an air strike on Gaza, as a result of which six residents died as Shahids (Martyrs)... Washington and the European Union hurried to condemn the attacks in Eilat in the strongest terms, without addressing the massacre which the occupation carried out in a home in Rafah (i.e., the house in which the leadership of the Popular Resistance Committees was located)."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

5. The cause of the series of terror attacks is the Israeli occupation and the "criminal Israeli policy"

Regular columnist Adel Abd Al-Rahman:

"What happened in Eilat is only the beginning of what is going to happen as a result of the absurd Israeli policy which is hostile to a political agreement, and the American alignment with it. What is going to happen is more serious and more dangerous, because the nations of the region - first and foremost the Palestinian Arab nation - will not agree to the criminal Israeli policy which has led these nations to a dead end. This demands that the world place the main responsibility for the operation in Eilat upon the Israeli apartheid racist state, regardless of who carried it out."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

6. The Palestinian casualties - including the terrorists who were killed - are referred to as Martyrs or as having died a Martyr's death

"Israel responded with an air strike in the Gaza Strip, as a result of which six residents died as Shahids (Martyrs), among them Secretary General of the Popular Resistance Committees, Kamal Al-Nairab, his deputy, and another three members [of the Popular Resistance Committees]."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

"The Fatah Palestinian National Liberation Movement said that the Israeli aggression against Rafah, which led to the deaths of six Shahids (Martyrs), is [yet] another chapter in the series of crimes of assassination and targeted [killings] of our people in the besieged [Gaza] Strip."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

Headline: "A great operation, regardless of anything"

By Adli Sadeq, columnist and PLO ambassador to India

"May Allah have mercy upon the Shahids (Martyrs) who fell during Ramadan, those of them who went out to confront the occupation forces (i.e., Israel) and did not return, and those of them who were bombed in the home of Khaled Shaath [commander of unit manufacturing rockets and bombs in the Popular Resistance Committees] and died a Martyr's death... The event did not start with the 'hostile operation' of resistance people who still believe that resistance through shooting is possible right now and not tomorrow; the matter began and continues with Zionist aggression against us in every aspect of our lives. Therefore, the death of a Palestinian at the hands of the occupiers, who still remain upon our land, is the attainment of Shahada (Death for Allah) within this great, bitter and blood-soaked injustice... The number of youths who attacked might be around ten, and at the time of writing this we know that seven of them died as Shahids. Six died in the home of Khaled Shaath, including the child who died together with his father."

[Al-Hayat Al-Jadida, Aug. 19, 2011]

PA TV newsreader: "Naturally those who carried out the operation (i.e., the terrorists) engaged the Israeli military forces in battle and those of them who were killed, died as Shahids (Martyrs)."

[PA TV (Fatah), Aug. 19, 2011]

"The Popular Resistance Committees announced that 'it joyfully announces [the wedding] procession of the Shahid commander Samed Abed who died a Martyr's death during the Zionist attack.'"

[Al-Hayat Al-Jadida, Aug. 20, 2011]

"Last night, Israeli air force planes attacked the city of Rafah, in southern Gaza Strip. As a result, six residents died a Martyr's death, including a child and four commanders of the Popular Resistance Committees."

[Al-Hayat Al-Jadida, Aug. 20, 2011]

Regular columnist Adli Sadeq, PLO ambassador to India:

"Of course we have no faith in the Israeli justifications for any bombing, and therefore there is no proof that those who died in Rafah are indeed the people who sent those who carried out the infiltration and shooting operation in the Negev. However, a Palestinian - whether he sets off to infiltrate and have a confrontation or whether he is bombed in his home - is the oppressed victim in this situation, from beginning to end."
