PCHR Condemns Detention of 2 Journalists by Police in Gaza

PCHR strongly condemns the detention of journalist Samir Khalifa, Sudan TV Correspondent, and Ramattan cameraman Ahmad El-Ras by Police in Gaza City. The Centre stresses that the right to freedom of expression and exchange of information are basic rights guaranteed by the Palestinian Basic Law and international human rights instruments.

The Center's preliminary investigation and the testimony of Samir Khalifa indicate that at approximately 15:00 on Saturday, 24 May, a Police patrol intercepted journalist Samir Khalifa and cameraman Ahmad El-Ras in Palestine Square in the center of Gaza City. Both journalists had just finished a special report for Sudan TV. The Police forced the two to accompany them to the Sheja'eya Police Station near Palestine Square. In the station, the Police confiscated the cell phone of Ahmad El-Ras; while Khalifa refused to surrender his phone. He called Ramattan News Agency who sent a representative to the Police Station to check into the issue. After about 90 minutes, Khalifa met the Police Commander in the station, who informed him that the detention was on the suspicion that he had returned to work for Palestine TV. Both were released at approximately 16:30.

PCHR condemns the continuation of attacks on journalists and obstructing their work, and:

  1. Calls for keeping journalists out of the ongoing power struggle between Fatah and Hamas.
  2. Affirms that freedom of expression is guaranteed by the Palestinian Basic Law and relevant international instruments.

Meanwhile, the London-based a-Sharq al-Awset reported on Sunday that Iran is planning to provide the Islamist Hamas movement with advanced weapons in response to the announcement of renewed negotiations between Israel and Syria.

Shin Bet: Hamas rockets could hit far beyond Ashkelon

The head of the Shin Bet security service Yuval Diskin warned Sunday that the Palestinian militant group Hamas, which controls the Gaza Strip, now has rockets capable of striking beyond Ashkelon, and possibly reaching as far as Ashdod and Kiryat Gat.

Palestinians have been firing homemade Qassam rockets at the Negev town of Sderot, some 5 kilometers from the Gaza border, for the past seven years. Recently, however, they have been able to reach Ashkelon, some 12 km away. Diskin's assessment is that they have now doubled their range.

The Shin Bet chief, who made the comments at the weekly cabinet meeting in Jerusalem, based his assertion on information attained by the security service.

"As long as there is no substantial prevention of smuggling between Sinai and Gaza, and currently there is none, it is only a matter of time until Hamas will acquire rockets that can reach even further," he added.

Hamas, along with other militant groups in Gaza, has pounded southern Israel with rocket fire for the last seven years. Rocket and mortar attacks from Gaza in recent weeks have killed two Israeli civilians, and wounded dozens more.

Meanwhile, the London-based a-Sharq al-Awset reported on Sunday that Iran is planning to provide the Islamist Hamas movement with advanced weapons in response to the announcement of renewed negotiations between Israel and Syria.

The newspaper also reported that Hamas' political bureau chief, Khled Meshal, met with senior Iranian officials including the leader of the Revolutionary Guard while in Tehran this weekend.

According to the report, the Iranian officials promised Meshal that Tehran would continue to support the Islamist group.

During a joint press conference with Iranian Foreign Minister Manochehr Mottaki on Sunday, Meshal said that Prime Minister Ehud Olmert was too "weak" to take the necessary steps for peace with Syria. He also expressed doubts about Israel's seriousness in negotiations.

"There is great skepticism concerning the seriousness (of Israel) to return the Golan," Meshal said, referring to a strategic plateau captured by Israel in 1967.

"It's maneuvering and playing with all the (negotiating) tracks - it's a well known game and besides, Olmert's weakness will not allow him to take this step," he added.

Meshal, who resides in Damascus, was careful not to criticize Syria's decision to restart negotiations with Israel and said he was sure the renewed talks would not come at the expense of the Palestinian track.

Prime Minister Ehud Olmert has said that the negotiations with Syria and the Palestinians would be conducted simultaneously.

Israeli officials feel that there is a better chance of reaching an agreement with the Syrians than with the Palestinians, and a Syrian agreement has a better chance of being implemented.

The sources say it should be easier to reach a deal with the Syrians because the issues on the Syrian front are only territorial, while those relating to the Palestinians concern a number of sensitive matters including land.

Israel has stipulated that as part of the renewed negotiations, Syria must sever its contacts with Iran, and with the militants Hamas and Hezbollah organization.

Syria has rejected the precondition. The state-run Tishrin said in Saturday's editorial that any preconditions to a deal would put the carriage before the horse and Syria's relations with other nations were not on the bargaining table.

Sources close to Iranian President Mahmoud Ahmadinejad on Friday said that he was unable to conceal his disappointment and surprise at the news of the renewed peace talks.

In an interview with al-Sharq al-Awsat, the sources said that Ahmadinejad characterized the reports as a violation by Damascus of the two countries' mutual responsibilities toward one another.

Iran, Syria Consolidate Defense Ties

2008-05-25
http://english. farsnews.com/newstext.php?nn=8703051018

TEHRAN (FNA - Fars News Agency)- Syrian Defense Minister General Hassan Turkmani has arrived in Tehran for talks on defense agreements between the two close allies.

The Syrian defense minister, heading a high ranking delegation, was received at Tehran International Mehrabad Airport by Iran's Defense Minister General Mostafa Mohammad Najjar Saturday.

