Kerk in Actie diskwalificeert zich als bruggenbouwer in Israël

De Protestantse Kerk Nederland probeerde vorige maand via publicaties en een verzoenend gesprek met de Joodse gemeenschap in Nes Amim, de verstoorde relatie met Israel te herstellen. Nieuwe onthullingen in dit artikel tonen echter aan dat de dochterorganisatie Kerk in Actie de bruggen opblaast die de PKN probeert te bouwen met Israel. 

Kerk in Actie raakte onlangs in opspraak toen verschillende Nederlandse organisaties haar subsidie aan- en samenwerking met de Palestijnse organisatie Sabeel aan de kaak stelden.

Missing Peace kwam daarna met een onderzoeksrapport over de wijze waarop Kerk in Actie meedoet aan het zogenaamde "Israel bashen". 

In ons artikel 'Over olijftakken en bruggen bouwen' toonden wij aan dat Kerk in Actie medewerkster Meta Floor opnieuw onjuiste informatie over Israel had verspreid, die het land in een kwaad daglicht stelde.

 

Kerk in Actie reageerde op deze publicaties met een verweer waarin het volgende werd gesteld:

 

"Steunt Kerk in Actie de Vrienden van Sabeel?
Nee, Kerk in Actie geeft geen financiële steun aan de Nederlandse stichting Vrienden van Sabeel. Deze organisatie stelt zelf prioriteiten en is verantwoordelijk voor haar eigen daden en uitspraken. Voor de duidelijkheid: Sabeel werkt in Israël en de Palestijnse gebieden; de stichting Vrienden van Sabeel is een groep mensen in Nederland die het werk van Sabeel bekend willen maken in Nederland en steun voor Sabeel willen mobiliseren. Zij zijn niet deel van de organisatie Sabeel in Jeruzalem maar een eigen Nederlands initiatief. Vergelijkbare groepen bestaan in andere landen. Kerk in Actie heeft als beleid dergelijke groepen die (voor een deel) bestaan uit actieve leden van de Protestantse Kerk in Nederland niet structureel financieel te steunen. Wel kan er in voorkomende gevallen op omschreven activiteiten worden samengewerkt. "

 

Kerk in Actie geeft volgens deze verklaring dus geen financiële steun aan vrienden van Sabeel en suggereert dat de organisatie geheel onafhankelijk opereert.

 

Missing Peace ontving echter een kopie van een brief van programma manager Feije Duim van Kerk in Actie/ICCO, waaruit blijkt dat er wel degelijk sprake is van ondersteuning van Vrienden van Sabeel door Kerk in Actie.

Duim schreef op 6 juni jl. aan PKN lid De Koning, de klassikale commissie en de Oranjekerk te Rotterdam het volgende:

 

"Vrienden van Sabeel is een onafhankelijke organisatie in Nederland, voornamelijk bestaande uit leden van de Protestantse Kerk. Kerk in Actie werkt van tijd tot tijd met hen samen als het om voorlichting in Nederland gaat. Bovendien beheren we geld dat door derden voor Vrienden van Sabeel ter beschikking is gesteld. Zij hebben ons gevraagd om dat geld voor hen te beheren. Dat geld is dus geen eigendom van Kerk in Actie en vervalt ook zodra de steun voor Vrienden van Sabeel vervalt. Vrienden van Sabeel moet wel verantwoording afleggen over dat geld aan Kerk in Actie. Op die wijze blijven we ook met hen in gesprek. In 2010 ontving Vrienden van Sabeel uit genoemde voorziening € 7000. Over dit jaar is nog niet besloten"

Ook schreef Duim: " Vrienden van Sabeel hebben er (in de Gaza flotilla 2, red.) wel € 1000 ingestoken, van hun eigen geld. Hun eigen directe fondswerving levert ze namelijk bovenop de bijdrage die ze via ons ontvangen € 15.000 per jaar op. Wij zijn niet blij met hun steun voor de flottielje, en we zijn met hen daar over in gesprek. Als er door ons dit jaar weer geld aan Vrienden van Sabeel wordt doorgesluisd, zal dat derhalve onder strikte voorwaarden gaan".  

 

Uit deze opmerkingen van Feije Duim blijkt zonneklaar dat Kerk in Actie wel degelijk betrokken is bij de fondswerving en financiering van Vrienden van Sabeel.

Er blijkt ook uit dat Vrienden van Sabeel verantwoording moet afleggen aan Kerk in Actie op straffe van inhouding van de beheerde gelden.

 

Duim's eigen opinies

Feije Duim nam naar aanleiding van "Over olijftakken en bruggen bouwen", waarin wij aantoonden dat de bewering dat Israel de Palestijnse olijfolie export onmogelijk maakt onjuist was, contact met ons op.

Hij gaf feitelijk toe dat Floor onjuiste informatie had verstrekt toen hij het volgende schreef: "Het is voor Palestijnen lastig om ze te exporteren, maar niet onmogelijk".

 

Vervolgens liet hij echter zien dat hij net als Floor zijn opinies baseert op incorrecte informatie, toen hij het volgende beweerde:

"Er zijn meer dan 300 militaire checkpoints op de West-Bank, die het reizen voor Palestijnse boeren ernstig belemmeren".

Toen wij hem vervolgens informatie stuurden die afkomstig was van de VN en het Quartet Office van Tony Blair,  waaruit bleek dat er al geruime tijd nog maar 14 checkpoints over zijn op de West-Bank en dat de boeren dus vrijwel zonder belemmeringen naar hun akkers kunnen, reageerde hij met persoonlijk getinte denigrerende opmerkingen.

 

Extreme denkbeelden

Uit een CIDI publicatie van vorige week blijkt dat de top van organisaties zoals Oxfam, ICCO en Cordaid extreme denkbeelden heeft over het Arabisch Israëlische conflict.

Vertegenwoordigers van vijf politieke partijen waren 'verbaasd' toen zij  tijdens een ontmoeting met de directeuren van deze organisaties hoorden dat zij de zogenaamde één staat oplossing aanhangen. Wat een eufemisme is voor het verdwijnen van Israel.

 

Kerk in Actie manager Feije Duim gaat qua extremistische denkbeelden echter nog verder.

In zijn reactie op het artikel over de olijfolie gebruikte hij de term "60-jarige bezetting", daarbij doelend op de stichting van de staat Israel.

