Why does Germany’s young generation hold negative views of Israel?

Many young Germans simply cannot internalize Israel’s self-defense wars against lethal anti-Semitic terroristic organizations such as Hamas, Hezbollah, and Islamic Jihad.

The peerless Middle East historian Bernard Lewis wrote nearly 30 years ago in his groundbreaking book Semites and Anti-Semites that German guilt after the Holocaust contributed to the positive response to the founding of Israel. However, he warned presciently that “such feelings are a dwindling asset to Israel, and must inevitably die away as the memory of Nazi crimes recedes into the past.”

Lewis’s words carry great urgency for today’s 50th anniversary of diplomatic reconciliation between Germany and Israel. In an email to The Jerusalem Post, Israel’s Ambassador to Germany Yakov Hadas Handelsman said the “young generation will stand in the center of this year’s anniversary.”

Putting aside the scores of articles about young Israeli artists living in Berlin as an implied sign of Jewish forgiveness for the Shoah, there is a growing lack of reciprocity from the German side. According to an October Bertelsmann Foundation study, a majority of Germans in the important 18-29 age group holds a negative view of Israel. In stark contrast to the Bertelsmann finding, a January Konrad Adenauer Foundation study showed 81% of Israelis desire closer relations with Germany.

How does one interpret this disconnect? Zvi Rex, an Israeli psychoanalyst famously remarked with piercing sarcasm that the “Germans will never forgive the Jews for Auschwitz.” While pathological Holocaust guilt surely plays a factor in the negative view toward Israel, the young generation has also been inculcated in a radical pacifist culture.

Many young Germans simply cannot internalize Israel’s self-defense wars against lethal anti-Semitic terroristic organizations such as Hamas, Hezbollah, and Islamic Jihad. It seems to pain sizable numbers of young Germans to extend the German slogan “Never Again Auschwitz” beyond the frontiers of their borders to the Jewish state.

An additional explanation for pejorative views toward Israel is the repentant new generations that serve, as the writer Wolfgang Pohrt described, as Israel’s probation officers to prevent “their victims from relapsing.” Put simply, large numbers of Germans feel they have worked through the crimes of the Holocaust and are now positioned to provide didactic lessons to Israelis about the need for peace.

German anti-Israel resentment among all walks of life in the Federal Republic reach higher peaks when Israel pursues its own security interests independent of German politicians calling for restraint.

Such feelings reached a head last year surrounding Operation Protective Edge. The German-Jewish historian Michael Wolffsohn told the daily Tagesspiegel on Sunday that he is unsettled by the discussions of Israel, because they show “an increasing detachment, aggressiveness, and hatefulness.”

During Operation Protective Edge, the German Left Party’s Solid Ruhr youth branch organized a pro-Palestinian demonstration in which activists tossed bottles and rocks at pro-Israel protesters. Some demonstrators screamed “Burn, shitty Jew.” The Left Party is the largest opposition party in the Bundestag. To be fair, the Berlin Left Party Solid branch urged Solid Ruhr in North Rhine-Westphalia to cancel the anti-Israel hate festival.

The growing urge to impose discipline and punishment on Israel has permeated a large part of Germany’s left-leaning civil society. Rudolf Dressler, a former social democratic party(SPD) ambassador to Israel between 2000-2005, called in early May for “reducing trade with Israel” to pressure the Netanyahu administration to make concessions in the peace process. Dressler undoubtedly sees himself as a friend of Israel and would reject any continuity between Nazi boycotts of Jewish businesses and calls for economic sanctions on the Jewish state.

Writing in the Badische Zeitung, a paper included in the Simon Wiesenthal’s 2013 list of anti-Semitic/anti-Israel slurs, Inge Günther, a German reporter for the Frankfuter Rundschau—a paper affiliated with the SPD—urged that Israeli products from the disputed territories be labeled as a form of discouraging settlement activity. Günther, a correspondent in Israel who covered the 50th anniversary, wrote that “the world has to make clear that Israel has to pay a price.”