The visit, taking place at the invitation of the Iranian side, is aimed at following up on joint defense agreements, ways to boost defense ties and talks on the latest regional and international developments.

General Turkmani will hold two rounds of negotiation with his Iranian counterpart.

He will also meet with some other Iranian high ranking political and defense officials.

The three-decade-old alliance between the two states was bolstered in 2006, when they signed an agreement on military cooperation.

Iran and Syria signed the agreement on June 15, 2006 for military cooperation against the "common threats" presented by the Israeli occupying regime and the US.

In a joint press conference after the June talks, Iranian Defense Minister Mostafa Mohammad Najjar and visiting Syrian counterpart Hassan Turkmani said their talks had been aimed at consolidating their defense efforts and strengthening support for one another.

"Our cooperation is based on a strategic pact and unity against common threats. We can have a common front against Israel's threats," Turkmani told reporters after two intensive rounds of talks with Najjar.

"Our cooperation with the Iranians against Israeli threats is nothing secret and we regularly consult about this with our friends," he said.

Islam's history of anti-Semitism
May 20, 2008

By Raymond Ibrahim-

Is there such a thing as Islamic anti-Semitism? That is the implicit question that Andrew Bostom's new book, "The Legacy of Islamic Antisemitism," tackles. The regrettable answer that presents itself is not based on conjecture, political correctness, anachronisms or wishful thinking — increasingly the domains and paradigms of modern academia — but rather primary texts that speak for themselves. Dr. Bostom, whom I have met and who evinces a passion for the subject of his book, still manages to approach it objectively. A medical doctor by profession, he applies the scientific method and bases his conclusions on the data — as all scholars used to.

And his data is significant: This consists of approximately 700, double-column pages of mostly primary text material, loosely divided into two genres: 1) Islamic law's stance toward the Jew, as delineated by Muslims (lest the charge of "bias" be made) and 2) historical texts documenting Jewish life under Islamic rule.

What does one learn from this approach? The historical documents make clear that, from day one, Jews and Christians have been systematically treated as second-class citizens, "dhimmis," in the regions conquered by Islam. Thus even if there were some sort of Andalusian "golden age" — as academics are fond of reminiscing and insisting — that's exactly all it was, an "age," an "aberration."

How else to explain the many documents, across the centuries and from all around the Islamic world, that demonstrate the substandard treatment and contempt Jews were made to live with, centuries before the Arab-Israeli conflict? The book debunks the popular thesis that Islamic enmity for Jews is a Western import.

The two main factors behind Western anti-Semitism — "Christian" hostility and racial theories — can have no influence on the Arab-Islamic world, which does not identify with Christianity. Nor can it, in any form of racial hierarchy, look down on its fellow Semites as inferior. If Nazis made Jews wear special insignias identifying them, so did some Muslims — 1,200 years earlier.

What, then, is the primary impetus behind Islam's antipathy for Jews? This is where Dr. Bostom's theological documents are key. We come to discover that, far from being a by-product of Western anti-Semitism or the creation of Israel, animosity toward the Jews has a firm doctrinal base tracing back to Islam's most authoritative texts.

Koranic verse after verse, hadith after hadith, castigate, condemn and curse the Jews; they are called "corrupters," "exploiters," "distorters," "prophet-killers," and, most infamously, "pigs and monkeys." Such slanderous words are contained in the Koran (the eternal words of Allah) and the Hadith (the words of Islam's prophet). Thus, Muslim hostility for Jews clearly has little to do with circumstance or politics.

In short, were Israel to disappear tomorrow — indeed, had it never been founded — Jews would still, according to the eternal words of Islam, be deemed "corrupters," "exploiters," "pigs," "swine," et.al., who, along with Christians, must live in submission to Islam. (It is amazing that this latter point is seen as being lenient on Jews; "polytheists"— like Hindus and Buddhists, for example — must either convert or be put to the sword.)

This is what ultimately makes Islam's position toward the "Other" troubling. While so-called Christian anti-Semitism does exist, it has absolutely no doctrinal backing in the New Testament, and so cannot truly be linked to Christianity. Jesus and his apostles never issued edicts commanding Christians to subjugate Jews — or anyone else, for that matter. One cannot say this about Muhammad. Nearly 200 pages of the book document Muhammad's animus — often manifested in bloody detail by his biographers — toward the Jews.

The juridical decrees and exegeses of Islam's most celebrated theologians also confirm the Jews' reprobate status within Islam. Nor is this limited to the past. Today's closest equivalent to a Muslim "pope," Sheikh Tantawi, after besmirching Jews with all the usual epithets — "monkeys," "swine" — concludes that "[A]ll Jews are not the same. The good ones become Muslims, the bad ones do not."

The value of Dr. Bostom's book is that it is a vast collection of important documents — what historians have traditionally prioritized — all of which make clear that enmity for Jews has a firm grounding in the Islamic tradition, with its own rationale and motifs. More troubling, it is not just history, but immutable theology, which transcends time and space and needs to apply today no less than yesterday.

Still, one should not conflate Islam's mandates with the beliefs of the average "Muslim"; nor should all of these texts be construed as representative of all Muslims. Yet the vast majority of academia has been belaboring these points — while apologizing, distorting and especially ignoring Islam's most authoritative texts regarding Jews. "The Legacy of Islamic Antisemitism" is a welcome contribution, in that it at least brings balance.

Syria refuses to sever ties with Iran

A Syrian government paper rejects Israel's demand that Damascus should cut its ties with Iran and Arab militant groups as a condition for peace agreement with the Jewish State.

