Berlijn smeedt plan voor gevangenenruil Israël en Hezbollah


Ik ben misschien naief, maar waarom spelen Duitlsand en de VN zo'n grote rol in het bereiken van een deal tussen Hezbollah en Israël? Wat voor belang hebben zij daarbij, of wie denken ze daarmee te helpen? De druk op Israël opvoeren om 'flexibel' te zijn, en moordenaars vrij te laten voor lijken, kan niet in Israëls belang zijn, maar waarom zou men Hezbollah willen helpen? Hezbollah zal vrijwel zeker aan populariteit winnen door een deal, en kan zijn (door de recente gevechten in Beiroet) ietwat beschadigde imago van vrijheidsstrijders oppoetsen. Als men zich voor vrede in wil zetten kan men beter UNIFIL zijn werk fatsoenlijk laten doen en de wapensmokkel vanuit Syrië bestrijden.

Berlin Forges Master Plan for Prisoner Exchange

A German intelligence agent has been brokering a prisoner exchange deal between Israel and Hezbollah on behalf of the United Nations. Now an official proposal is on the table, and Jerusalem is due to decide shortly whether to accept it.

 Secret diplomacy in the Middle East is always a sensitive issue. Successive German foreign ministers have realized that, and so has German negotiator Gerhard C., who has been mediating between Israel and the Lebanese Hezbollah for almost two years. For most of that time, the agent of Germany's foreign intelligence service, the Bundesnachrichtendienst (BND), had little to show for his troubles apart a fractured hand sustained in a fall during a secret visit to Israel.

But since last week the German agent, who has been shuttling back and forth between the two sides on behalf of the United Nations, has been able to report signs of progress to his masters in Berlin and New York, and his news gives rise to hope for an easing of tensions in this troubled region. The deal the agent is currently arranging could enter the history books as a masterly diplomatic coup, if it works. German Chancellor Angela Merkel has been informed, as has Foreign Minister Frank-Walter Steinmeier, who travels to Jerusalem this week.

After months of negotiations, which went on even throughout Lebanon's recent government crisis, "Mr Hezbollah" as Gerhard C. is known in intelligence circles, recently presented the text of a master plan aimed at securing the return of the two Israeli soldiers Ehud Goldwasser and Eldad Regev, both of whom are believed to be dead. Their capture near the Lebanese-Israeli border in a raid by Hezbollah on July 12, 2006, had triggered the 33-day war between Israel and the Lebanese-based guerrillas.

Hezbollah put its secret tunnel system and high-tech weapons to such effective use against the usually well-prepared Israeli army that the war was called a "failure" by the Israeli government-appointed commission that investigated it. In large parts of the Arab world, the militia of Sheikh Hassan Nasrallah has been hailed as the historic victor over the hated Israeli army.

Berlin's master plan envisages that the Israeli government of Prime Minister Ehud Olmert release four Hezbollah militiamen captured in southern Lebanon during the war. Olmert's soldiers weren't able to capture many Lebanese guerrillas, and the four are the last fighters still being held by Israel. In addition, Israel is to hand over the bodies of 10 Lebanese combatants as well as the remains of fighters from previous wars. It would also provide maps detailing the location of minefields Israeli troops set up in southern Lebanon.

Handover List Includes Druze Killer

The list includes the name of a man who provokes Israeli fury like few others: Samir Kuntar, 45. The member of the Druze religion, a spin-off of Islam, belonged to an Arab terror unit that killed four Israelis in the Israeli town of Nahariya in 1979. Kuntar shot dead a man in front of the eyes of his daughter and then smashed the girl's skull in. The mother managed to hide the second child but it asphyxiated while she tried to calm it down. Kuntar has expressed no remorse for his deed to this day. "The only place for me is at the fighting front which is soaked with the blood of martyrs," he recently wrote to Nasrallah from his prison cell.

In return, Hezbollah is prepared to hand over the bodies of Regev and Goldwasser. Nasrallah's negotiator Hajj Wafik never officially confirmed that the soldiers died but their death is now regarded as a fact in the secret talks. In addition the Shiite group, which receives millions from the Iranian government each year and gets weapons from Tehran and Damascus, is to provide information on the fate of a further Israeli, Ron Arad.

The fighter jet navigator is a national hero in Israel. He was shot down in 1986 over Lebanon and has been missing ever since. He is believed to have been taken to Iran and to have died there. The deal would require Hezbollah to give a detailed report on Arad's fate.

The Israeli government decided in 2004 to link Samir Kuntar's fate with information on the whereabouts of Ron Arad's body. But Olmert's cabinet now seems ready to free the killer. "My brother will soon be home," said Bassam Kuntar. Hezbollah leader Nasrallah says there will be a solution "very soon."

Berlin Plan Proposes Release of Palestinians Prisoners

That may be a little too optimistic, because the Berlin master plan also consists of a second part which is no less sensitive: the release by Israel of Palestinian prisoners. In the negotiations over recent months, Hezbollah has insisted that in addition to releasing the four Lebanese militiamen and Kuntar, Olmert must free a large number of Palestinian fighters being held in Israeli prisons. The most recent number being discussed is several dozen. That would enable Nasrallah to present himself as guardian of all "resistance groups" against Israel and as a strategist capable of standing up to Israel not just on the battlefield, but on the diplomatic stage as well.

It's quite possible that the ambitious plan could still fail, because the release of Palestinian fighters would weaken Israel's position against Hamas. The Palestinian group also holds an Israeli soldier, Corporal Gilad Shalit, and is demanding the release of around 450 Palestinian prisoners being held in Israel. The prisoner exchange resembles haggling in a bazaar. If Israel were to release Palestinians in a deal with Hezbollah, Hamas would respond by increasing its own demands, especially given that Shalit is still alive.

Even without this problem Olmert will have trouble selling the return of two dead soldiers as a success. For months, the Israeli negotiators didn't tell the soldiers' families that they believed them to be dead. When Israeli newspaper "Jediot Acharonot" last week confirmed a report in SPIEGEL to that effect, the mother of Ehud Goldwasser was outraged. "Nobody said a word to us."

Olmert Weakened

The prime minister is under severe political pressure as it is. He looks increasingly likely to face a corruption charge after damning court testimony from US businessman Morris Talansky that he handed Olmert more than $100,000. Coalition partner Ehud Barak called on him to resign last week and Olmert's strongest rival, Foreign Minister Tzipi Livni, called for new elections. Critics within Olmert's party would attack the release of Palestinian prisoners as a further sign of weakness. "There is no way we will release Palestinians," vowed Yaakov Edri, a member of Olmert's Kadima party and a minister in his cabinet.

German mediator Gerhard C. is well aware of these objections and has spent months trying to find a solution that enables both sides to save face. There aren't many better suited to the task that "Mr Hezbollah", who speaks fluent Arabic, is trusted in Jerusalem and Beirut and played a central behind-the-scenes role in the last big prisoner exchange in 2004.

The proposed deal the BND agent developed in accord with the United Nations harbors a major political risk for UN Secretary-General Ban Ki Moon, who wants to overcome the stalemate between the two enemies by segregating the actual deal from the issue of Palestinian prisoners.

The two-step plan envisages allowing some time to pass between the first exchange and the subsequent release of Palestinians. The latter step would officially be billed as a humanitarian gesture by the Israeli government. That would make it hard for Hezbollah to sell the return of anti-Zionist fighters as a triumph for Nasrallah. Israel could imagine such an arrangement, Olmert's chief negotiator Ofer Dekel had indicated to the German mediator -- provided that Nasrallah gave a sign that the soldiers were alive. Now that they are believed to be dead, Israel's willingness to reach a deal has lessened. On the other hand, there is growing pressure for a quick settlement, both from the United Nations and by supporters of a deal in Israel. Decisive talks are now set take place this week in Israel, followed by a final round of shuttle diplomacy by the BND agent between Jerusalem, Beirut, New York and Berlin.