What is frequently overlooked is that the beginning of the campaign to demarcate Israeli products can be found in neo-Nazi legislation from the city council of Schwerin in 2012. It is unclear whether Günther was aware that her remedy for punishing Israel mirrors a local NPD neo-Nazi legislative act.

One test for the young German generation will be its posture toward the boycott, divestment, and sanctions (BDS) movement against Israel. Will young Germans recognize parallels with their country’s first stage in the Holocaust, namely economic measures targeting Jews? Lewis wrote, “There can be no doubt that one of most important sources of support for Israel in the period following the fall of Hitler was guilt, using that word in the modern sense, as a psychological state rather than a legal fact.”

As many German commentators have noted, including Henryk M. Broder, a columnist for Die Welt, German-Israeli relations cannot flourish on a foundation of guilt, whether pathological or repentant. The embrace of liberty, Israel’s core security interests, democratic values—and, yes, a hip Israeli youth culture—can help young Germans overcome their negative feeling toward Israel.

Historian Wolffsohn, who served in the Israeli Army, described the German-Israel relationship as “strange friends.”
Perhaps young Germans—on a broader scale — will view Israelis and the Jewish state as friends at some point in the future.

Benjamin Weinthal reports on European affairs, and is a fellow at the Foundation for Defense of Democracies.

Breaking the Silence over Gaza Oorlog (IMO)

Breaking the Silence over Gaza Oorlog

http://www.israel-palestina.info/actueel/2015/05/11/breaking-the-silence-over-gaza-oorlog/

= IMO Blog =

There was this mentally handicapped girl in the neighborhood, apparently, and the fact that shots were fired near her feet only made her laugh (earlier in his testimony the soldier described a practice of shooting near people’s feet in order to get them to distance themselves from the forces). She would keep getting closer and it was clear to everyone that she was mentally handicapped, so no one shot at her. No one knew how to deal with this situation. She wandered around the areas of the advance guard company and some other company – I assume she just wanted to return home, I assume she ran away from her parents, I don’t think they would have sent her there. It is possible that she was being taken advantage of – perhaps it was a show, I don’t know. I thought to myself that it was a show, and I admit that I really, really wanted to shoot her in the knees because I was convinced it was one. I was sure she was being sent by Hamas to test our alertness, to test our limits, to figure out how we respond to civilians.

Later they also let loose a flock of sheep on us, seven or ten of whom had bombs tied to their bellies from below.

I don’t know if I was right or wrong, but I was convinced that this girl was a test. Eventually, enough people fired shots near her feet for her to apparently get the message that ‘OK, maybe I shouldn’t be here,’ and she turned and walked away.

The reason this happened is that earlier that day we heard about an old man who went in the direction of a house held by a different force; [the soldiers] didn’t really know what to do so they went up to him. This guy, 70 or 80 years old, turned out to be booby-trapped from head to toe. From that moment on the protocol was very, very clear: shoot toward the feet. And if they don’t go away, shoot to kill.

Sponsors

Breaking the Silence is bovendien minder onafhankelijk dan men denkt en doet voorkomen. NGO Monitor schrijft o.a.:

·         Contrary to BtS’ claim that “the contents and opinions in this booklet do not express the position of the funders,” NGO Monitor research reveals that a number of funders made their grants conditional on the NGO obtaining a minimum number of negative “testimonies.” This contradicts BtS’ declarations and thus turns it into an organization that represents its foreign donors’ interest, severely damaging the NGO’s reliability and its ability to analyze complicated combat situations.

·         A screenshot of a document from 2009 (obtained from the Israeli Registrar of Non-Profits) shows how the British Embassy in Tel Aviv, the Dutch church-based aid organization ICCO (primarily funded by the Dutch government), and Oxfam Great Britain (funded by the British government) required Breaking the Silence to obtain negative testimonies (full translation available from NGO Monitor):

·         On August 2, 2014 the  Human Rights and International Law Secretariat (jointly funded by Sweden, Switzerland, Denmark and the Netherlands) transferred “emergency funding” to nine NGOs, including BtS, in order to document “human rights and international humanitarian law violations during the course of Israel’s ongoing military offensive on the Gaza Strip.”