The state-run Tishrin said in Saturday's editorial that any preconditions to a deal would "put the carriage before the horse" and Syria's relations with other nations were not on the bargaining table.

Saturday's editorial in the paper, which reflects official policy, comes in response to comments two days earlier by Foreign Minister Tzipi Livni that Syria had to stop supporting Hizbullah and Hamas and cut ties with Iran.

On Wednesday, Israel and Syria announced a resumption of peace talks after an eight-year break.

In related news, Foreign Affairs and Defense Committee chairman and Kadima MK Tzahi Hanegbi expressed skepticism as to the chances of Israeli-Syrian talks ripening into a peace agreement.

In comments aired by Israel Radio Saturday, Hanegbi said that if the sides succeed in formulating a draft of an agreement, its implementation will have to be decided by elections and not just a referendum.

Keeping the Golan Heights in Israeli hands has strategic advantages, Hanegbi said, but dialogue with Syria also has veritable bonuses.

A dialogue between Jerusalem and Damascus can have a mitigating effect on Syria in case Israel were to enter a military conflict with Hamas, Hizbullah or even Iran, the FADC chairman said.

West backs Lebanese gov't capitulation to Hezbollah

By Shlomo Shamir, Haaretz Correspondent and News Agencies
http://www.haaretz.com/hasen/spages/986237.html

The United Nations Security Council on Thursday welcomed a Lebanese peace deal brokered by Qatar, an agreement that may have averted a new civil war in the Middle East.

The council said it "welcomes and strongly supports the agreement reached in Doha ... which constitutes an essential step towards the resolution of the current crisis, the return to normal functioning of Lebanese democratic institutions, the complete restoration of Lebanon's unity and stability."

In the nonbinding statement, a French initiative, the council also urged the parties to implement all aspects of the agreement.

Rival Lebanese leaders signed the deal on Wednesday to end 18 months of political conflict that had threatened to push the country into a new civil war.

The agreement, which was reached after six days of Arab-mediated talks, also paved the way for the election of a new president.

The declaration thus represents a Western stamp of approval to an agreement that is in practice a capitulation to Hezbollah demands, including a greater share of the political decision-making power in Lebanon.

The agreement was the culmination of weeks of turmoil, during which violent incidents initiated by Hezbollah, including the group's takeover of parts of Beirut, gripped the country.

According to the terms of the Doha agreement, Prime Minister Fouad Siniora will resign in the coming days; the commander of the army, Michel Suleiman, will be installed as president, and the government will comprise 30 ministers.

Most significantly, however, the agreement meets a key Hezbollah demand to reshape the structure of government representation. Members of the Shi'ite organization will account for one-third of the government ministers, plus an additional portfolio, thus enabling the group to veto any government decision. Hezbollah will now wield more political clout than it ever has in the past.

Despite enhancing Hezbollah's position within the Lebanese power structure, the U.S. will support the Security Council statement praising the agreement, which is viewed as a vehicle to promote the internal stability of the country.

The representatives of all Security Council member states are currently holding consultations over the precise language of the statement in hopes that the wording will be approved by consensus. One of the drafts being considered by the body includes an expression of gratitude to the Arab parties who worked in mediating the deal, among them the Arab League and Qatar.

One potential stumbling block over the final wording of the statement centers around the issue of whether to include references to prior Security Council resolutions passed in relation to Lebanon in recent years, including Resolution 1701, which brought an end to the Second Lebanon War.

Another Security Council resolution that is to be mulled is 1559, which includes a clause stipulating the decommissioning of weapons belonging to the various militia forces in the country. The U.S. and France insist on including mention of the resolution in the statement. Libya has stated its opposition, while Russia has also expressed reservations.

U.S. and U.K. say Hezbollah weaker after Beirut fighting

The United States and Britain said on Thursday they believed Hezbollah had been weakened by this month's fighting in Beirut despite the greater influence the militant group gained in Lebanon's Cabinet.

U.S. Secretary of State Condoleezza Rice and British Foreign Secretary David Miliband rejected the view that the show of force by Hezbollah had increased its power.

"Hezbollah lost something very important, which is any argument that it is somehow a resistance movement on behalf of the Lebanese people," Rice told reporters traveling with her and Miliband on a trip to her California hometown.

"What it is, is a militia that, given an opportunity, decided to turn its guns on its own people. It is never going to live that down," she said.

Miliband said Hezbollah had shown an "unacceptable" show of force in the streets which created an "illusion" of its power. More than 80 people were killed in the military campaign by Hezbollah amid fears of a return to full-scale civil war.

"What struck us in subsequent days is that the reaction of the people of Lebanon has been very negative about that. The guns of Hezbollah were trained on their own people. The long term consequences of that are potentially going to strengthen the forces of democracy in Lebanon," said Miliband.

Ahmadinejad furious over Israel-Syria talks

Sources close to Iranian president tell London-based al-Sharq al-Awsat newspaper he did not hide discontent, amazement after being informed of negotiations between Damascus, Jerusalem. 'This is a violation of the mutual commitments between the two countries, and Tehran will prepare an appropriate response,' source says

The joint statement issued simultaneously Wednesday in Jerusalem, Damascus and Ankara on the resumption of mediated talks between Israel and Syria has raised tensions between Tehran and Damascus, the London-based Arabic-language newspaper al-Sharq al-Awsat reported Friday.

According to sources close to Iranian President Mahmoud Ahmadinejad, the latter did not hide his discontent and amazement after receiving detailed information on the secret talks held between Syria and Israel.