Excitement is running high at both the UN and in the German government ahead of the Israeli government's decision. The issue of Palestinian prisoners remains "on the table", said an Israeli who is accompanying the talks. There's no guarantee that the government will agree to an exchange, said the insider. "But it can't be ruled out either."

He added that Israel wanted to be practical and move toward solving some issues, but the Palestinians continued to speak in slogans about their national rights, international legitimacy and the need to redress historic injustice. The Israeli official also said the Palestinians wanted Israel to first fully recognize Palestinian rights, and only then would the Palestinians agree to make compromises.

Dit klinkt zeer herkenbaar. De notie dat ook Israël en de Joden rechten hebben, dat ook hen historisch onrecht is aangedaan en dat ook zij deze zaken graag erkend zouden hebben, lijkt maar moeilijk tot veel Palestijnen door te dringen. Als onder de 'Palestijnse rechten' die men door Israël erkend wil hebben ook het zogenaamde 'recht op terugkeer' valt, houdt dat al de ontkenning van een basaal recht van het Joodse volk in.

Mahmoud Abbas says Israel, PA still far from breakthrough

Palestinian Authority President Mahmoud Abbas told senior Israeli officials recently that there were still major gaps between Israel and the PA in negotiations. Abbas said the parties did not appear to be moving toward closure on core issues, although the gaps were becoming more clearly defined; he added that more time was needed.

Prime Minister Ehud Olmert and Abbas will meet this afternoon at Olmert's official residence in Jerusalem to continue coordinating their positions ahead of Olmert's visit to Washington this week.

Abbas said that as opposed to the relationship between Yasser Arafat and Ehud Barak in 2000, he and Olmert, and Foreign Minister Tzipi Livni and Palestinian negotiator Ahmed Qureia, have relationships based on trust and are able to openly discuss their differences.

Abbas said that the parties felt closer on the matter of borders than on other issues; however, differences still existed there, too. The Palestinian president said that with regard to refugees, he wanted to clearly define the number of refugees to be allowed to return to Israel gradually over several years as a humanitarian gesture. However, he said Olmert objects to a specific number and prefers to define an ambiguous formula involving exceptional cases in which refugees would be allowed to return.

Abbas also said the situation in the territories had not improved despite Israeli pledges, making negotiations more difficult. With regard to the ongoing investigation of Olmert, Abbas said that as long as Olmert was still in office, he was Abbas' negotiating partner.

Meanwhile, Olmert on Sunday held consultations with Defense Minister Ehud Barak, Livni and senior defense officials on the outlines of cease-fire in the Gaza Strip. It was decided that at this stage, prisoner negotiator Amos Gilad would not be sent to Egypt, but that they would reevaluate the situation when Olmert returned from the U.S. The inner cabinet might also discuss the cease-fire at that time.

"The cabinet will fulfill its pledge to give a sense of security to the people of Sderot and the south. We are all obligated to this and that is how we will act," Olmert said at Sunday's cabinet meeting.

Shas chairman Eli Yishai said Sunday before the cabinet meeting that disagreements between Olmert, Barak and Livni were holding up the decision-making process. "If they can't reach a consensus, why do we have an inner cabinet to make decisions?" Yishai said.

He whose acts remove lands from the State's territories and from its control will be sentenced to death, Knesset Member Arieh Eldad (National Union-National Religious Party) said Monday.

Eldad spoke during a special meeting of the Knesset's Golan Heights lobby. He explained that he was referring to "a definition of the treason clause in the Penal Law."

Olmert: Only delusional fantasists believe in 'Greater Israel'

His faction member, MK Effie Eitam, a resident of Moshav Nov in the Golan, noted that "we must make it clear that we are talking about death by a court of law."

Following the remarks, MK Ran Cohen (Meretz) said he would file a complaint with Attorney General Menachem Mazuz, demanding that MK Eldad be probed for incitement.

"These words of slander are reminiscent of the days before (former Prime Minister Yitzhak) Rabin's murder and must not be heard," Cohen explained. "The law enforcement authorities must prevent this from a public figure."

An official at Prime Minister Ehud Olmert's Office said in response to Eldad's remarks that "the man and his words are unworthy of a response."

NU-NRP MK Zevulun Orlev said in a letter to Eldad that he was "amazed by the remarks." Orlev wrote, "Your call may be understood as permitting another political murder of a prime minister. I urge you to take back these remarks."

'Olmert should be tried for treason' On Monday evening, Eldad sent a letter to Attorney General Mazuz in which he sought to clarify his remark.

In the letter titled "A treason offence", Eldad claimed that "the Golan Heights Law from 1981 applies the Israeli law on the Golan Heights as it is a sovereign part of the State of Israe. The Israeli Penal Code from 1977 defines in clause 97B the term 'treason': A person who caused a territory to be removed from the State's sovereignty or enter the sovereignty of a foreign country, an act which could lead to a death sentence or life imprisonment."

The MK added that "since Prime Minister Ehud Olmert stated that he is holding Turkish mediated negotiations with Syria, which are aimed at signing a peace agreement in exchange for handing over the Golan Heights to Syria, his acts are similar to a treason offense.

"I would be much obliged if you could instruct the police to launch a probe into this matter, and if it is found that Mr. Olmert committed this offense, you should instruct that he be tried for treason."

In an event held Monday evening, Eldad said, "All I did was quote the law. I am sorry if I helped Olmert by diverting the public opinion nd the media's attention from his cash envelopes."

The Golan lobby members convened following the resumed peace negotiations between Israel and Syria. The meeting was attended by Minister Rafi Eitam (Pensioners Party), right-wing MKs and representatives of communities in the Golan, as well as two Kadima MKs: Zeev Elkin and Otniel Schneller.

The lobby chairman, MK Yisrael Katz (Likud), said at the start of the meeting that "the bright side is the Israeli public's stance. Seventy percent of the public oppose an Israeli withdrawal from the Golan Heights. The people are stronger than their leaders."

Sami Bar Lev, head of the Katzrin Council, said that "the residents are strong and we believe that no one - neither the prime minister nor the person who succeeds him - will manage to harm the Golan Heights. It is a sovereign part of the State. There is no majority for this not in the Knesset and not among the people."

Bar Lev, who has been politically active in a bid to thwart the move, met Sunday with the prime minister's two deputies, Minister Eli Yishai and Shaul Mofaz, who promised him to oppose a withdrawal from the Golan.

"By giving away the Golan at this time we would be transferring the area to Iran," Mofaz told Bar Lev and other heads of communities in the Golan.

'Giving away Golan is like giving away Tel Aviv' MK Eitam added during the meeting that as many people as possible should visit the Golan. He warned against manipulations aimed at changing the public opinion, which he said opposed a withdrawal from the Golan.

Opposition leader Benjamin Netanyahu (Likud) joined the meeting in the middle, saying that "when one sticks a hoe in the Golan land, what does one discover?
Syrian antiques? One discovers synagogues and other antiques belonging to the Jewish people."

Netanyahu went on to say that "the late Rabin said in 1992 that whoever withdraws from the Golan Heights would be endangering Israel's security. This statement was true then, it is true today, and it will be true tomorrow as well."