Zij geeft geld aan o.a.

Nieuwe coalitie Israel: Netanyahu blijft premier

Netanyahu blijft premier

Breaking the Silence krijgt geld voor negatieve getuigenissen over IDF

Infantrymen at the bottom of the hierarchy often don’t understand what they’re seeing, or the reasons for what they’re doing, and I’m speaking from experience. Things that make no sense to a private, sergeant, or lieutenant sometimes (but by no means always) make more sense if you go a few notches up the command chain.

Watchdog: ‘Breaking the Silence’ was Paid to Incriminate IDF

http://www.thetower.org/1999-watchdog-breaking-the-silence-was-paid-to-incriminate-idf/

by TheTower.org Staff | 05.06.15 8:04 pm

Breaking the Silence, an NGO that has recently been in the news for its criticism of Israel’s actions during last summer’s Operation Protective Edge, was explicitly directed by European charities to prove that Israel acted improperly, the watchdog group NGO Monitor showed in a report released Monday.

NGO Monitor’s staff translated the terms of Breaking the Silence’s agreement with OxFam and other organizations. In the case of Oxfam, the agreement called for:

[Breaking the Silence] signed an agreement with Oxfam, a British organization, to conduct interviews with “as many” soldiers as possible who will testify regarding [Israeli] “immoral actions” that violate human rights. In 2009, the British organization donated 74,595 NIS to the organization.

Breaking the Silence’s report, according to The Washington Post, alleged that the IDF had “permissive rules of engagement” that “led to massive damage and high numbers of civilian deaths.”

In its initial analysis of the report, NGO Monitor wrote:

BtS makes sweeping accusations based on anecdotal, anonymous and unverifiable testimonies of low level soldiers. These “testimonies” lack context, ignoring the fact that during the 2014 Gaza War heavy fighting took place between Israel and terror groups in Gaza, and that soldiers faced grave danger throughout the conflict from rockets, mortar shells, and terrorists emerging from tunnels dug beneath private homes. These distortions and erasures dovetail BtS’ ideological agenda and fuel delegitmization campaigns against Israel.

Former Associated Press reporter Matti Friedman added on his Facebook page:

War is awful and people come back feeling upset about things they’ve seen and done. Some observers are reliable, and others aren’t. Some of the things described in the report no doubt happened as they were described. Others didn’t. Young soldiers tend not to understand this, certainly not at the time and not immediately afterward. For example, open-fire regulations at a particular time could seem too aggressive given your limited understanding of where you are. If you have all of the information at your disposal – and no soldier does – you might understand why. A target shelled for reasons unknown to you might have been shelled for good reason after all. Or not. You don’t know, and in many cases (but not all) it’s a mistake to think you do. Drawing broad conclusions about Israeli military practice from “testimonies” of this kind is irresponsible.

Friedman also questioned the principles of Breaking the Silence, asking if the group’s goal is to change Israeli society, “[h]ow is speaking to the international press supposed to swing Israelis in your direction?” The fact that Breaking the Silence is largely funded by European governments and organizations further raises questions about its goals.

A task force commissioned by the Jewish Institute for National Security Affairs (JINSA), headed by five retired American generals, concluded:

Contrary to accusations of widespread unlawful military conduct, we observed that Israel systemically applied established rules of conduct that adhered to or exceeded the Law of Armed Conflict (LOAC) in a virtually unprecedented effort to avoid inflicting civilian casualties, even when doing so would have been lawfully permitted, and to satisfy the concerns of critics. However, it is the conclusion of this Task Force that Israel’s military restraint unintentionally empowered Hamas to distort both the law and facts for their own purposes to the ultimate detriment of civilians’ safety, for which Hamas bears sole responsibility.