This took place only several weeks after Syrian Foreign Minister Walid Moallem paid a visit to Tehran, during which Ahmadinejad attempted to strengthen the "bear hug" around Syria's neck.

The Iranian leader warned Moallem and the moderate Arab states that whoever will join the United States will be doomed along with Washington.

A source noted that Ahmadinejad referred to the developments as "a Damascus violation of the mutual commitments between Syria and Iran."

It was also reported that the Iranian Supreme National Security Council will look into the message relayed by Damascus in regards to its talks with Israel, in order "to prepare an appropriate response."

On Thursday, Damascus rejected Foreign Minister Tzipi Livni's demand that Syria distance itself from terror organizations, including Hamas and Hizbullah. Syrian Information Minister Muhsin Bilal said that "when they make these demands, they are setting conditions and the issue of peace, the peace process does not require prior conditions."

Following the publication of the Israel-Syria talks Wednesday, Prime Minister Ehud Olmert said he had no illusions regarding the negotiations with Damascus.

"The negotiations will not be easy or simple and the process will involve difficult concessions," he said during an event at the Kibbutz College of Education, adding however that "in situations like this it is always better to talk than to shoot and I am happy both sides here have decided to talk."

The dramatic announcement of indirect, Turkish-mediated peace talks between Israel and Syria has been greeted by a wave of skepticism. A majority of Israelis are convinced it is just "spin" to distract attention from Israel PM Ehud Olmert's legal problems, a view reinforced by the Israeli right. On the left, Akiva Eldar hints that it may be a device to sabotage Israeli-Palestinian peace talks. Amos Harel points out that the deal cannot work without US support and foreign aid for Syria, and the US appears cool to the initiative. The same opinion is given here as well, and an AP story notes that the US has been more or less exuberant about the disastrous Lebanon compromise (see Springtime for Nasrallah), but lukewarm about the announcement of talks between Syria and Israel.

There are many good reasons to be skeptical about the prospects for peace between Israel and Syria. Numerous commentators have pointed out their belief that Syrian President Bashar Assad will never break with Iran, and will never give up his support for Hamas or Hezbollah The basic Truth about Syria hasn't changed. The Assad government runs a repressive regime that is primarily interested in staying in power and furthering its own corrupt interests. Peace is not among those interests if it is not good for business.

Permit me however, to voice a minority opinion. I am not saying positively that there will be peace, or that this is what happened or will happen. I am only saying that some facts have been ignored, and some speculations are more than possible. When we view the larger picture, peace between Israel and Syria looks much more like a practical proposition.

Spin? - Ehud Olmert is an unpopular Prime Minister. Therefore, almost any move he makes might be attacked as "spin." This has been true at least since the ill-starred Second Lebanon war. But the secret negotiations with Syria have been going on for years, as we know, and the Turkish-mediated negotiations about negotiations have been going on for months. They could not have been prepared as a distraction for the current corruption charges, and it is really absurd to assume that Bashar Assad has an interest in promoting the political welfare of Ehud Olmert and therefore cooperated in manufacturing "Spin." Moreover if Olmert wanted to distract attention from his political woes and attract support from the right, he could not have chosen a worse way than to "threaten" to make peace with Syria and give up the Golan heights. He would perhaps invade Gaza or strike at some terrorist targets in Syria to manufacture spin.

Fact on the television - It is rather silly to continue to speculate that Syria will never break with Iran, after Syrian television announced that Syria and Israel have agreed to conduct indirect negotiations for comprehensive peace, in those words. Considering that Iranian President Ahmadinejad had previously announced that the demise of Israel was imminent, the wording of the Syrian announcement, which mentioned "comprehensive peace" specifically, rather than "recovery of the Golan" or other circumlocutions, is highly significant. Iran has yet to react -- a silence that speaks volumes.

Role of the United States - The United States has as usual, talked with a forked-tongue about Israeli-Syrian peace. Someone in the US apparatus must support these talks, since the US has, reportedly, been pressuring Turkey and Israel to advance the negotiations. Even if the report published in Al Ayyam is not true, the publication of this report may indicate that someone in the Arab world is very interested in the success of these negotiations. In any case, the Bush administration, as anyone including Bashar Assad can see, clearly will not be in power much longer. There is no chance that any American administration, no matter how obtuse, would pass up the opportunity to gain Syria as a client state, a second Egypt, and wean it away from Iran.

Turkey - No commentators mention Turkey, but Turkey most certainly has a significant role in the current doings. Turkey has much to gain by brokering an Israeli-Syrian peace treaty, as it thereby becomes a leading factor in the Middle East. The prospect of developing Turkey as a moderate counterweight to another non-Arab nation, Iran, must be tempting to the United States and Europe, and it is a natural role for the successor to the Ottoman Empire.

The Lebanon connection? Is it entirely a coincidence that the Lebanon compromise deal brokered by Qatar and approved by the Arab League was announced at the same time as the Syrian-Israeli talks. It could be. But the compromise has one aspect that nobody mentions. Hezbollah now has veto power over the tribunal to try the murderers of Hariri, who presumably include certain persons in the vicinity of Damascus. This "compromise" may have been the price Syria exacted for the public announcement of negotiations. It is certainly peculiar that the US is praising the "deal" which is a shameless sell-out of Lebanese independence. But there didn't seem to be any way to salvage Lebanese democracy in any case, as the Lebanese themselves betrayed it by supporting Hezbollah.