Minister Eitan said that three of his granddaughters live in the Golan, adding that "the security argument is a first-class argument. Iran is joining the Shiites and Hamas, sooner or later it will come, and then what will we say? That the Syrians are on Lake Kinneret? For me, giving away a part of the Golan Heights is like giving away a part of Tel Aviv."

MK Yoram Marciano was the only Labor Party member to attend the meeting. "Parts of the Labor Party support you," he said. "I am all for peace, but it is unthinkable that any negotiations start with concessions and then talks. I am here to say no to a withdrawal from the Golan Heights."

'Eldad using words that kill'
MK Ophir Pines (Labor) also sent a letter to Mazuz demanding that he launch an investigation against Eldad. "MK Eldad is using words that kill. He is denying the rules of the democratic games and he has no place in the Knesset. After Rabin's murder we must not let a public figure incite and cause a rebellion."

President Shimon Peres said in a special statement that "regardless of any political views, no one in Israel should stain the political discourse with such statement, which only spread violence and opposes the State's basic values, Jewish morals and the law."

MK Yoel Hasson (Kadima) said that "Arieh Eldad is a provocateur of the cheapest kind, who has no problem causing the social fabric to collapse in a bid to appear in the media and spark provocations." Hasson added that "in his unfit remark, he has turned himself into an unfit person."

MK Shlomo Molla (Kadima) also expressed his anger over the remark, saying that "the extreme Right's leader have learned nothing from the Rabin murder. He must immediately take back what he said."

MK Danny Yatom (Labor) also called on Eldad to take back his remarks. "These remarks are extremely serious and must be condemned by all. These words of incitement against people are so harsh that they may cause people to get hurt."

Drie Israëlische Arabieren uit Lod wilden IDF soldaat kidnappen

 
Dit is een heel slecht teken: ondanks steeds openlijker geuite sympathie met de Palestijnen, komt het zelden voor dat Israëlische Arabieren zelf aanslagen beramen. Zelfs tijdens de tweede intifada, toen een opstand van Arabieren in Israël werd gevreesd, bleef hun steun aan de intifada beperkt tot in het uiterste geval het voor chauffeur spelen voor de terroristen. 
 
Ondertussen blijven veel vragen onbeantwoord: Zijn deze drie Arabieren deel van een groter netwerk? Werken zij samen met, of in opdracht van, Palestijnse terreurorganisaties? Is dit incident een teken van radikalisering onder Israëlische Arabieren?

ISA & ISRAEL POLICE FOIL PLOT BY 3 ARAB RESIDENTS OF LOD TO KIDNAP AND MURDER AN IDF SOLDIER

During April and May 2008, the Israel Security Agency and the Israel Police arrested the following three men from Lod: Amir Nafar, 20 (studying sharia at a Jordanian university); Iman Kadura, 26; and Yassin Hinawi, 19, for conspiring to abduct and murder an IDF soldier in order to bargain for the release of Palestinian security prisoners.  They planned to video the abducted soldier, murder him and hide his body.

Last December, during the Eid al-Adha holiday, Amir Nafar invited his co-conspirators to a secret and urgent meeting in the Great Mosque in Lod. There, Nafar explained his support for the idea of jihad and said that it was every Muslim's duty to uphold the precept of jihad against the infidels. After Kadura and Hinawi expressed their support for jihad, Nafar proposed that they perpetrate the aforesaid abduction and murder.  Kadura expressed his support and began to save money for the terrorist attack whereas Hinawi did not respond to the proposal.

Their investigation shows that Nafar, Kadura and Hinawi are extremists who were heavily influenced by fanatic Islamic elements.  They were familiar with the Islamic Movement led by Sheikh Raad Salah.  Nafar went to study sharia in Jordan and was exposed to radical Islamic ideas and influences that likely spurred him into terrorist activity.

The three will be indicted today (Monday), 2.6.08, in the Petah Tikva District Court.  Nafar and Kadura will be charged with aiding the enemy in wartime and criminal conspiracy.  Hinawi will be charged with failing to report a crime.vandals and malicious content

Christelijke El-Manara school in Gaza Stad voor de 2de keer aangevallen

 
Dit is niet de eerste keer dat de school, en andere christelijke instituties in Gaza, worden aangevallen, en zal ook de laatste keer niet zijn. Hamas draagt niet bepaald tolerantie jegens anders gelovigen uit, en draagt ook niet bij aan het creëren van een cultuur van vrede en geweldloosheid. Een aantal van de enkele duizenden christenen zijn Gaza al ontvlucht, maar dat schijnt internationaal nog maar weinig verontwaardiging te hebben opgeroepen.

Unknown Assailants Attack on El-Manara School in Gaza City for the 2nd Time


Yesterday morning, unknown assailants broke into El-Manara School situated near El-Ahli Arab Hospital in Zaitoon Quarter in Gaza City. The assailants stole a bus belonging to the Bible Society. The Centre views this attack as a continuation of the security chaos plaguing the Occupied Palestinian Territory (OPT).

PCHR's preliminary investigation and the guards' statements indicate that at approximately 2:00 on Saturday, 31 May, unknown gunmen broke into El-Manara School owned by the Bible Society of the Baptist Church, located in Zaitoon Quarter in Gaza City. The assailants detained the two school guards and beat them. Then they stole a white bus belonging to the Bible Society and fled the scene. The guards freed themselves and headed to the Sheja'eya police station and submitted and official complaint. It is noted that the same school was the subject of a similar attack by unknown gunmen on 21 February 2008.

The Centre strongly condemns the recurrence of these attacks, and calls upon the authorities to investigate them seriously and prosecute the perpetrators.

10 Gewonden bij ontploffing van explosief in huis Gaza

 
Waarom had dit gezin deze explosieven in huis, en wat waren ze ermee van plan toen de explosieven per ongeluk afgingen? Werden ze door Hamas of een andere militie gedwongen de explosieven in huis op te slaan? Doen ze dit uit wanhoop voor geld, zodat de kinderen niet zonder eten naar bed hoeven? Of zit pa zelf bij een 'verzetsorganisatie' en stelt hij zijn huis graag ter beschikking? In een rechtsstaat zou zoiets worden onderzocht en maatregelen worden genomen. In Gaza liggen de zaken ietwat anders, en is de gewapende strijd tegen 'de bezetter' (wie bezet er feitelijk Gaza? Wie heeft er de touwtjes in handen? Wie paradeert gewapend over straat en arresteert dissidente journalisten?) een heilige plicht voor iedere moslim...

10 Injured, including 4 Women and 3 Children, in Explosion in Gaza City

Ten members of a family from the Abu Sha'ban clan were injured, including 4 women and 3 children, when an explosive device detonated inside their house. The explosion was caused by the mishandling of the device by a family member. The Centre views this incident as a continuation of the security chaos plaguing the Occupied Palestinian Territory (OPT).

PCHR's preliminary investigation indicates that at approximately 7:15 on Saturday, 31 May, a huge explosion rocked the house of Majed Mohammad Abu Sha'ban (55) in El-Daraj Quarter in Gaza City. The explosion injured 10 members of the family, including 4 women and 3 children. The injured were taken to Shifa Hospital for treatment, where the injuries were listed as moderate to light. The explosion destroyed the house completely and caused serious damages to a number of nearby houses.

Islam Shehwan, the spokesman for the Interior Ministry, informed PCHR's fieldworker that the explosion was caused by the mishandling of an explosive device by a family member inside the house.

PCHR is concerned over the continued falling of victims due to the misuse of weapons or storing them in civilian areas. The Centre calls upon the authorities to place adequate restrictions to prevent the recurrence of such tragedies in order to protect civilian lives and property.