In een verslag over zijn recente reis naar Syrië, gaf hij al evenzeer blijk van dezelfde ongeïnformeerdheid en extreme denkbeelden, toen hij het lot van de Arabische populatie in Haifa beschreef:

 " De huizen van de Arabieren in Haifa werden na 1948 eigendom van het Joods Nationaal Fonds en worden zelden opgeknapt. Een deel van de Palestijnse bevolking uit Haifa bleef in 1948 binnen de grenzen van het huidige Israel (velen vluchtten er naar Nazareth) en kwam na 1949 terug naar Haifa. Ze huren sinds die tijd voor een symbolisch bedrag hun eigen huizen van het fonds. Bewoners mogen de huizen zelf niet renoveren. De stad investeert nauwelijks in de infrastructuur van de wijk. De huizen en de wijk verkeren na zestig jaar in erbarmelijke staat".

Ook deze opmerking staat vol met onjuistheden en lijkt slechts bedoeld om Israel neer te zetten als een racistische koloniale staat.

 

De feiten over Haifa

Het Joods Nationaal Fonds werd geen eigenaar van de huizen van de gevluchte Arabieren na 1948.

Al het onroerend goed dat achtergelaten was door de Arabieren in Haifa kwam na noodwetgeving in 1948 onder beheer van de bewaarder van het eigendom van de afwezige Arabieren (Custodian Absentee Property). Deze bewaarder was deel van de voorlopige Israëlische regering.

In 1950 nam de Knesset de 'Absentee Property Law' aan die grotendeels was gebaseerd op de wetgeving in India/Pakistan, waar een vergelijkbaar probleem aan de orde was.

Het onroerend goed kwam daarna in beheer van de zogenaamde 'Development Authority'.

Een definitieve regeling, inclusief compensatie, zou moeten worden getroffen bij besprekingen over een vredesakkoord tussen Israel en de Arabische landen, later vervangen door de PLO.

Sinds enige jaren is aan een eventuele compensatieregeling, de compensatie toegevoegd van het nog grotere verlies van Joodse bezittingen in Arabische landen, die verloren ging ten gevolge van de etnische zuivering van Joden tussen 1947 en 1950.

Aangezien alle pogingen om tot een definitieve oplossing van het conflict te komen tot nu toe strandden op Arabische blokkades, is er ook geen akkoord dat voorziet in eventuele compensatie van de verloren gegane bezittingen.  De nadruk ligt hierbij op eventueel  omdat het internationaal recht slechts spreekt over compensatie van vluchtelingen wanneer een staat (door agressie) verantwoordelijk is voor het ontstaan van een vluchtelingenstroom.

In het geval van Haifa vertrokken de Arabieren zelfs tegen de uitdrukkelijke wil van de Zionistische leiders en op bevel van moefti Hadj Amin al Husseini. Bovendien werd Israël aangevallen door de Arabische legers.

 

Ephraim Karsh

Over de laatste twee opmerkingen van Duim: "De stad investeert nauwelijks in de infrastructuur van de wijk. De huizen en de wijk verkeren na zestig jaar in erbarmelijke staat", namen we contact op met de historicus Ephraim Karsh die algemeen wordt gezien als een expert op het gebied van de Arabieren in Haifa.

Wij stelden hem de navolgende vraag: "Is it true that the municipality of Haifa does not invest in the Arab Quarter and that most houses are in a deplorable state".

Karsh antwoordde als volgt: "As for your question – this is part of the standard defamation of Israel's supposed neglect of its Arab citizens". Have actually written a Commentary article a few years ago (titled, Israel's Arabs vs. Israel) debunking this myth. You'll be able to find it on my KCL website".

Het artikel waar Karsh op doelde, beschrijft een geheel ander historisch verhaal over de Arabieren in Israel.

Karsh kent Haifa ook van binnenuit, hij woonde er lange tijd voordat hij in Engeland als professor ging doceren aan het Kings College.

 

Informatie vanuit Haifa

En andere inwoner van Haifa, is de schrijver Simon Soesan, die ons in reactie op de opmerking van Duim over Haifa het volgende schreef:

"Geen huis is ingepikt. Het JNF plant bomen, een koopt geen huizen, behalve misschien haar kantoren. Arabische huizen behoren toe aan hun eigenaren, of ze nu Arabieren zijn of Joden die ze van Arabieren hebben gekocht. Er zijn rechtszaken gaande over grond nabij Haifa, waar ons leger basissen zette. Veel van die basissen zijn al ontmanteld en vele Arabische families kregen of krijgen hun land terug van de staat………….

Degenen die terug kwamen, vonden vaak andere Arabische families in hun huizen. En ik wil best geloven dat er incidenten zijn waar Joden de boel inpikten, maar dat was niet de norm, dat was niet het beleid van onze regering en er zijn ook maatregelen getroffen.

De stad investeert in de infrastructuur van de hele stad. Ook het Arabische gedeelte. De huizen van de Arabische wijk verkeren in de staat die de bewoners kiezen: sommigen zijn prachtig mooi. Anderen zijn verwaarloosd, net als in Amsterdam.

Soesan stuurde ook fotobewijs over de Arabische wijk in Haifa, die foto's vindt u onder dit bericht.

 

Valse getuigenissen

In zijn brief aan dhr. De Koning schreef Feije Duim dat Missing Peace 'erop uit is de kritische houding ten aanzien van het beleid van de Israëlische overheid in een kwaad daglicht te stellen'.

Wanneer Duim onze rapporten over Meta Floor goed gelezen had, dan had hij kunnen zien dat wij niet het beleid van de Israëlische overheid verdedigen, maar ons inzetten voor een eerlijke en volledige weergave van de situatie in Israel en het Midden-Oosten.

 

Het herhaaldelijk de wereld in helpen van valse getuigenissen tegen de Joodse staat is iets anders dan kritiek op de Israëlische overheid.

Zolang Kerk in Actie bij monde van haar medewerkers daar mee doorgaat kan er geen sprake zijn van het bouwen van bruggen.

Integendeel, het zal duidelijk zijn uit het bovenstaande dat de organisatie zich volledig heeft gediskwalificeerd als bruggenbouwer in het Midden-Oosten conflict.