In Everything You Need to Know About International Law and The Gaza War, which was published in the September 2014 issue of The Tower Magazine, David Daoud explained the concept of proportionality in war.

All of that legalese essentially means that when a country goes to war, it is allowed to use as much force as is necessary to stop the threat that caused it to go to war to begin with, and does not have to limit itself to the same means or level of intensity used by the enemy. While necessity determines the situations allowing a state to use some form of armed force, proportionality determines the breadth of that permissible force. The intensity of a state’s response is governed by the magnitude of the threat posed to it by the enemy that attacked it, and not of the individual attacks it suffered.

So, the measuring stick of proportionality can’t be the tit-for-tat analysis of death tolls popularly presented in the media. Israel is not obligated to employ only the lightest means at its disposal against Hamas, whose military might pales in comparison. Israel is also not obligated to ensure that the death count on both sides is close to equal. That would be absurd.

This popular interpretation of proportionality would essentially forbid a nation from winning a war, allowing the aggressor to set the parameters of the subsequent hostilities. This would then obligate Israel to resort to the most comparatively primitive methods of warfare, since those are the means with which Hamas initiated hostilities, and to end its war with Hamas in a tie. As a result, the threat posed by Hamas would be no less than what it was at the outset of Protective Edge. What would then be the point of going to war at all?

Nations go to war to end the armed threat posed by another side—to win—and not to simply revert to the status quo ante where they were still under the other side’s threat. This absurd result is not demanded by international law, which allows states to win their wars, and by definition, wars are only won by applying more force than the enemy can muster. Professor Yoram Dinstein of Tel Aviv University says that a defensive war “need not be terminated at the point when the aggressor is driven back: rather it may be carried on by the defending State until final victory.…The defending State…may pursue the retreating enemy forces, hammering at them up to the time of their total defeat.” He adds that proportionality allows a war of self-defense to continue “until it brings about the complete collapse of the enemy…and can be fought in an offensive mode to the last bunker of the enemy dictator.”

Europese subsidiegevers betalen Breaking the Silence voor rapporten over misstanden

EUROPE TO BREAKING THE SILENCE: BRING US AS MANY INCRIMINATING TESTIMONIES AS POSSIBLE

NGO Monitor May 04, 2015

On May 4, 2015, the political advocacy NGO Breaking the Silence (BtS)  published a booklet of testimonies concerning the Summer 2014 Gaza conflict. (As of the morning of May 4, it is only available in Hebrew.) It stands to reason that this publication is meant to support the UN’s “Schabas” investigation and bolster attempts to bring charges against Israeli officials at the International Criminal Court (ICC). As with many other BtS publications, this report lacks all credibility and objectivity. Likewise, the extensive foreign funding that Breaking the Silence receives, as well as its international political activities, highlight the problems with this publication.

Despite the NGO’s claim that its mission is to address Israeli society, BtS lobbying, media campaigns, and frequent appearances in Europe and the United States target international audiences. Next month (June 4-14), BtS activists will appear in Switzerland to present their political agenda at an event organized by supporters of pro-BDS groups.

European Funders and Their Agenda

  • The publication was written with direct and indirect funding from a number of foreign governments. According to BtS, “this booklet was produced thanks to the generous contributions of: Christian Aid, Dan Church Aid, Human Rights and International Law Secretariat, Open Society Foundations, Trocaire.”

  • Contrary to BtS’ claim that “the contents and opinions in this booklet do not express the position of the funders,” NGO Monitor research reveals that a number of funders made their grants conditional on the NGO obtaining a minimum number of negative “testimonies.” This contradicts BtS’ declarations and thus turns it into an organization that represents its foreign donors’ interest, severely damaging the NGO’s reliability and its ability to analyze complicated combat situations.
  • A screenshot of a document from 2009 (obtained from the Israeli Registrar of Non-Profits) shows how the British Embassy in Tel Aviv, the Dutch church-based aid organization ICCO (primarily funded by the Dutch government), and Oxfam Great Britain (funded by the British government) required Breaking the Silence to obtain negative testimonies (full translation available from NGO Monitor):

See here for original source.