IDF faces 'new threat' from Gaza

Air force combat helicopters flying over Gaza "will have to take a new threat into account," an IDC security analyst said Saturday, following the discovery of 30 anti-aircraft missiles by Egyptian police in Sinai, said to be destined for the Gaza Strip.
The arms cache, uncovered 80 km. south of the Rafah border crossing, also included hand grenades, rocket-propelled grenade launchers, rifles, and 2,000 rounds of ammunition, Egyptian authorities said.

Hours later, Egyptian police announced a second seizure, this time finding 100 kg. of explosives just 3.5 km. from Gaza.

"There's no doubt that the appearance of these weapons represents a very significant change," said Yoram Schweitzer, director of the Program on Terrorism and Low Intensity Conflict at the Institute for Counter-Terrorism at the Interdisciplinary Center in Herzliya.

"Air force helicopters fly low over Gaza, and if they are downed the significance of that would be enormous. The air force has to make preparations, and take these weapons into account," Schweitzer said.

Israel had refrained from seizing control of the Philadelphi Corridor on the Gaza-Sinai border, under which most of Hamas's weapons are smuggled into the Strip, to "avoid paying the price for retaking control. In the meantime, it is paying a price for not moving in," he said.

Last week, the Egyptian police said it seized half a ton of explosives hidden in 10 sacks a few hundred meters from Rafah.
Also seized last week were TNT bombs and arms in a village in central Sinai. Cairo said that cache dated to the 1970s.

Also on Saturday, two people were wounded by a Kassam rocket in a community in the in the western Negev's Eshkol Regional Council. Shrapnel from the rocket wounded a Thai chicken coop worker, partially severing his hand. A second man was lightly wounded. The two victims were airlifted to Beersheba's Soroka Medical Center.

Islamic Jihad said it was behind the attack.

Hamas kraamt weer antisemitische onzin uit

Het handvest van Hamas is geen dode letter zoals sympathisanten van de Palestijnen ons wijs maken, maar vertegenwoordigt het gedachtengoed van Hamas. Dat men zich naar westerse journalisten soms wat diplomatieker uitdrukt, doet daar niks aan af. Saleh Riqab, Hamas onderminister voor religieuze zaken:

I remember the names of Arab leaders - some are dead and others are still alive - who joined the Masonic movement. They were brought down. There were even Palestinians among them."

Olmert likely to give OK for Kadima party primaries
 

 
Prime Minister Ehud Olmert on Sunday will make his first public statements since calls for him to leave office were made last week by Defense Minister Ehud Barak and Foreign Minister Tzipi Livni.

Olmert is expected to announce at the start of Sunday's weekly cabinet meeting or at the Kadima ministers' meeting that precedes it that he will not stand in the way of the party beginning a process of initiating a primary to choose his replacement. Olmert reportedly made such a commitment over the weekend in talks with senior Kadima officials.

Sunday is the last day for Olmert to to comment publicly about his political situation before he leaves on Monday for a week-long trip to the United States, which will be followed by Shavuot.

If nothing happens before he leaves, nothing will happen for two weeks.

Knesset Foreign Affairs and Defense Committee chairman Tzahi Hanegbi called on Saturday for a Kadima primary and a general election to be held as soon as possible. Speaking on Channel 2's Meet the Press, he said that after the election a national unity government of Kadima, Likud and Labor should be formed to deal with strategic threats from Iran.

"I consulted with Olmert and senior Kadima officials on the matter and, clearly, [I think] it is impossible to hold this crumbling coalition together," Hanegbi said. "Even if Barak does not quit, Shas will leave the coalition, and if Shas doesn't leave, Barak will."

Hanegbi told The Jerusalem Post that his effort to advance the primary was coordinated with Olmert, whose approval was necessary according to party bylaws. He said it would take a month-and-a-half, which wouldn't start until Olmert returned from Washington, just to decide the procedure for holding the party's first-ever primary.

Vice Premier Haim Ramon said Friday that he expected Israel to hold elections in November. Noting that the US would be holding elections then, he told the Soref Symposium of the Washington Institute for Near East Policy that "I believe Israel is probably going to have elections in November as well."

Ramon said that in such a scenario, he would recommend making an effort to reach an Israeli-Palestinian framework agreement that could be presented at a second international conference that would follow up on last November's Annapolis conference.

Thirty-nine percent of registered Kadima members intend to vote for Livni to head the party, a Dahaf Institute poll published Friday by Yediot Aharonot revealed.
Transportation Minister Shaul Mofaz had the support of 25% of respondents, Public Security Minister Avi Dichter 15% and Interior Minister Meir Sheetrit 8%.
In addition, 38% said Olmert should quit now as opposed to 52% who said he should only resign if he is indicted. Eight percent said he should not resign even if indicted.

A Ma'ariv poll showed that if elections were held now, a Binyamin Netanyahu-led Likud would win 30 mandates, a Livni-led Kadima would get 25 and Labor under Barak would win 18. If Mofaz were Kadima's candidate, Likud would win 31 seats, Kadima 18 and Labor 21.

Sources close to Mofaz, who met secretly with Olmert on Thursday, said they were encouraged by the polls, which show him constantly gaining on Livni.
Livni was quoted over the weekend telling confidants that she preferred holding elections to the formation of an alternative government under her leadership. She said the reasons were the complimentary polls and her fears of relying on Shas, which would likely increase its demands to remain in the coalition under her leadership. Her spokesman denied that she was dealing with such issues at this stage.

Responding to Mofaz's statement on Thursday that Livni was conspiring with Labor to destroy Kadima, a source close to Livni said that she "won't descend into a slandering match. We must work for Kadima's unity and for restoring the public's faith in the party."

Hezbollah winnaar of verliezer?

Wat zullen de gevolgen zijn van het machtsvertoon van Hezbollah en haar feitelijke machtovername in Libanon? Sommige onverbeterlijke optimisten menen dat de partij en militie hiermee haar eigen ondergang heeft ingezet, omdat zij haar legitimiteit en sympathie onder de Libanezen zou hebben verspeeld. Dit lijkt helaas niet erg realistisch.

Did Hezbollah really lose?

This  of the Hezbollah victory in Lebanon, Armed and Dangerous, like many others, attempts to be optimistic about the final outcome: Hezbollah will be exposed as a group that is not really interested in fighting Israel so much as in taking over Lebanon. By using their arms against other Arabs, they forfeited their legitimacy and will eventually fail.
 
David Kenner writes in the New Republic article:
But by turning their weapons on their fellow countrymen earlier this month, Hezbollah has violated the "grand bargain" with the Lebanese public that has allowed them to remain militarized. And by targeting Sunni areas of Beirut and Druze villages in the Chouf, Hezbollah has revealed itself to be, at its heart, a sectarian militia after all, provoking new hostility among non-Shia Lebanese. "The street is very angry about what has happened," says Yehya Jaber, a journalist for The Future, a newspaper owned by Sunni leader Saad al-Hariri whose offices were ransacked and set aflame during the clashes. "No matter what the politicians do, this is a temporary peace."

If Hassan Nasrallah had kept his weapons aimed solely at Israel instead of involving them in Lebanon's sectarian struggle, he may still have won Rabih's grudging respect. But local threats weigh heavier on his mind than geopolitical concerns. "It's two different worlds," Rabih explains, gesturing towards Barbour, no more than a minute's stroll away. "There is a deep hatred between these neighborhoods now."
 
The resentment is even deeper among the few Sunnis who live in Barbour. "The army tried to come in [during the first day of clashes], but Amal humiliated them and told them to leave," says Sana, a Sunni shopkeeper whose son had to change his identifiably Sunni name to something more generic. "I used to have a picture of [assassinated former prime minister and Sunni leader] Rafik Hariri in my home," she continues, lamenting the need to adjust to life under Shia domination. "But I took it down when the fighting began, because I live next to one of the bodyguards of [Amal leader] Nabih Berri."
 