Gaza blokkade conform de wetten van gewapend conflict, volgens Duitse expert in maritiem recht

 
Israel heeft in principe het recht om een zeeblokkade te handhaven rond de Gazastrook, daar deze geregeerd wordt door een beweging waarmee het in staat van oorlog is en zich in een gewapend conflict bevindt, al is de Gazastrook geen staat en is haar status ambigu. De voorwaarde bij een zulke blokkade is wel dat deze consequent gehandhaaft wordt, volgens onderstaande expert in het internationale maritieme recht, en dat vind ik toch vreemd, want de eerste twee boten werden in 2008 uiteindelijk (zonder inspectie of entering) door Israel doorgelaten. Pas vanaf de Gaza Oorlog werd de blokkade consequent gehandhaaft.
 
De nieuwe "Free Gaza" vloot wil deze week (men zegt dinsdag) vertrekken. Een Griekse boot die mee wil varen zou laatst saboteurs betrapt hebben en vermoedt de Mossad daarachter; als dat zou kloppen, lijkt me dit buiten de regels van een zeeblokkade vallen. Een Amerikaans schip heeft problemen om toestemming te krijgen de Griekse haven te verlaten, en vermoedt ook hier de invloed van Israel dan wel de VS.

Gaza convoy – "Israel cannot and should not let humanitarian ships through"

 

The first attempt ended in bloodshed. Now another humanitarian convoy is headed for Gaza with the aim of breaking the Israeli sea blockade. Israel has no choice but to act, says maritime law expert Heintschel von Heinegg.

Wolff Heintschel von Heinegg is an international and maritime law expert who teaches at Europa-Universität Viadrina in Frankfurt. He has also served as an adviser to the Turkel Commission that Israel established in the summer of 2010. The commission has been tasked with determining how and why violence erupted on 31 May 2010 between passengers on the Gaza humanitarian convoy and Israeli soldiers.

 

 

 

ZEIT ONLINE: The deployment of Israeli forces in May of last year against a humanitarian convoy headed for Gaza unleashed cries of protest worldwide. Now a second and far larger international convoy is on its way to Gaza – a convoy that aims to break Israeli's sea blockade of Gaza. Is this blockade even allowable from a legal standpoint?

 

Wolff Heintschel von Heinegg: Well that depends on how you characterize the conflict between Israel and the Palestinians. When jurists come together, they often disagree on this matter. But there's definitely a consensus on one thing – namely that what you have here is an armed conflict. Which means that the laws governing such conflicts apply; and under these laws, sea blockades are allowed.

 

ZEIT ONLINE: But doesn't the conflict also have to involve two or more states?

 

Heintschel von Heinegg: Right. And the problem is that Palestine is not a state – at least not yet – which is why many feel that the conflict is not an international armed conflict. And if you take that view, then blockade laws don't apply. But if you take an objective look at the relevant legal analyses, it's readily apparent that the basic admissibility of the Israeli blockade has never been called into question.

 

ZEIT ONLINE: You yourself have characterized Israel's action against the convoy in 2010 as being perfectly legitimate. Why is that?

 

Heintschel von Heinegg: If a blockade is allowable in this conflict, then it's also allowable to take measures to set up such a blockade. There's only one principle that characterizes a blockade: the principle of effectiveness. In other words, the blockade has to prevent ships from entering or leaving the blockade zone. If the blockade fails to do this even once, it is ineffective and thus immediately becomes legally ineffective as well.

 

ZEIT ONLINE: So this means that when it comes to this blockade, Israel is in a catch-22 situation, right?

 

Heintschel von Heinegg: Right. The Israelis simply can't afford to let any ship through, if they want to prevent another ship from passing through the blockade zone a few hours later.

 

ZEIT ONLINE: The operators of the 2010 humanitarian convoy said right from the outset that the ships were headed for Gaza. Didn't saying this make them subject to criminal prosecution?

 

Heintschel von Heinegg: The mere fact that they set sail for Gaza does not constitute a criminal act. But: if you come out and say, in a public forum, that you're heading to Gaza for the express purpose of breaking the blockade, this is clear evidence of a blockade breaking attempt. And when that happens, the state that has imposed the blockade doesn't need to wait until the ship in question reaches the 20 nautical mile boundary; instead, it's got the right to intervene beforehand. Because the state that's imposing the blockade is not only entitled but also duty bound to maintain its blockade.

 

ZEIT ONLINE: What do you think the people onboard the current humanitarian convoy are going to be facing?

 

Heintschel von Heinegg: Any ship that actually breaks the blockade simply has to reckon with the fact that that military force is going to be used against them. Plus the state that's imposing the blockade is under no obligation to wait until someone actually crosses the blockade line. All that has to happen is for there to be clearly discernible intent – in which case measures can be taken long before the blockade line is crossed.

 

ZEIT ONLINE: What form could or should such measures take?

 

Heintschel von Heinegg: Normally such measures unfold without any major problems. The state imposing the blockade stops the vessel, orders it to proceed to a specific port, inspects the ship's cargo, and then turns the matter over to the courts. But if there's resistance to the measures taken by the state that's imposing the blockade, then this state needs to quell this opposition. Which means that any attempt to evade the blockade or the forces enforcing it needs to be met with reasonable force.

 

ZEIT ONLINE: In your view, was Israel's reaction to the humanitarian convoy in 2010 a smart move given the humaniarian situation in Gaza?

 

Heintschel von Heinegg: Well this is how it always is when it comes to such legal issues. In such situations, the actors don't always act logically, or judiciously; nor are such actions necessarily the politically smart thing to do. A state that imposes a blockade is obligated to supply the civilian population in the blockaded zone with the goods they need in order to survive. But the Israelis have always done this. At the time of the humanitarian convoy in 2010, it was the same in that they said: Feel free to sail into the harbor; we guarantee that we'll hand over your humanitarian cargo. But it was clear from the get-go that certain parties didn't want that at all, because then they wouldn't have achieved the same impact on public opinion.

 

ZEIT ONLINE: What would you advise the Israeli Prime Minister to do if the next humanitarian convoy approaches the boundary of the blockade zone?

 

Heintschel von Heinegg: If the Prime Minister wants to maintain the blockade, then he's simply got to enforce it. If he doesn't enforce it, it'll be a dead letter; and then he'd have to resort to other measures; and then the legal situation wouldn't be so simple. Because then he'd have to invoke the right of self - defense, which is often invoked in cases where it's simply not appropriate to do so. Our [Germany's] anti-terrorism operations are a prime example of this.

 

ZEIT ONLINE: Do you think the Israelis are going to react to this second convoy the same way they reacted to the first one?