Imad Moughnieh? - Iranian backed Hezbollah terrorist mastermind Imad Moughnieh recent met with a fatal "accident." His car blew up. That is the sort of thing that can happen to such people. However, the location of his accident, Damascus, is possibly significant. It is hard to believe that anything really happens in Damascus without the knowledge and tacit cooperation of the Mukhabarat and Syrian Army intelligence, both of which are formidable organizations. Yet Syria claimed to know nothing of the attack, and a promised investigation seems never to have materialized. Assad may be a good for nothing, but he is not "good" for no reason. If Syrian authorities knew about the planned accident of Moughnieh and did nothing, then it is safe to assume Syria got something in return.

An Israeli-Syrian peace deal can be good for everyone, especially for the United states, and that is why it might just happen. What does everyone get?

Syria - Syria gets the Golan, a huge US aid package, an end to international isolation and it is cleared of involvement in the Hariri murder. Assad's regime is integrated both into the western system of "good guy" states and into the heart of the Arab League. Syria may get a green light for a discrete presence in Lebanon. Syria is after all an Arab state with a Sunni majority. Syrians can't be too happy about estrangement from the Arab League or its alliance with non-Arab and Shi'a Iran. The Assad family cannot be happy either, especially because they belong to the Alawi minority. If the number one concern of Assad's regime is staying in power, and the number two concern is staying rich, this may be the best way to do it.

Israel - Israel gets the Hamas and Hezbollah neutralized, peace with one, and perhaps all Arab states. Peace with Lebanon would almost certainly follow peace with Syria. Israel would, for the first time, be at peace with all the immediately neighboring states. Syrian opposition to a peace deal with the Palestinians is neutralized as well.

Turkey - Turkey becomes a much more important player in the Middle East, and an address for resolving conflicts. If the Arab world makes peace with Israel, Turkey's friendly relations with Israel become an asset rather than a liability in the Arab world. Turkey will be in a better position to enter the EU, and in a better position to dictate terms to the Kurds in northern Iraq.

United States - The United States can be the big winner from an Israeli-Syrian peace deal, that can pick the most pieces off the chess board. With Syria in the American orbit, the Iraq war will look a lot different. There is even a prospect of withdrawing successfully and leaving Iraq in the capable hands of Turkey and Syria. Syria will suddenly find no difficulty in controlling its own borders, and its intelligence services can be put to work foiling terror rather than aiding it. Indeed, if there could be peace between Syria and Israel, and Syria could be brought firmly into the western orbit, there would be a solid ring of pro-western states around the Mediterranean - Mare Nostrum.

If Lebanon is a pawn sacrificed to checkmate Iran everywhere else, some recent developments make more sense. Perhaps it will not be springtime for Nasrallah for long. Admittedly attribution of such a policy to the US gives American policy makers more credit for astute vision than they seem to deserve. The idea may have been born in Riyadh or Jerusalem. It is, admittedly, less a dream peace of idealists than a Machiavellian peace in which the rights and interests of Lebanese and Kurds may be sacrificed, but a Machiavellian peace may be the only possible peace. It is certainly better than a continuation of the Israeli-Palestinian conflict, continued Hezbollah dominance in Lebanon, an ignominious US defeat and withdrawal from Iraq and growing Iranian hegemony.

Not all of the above makes perfect sense admittedly, but most of the things that happen in the Middle East do not seem to make sense. Are the above considerations really so far-fetched? The notion that peace with Syria is a real possibility seems to make more sense than insisting that Bashar Assad is a fool who betrayed his partner, Iran, without considering the consequences and with no prospect of success, or that Ehud Olmert is trying to win over the Israeli right by giving away the Golan Heights and needlessly antagonizing the United States. Keep an open mind. Not all Middle East surprises are bad.

Al Qassam Brigades: "We will remain a thorn in the Zionist throat forever"

Abu Obeida, the spokesman of Al Brigades, said in a statement published in the Al Qassam electronic site "In the event of failing the efforts of calming; Al Qassam Brigades is ready to teach the enemy harsh and painful lessons, not only to defend our people but also to respond to the Zionist aggression."

He stressed that "If there is aggression against Gaza Strip, Al Qassam men will protect the Palestinian people, and we will remain a thorn in the Zionist throat forever."

Abu Obeida added "Al Qassam Brigades has taken all the necessary measures to complete its readiness to confront the Zionist aggression and transform the Zionist soldiers in Gaza to the cemeteries".

Abu Obeida Asked the Zionist soldiers to carry their coffins to return with it to cemetery, pointing out that the Brigades is preparing all the time to the possibility of a new aggression against the Gaza Strip, and we gained an experience from the past experiences, and we will operate the battle with the occupation with humble possibilities".

On the subject of "calming ", Abu Obeida said "Al Qassam Brigades announced its position from calming with its conditions exchange, synchronization, inclusiveness and full commitment of the Zionist enemy to stop its aggression against the Palestinian people and lifting the siege."