As the terror of last month's attacks subsides, the fear of Hezbollah among Lebanon's Sunni, Christian, and other minority communities is quickly turning to anger. By alienating the other sects, Hezbollah's short-term military victory seems to be turning into a long-term threat to its weapons and its autonomy. Their violation of the unspoken bargain of their militarization last month is a significant turning point in Lebanon's precarious sectarian balance--a move that has already started to undermine Hezbollah's special status among the Lebanese population.
 
Losing their weapons would be a major--and possibly fatal--blow to the group. Without its weapons, Hezbollah would probably lose the support of its Iranian sponsors (whose primary goal is to use the group as a front against Israel), making it difficult for the organization to maintain its patronage networks, and thus allowing space for new Shia leaders to emerge.
 

"It is difficult for me to imagine Hezbollah [surviving very long] as a toothless organization," Safa says. In light of this month's violence, that day may now be closer than ever before.
 
It might happen. The flaws in the above logic are legion however. Hassan Nasrallah and the Hezbollah are not stupid and they understood exactly how far they could go. They have engineered the takeover in such a way that from now on they no longer need force. They have veto power over any government decision according to the terms of the agreement. Therefore, it is almost inconceivable that they will be induced to lay down their arms. Moreover, while their might be a lot of dissatisfaction with the Hezbollah in Lebanon, this is meaningless unless it can be translated into armed force. How many divisions has Future TV? None. It was shut down in fact by Hezbollah thugs. In the showdown, the army sided with Hezbollah, working out a near-bloodless capitulation to Hezbollah demands, that only required that they remove their troops from the streets. Saad Hariri had no say in the matter. He was a prisoner in his own house, and his Future TV was put off the air.  As Hezbollah had won all their demands, there was no reason for them to keep their troops in the streets. The Qatar agreement simply put the seal of approval on the Hezbollah victory. Moreover, Kenner ignores the huge capacity of Lebanese and their politicians to delude themselves. One has only to read the Beirut Daily Star to understand that a significant element of Sunni Arabs and Christians are willing to make believe that the Hezbollah are really working for the unity of Lebanon and that the Qatar agreement is a "good thing." This is no doubt preferable to opposing the Hezbollah, which has often proven to be very bad for the health of journalists and politicians.
 
Hebollah has managed to take power by assassinating its most important enemies and then using just enough armed force to make clear who is boss. It is far more likely that if Hezbollah ever "surrenders its arms" it will be because its own troops have been absorbed in, and have come to dominate the Lebanese army. At that point, there will be nothing left of Lebanese sovereignty. The issue of popular support doesn't matter. Islamic Republics like Iran are not dependent on the support of a democratic electorate. They maintain their rule at gun point. The AK-47 and the explosive device, rather than the ballot and the public opinion polls, will decide the future of Lebanon, just as they have now decided the Qatar "agreement."

Kuntar zweert 'de strijd' voort te zetten na zijn vrijlating

 
Nog een argument tegen een gevangenenruil. Uiteraard geldt voor iedere gevangene dat je niet weet wat hij na vrijlating zal doen, maar iemand die in het verleden heeft bewezen graag Joodse kinderen te vermoorden, en belooft die praktijk weer op te pakken, zou niet vrij moeten worden gelaten. Vandaar dat de straf voor zulke misdaden in Israël levenslang is.

Kuntar vows to return to Jihad

Lebanese terrorist Samir Kuntar, whom Israel has agreed to free as part of a possible prisoner swap deal with Hizbullah, has vowed to continue engaging in terror after his release.

Kuntar, who was jailed in the Hadarim Prison in the Sharon region 29 years ago, after murdering the Haran family members and two police officers during a terror attack on the northern city of Nahariya, made the promise in a letter to Hizbullah Secretary-General Hassan Nasrallah.

The letter was first published in the Palestinian Authority's official daily newspaper al-Hayat al-Jadida and was revealed by the Palestinian Media Watch.

"My dear and respectable master and commander," Kuntar wrote in the letter to Nasrallah. "Peace be with you and with our shahids (martyrs).

"I give you my promise and oath that my only place will be in the fighting front soaked with the sweat of your giving and with the blood of the shahids, the dearest people, and that I will continue your way until we reach a full victory. I send my best wishes and promise of renewed loyalty to you, sir, and to all the Jihad fighters."

Meanwhile Thursday, Kuntar said that Israel and Hizbullah were on the verge of signing an agreement to exchange prisoners that Hizbullah has preconditioned on his release.

Kuntar's statements were made through his attorney, Yaman Zidan, in an interview with the United Arab Emirates-based al-Halij daily. Kuntar said he had the utmost confidence that Nasrallah would invest every effort in securing the release of as many prisoners as possible from Israeli jails.

Zidan added that after Kuntar is set free, "vital information that has never been disclosed will be released." The attorney provided no further details.

Four additional Hizbullah terrorists, who were taken prisoners during the Second Lebanon War, are jailed in Israel and may be released as part of a prisoner swap deal.

Another prisoner, Israeli citizen Nissim Nasser, who immigrated to the Jewish state from Lebanon and was convicted of delivering information to Hizbullah, is expected to be returned to Lebanon on Sunday.

Nasser finished serving his jail sentence last month and has been held in prison since then as a bargaining chip. The State decided to deport him with the help of the Red Cross and the United Nations Interim Force in Lebanon after his lawyer, Attorney Smadar Ben-Natan, threatened to petition the High Court of Justice.

Kuntar vermoordde in 1979 geen gezin van 4, maar een vader, dochter en 2 politieagenten. Het andere dochtertje stikte toen haar moeder haar mond dichthield om te voorkomen dat zij hun schuilplaats verraadde...
 
Ook Yossi Beilin is voor het principe dat alleen levende gevangenen voor nog levende soldaten worden uitgewisseld.

Hezbollah spy to be released next week
 
 
Israel will release convicted Hezbollah spy Nassim Nasser from administrative detention and return him to Lebanon on Sunday, as an unofficial first step in a prisoner swap between Israel and Hezbollah.

Israel has not formally said that Nasser's release is part of the deal, in which Hezbollah is expected to free Eldad Regev and Ehud Goldwasser, the two Israeli reservists whose July 2006 abduction sparked the Second Lebanon War. In exchange for the two reservists, Israel will release six Lebanese prisoners and return the bodies of 10 Hezbollah militants.

Israeli officials think the relatively low price Israel is expected to pay for Regev and Goldwasser appears to indicate that they are no longer alive.
 
Nasser, a Lebanese citizen reportedly born to a Shi'ite Muslim father and Jewish mother, was sentenced in 2002 to six years in prison for spying for Hezbollah. He finished serving his sentence early this year, but he was subsequently held in administrative detention, apparently so that he could be used as a bargaining chip in a deal for the release of Regev and Goldwasser.

Nasser's lawyer, Smadar Ben-Natan, said she has been notified that her client, who received Israeli citizenship after moving to Israel but has since had his citizenship revoked, would be deported to Lebanon on Sunday. He will be returned via the Rosh Hanikra crossing, with the assistance of the Red Cross and the United Nations Interim Force in Lebanon.

Nasser's release is slated to be followed by that of Samir Kuntar, who murdered the Haran family in Nahariya 29 years ago, and four Hezbollah operatives captured by the IDF during the Second Lebanon War.