 

Heintschel von Heinegg: I think Israel is better prepared this time around. Last time they tried to approach the convoy ships in rubber dinghies and then climb onboard from these dinghies, in order to take control of the ships. And then they used helicopters. I suspect that the Israeli forces were simply unprepared for the resistance they met from some of the passengers on board those ships and were taken completely by surprise.

 

ZEIT ONLINE: Is the legal situation now more touchy due to the fact that there's already been a conflict with a convoy?

 

Heintschel von Heinegg: I think the reverse is the case. I hope that the relevant legal principles won't be misused again, since the law of armed conflict applies here – not a cockeyed human rights perspective. Also, Israel didn't act at all capriciously the first time around. It would have been quite difficult for the Israelis to sink those ships without concerning themselves with the fate of the passengers and cargo onboard. Israel only took measures that were prescribed by law – namely preventing the ships from reaching Gaza. This was the most moderate measure available to them.

 

ZEIT ONLINE: People are suffering in Gaza, even though they have access to the goods they need in order to survive. Isn't it legitimate for people to want to help the citizens of Gaza?

 

Heintschel von Heinegg: The motivation of the blockade breakers – regardless of whether they're acting for virtuous or reprehensible reasons – is completely irrelevant from a legal standpoint. I, of course, have great respect for human rights activists who give of their time to pursue their goals, but you can't get around the fact that there are certain legal boundaries. Also, I presume that these humanitarian actions are also publicity stunts aimed at mobilizing public opinion. No one would argue the fact that the citizens of Gaza have it really tough, compared to our own standards. But I don't really see any pressing humanitarian need here.

 

ZEIT ONLINE: In your view, is there an alternative to these humanitarian convoys?

 

Heintschel von Heinegg: Sure there is. There are a few humanitarian organizations out there that have impeccable credentials that no one in their right mind would call into question – the most important one being the International Committee of the German Red Cross. If you really want to help the citizens of Gaza, you go to the Red Cross – an organization that the Israelis accept without hesitation.

 

ZEIT ONLINE: The border crossing between Gaza and Egypt was recently reopened. Do you think this will have a counterproductive effect on the naval blockade?

 

Heintschel von Heinegg: Israel has traditionally been able to rely on Egypt, and the border between Gaza and Egypt hasn't been particularly permeable in the past. But this has changed. The strategic importance of the blockade in terms of protecting Israeli security has definitely declined. But nonetheless, the reliability of Israel's maritime measures will not be affected in any way by the change in the status of the Gaza-Egypt border.

Nakba mythe staat vrede in de weg


Onderstaand artikel vertelt één kant van het verhaal, maar het klopt wel in grote lijnen: de Arabieren hebben de ellende van de Nakba grotendeels over zich zelf afgeroepen, en de staat waarin de Palestijnen nu leven is in de eerste plaats een 'staat van ontkenning', die het verwezenlijken van de vurig gewenste eigen Palestijnse staat in de weg zit, met dank aan de vele pro-Palestijnse actiegroepen die het Palestijnse verhaal c.q. mythe ondersteunen.

In particular, this means teaching of basic facts – that the Jewish people have an undisputed historic connection with this territory – with the right to an independent state – and that the violent Arab rejection of compromise and the two-state solution in 1947/8, as well as the later wars, were responsible for the "suffering of the refugees."

Israelis have shown that when these principles are accepted, they will be ready to make the difficult compromises for a real peace agreement .

Het zou Steinberg (en velen met hem) wel sieren als hij zou erkennen dat de Palestijnse vluchtelingen veel te lijden hebben gehad (om welke reden en door wiens schuld dan ook), en dat ook aan Israelische zijde veel twijfel en soms fel verzet is tegen de twee-staten oplossing. Hoe ver wil Steinberg zelf gaan voor een echte vrede?

Nakba myth stands in the way of peace

According to the standard mythology of the Arab-Israeli conflict, found in most university campuses, on the pages of the New York Times and the Globe and Mail, and in diplomatic talk-shops, settlements are the major obstacles to peace. End the post-1967 "occupation" and create an instant Palestinian state, say these all-knowing analysts, and the conflict will be over.

In contrast, every year, on May 15, the Palestinians and numerous allies send the world exactly the opposite message. This date marks the end of the British occupation in 1948, the founding of the modern State of Israel, and the invasion by five Arab armies marking the start of the War of Independence, in which 6,000 Jews – one per cent of the entire pre-state population – were killed.

In other words, it's not the 1967 war and its consequences that are the prime causes of the conflict, but the continued Arab rejection of Israel, after 63 years. Therefore, it would appear that all of the eager peace makers and negotiators that begin (and end) with the scenario of creating a Palestinian state and forcing Israel back to the pre-1967 (actually post-1948) armistice lines are wasting their time.

The word "nakba" is Arabic for catastrophe, and in the Arab/Palestinian narrative, Jewish sovereign equality in the Land of Israel was and remains a disaster. In the nakba fabrication, 4,000 years of Jewish history in this land are erased and replaced with a Europe and western conspiracy to settle Jews in "Arab/Muslim Palestine." The Jews, aided by the West, stole the land and evicted the Arab inhabitants.

The Arab rejection of the UN Partition Plan (the 1947 version of the "two-state solution"), and the wars designed to push the Jews into the sea are also removed from the nakba tale. Instead, the artificial images of hundreds of thousands of innocent refugees being forced to leave their land, and a non-existent "right of return," remain firmly implanted among Arabs, adding fuel to the conflict. (The fact that an approximately equal number of Jews in Arab nations were forced out and absorbed successfully into Israel is also erased in the fictitious history.)

The United Nations Works and Relief Agency (UNRWA), ostensibly designed to help settle the refugees after the 1948 war, perpetuates both their miserable status and the rejectionism that sustains the violence. In addition, a number of European-government funded non-governmental organizations (NGOs), such as Badil, as well as radical church groups, such as Sabeel and Kairos, are among the main promoters of this fictitious history. The goal of these "right of return" organizations, which were also supported for many years by Liberal Canadian governments, is to force Israel to accept millions of people claiming to be descendents of the refugees, thereby replacing the Jewish majority with Arab domination.

The nabka myth provides the foundation for the recent violence that took place across Israel, and in many ways, mimicked the Arab attacks on all fronts 63 years ago. In the north, along the Lebanese and Syrian borders, Palestinian sought violent confrontations with Israeli forces. Similarly, along the southern border with Gaza, Hamas members sought to use the cover of "demonstrations" to deploy explosive devices for use against Israeli defence forces. (The Jordanian border remained quiet, demonstrating Amman's understanding that friction with Israel would result in unacceptable instability in Jordan.)