Anti-Semitism among Palestinian Authority Academics*
Itamar Marcus and Barbara Crook**

  • One of the primary objectives of the Palestinian Authority (PA) after its establishment in 1994 was to delegitimize Israel. These efforts were evident throughout Palestinian society and involved various channels including television, schoolbooks, and culture. The delegitimization of Israel incorporated various hate messages, especially the denial of Israel's right to exist.
  • The academic community was likewise recruited to this undertaking. Professors, religious academics, teachers, and schoolbook authors are all participating in this hate promotion. Certain academics are chosen by the PA to indoctrinate the people using such public venues as PA TV and, particularly, educational broadcasting.
  • In 1998, PA historians held a conference in which they devised a policy of historical revisionism. The developing PA educational system would not aim to teach historical truth but rather to convey a political history aimed at denying Israel's right to exist in the Land of Israel. Palestinian academics, recognizing the futility of attempting to erase the documented history of the Jews, instead adopted a different solution of literally stealing the identity of the Jews by identifying ancient Hebrews as both Arabs and Muslims and denying their connection to today's Jews of the state of Israel. Another component of the negation of Jewish history is the denial of modern Jewish experience-including the horrors of the Holocaust.
  • Many PA academics have gone beyond the theoretical "struggle." They teach that the killing of Jews by Muslims is a precondition of world redemption. Because Jews are inherently evil and an existential danger, their annihilation is justified self-defense, a service to humanity, and an enactment of God's will.

Palestinian Authority Policy
One of the primary objectives of the Palestinian Authority (PA) after its establishment in 1994 was to delegitimize Israel. These efforts were evident throughout Palestinian society and involved various channels including television, schoolbooks, and culture. The delegitimization of Israel incorporated various hate messages, especially the denial of Israel's right to exist.[1] It also employed myriad libels, including the assertion that Israel intentionally kills Palestinians through shootings[2] and even burning in ovens.[3]

The PA also chose to ideologically confront Israel by using its media to promote hatred of Jews in general. The Authority initiated a virulent anti-Semitism designed to delegitimize Jews, Judaism, and Jewish traditions. As a result, anti-Semitism is now endemic to PA society. The academic community was likewise recruited to this undertaking. Professors, religious academics, teachers, and schoolbook authors are all participating in this hate promotion.
Academic anti-Semitism in the PA has numerous components, including the total revision of ancient Middle Eastern history to erase all records of Jewish presence in the Land of Israel. This reinforces the PA's policy of trying to legitimize its denial of Israel's right to exist by presenting it in academic trappings.
Thus, Palestinian academics portray Jews as inherently different from others, possessing innately evil traits. Educators and academics follow the lead of the PA politicians and distort and malign Jewish tradition as inherently evil. They link it directly to the "treacherous behavior" of which they accuse Jews today. Forgeries and fiction masquerading as history are likewise used to "prove" the libel that Judaism is inherently racist and evil. These purported Jewish attributes and traditions are presented not as behavior that can be improved but as the unchangeable nature of Jews.

This chapter does not consider all of PA academia. It focuses, however, on those academics chosen by the PA to indoctrinate the people using such public venues as PA TV and, particularly, educational broadcasting.

Revising Ancient History
In 1998, PA historians held a conference in which they devised a policy of historical revisionism. Dr. Yussuf Alzamili, head of the History Department at the Khan Yunis Government Educational College, presented the approach of the developing PA educational system. The goal would not be to teach historical truth but rather to convey a political history aimed at denying Israel's right to exist in the Land of Israel. Thus, at the conference, "Alzamili called on all universities and colleges to be active in the writing of the history of Palestine and not to enable the defiled and the enemies to distort it...or to enable legitimacy for the existence of Jews on this land."[4]
Historians eager to follow this lead were regularly featured on PA TV's educational programs. They fabricated an entire Palestinian Arab history, packaged it with academic credibility, and erased Jewish history from the land.
The challenge to PA academics was considerable, since much of the Jewish historical record has continuous independent and archeological documentation. Even Islam recognized the Hebrew narrative to a great degree. Hence the Palestinian academics, recognizing the futility of attempting to erase the documented history of the Jews, instead adopted a different solution of literally stealing the identity of the Jews by identifying ancient Hebrews as both Arabs and Muslims and denying their connection to today's Jews of the state of Israel.
One leading historian, Jirar al-Qidwa, chosen by Arafat as an adviser and today chairman of the PA Public Library, has been featured regularly and prominently on educational TV and was a major promoter of this "replacement" ideology. Although historical records confirm that the first presence of Arabs in the Land of Israel was after the Muslim conquest in the seventh century C.E., Al-Qidwa unabashedly and emphatically turned the Hebrews of the Bible into Arabs: "Regarding the Israelites [of the Bible], they were Arab tribes and among the purest.... And believe me, in Allah's name, that my blood has more of the Israelites' blood and the blood of the ancient Hebrews than does the blood of Netanyahu and Sharon."[5]
Prof. Issam Sissalem, chairman of the History Department at the Islamic University of Gaza and host of PA TV educational programs for many years, has also been a driving force of this historical revision:
[Biblical Hebrews] were primitive shepherd tribes. They had no history. Titus slaughtered them, and this land was cleansed of those fools...the ancient Hebrews were destroyed, utterly decimated. Actually, they were foreigners in this land. They were primitive Bedouin from the Arabian desert. This land is ours. Jerusalem and every one of her stones are ours. They [the Jews] are liars. Their allegations are lies and are worthy of scorn and ridicule.[6]
Turning the ancient Hebrews into Arabs was not enough for the PA, and the religion of Islam was attached to all biblical characters with similar fervor. Therefore, even though Islam was first introduced by Mohammed in the seventh century, long after ancient Judaism, the academics denied the existence and legitimacy of ancient Judaism by turning it into Islam. As Al-Qidwa stated:
Judaism is not a religion in the full sense of the word, and is not a nation at all.... Where does this religion come from? The source of Judaism is the Mosaic Law...which is the continuation of Islam of our master Abraham.... Several researchers...have found in the Bible [Torah], when translated correctly, texts that prove that it is the continuation of Islam.[7]
Denying the central place of Jewish worship was likewise critical to this replacement ideology, as was the denial of the Jewish presence in Jerusalem. Sissalem, in his weekly program with children in the TV studio, explained that the tradition of the Temple in Jerusalem was based on "Jewish lies":
Girl asks Sissalem: "Tell us about the Night Journey and Ascent to Heaven and the Al-Buraq Wall that the Jews falsely claim as the Wailing Wall and hold ceremonies there."
Sissalem: "That's the place where Mohammed went to Heaven, and it is part of the Al-Aqsa Mosque. The Zionist enemy falsely claims that this wall is part of the so-called 'Temple.' This is a deceitful lie."
Girl 2: "We hear many claims by the Jews that Solomon's Temple is located in Jerusalem under the Al-Aqsa Mosque. Is this true?"
Sissalem: "This is the biggest lie in history by those liars."[8]
This revisionism, initiated in 1998, continues unabated until today. During Ramadan broadcasting in October 2006, Dr. Hassan Khader, founder of the Al-Quds Encyclopedia and regular TV host, repeated the claim that the Jews have no ancient historical connection to the Western Wall of the Temple:
The first connection of the Jews to this site began in the sixteenth century.... The Jewish connection to this site is a recent connection, not ancient...like the roots of the Islamic connection.... Who would have believed that the Israelis would arrive 1,400 years [after the beginning of Islam], conquer Jerusalem, and make this wall into their special place of worship, where they worship and pray?[9]
The purpose of this revisionism, as expressed by Alzamili in 1998, was not academic accuracy but was inherently political-namely, to deny the "legitimacy for the existence of Jews on this land."[10]
Following this lead, many academics did not leave the political conclusions to the TV viewers but stated them explicitly. For example, after repeating his denials of any Jewish connection to the land, Sissalem announced the political implications: "They [Jews-Israelis] are like a parasitic worm that eats a snail and lives in its shell. We will not let anyone live in our shell!"[11]