Lebanese television stations reported yesterday that Israel has agreed to release Kuntar without receiving information from Hezbollah about the fate of Ron Arad, an Israeli navigator who went missing over Lebanon in 1986. Israel said in 2004, as part of the second phase of a deal that secured the release of captured Israeli businessman Elhanan Tennenbaum, that it would not release Kuntar without receiving information on Arad. Israeli intelligence officials said that since then, Hezbollah has made a significant effort to find the place in Lebanon where it thinks Arad is buried, but has produced no results.

It may be that Hezbollah will attempt to fulfill its commitment to provide information on Arad in exchange for Kuntar's release by providing Israel with the details of its efforts to locate Arad. An Israeli concession on this matter requires a cabinet decision.

Officials involved in similar deals in the past told Haaretz the prisoner swap might still take weeks, or even months. Even if Israel and Hezbollah have agreed on the prisoner exchange - a report that Israel has not officially confirmed - there are still many technical matters that need to be resolved, including the details of how and when the exchange will take place.

Several political and military officials have said there is no reason to give Hezbollah live prisoners in exchange for dead soldiers' bodies, but that nonetheless appears to be the formula. Defense officials said the number of Lebanese prisoners slated to be released is relatively low and that the deal is a reasonable price to pay to close the outstanding issues from the Second Lebanon War.

MK Yossi Beilin (Meretz-Yahad) is calling on Israel not to free Kuntar, or any other prisoner with blood on his hands, if Regev and Goldwasser are dead.

"The principle must always be the living for the living and the dead for the dead," Beilin said. "I don't think we need to give live detainees in exchange for prisoners who are not alive."

Israel has previously released living prisoners in exchange for dead bodies. In 1998 Israel freed 60 detainees in exchange for the body of naval commando fighter Itamar Iliya, who was killed in Lebanon in September 1997. Beilin said he fiercely objected to that deal as well, which he said set the precedent for such swaps.

Hezbollah weigert uitsluitsel te geven over het feit of ze nog leven, en waarschijnlijk blijkt dit pas op het moment dat zij - of hun lichamen - aan Israël worden overgedragen. It is intuitive.

Yes. And it is painful.

But it is a policy that would ultimately both save lives and put an end to the torturously nightmarish situation of uncertainty that the families of our captured soldiers frequently endure.

Bodies for bodies.

Lives for lives.

No exceptions.

If you are planning to capture an Israeli to swap you damn well better make sure he doesn't die during the operation or later in captivity.

The kind of operation that unavoidably wounded IDF soldiers Ehud Goldwasser and Eldad Regev as they were taken captive in July 2006 would not have been carried out in the first place if the terrorists knew they were taking a big risk that their efforts would ultimately only yield a body swap.

The nation's hearts go out to the families of the POW/MIA's, but the families of future kidnapping targets also have rights.

Trading live terrorists for bodies could very well mean the unnecessary death of future targets.

Yes.  The nation has an obligation to return its soldiers - both living and dead.

But its obligation to prevent future unnecessary deaths takes precedence.

Prime Minister Ehud Olmert has lost the trust of his party and more importantly, the public's trust, in the latest corruption affair under which he is being investigated.

In a survey conducted Tuesday night, after key witness Morris Talansky delivered his testimony, 70 percent of those polled said they do not believe Olmert's version that the money he received from the American businessman went only for his election campaigns.

What is even worse for him, 51 percent of his own party's voters don't believe him either.

Olmert's lawyers are right: According to the law, it is not at all clear whether there is something illegal in Olmert's dealings with his own private bank, the "Talansky Bank."

It is certainly worth waiting for the cross examination on July 17. It is likely to reveal contradictions about the sums of money, or to refute a story or two like the luxurious family vacation in Italy, which Olmert's attorneys claim never happened.

But no cross examination, no matter how brilliant and effective it may be, will save the politician Ehud Olmert. It will not polish his image nor remove the stench rising from the description of his relationship with Talansky. It will never return Olmert to the days before the investigation.

Publicly, Olmert is finished. There is no going back. Talansky's initial testimony Tuesday in the Jerusalem District Court will forever hover like a toxic cloud over the prime minster, wherever he goes - until he finally goes.

That is the small difference between a newspaper headline and testimony under oath in court.

The suspicions against Ariel Sharon in the Greek Island and Cyril Kern affairs were no less serious, maybe even more so. But the Sharon investigations never reached the courtroom. And, in any case, people were willing to forgive Sharon for anything.

His heir, Olmert, is now considered politically dead. In the political arena and in his party, Kadima, he no longer counts. So what are they counting? The money hidden in the envelopes that he took, according to Talansky, well after the primary elections ended.

The story that unfolded Tuesday in the Jerusalem courtroom was a guide to the good life, Olmert-style: luxury suites, fountain pens, cigars, first-class flights and the fixer who paid for it all.

In the best possible light, Olmert is a crass hedonist. In the worst, there are various crimes hiding inside the story, which the prosecution will decide on, when it is ready. No one was ever forced out of office for hedonism, but what makes the situation unbearable is the cash, the green bills that passed from Talansky to Olmert for such a long time without being reported, without accounting and without a trace - except for what was written in Shula Zaken's diaries.

It is hard to say whether Tuesday's testimony will have immediate political effects. It is likely that it won't. Ehud Barak does not intend to quit the government in the foreseeable future, and Tzipi Livni will not quit. They will leave Olmert twisting in the wind.

Olmert's confidantes asked Tuesday what was the difference between his case and that of Benjamin Netanyahu's pleasure trips to London and Paris, which were also paid for with huge sums by various millionaires. Why, asked Olmert's friends, did Bibi get out of it cheaply, while Olmert is being pursued by the prosecution?

Sooner or later, when Olmert will be a former prime minister, he will sit at home and wonder why he needed all this disgusting trouble. But it will be too late.

De laatste maanden wordt er intensiever samengewerkt tussen Israël en veiligheidstroepen van de Palestijnse Autoriteit. Dit biedt nieuwe kansen en hoop voor de toekomst, maar er kleven ook risico's aan. In hoeverre zullen deze troepen echt bereid zijn om de eigen extremisten aan te pakken? Zij worden door veel Palestijnen als martelaren gezien die voor het vaderland en legitieme Palestijnse rechten strijden. Anderzijds weet en ziet de PA dat men zo meer van Israël gedaan krijgt dan door aanslagen. Zal het pragmatisme de boventoon blijven voeren?

New PA battalion to deploy in W. Bank
 
 

A battalion of some 600 Palestinian soldiers will return to the West Bank on Wednesday for possible deployment in Tulkarm or Kalkilya after completing training in Jordan.

The decision on where the new battalion would be stationed, Israeli defense officials said Tuesday, would be up to the IDF and based on the performance of another battalion that was allowed to take over security control in the Jenin area last month. The Jenin plan, formulated by Quartet envoy Tony Blair, is part of a test to see if Palestinian Authority forces can enforce law and order and curb terrorism.

Under the plan, restrictions on the movement of Palestinian businessmen in the Jenin area have been eased.

Until a final decision is made on their deployment, the 600 soldiers returning from Jordan will take up positions in Jericho.

Officials also said that starting on Sunday, a third Palestinian battalion is slated to travel to Jordan for training conducted by American contractors under the supervision of the US security coordinator to the region, Lt.-Gen. Keith Dayton.

On Tuesday, the head of the Civil Administration in the West Bank, Brig.-Gen. Yoav Mordechai, and OC Judea and Samaria Division Brig.-Gen. Noam Tibon met with PA Civil Affairs Minister Hussein a-Sheikh at his office in Ramallah. It was the first time in recent years that a coordination meeting took place in the city.
The IDF officers urged Sheikh to order the PA battalion in Jenin to take more action against Hamas and Islamic Jihad. The officials said that while the battalion was doing an effective job at enforcing the law and closing down Hamas charities, it had yet to begin actually confronting the terrorists.