And the recent terror attack in Tel Aviv – using a truck as a weapon – reminded Israelis, and any outsiders capable of overcoming the conventional wisdom, that this incitement results in murderous attacks.

For all of these reasons, it's clear that a realistic peace process must first tackle the nakba mythology, which has been allowed to fester and expand for so long. Instead of continuing to fund the destructive 1948 myths purveyed by UNRWA and Badil, negotiators and diplomats need to channel these resources into constructive education programs for Palestinians, Arabs and Muslims.

In particular, this means teaching of basic facts – that the Jewish people have an undisputed historic connection with this territory – with the right to an independent state – and that the violent Arab rejection of compromise and the two-state solution in 1947/8, as well as the later wars, were responsible for the "suffering of the refugees."

Israelis have shown that when these principles are accepted, they will be ready to make the difficult compromises for a real peace agreement .

Veel zionistische leiders zagen al vroeg de noodzaak in van een territoriaal compromis en de legitimiteit van de Palestijns-Arabische aspiraties. Het Midden-Oosten conflict gaat dan ook om een botsing van recht tegen recht. Een compromis moet echter door beide partijen gesloten worden, en vooral aan Palestijnse kant lijkt nog steeds onvoldoende draagvlak hiervoor.

A Zionist despite himself

Yitzhak Laor declared in a Haaretz opinion piece on June 3 ("Get rid of Zionism" ) that we "have to free ourselves of Zionism." His message was that we have to dissociate ourselves from the concept that demands sole Jewish ownership of the land for historical and religious reasons. This is pointless, as Ruth Gavison reminds us in her opinion piece, "Partition - for Zionism's sake" (Haaretz, June 10 ), since there were at all times many people from the very heart of mainstream Zionism who supported dividing the land between the two peoples. Many did so not only for pragmatic reasons but because they recognized that the country is also the homeland of another people and that there is justice to their national aspirations.

 

It is not incidental that many members of the left, including the radical left, so often quote Zionist leaders - who, even before the establishment of the state, called for a compromise with the other side, for understanding its point of view, and for recognizing that the conflict between the two peoples in this country is a clash between justice and justice and not between justice and injustice (as Israel's first president, Chaim Weizmann, put it ). It is a shame, though, that no quote has been found by the Mufti, Haj Amin al-Husseini, in which he called for a compromise, understanding of the other side, and recognition of the fact that there is justice to the positions of both sides.

 

Therefore, there is no need whatsoever "to free oneself from Zionism" in order to part from the territories and to oppose, as a matter of principle, rule over another people. On the other hand, the question arises: If we want to free ourselves of Zionism, why should we part from the territories? What, according to Laor's belief, is wrong with a solution of "one state" undivided in the entire country?

After all, it couldn't possibly a matter of not being willing to live in a country with a Muslim-Arab majority. One cannot come to a Zionist like me with complaints like that - I don't want to live in a country with a Danish majority, either. Nor would I like to live with the carefree and pleasant Costa Rican people in the same binational state.

 

I am interested in living in my people's independent state and I recognize the full right of the Palestinian people to a national state of their own. This is in no way discrimination against the Arabs. However, why would someone who has "freed" himself of Zionism want to draw an artificial borderline inside a tiny country so as to divide it up into two minute states? What logic is there in that?

 

Perhaps the consideration is that there is a need to protect and nurture Hebrew culture after it is freed of Zionism (a rather difficult mission in its own right ). But why should one think that this would not be possible in the framework of one undivided state in the entire country? If indeed Laor doubts that this would be possible, he ought to explain what his doubts are based on. An explanation of that kind is likely to contribute a great deal to the discourse that is developing over the issue of "one state" against "two states."

 

But perhaps, beyond the Hebrew culture, there is also some kind of devotion to Hebrew nationhood - of a secular and progressive kind, of course, that aspires to become integrated into the Semitic domain? But could there be a more fitting way to become part of the Semitic region than through a secular binational state in this country, preferably as part of a regional union? Or perhaps Laor is not convinced that a state like that would indeed be binational and secular, and that a Semitic region would be ready, for its part, to integrate in it a secular Hebrew nationhood? It would be interesting to know why he is not convinced.

 

At all events, for someone who is adamant about dividing the land, the talk about setting oneself free from Zionism seems more like a fashionable affectation than a genuine "liberation." It is good to know that even those who have a strong urge to taunt Zionism, understand from time to time that if they wish to remain here, they need a Zionist state so they will have somewhere to live and something to provoke.

[I]n Syria, another Arab Nakba is taking place before our eyes. This Nakba is the lot of the Syrian people. But this time, those behind the Nakba are not Zionists. They aren't Jews or French or godless British or Americans. Neither the Little Zionist Satan nor the Great American Satan is behind this Nakba. This time, the Satan is Arab, flesh of our flesh.

When thousands of Arab citizens - men, women and children - are massacred, when many others flee an Arab country because they fear an Arab regime with pretensions to waving the flag of Arab nationalism, then this so-called nationalism becomes dubious and ought to raise questions.

This is all the more the case when non-Arab Turkey is the country to which people are fleeing. Yes, the same Turkey that is regularly mentioned in Arab national discourse as the height of defilement and the source of all Arab ills. And all because of the Ottoman Empire, which ruled over the Arabs for hundreds of years and to which Arab nationalists have long attributed all the falterings of the Arab world.

 

 

A mirror "Nakba" is taking place in North Africa. From Newsweek:

 

 

No one knows how many people have died trying to make it from North Africa to Europe. Human traffickers don’t keep passenger lists, and authorities can only guess at the numbers of migrants based on the size of the capsized ships. But this much is clear: this is one of the deadliest years on record. The United Nations High Commissioner for Refugees estimates that in the past two months alone at least 1,600 people have died at sea as they fled their countries for European shores.

Lampedusa’s coastline is marred by the carcasses of capsized boats; the port is filled with shipwrecks, some with blankets, children’s toys, and jackets still on board. Deaths in these Mediterranean waters are now so common that fishermen routinely snag corpses in their nets. But to avoid the lengthy bureaucracy that goes with reporting the morbid catch, they often throw the bodies back in the water. “I can’t afford to have my boat sequestered for the season,” says one fisherman who didn’t want to give his name. “They won’t get any better burial on land if we bring them in.”