[Translated into English by NGO Monitor staff]

Oxfam: the company [BtS] signed an agreement with Oxfam, a British organization, to conduct interviews with “as many” soldiers as possible who will testify regarding [Israeli] “immoral actions” that violate human rights. In 2009, the British organization donated 74,595 NIS to the organization.

ICCO: the agreement obligates the company to interview at least 90 soldiers a year, to prepare testimonies of female soldiers, document everything that is happening in Hebron and publish an “encyclopedia of the occupation”. The company received 42,000 euros from the organization in 2009. The agreement is signed by both parties.

British Embassy: In this case as well, the donation is aimed at documenting and interviewing soldiers talking about the territories. The British embassy donated 271,891 NIS to the company in 2009.

  • On August 2, 2014 the  Human Rights and International Law Secretariat (jointly funded by Sweden, Switzerland, Denmark and the Netherlands) transferred “emergency funding” to nine NGOs, including BtS, in order to document “human rights and international humanitarian law violations during the course of Israel’s ongoing military offensive on the Gaza Strip.”
  • BtS’s donors in 2013-2014 include the European Union, Misereor (Germany), Broederlijk Delen (Belgium), Norway, AECID (Spain), Dan Church Aid(Denmark), ICCO (Netherlands), CCFD (France), Human Rights and International Law Secretariat (joint funding from Sweden, Switzerland, Denmark and the Netherlands), Sigrid Rausing Trust (UK), SIVMO (Netherlands), Rockefeller Brothers Fund, Open Society Institute, and New Israel Fund.

Initial Analysis

  • BtS makes sweeping accusations based on anecdotal, anonymous and unverifiable testimonies of low level soldiers.
  • A careful reading of the testimonies reveals that IDF soldiers conducted themselves according to the norms expected of soldiers (Israeli or from other democratic countries) when faced with the challenges of high-intensity fighting. The testimonies (if indeed reliable) that portray questionable incidents should be fully investigated. In such instances, the testimony and relevant individuals should be referred to the Military Advocate General Corps, which can order an investigation to be opened. That BtS did not approach the MAG Corps raises serious questions regarding the NGO’s motives.
  • BtS’ allegations that the IDF operated according to a principle of “minimum risk to our forces, even at the cost of harming innocent civilians” together with “an attempt to terrorize the Palestinians” and that “serious questions arise as to the moral norms that guide IDF operations” do not tally with the testimonies, and are nothing more than an attempt by the NGO to portray the events in line with its political agenda.
  • In its introduction, BtS fails to mention that terrorist groups in Gaza launched rockets, dug tunnels, and placed almost all of their fighting positions in civilian areas in Gaza, including mosques, schools, and hospitals. Thus, the organization provides a partial portrayal of the rationale that guided the IDF. Additionally, BtS does not explain that the IDF used multiple methods of warning civilians to leave areas of fighting in a way that is above and beyond the norm among Western countries. Methods included leaflets, phone calls, and “roof knocking.”
  • In many cases, the testimonies and the headlines create an impression that soldiers wanted to commit crimes. For instance, a testimony titled “I really really wanted to shoot her in the knees” actually describes how terrorist groups used civilians and animals to attack IDF troops. Another testimony mentions that the IDF attacked Wafa Hospital, but neglects to mention the terrorists operating from within the hospital.

CIDI gaat verder zonder Esther Voet (IMO)

CIDI gaat verder zonder Esther Voet

http://www.israel-palestina.info/actueel/2015/05/07/cidi-gaat-verder-zonder-esther-voet/

= IMO Blog =

Men wil een ‘minder prominent profiel’, aldus Voet.