Under the Jenin plan, the IDF retains operational freedom in the area but works more closely with the PA and tries to coordinate its operations with local Palestinian commanders.

Sheikh reiterated a Palestinian request, which had been conveyed recently to Israel by Dayton and rejected, for body armor and night-vision goggles, as well as electronic systems that the PA wanted to use to set up a military-style communications network. On Tuesday, the IDF officers said they would review the request.

Despite talks of a truce, the Palestinian terror organizations in Gaza continue their attempts of smuggling various weapons through Egypt into the Strip. An Egyptian security official says police have uncovered a cache containing 500 kilograms of TNT hidden in 10 sacks near the border with the Gaza Strip.

The official said the TNT was found in a deserted area 500 meters away from the Rafah border crossing between Egypt and Gaza. Police also found a second weapons cache Tuesday in Qudaima village in central Sinai. It contained a few packets of TNT and weapons left over from Egypt's wars with Israel, including mortar shells and rockets.

During the past few years the Palestinians have made many attempts to smuggle weapons through tunnels underneath the border between Gaza and Egypt. Recently Egyptian police have become more involved in tracking down these weapons, and have made many discoveries of such weapons, intended for the use of terrorists in the Strip.

In March police discovered 500 kilograms of TNT and 40 land mines. An Egyptian official said they discovered the weapons in two separate areas close to the Gaza Strip.

Egyptian police also discovered six tunnels that had been used to smuggle arms between Sinai and Gaza, and destroyed them. The tunnels had been dug beneath agricultural and settled areas.

Dat dacht ik zeker toen men twee Israëlische soldaten had gekidnapt, 8 gedood, en die raketten begon af te vuren op Israëlische burgers. Ik dacht het toen Achmadinejad zijn Holocaust-onkennings-conferentie organiseerde, toen duidelijk werd dat Iran Hamas traint en van wapens voorziet, toen Hezbollah de Libanese politiek lamlegde en weigerde met de vorige presidentskandidaten in te stemmen, toen de ene na de andere politicus of journalist die anti-Syrisch was werd geliquideerd, etc. etc.

Hezbollah heeft met zijn veto recht inmiddels practisch de controle over Libanon, een 'compromis' dat ze mede door haar recente machtsvertoon in Beiroet heeft afgedwongen, maar tot nu toe is van dat nieuwe bewustzijn nog niet veel gebleken. De Veiligheidsraad gaf officieel haar goedkeuring aan de deal en bedankte Qatar voor zijn bemiddelende rol.
 
Als mensen een bepaald gevaar of probleem niet willen zien, zijn ze in staat om lang de andere kant op te blijven kijken.

Hizbollah's Increased Strength: Risks and Opportunities for Israel

One tangible aftermath of the Second Lebanon War and the agreement that concluded it is an increase in Hizbollah's strength. In fact, this agreement increases the possibility of Hizbollah's taking over all or large parts of Lebanon, which entails severe dangers for Israel. For Hizbollah, war against Israel is a supreme goal, and it has indeed inflicted many significant casualties. It is responsible for a long list of terrorist attacks against Israel and Jewish targets, including two atrocities in Argentina. Hizbollah also attacked American and French forces stationed in Lebanon, which prompted their hurried withdrawal.

     Israel's decision to withdraw from southern Lebanon in May 2000 has been attributed, and with much justification, to the years-long difficult war imposed by Hizbollah. This war cost Israel heavy casualties, and is what finally led to the growing public protest against the Israeli presence in southern Lebanon. According to many, this withdrawal strengthened the Palestinians' belief that exerting heavy pressure on Israel through terrorist attacks would lead to further withdrawals and represented a significant cause for the outbreak of the intifada in late September 2000.   

    Since the end of the Second Lebanon War, Hizbollah has succeeded in rehabilitating its forces to a great extent. According to various reports, Hizbollah today has tens of thousands of missiles, some of them long range, and is capable of inflicting very serious damaged deep into Israel. Thus, the risks involved in Hizbollah taking control of Lebanon are quite apparent. Less apparent are the pluses that may emerge from this process.

Since its establishment Israel has maintained that any country that shelters terrorists who attack Israel is responsible for their activities. Israel, according to this principle, does not have to pursue a terrorist organization staging operations against it from the territory of a sovereign state. Rather, it is up to the sovereign state in which the organization operates to do so. If hostile actions are taken against Israel, the country harboring the terrorist organizations is accountable and must pay the price. The goal is to prompt the country itself to take the requisite steps to stop the attacks.

In practice, particularly in the Lebanese context, Israel has found it difficult to realize this doctrine fully. For many years Lebanon has been ruled by moderate, pro-West leaders. This leadership views Hizbollah as a bitter and hostile rival, and it too is interested in clipping the organization's wings. At the same time, Lebanese leaders are afraid of a confrontation, and in practice allow Hizbollah to operate against Israel in a "bloodletting" effort, while stressing their inability to restrain the organization. When Israel responds against Lebanon, the Lebanese leadership uses its good relations with Western countries, in particular the United States and the moderate Arab countries, to exert pressure on Israel not to harm it.

This phenomenon was evidenced in prominent fashion on July 12, 2006. In a Cabinet discussion held after the serious consequences of that day's Hizbollah operation became clear, then-Chief of Staff Dan Halutz proposed attacking infrastructure installations in Lebanon, including electric plants, oil refineries, and water sources. His suggestion was supported by a number of ministers. However, the senior political echelon, and in particular the prime minister, defense minister, and minister of foreign affairs, vetoed the idea. The reason: unequivocal clarifications received by Israel that very same day from senior levels in the American administration and the British government to the effect that Israel must refrain from damaging Lebanese targets because this might undermine the stability of the pro-Western government headed by Fouad Siniora. Consequently, the proposal was shelved.

We lack adequate tools to assess whether that proposal, if implemented, would have generated an essentially different outcome from the events of July-August 2006. Nonetheless, it is clear that an American-British veto of this option stemmed from the fact that the official government in Lebanon was pro-Western and enjoyed the support of the United States. The fact that Israel was not able to exercise the option to attack Lebanon represents a significant constraint on Israel's freedom to maneuver.

Should Hizbollah in fact take control of Lebanon, Israel's options of maneuvering vis-à-vis Hizbollah are significantly increased. It will become clear to all sides that no international element will get involved to protect Hizbollah from Israeli attacks. Obviously, this does not mean that Israel would necessarily attack Lebanon's infrastructure should Hizbollah cast down the gauntlet. Beyond international constraints, the Israeli leadership also has to contend with a set of legal and normative, value-based constraints and restrictions that would make it very difficult indeed for Israel to take steps against civilian infrastructure. This has become clear in Israel's refraining from damaging the electrical and fuel infrastructures of the Gaza Strip under Hamas control. At the same time, there is no doubt that Hizbollah's taking control of Lebanon would expand Israel's ability to maneuver vis-à-vis Lebanon in case of another armed conflict, at least from the international perspective.

From Israel's own perspective, Hizbollah is first and foremost a body representing a military threat against Israel. However, Hizbollah is also a powerful body with economic and financial assets, and an organization with far-reaching political ambitions. Therefore, in any military confrontation with Israel, if Hizbollah holds the reins of leadership it would conclude that there is nothing stopping Israel from severely damaging its assets. The very awareness of this fact, i.e., that there would not be anyone trying to delimit Israel's scope of action in terms of damaging Lebanon, may cause it to refrain from a confrontation with Israel.