...When NATO bombardments against Libya began, Gaddafi vowed to “unleash an unprecedented wave of illegal immigration” on Europe. And the ships have been arriving from Libya since.

In the first five months of 2011, more than 45,000 people made their way to Lampedusa—more than 10 times the total number of last year. Thousands of others have arrived on nearby Pelagian islands, as well as Sicily and Sardinia. One boatload of Tunisians made it all the way to the Italian mainland, docking about 50 kilometers south of Rome. If the war in Libya continues, hundreds of thousands more are expected to make the perilous journey in the coming months.

Some refugees come for economic opportunity, having made it to Libya from other poor North African countries or sub-Saharan Africa. Others are fleeing war and unrest in Libya and beyond. But perhaps most disturbingly, human-rights groups report that soldiers loyal to Gaddafi are rounding up people and forcing them onto boats at gunpoint.

 

 

Thousands killed, tens of thousands becoming refugees. Yet it is only considered a real Nakba if it fulfills these two conditions:

1) You can blame Jews for causing the mass flight.
2) The flight is to Arab countries who don't want to help the refugees, even though they are fellow Arabs. 

Since the two conditions don't apply, this is merely standard operating procedure.

 

 

Israelische soldaat al vijf jaar vast - Amnesty International

 

Het mag verheugen dat Amnesty International zich ook het lot van Gilad Shalit aantrekt, die al 5 jaar in de Gazastrook wordt vastgehouden.

Aan onderstaande oproep, die we doorgestuurd kregen, kun je echter blijkbaar alleen meedoen als je je hebt aangemeld voor “Amnesty’s Rapid Response Action Team”.

De gedachte is wellicht om alleen serieuze handtekeningen te verzamelen (bij veel online petities krijg je een hoop spam, onzin en dubbele handtekeningen), maar dat beperkt natuurlijk wel het aantal deelnemers.

Israëlische soldaat vijf jaar lang op onbekende plek vast

De 24-jarige Israëlische soldaat Gilad Shalit wordt al vijf jaar op een onbekende locatie ergens in de Gazastrook vastgehouden. Zijn familie heeft de laatste twee jaar niets meer van hem vernomen.

Gilad werd tijdens een aanval op zijn legerbasis door Palestijnse gewapende groeperingen, waaronder de gewapende vleugel van Hamas, opgepakt. Twee andere soldaten kwamen hierbij om. Gilad Shalit wordt vastgehouden als ´ruilmiddel´ voor de politieke eisen van Hamas: in ruil voor hem eisen ze de vrijlating van sommige van de duizenden Palestijnen die door de Israëlische autoriteiten worden vastgehouden.

Gilad heeft al vijf jaar lang nauwelijks contact met de buitenwereld. Hij mag geen brieven schrijven naar of ontvangen van zijn familie. Zijn vader zei: ´Ik weet niet waar hij vastgehouden wordt en hoe het met hem gaat... en of hij nog steeds in leven is...´

Het laatste dat zijn familie van hem vernam, was een video waarin Gilad een verklaring voorlas en een krant met de datum 14 september 2009 vasthield.

Onderteken de petitie aan Isma´il Haniyeh, Minister President van Hamas, sinds 2007 aan de macht in de Gazastrook, en roep hem op Gilad goed te behandelen.

Wat kunt u doen?

Door op beantwoorden (reply) en vervolgens op verzenden (send) te drukken zet u uw naam onder de petitie. Amnesty International verzamelt alle handtekeningen en zal deze aanbieden aan de autoriteiten in de Gazastrook.

I would like to express my concern about the situation of Gilad Shalit, a 24-year old Israeli soldier who has spent five years in captivity in an unknown location somewhere in the Gaza Strip.

I urge you to take all necessary measures to comply with Hamas´ obligations under international humanitarian law in order to ensure that Gilad Shalit is allowed to communicate with his family including through sending and receiving letters.

I urge you to ensure that he is well treated and held in humane and dignified living conditions.

Gilad Shalit should be given immediate access to the International Committee of the Red Cross and should not be treated as a hostage.

Uitroeping Palestijnse staat einde Oslo Akkoorden

 

De uitroeping van een Palestijnse staat door de Palestijnse Autoriteit is in strijd met de Oslo akkoorden en andere overeenkomsten die in het kader van het Oslo vredesproces zijn gesloten. Toch heeft de EU daar geen kritiek op, en bekritiseert slechts opmerkingen van minister Lieberman die heeft gedreigd dat Israel in reactie daarop zich niet meer aan de Oslo Akkoorden zou houden. Een typisch geval van omgekeerde wereld: het is immers de Palestijnse (voorgenomen) actie die de akkoorden in gevaar brengt. Waarom zou Israel zich aan een overeenkomst houden die voor de Palestijnen niks meer waard is?

Ashton: Israel cannot back out of Oslo (but the PLO can do what it wants)

EU foreign affairs chief Catherine Ashton said Israel's foreign minister could not undo the Oslo Accords in response to a Palestinian statehood bid at the UN, in an interview with Israeli daily Haaretz published Thursday.

"I'm not sure that it's up to him to declare that Oslo is void really," Ashton said, adding, "I don't accept that Oslo is void, [if] so, it would be a different world." 

The EU leader met with Israeli Foreign Minister Avigdor Lieberman on Friday as part of tour of the Middle East and meetings with Israeli and Palestinian officials in an effort to give peace talks a push.

Ashton confirmed reports that Lieberman said in their meeting Israel could back out of past agreements, including the Oslo Accords that established the Palestinian Authority, if Palestinians seek UN recognition in September. 

Lieberman said "something to the effect," Ashton told Haaretz.

 

I'm not sure about the specific 1993 Oslo agreement, but a unilateral declaration of a Palestinian Arab state is definitely an abrogation of the 1995 Interim Agreement that was part of the Oslo process under Article XXXI:

7. Neither side shall initiate or take any step that will change the status of the West Bank and the Gaza Strip pending the outcome of the permanent status negotiations.


It is also an abrogation of the 1998 Wye River Memorandum:

V. Unilateral Actions

Recognizing the necessity to create a positive environment for the negotiations, neither side shall initiate or take any step that will change the status of the West Bank and the Gaza Strip in accordance with the Interim Agreement.