Denying the Holocaust; Demanding a New One
Another component of the negation of Jewish history is the denial of modern Jewish experience-including the horrors of the Holocaust. As Sissalem stated on a PA TV educational program:
Lies surfaced about Jews being murdered here and there and the Holocaust. And of course these are all lies and unfounded claims. There was no Dachau, no Auschwitz! [They] were cleansing sites.... They began to publicize in their propaganda media that they were persecuted, murdered, and exterminated.... Committees acted here and there to establish this entity [Israel], this foreign entity, implanted as a cancer in our country.... They always portrayed themselves as victims, and they made a Center for Heroism and Holocaust. Whose heroism? What Holocaust? It is our nation that is heroic, the holocaust was against our people.... We were the victims. We will not stay victims forever![12]
PA anti-Semitism, however, goes beyond denying Israel's right to exist.
PA academics have also systematically built a case denying Jews the right to exist. As their expert witness, these religious academics bring Allah[13] Himself, who is said to have sent a message through the Prophet Mohammed that killing Jews is a necessary step to achieve world redemption through resurrection.
Dr. Muhammad Mustafa Najem, a lecturer in Koranic interpretation at Gaza's Al-Azhar University, taught in a televised PA sermon that Allah described the Jews as "characterized by conceit, pride, arrogance, savagery, disloyalty, and treachery ... [and] deceit and cunning."[14] Just a month later the same academic again appeared on the PA's official station, saying: "The Jews are Jews, and we are forbidden to forget their character traits even for a moment, even for a blink of an eye."[15]
Dr. Khader Abas, a lecturer in psychology at Gaza's Al-Aqsa University, taught the origins of Jewish evil from a different perspective: "From the moment the [Jewish] child is born, he nurses hatred against others, nurses seclusion, nurses superiority...."[16]
As part of this delineation of Jewish evil, the PA presents fictitious libels as authentic Jewish documents. Prominent among these is The Protocols of the Elders of Zion, which the PA routinely treats as the Jewish plan for world domination.
Dr. Riad al-Astal, a lecturer in history at Al-Azhar University in Gaza, brought up the Protocols when discussing the rise of political Zionism in Europe. "What is known as the Zionist Renaissance," he asserted, "grew and the seeds of what is called The Protocols of the Elders of Zion appeared at the end of the eighteenth century [sic]. They are the protocols that were presented in Basel [at the First Zionist Congress]."[17]
A new Palestinian schoolbook, written by senior Palestinian academics, likewise taught children to view the Protocols as authentic: "There is a group of confidential resolutions adopted by the [First Zionist] Congress and known by the name 'The Protocols of the Elders of Zion,' the goal of which was world domination."[18] After worldwide condemnation it was removed from the new edition of the book.
Academic discussions on educational TV routinely refer to the Protocols as authentic. Sheikh Attiyeh Sahar, chairman of the Department of Islamic Research at Al-Azhar University in Gaza, stated:
It must be known that this nation, the Jews, are willing to alter their religion in order to attain their demands.... in order to attain their goals, they are willing to turn away from their God and His Singularity, which was introduced to the world by their prophets. We also know that they changed the Bible and replaced it, because it does not serve their purposes, and they drafted the Talmud, as it is known, and came up, finally, with the Protocols of the Elders of Zion.[19]
Dr. Attallah Abu al-Farah, calling in to a talk show hosted by Sissalem, queried: "Can there be coexistence on Palestinian land between ourselves and the Jews, in light of their mentality that stems from the Protocols of the Elders of Zion, Dr. Issam?" Sissalem responded to A-Farah, who presented the Protocols as authentic, by calling him "My beloved friend...who is a learned expert..."[20]