Beyond this, one may speculate that Hizbollah's taking control of Lebanon will bring about a new awareness on the part of various international elements of the "Iranian threat." UNRWA: een Barriere voor Vrede

 
UNRWA is onderdeel van het probleem, niet van de oplossing. Naast ondergenoemde bezwaren houdt UNRWA het irreële verlangen naar terugkeer naar Israël in stand, en dit is een van de belangrijkste redenen dat men projecten voor permanente huisvesting voor de vluchtelingen afwijst als dit buiten Israël zal plaatsvinden. Een terugkeer van alle vluchtelingen en hun nakomelingen (circa 5 miljoen) betekent uiteraard het einde van Israël, en is dus tegenstrijdig met de ook door de Palestijnse Autoriteit en de VN geaccepteerde tweestatenoplossing.

UNRWA: Barrier to Peace

Executive Summary: The United Nations Relief Works Agency (UNRWA) was created under the jurisdiction of the UN High Commissioner for Refugees (UNHCR), with the unique responsibility of solely aiding the Palestinians. Due to this special status, the UNRWA perpetuates, rather than resolves, the Palestinian refugee issue, and therefore serves as a major obstacle toward resolving the Israeli-Palestinian conflict. Like no other UN body, UNRWA's definition of refugees includes not only the refugees themselves, but also their descendents. Moreover, refugees keep their status even if they have gained citizenship. UNRWA employs teachers affiliated with Hamas and allows the dissemination of Hamas messages in its schools. The Hamas coup in Gaza of July 2007 has resulted in a Hamas takeover of UNRWA facilities there. Therefore, UNRWA's activities require urgent action. The Agency should be dissolved and its services transferred to more appropriate administering organizations.

Background

Millions of refugees worldwide - over 130 million since the end of World War II - have come under the responsibility of the UN High Commissioner for Refugees (UNHCR), which aims to resettle and rehabilitate refugees. On December 8, 1949, the United Nations General Assembly passed Resolution 302, establishing an agency dedicated solely to "direct relief and works programs" for the Palestinian Arab refugees - UNRWA (United Nations Relief Works Agency) - making it a unique body.

UNRWA exists in order to perpetuate, rather than to resolve, the Palestinian refugee issue.  No Palestinian has ever lost his or her refugee status. There are hundreds of thousands of Palestinian refugees and their descendants who are citizens of Jordan, for example - yet as far as UNRWA is concerned they are still refugees, eligible for aid.  UNRWA, over the past 60 years, has transformed itself into a central vehicle for the perpetuation of the refugee problem, and into a major obstacle for the resolution of the Israeli-Palestinian conflict.

The Problem of Definition

When UNRWA first began counting refugees in 1948, it did so in a way without precedent - seeking to maximize the number of those defined as refugees. UNRWA counts every descendant of the original refugees as a refugee themselves - leading to an increase of 400 percent in the number since 1948.
This was a politically motivated definition to imply that either Palestinians would remain refugees forever or until the day that they returned in a triumph to a Palestinian Arab state that included the territory where Israel existed. If they built lives elsewhere, even after many generations - decades or centuries - they still remained officially refugees. In contrast to other situations around the world, other refugees only retained that status until they found permanent homes elsewhere, presumably as citizens of other countries.

Moreover, refugee status was based solely on the applicant's word. Even UNRWA admitted its figures were inflated in a 1998 Report of the Commissioner General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (July 1997-30 June 1998): "UNRWA registration figures are based on information voluntarily supplied by refugees primarily for the purpose of obtaining access to Agency services and hence cannot be considered statistically valid demographic data."

Fostering Conflict

In October 2004, then UNRWA Commissioner General Peter Hansen publicly admitted for the first time that Hamas members were on the UNWRA payroll, adding, "I don't see that as a crime. Hamas as a political organization does not mean that every member is a militant and we do not do political vetting and exclude people from one persuasion as against another." Consequently, taxpayers' money in countries where Hamas was legally defined as a terrorist organization, like the United States and Canada, was being illegally used to fund Hamas-controlled activities.

Hanson's view that Hamas was a normal political organization whose doctrines did not interfere with the governance and education of Palestinians remains the position of UNRWA. This has been so even when Hamas has committed violence against other Palestinians. After the organization seized Gaza by force in July 2007, UNRWA immediately indicated to Hamas that it was eager to get back to providing its services. Nothing was changed in its procedure or performance after the takeover.

A graphic demonstration of this issue was the death of Awad al-Qiq in May 2008. Qiq had a long career as a science teacher in an UNRWA school and had been promoted to run its Rafah Prep Boys School. He was also the leading bombmaker for Islamic Jihad. He was killed while supervising a factory to make rockets and other weapons for use against Israel, located a short distance from the school. Qiq was thus simultaneously building weapons for attacking Israeli civilians while indoctrinating his students to do the same. Islamic Jihad did not need to pay him a salary for his terrorist activities. The UN and the American taxpayer were already doing so.

The increasing numbers of UNRWA teachers who openly identify with radical groups have created a teachers' bloc that ensures the election of members of Hamas and individuals committed to Islamist ideologies. Using classrooms as a place to spread their radical messages, these teachers have also gravitated to local Palestinian elections. Thus, UNRWA's education system has become a springboard for the political activities of Hamas. For example, Minister of Interior and Civil Affairs Minister Saeed Siyam of Hamas, was a teacher in UNRWA schools in Gaza from 1980 to 2003. He then became a member of UNRWA's Arab Employees Union, and has headed the Teachers Sector Committee. Other notable Hamas graduates of the UNRWA education system include Prime Minister Ismail Haniyeh and Abd al-Aziz Rantisi, the former Hamas chief.

Fostering Dependency

UNRWA's budget has been supported by many countries of which the United States and Western countries have been the largest contributors. In 1990, UNRWA's annual budget was over $292 million, and by 2000 it had increased to $365 million. Despite this seemingly significant rise, however, actual allocations among the various refugee camps has decreased - compounded by a very high birth rate and burgeoning camp populations. Refugees were discouraged from moving out and had the incentive of being on welfare if they remained.

Per capita spending among refugees in camps thus declined from $200 in services per year per refugee in the 1970s to about $70 currently. This situation has been most evident in Lebanon, where the government provides little if any additional assistance to the Palestinians.

UNRWA provides jobs to a large number of Palestinians (it has a full time staff of 23,000). While the UN High Commission on Refugees (UNHCR) and the UN Children's Fund (UNICEF) avoid employing locals who are also recipients of agency services, UNRWA does not make this distinction. UNRWA thus keeps a large population of refugees and their descendants in a permanent state of welfare dependency, financed by the western taxpayer. In so doing, it acts as a barrier to attempts to make the refugees into productive citizens. Bureaucracies have a tendency to become self-perpetuating.  In the case of UNRWA, this tendency is exacerbated by the fact that the organization's raison d'etre is the preserving of a refugee problem, rather than finding a solution for it.

Conclusion

The UN erred when it created a UN body devoted exclusively to one refugee population and with a modus operandi contradicting that of all other relief institutions.

Four steps are required to bring the international approach to the Palestinian refugee issue in line with standard practice on similar situations.

First, UNRWA itself should be dissolved. Second, the services UNRWA currently provides should be transferred to other UN agencies, notably the UNHCR, which have a long experience with such programs. Third, responsibility for normal social services should be turned over to the Palestinian Authority. A large portion of the UNRWA staff should be transferred to that governmental authority. Fourth, donors should use the maximum amount of oversight to ensure transparency and accountability.