 

Not to mention the identical wording in the 1999 Sharm el-Sheikh Memorandum:

10. Recognizing the necessity to create a positive environment for the negotiations, neither side shall initiate or take any step that will change the status of the West Bank and the Gaza Strip in accordance with the Interim Agreement.


Apparently, the EU interpretation of the previous agreements between Israel and the PLO is that the PLO can violate the agreements with impunity but Israel must still adhere to them. 

This is not exactly the textbook definition of an "agreement."

 

Moslimbroeders regelen aankoop van Nederlands-Italiaans Gazaschip

 

Nog meer bewijs van de betrokkenheid van de Moslim Broederschap bij de Gaza flotilla, waar Nederlandse oudministers als Jan Pronk en Laurens Jan Brinkhorst, en de priester Antoine Bodar hun steun aan hebben toegezegd.

Dat er helemaal geen blokkade meer is en de meeste goederen (behalve wapens, sommioge chemicaliën, cement e.d.) vrij kunnen worden ingevoerd, ach, een kniesoor die daarom maalt.

Het Nederlands/Italiaanse schip voor Gaza kost 290.000 euro. Het grootste deel is betaald via organisaties van de Moslimbroederschap, zo blijkt uit een Arabisch document. De details staan te lezen op de website van de Italiaanse
Gazavaarders. 100.000 euro voor de politieke actie met een humanitaire vernisje komt uit Nederland. Een hoop geld om een handvol hulpgoederen af te leveren in de Gazastrook.

De internationale ‘vrijheidsvloot’ zal eind deze maand zonder vlaggenschip naar Gaza opstomen. De Turkse hulporganisatie IHH besloot gisteren om de Mavi Marmara thuis te laten. “Wegens technische problemen,” verklaarde IHH-chef Bülent Yildirim tegen dagblad Hürriyet. Oorzaak daarvan zouden de grote vernielingen zijn die vorig jaar aan boord zijn aangericht door de Israëlische marine. Het was, verkondigde Yildirim, niet gelukt om de Mavi Marmara op tijd te repareren.


Eerder in de week meldde IHH-woordvoerder Hüseyin Oruç, dat de deelname van de Mavi Marmara werd heroverwogen in verband met de politieke crisis in Syrië. Met geen woord repte hij over achterstand in het herstelwerk. Alles wijst er daarom op dat de beslissing is genomen onder druk van de Turkse regering, die op haar beurt weer gevoelig zou zijn voor Amerikaanse pressie.

 

Met het thuisblijven van de Mavi Marmara is tegelijk de angel uit de vlootoperatie getrokken. Op dit schip vielen vorig jaar negen doden, toen de Israëlische marine de vloot probeerde te stoppen. De Turkse boot zou dit keer maar liefst 500 van de 1000 activisten vervoeren. De rest van het Freedom Flotilla zou, zo meldde gisteren de Telegraaf, bestaan uit ‘drijvende roestbakken’. “Goedkope schepen die op de nominatie stonden om gesloopt te worden, maar die door actievoerders voor weinig geld zijn opgekocht, aldus een Israëlische diplomaat. Veel schepen zijn niet eens zeewaardig.”

Deze wrakke schuiten zullen ‘op hoop van zegen’ de overtocht van Griekenland naar Gaza wagen. In dat licht lijkt het geen verkeerde zet om een priester op te nemen in het Nederlandse steuncomité. Schrijver en theoloog Antoine Bodar verklaarde echter bij Knevel & Van den Brink, dat hij zich terugtrekt als de bemoeienis van de Moslimbroeders wordt aangetoond. Bodar kan vandaag verder schrijven aan zijn afscheidsbrief. De Moslimbroederschap is namelijk tot over de oren betrokken bij de financiering van de Stefano Chiarini, het gezamenlijke actieschip.

De details staan in een Arabischtalige oproep op de website van de Associazione Benefica di Solidarietà con il Popolo Palestinense (ABSPP). Volgens dit appèl kost het schip 290.000 euro. In de week voorafgaand aan 9 juni 2011 hebben de ABSPP en de Nederlandse Stichting ISRAA elk 50.000 euro overgemaakt. Beide organisaties zouden, aldus de aankondiging, in de week daarna een tweede tranche van twee keer 50.000 euro overmaken. Van andere zijde was 45.000 euro binnengekomen. Voor de resterende 45.000 euro deed de ABSPP een beroep op haar Palestijnse achterban in Italië.

 

ISRAA staat voor Internationale Steun Rechtstreeks Aan Armen. De Rotterdamse stichting is een van de opvolgers van de Stichting Al-Aqsa, waarvan de tegoeden zijn bevroren op advies van de AIVD in verband met mogelijk financiering van Hamas-activiteiten. In dit verband is de handtekening van Amin Abou Rashed, een van de gangmakers van de Nederlandse boot, gevonden tijdens een Amerikaans onderzoek naar de Holy Land Foundation, een stichting die fondsen wierf voor de Palestijnse terreurbeweging Hamas. Al-Aqsa was onderdeel van de Union of Good, een netwerk van charitatieve fondsen onder leiding van Yusuf al-Qaradawi, de geestelijk leider van de internationale Moslimbroederschap.

 

Directeur van ISRAA is Ibrahim Akkari, net als Abou Rashed een pionier van de Nederlandse Moslimbroederschap. De huidige voorzitter is Mohamed el Doori, tevens penningmeester van de Federatie van Islamitische Organisaties in Nederland. Deze FION was tot voor kort de Nederlandse afdeling van de FIOE, de Europese Moslimbroederschap. FION en ISRAA maken deel uit van de Nederlandse Gaza-coalitie. “Zo is de FION betrokken bij de organisatie van de Vredesvloot in 2010,”berichtte minister van Binnenlandse Zaken Piet Hein Donner onlangs aan de Tweede Kamer. Anders dan in de tijd van Al-Aqsa is er geen sprake meer van steun aan terroristische activiteiten. Donner: “De AIVD heeft geen concrete aanwijzingen dat de Moslimbroeders andere dan humanitaire doelstellingen van Hamas feitelijk ondersteunen.”

 

Uit via de Telegraaf uitgelekte notulen van Nederland-Gaza blijkt dat Abou Rashed en Akkari een hoofdrol spelen. Over Abou Rashed noteerde verslaggever Bart Olmer. “Zal zich bezighouden met de aankoop van de Nederlands-Italiaanse boot, inzamelen van goederen, opslag en transport. Amin heeft toegezegd het gesprek met Italië aan te gaan.” Volgens diezelfde notulen blies ISRAA de moeizame fondsenwerving nieuw leven in. “Stichting ISRAA start deze week een enveloppenactie: er zullen enveloppen gestuurd worden naar moskeeën door heel Nederland om te vragen om
donaties.”