Painting Jews as Evil
Inherent to the purported Jewish program of domination is the planning and execution of massive crimes that endanger all humanity. Senior Palestinian academics regularly portray Jews as a threat to stable society and as responsible for all civil strife, financial crises, conflicts, and wars. They present Zionism, the movement to reestablish the Jewish national home in Israel, as a European colonialist plot to rid Europe of Jews and thus attempt to solve their own "Jewish problem." The aforementioned Dr. Riad al-Astal asserted: "Britain's first aim [in promoting Zionism] was to be rid of the Jews, who were known to provoke disputes and disturbances and financial crises in Germany, France, and other European states."[21]
The PA augments the picture of the evil nature of Jews by defining Jewish traditions and sources as evil. Judaism is said to be a racist, murder-promoting religion. In an educational broadcast, Al-Qidwa taught: "The commandments of their Hebrew Bible or their Talmud say that we are goyim-that is, non-Jews. [They] view all non-Jews as barbarians or as their servants, devoid of any human rights, and [one] may destroy them and kill them."[22]
Completing this picture, worldwide outbreaks of anti-Semitism are described as the nations of the world acting legitimately to protect themselves from the threat posed by the Jews-or to take revenge. Psychologist Khader Abas expounded on this point on PA TV:
The Israelis brought it on themselves, I emphasize, brought on themselves in every society they lived, disasters and massacres. First, they concentrated money in their hands, denying it to others. Second, they spied against the nations where they lived. And the third important and basic aspect: they were condescending.... Thus the people of the societies they were in took revenge against them, or tried to punish them.[23]
The Pact of Omar, which in 637 CE prohibited Jews from living in Jerusalem, was defended on PA TV by Al Quds Encyclopedia founder Hassan Khader: "If we presented this before a judge [today] he would renew this condition.... The solution is that no Jew should live there.... The prosperity of that city [Jerusalem] and of this land necessitates that no Jew should ever live there."[24]
The call to fight Jews solely because of their ethnicity is widespread. Dr. Ismail Radwan, professor at the Islamic University in Gaza, justifies the ongoing battle: "It is no coincidence that the Noble Koran mentions the story of Mohammed's heavenly ascent while talking of the Israelites-as though Allah was preparing the Islamic nation that Jews will be in this land and as if He was addressing the Muslims: 'O Muslims, prepare yourselves for the struggle with world Jewry.'"[25]
Many academics have gone beyond the theoretical "struggle." According to Dr. Ahmad Abu Halabiyah, rector of advanced studies at the Islamic University, on PA TV, the Jews are a threat and for that reason Allah demands they be killed:
The Jews are the Jews.... They do not have any moderates or any advocates of peace. They are all liars. They must be butchered and must be killed.... The Jews are like a spring-as long as you step on it with your foot it doesn't move. But if you lift your foot from the spring, it hurts you and punishes you....
It is forbidden to have mercy in your hearts for the Jews in any place and in any land. Make war on them any place that you find yourself. Any place that you meet them, kill them.[26]
PA academics teach that the killing of Jews by Muslims is a precondition of world redemption. The PA promotes this belief by repeatedly propounding in its print and television media the following Hadith, a tradition attributed to Mohammed: "The Hour [Resurrection] will not take place until the Muslims fight the Jews, and kill them. And the Jews will hide behind the rock and tree, and the rock and tree will say: 'O Muslim, O servant of Allah, there is a Jew behind me, come and kill him!'"[27]
On 10 January 2005, Dr. Khader cited this Hadith mandating the killing of all Jews everywhere. This came just two weeks after he devoted an entire TV lecture to analyzing this Hadith and concluded that its demand for committing genocide was specifically directed at the Palestinians: "Allah meant our land and our people and meant our trees and our stones."[28]
Muhammad Abd al-Hadi La'afi, responsible for religious instruction in the Office of the PA Wakf,[29] likewise wrote of the impending extermination of the Jews: "The battle with the Jews will surely come.... The Prophet spoke about it in more than one Hadith, and the Resurrection will not come without the victory of the believers over the descendants of the monkeys and pigs and with their annihilation."[30]

Conclusion
The Palestinian Authority's academic anti-Semitism has built an extensive case against Jewish existence, which starts with denying the authenticity and legitimacy of both the Jewish nation and religion. Through libels, lies, and stereotyping, this endeavor in anti-Semitism portrays Jews as a genuine threat to humanity. Because Jews are inherently evil and an existential danger, their annihilation is justified self-defense, a service to humanity, and an enactment of God's will.
Although the PA is not reticent about its anti-Semitic ideology and plans, the world remains mostly apathetic except for an occasional criticism of what is called "incitement." Indeed, the world finds this ideology so repugnant that many simply choose to deny the existence of PA anti-Semitism and repackage it as anti-Zionism, an ideology they find more palatable and even legitimate.
This indifference is directly reminiscent of the world's response to Hitler's open calls for genocide against the Jews. As Justice Robert H. Jackson, chief U.S. counsel to the Nuremberg Trials, wrote: "We must not forget that when the Nazi plans were boldly proclaimed, they were so extravagant that the world refused to take them seriously."[31]