 

In Italië bezegelde Amin Abou Rashed de aankoop van het schip met oude vrienden. De Palestijns-Italiaanse hulporganisatie ABSPP maakte net als de Nederlandse Al-Aqsa Stichting deel uit van Qaradawi’s Union of Good, aldus het Investigative Project on Terrorism (IPT). Volgens de IPT-onderzoekers zijn er nauwe banden tussen ABSPP en Hamas. Italiaanse activisten namen vorig jaar deel aan de gevechten aan boord van de Mavi Marmara.

 

Zonder de IHH blijft de Moslimbroederschap volop betrokken bij de nieuwe Gazavloot. De beslissing om zonder de Turken uit te varen werd wereldkundig gemaakt op een persconferentie, waar ook Mohammed Sawalha, leider van the International Committee to End the Siege of Gaza, strijdvaardige teksten uitsprak. Deze Sawalha was een van de ondertekenaars van de geruchtmakende Verklaring van Istanboel, waarin opgeroepen werd tot gewapende acties tegen de Britse marine in de wateren bij Gaza. Deze steunverklaring aan Hamas zorgde voor grote spanningen tussen de Britse regering en de sterk door de Moslimbroederschap beheerste Muslim Council of Britain.

 

Antoine Bodar heeft dus stof genoeg voor zijn bedankbrief aan de stichting Nederland-Gaza. Waar wacht hij nog op?

 

Rode Kruis eist van Hamas levensteken Shalit

 

Gilad Shalit werd vandaag 5 jaar geleden ontvoerd en gegijzeld, en heeft sindsdien geen bezoek mogen ontvangen van wie dan ook, inclusief het Rode Kruis. Het laatste levensteken was zo’n 2 jaar geleden,

 

Het is goed dat het Rode Kruis deze eis herhaalt, maar het zal niks uithalen. Hamas is geen westerse organisatie die gevoelig is voor het soort argumenten dat het Rode Kruis en anderen gebruiken.

 

Netanyahu has said he is committed to seeking Shalit's release. But his rightist government balks at meeting Hamas' demands to free hundreds of prisoners, among them men convicted of lethal attacks, calling it too great a security risk.

Ismail Haniyeh, head of the Hamas administration in Gaza, asked by reporters on Wednesday about the 5th anniversary of Shalit's capture, said: "The Palestinian resistance has some demands, and it is sticking with its demands."

Onlangs nog wees Hamas een voorstel af waarbij 1000 gevangenen zouden vrijkomen. Duizend! En daaronder de nodigen met ‘bloed aan hun handen’. Israel is bereid veel op te geven om Shalit vrij te krijgen, teveel naar mijn idee. Dit toont wel aan dat het niet aan Israel ligt dat hij nog niet vrij is. ‘Some demands’ vind ik dus nogal een lachertje.

Israel suspended visits in June 2007 in a move which the ICRC said contravened international humanitarian law and had prevented more than 700 families from seeing their detained relatives over the past four years.

Hier kan Hamas morgen een einde aan maken, door een deal zoals onlangs door Duitsland bemiddeld, te accepteren. Dan komen niet alleen duizend gevangenen vrij, maar zal aan dergelijke restricties ook een einde komen.

International aid agency's unusual public appeal comes just nearly five years to the day the soldier was captured by Palestinian militants in a cross-border raid from Gaza.

GENEVA, June 23 (Reuters) - The International Red Cross on Thursday urged Hamas to provide proof abducted Israel Defense Forces soldier Gilad Shalit is still alive.

The independent aid agency, in an unusual public appeal, said that Shalit's family had a right under international humanitarian law to be in contact with their 24-year-old son, who has been held incommunicado since captured by Palestinian militants in a cross-border raid on June 25, 2006.

"Because there has been no sign of life from Mr. Shalit for almost two years, the ICRC is now demanding that Hamas prove that he is alive," the International Committee of the Red Cross (ICRC) said.

Hamas-led gunmen tunneled from Gaza into Israel to seize Shalit, who has been held at an unknown location in Gaza ever since. The last sign of life was a videotape released by his captors in September 2009 showing Shalit, pale and thin, pleading for his life.

"The total absence of information concerning Mr. Shalit is completely unacceptable," ICRC Director-General Yves Daccord said in a statement.

He has become a compelling symbol for Israelis, many of whom do compulsory military service and identify with his plight.

The ICRC has called repeatedly but unsuccessfully on the militant Islamist group to allow Shalit to exchange family news with his loved ones and to receive visits by ICRC officials.

Shalit is not considered a prisoner of war, as he was seized by an armed group rather than by forces of a state that has ratified the Third Geneva Convention. However, like all other detainees captured in conflict, he is entitled to humane treatment under the Geneva Conventions, according to the ICRC.

"Hamas has an obligation under international humanitarian law to protect Mr. Shalit's life, to treat him humanely and to let him have contact with his family," Daccord said.

His parents, Noam and Aviva, are in close contact with the ICRC and have come to its headquarters for talks over the years.

On Friday, the fifth anniversary of his capture, the parents have said they will spend the day in a tent plastered with signs urging Israeli leaders to bring their son home.

They have led a campaign to press Prime Minister Benjamin Netanyahu to agree to a prisoner swap with Hamas.

Netanyahu has said he is committed to seeking Shalit's release. But his rightist government balks at meeting Hamas' demands to free hundreds of prisoners, among them men convicted of lethal attacks, calling it too great a security risk.

Ismail Haniyeh, head of the Hamas administration in Gaza, asked by reporters on Wednesday about the 5th anniversary of Shalit's capture, said: "The Palestinian resistance has some demands, and it is sticking with its demands."

The ICRC also urged Israel to allow relatives of Palestinian detainees from Gaza to visit them in custody in Israel.

Israel suspended visits in June 2007 in a move which the ICRC said contravened international humanitarian law and had prevented more than 700 families from seeing their detained relatives over the past four years.

"The International Committee of the Red Cross urges Israel, on humanitarian grounds, to lift the suspension of family visits for all detainees from Gaza," it said in a separate statement issued earlier on Thursday.
