These lands are registered in the JNF's name in the Jordanian land registry. All the land was purchased by the JNF before the demarcation of borders recognized today.

New map of Jewish land holdings in Syria

In December, I wrote about the little-known fact that the Jewish National Fund owns some 53 square kilometers of land in Syria. I showed a map of some of their holdings made in the 1930s:

Now, Guy Bechor writes (in Hebrew) many fascinating details on this story, about how a member of Hovevei Zion named David Rosenberg encouraged the purchase of land in the Hauran and tried to get Jews to settle there. Some did, in various settlements with names like Tiferet Binyamin and Nachalat Moshe. The settlements were attacked by Arabs and the Turks disallowed any further Jews from moving in, which doomed the enterprise.

The land was owned by the Palestine Jewish Colonization Association (PICA), which gave the lands to the JNF in the 1950s.

Bechor also shows a Hebrew poster for a tour to visit these lands in the summer of 1935 - since there were no fences along the borders, Jews could just take a trip to Syria to visit historic Jewish lands in the Golan and Hauran.

He goes on to show that in the 1940s, Syria simply confiscated much of the PICA-owned lands. Bechor estimates that between the Golan and Hauran, the JNF owns some 100,000 dunam (100 square km.)

The Matson Collection of old photos from Palestine includes this interesting one, a photograph of a map, entitled "Map. Extent of Jewish landholdings, issued by Jewish Natl. [i.e., National] Foundation, Jerusalem", taken between 1934 and 1939:

With a little research I found this article from Globes in 2000:

"Globes" has further learned that the documentation proving JNF ownership of 53,000 dunams on the Golan Heights deep inside Syria were submitted to Prime Minister Ehud Barak for presentation at the negotiations with Syria.

JNF chairman Shlomo Gravitz today confirmed that JNF owns 5,000 on the Golan Heights, and another 53,000 dunam deep inside Syria. He said, "It's important that the public be aware that there are lands on the Golan Heights and in Syria that belong to the Jewish nation, not to Syria. We transferred the material to the Prime Minister for use during the negotiations."

Also, this 2001 paper on the JNF says:

The Guardian and the Australian Use Suspect Sources in Israel Child Abuse Story

The Guardian recently highlighted Israel’s treatment of Palestinian minors in two articles written by Harriet Sherwood.

The first piece published on January 22, 2012, mentions that minors are accused of throwing stones and flinging Molotov cocktails, but Sherwood does not consider these to be “weapons” or “serious offenses”. Several Israelis have been killed and numerous others injured by Palestinian stone throwing.

The second article published on January 23, 2012, refers to British government concerns about Israel’s treatment of Palestinian minors, including criticism of Israel by Labour MP Sandra Osborne who is seen here with Hamas PM Ismail Haniyeh.

Most of the details of alleged abuse come from Defense for Children International (DCI) which was also the main source for similar articles in The Australian written by John Lyons, discussed in greater length below. Sherwood’s article also refers to a report conducted by B’Tselem.

According to the B’Tselem report, out of 835 Palestinian minors arrested and tried in military courts in the West Bank from 2005 to 2010 on charges of stone throwing all but one were found guilty. That number is in stark contrast to the material provided by Israel’s Ministry of Foreign Affairs (IMFA) and the Israeli Defense Forces (IDF) which shows that the conviction rate was 62.8% for 2009, 57.3%, in 2010 and 58.62% in 2011.

Sherwood claims that “few parents are told where their children have been taken. Minors are rarely questioned in the presence of a parent, and rarely see a lawyer before or during initial interrogation. Most are detained inside Israel, making family visits very difficult.” According to material provided by IMFA and the IDF, the recently approved Amendment 10 to the Security Order (Judea and Samaria) 5771-2011 provides all minors under the age of 18 with a court-appointed defense attorney, the presence of a parent or relative during every hearing and the notification of a parent about any investigation. The amendment was made on September 27, 2011, about 4 months prior to Sherwood’s article.

Both articles by Harriet Sherwood claim that Israel could be in breach of the Fourth Geneva convention but the Fourth Geneva convention does not place any obligation on Israel to apply Israeli civil law in the West Bank.

In July 20, 2011, she was in a boat off Gaza reporting on fishing restrictions enforced by Israel due to security reasons, where she tweeted that Israeli gunboats were preventing them from going further out to sea. However, according to her own GPS coordinates, she was outside the 3 mile permitted zone.

A detailed analysis of 138 articles written by Harriet Sherwood shows a clear pro-Palestinian, anti-Israel slant.

Former Guardian columnist Julie Burchill confirmed there was “striking bias against the state of Israel” at the Guardian and Honest Reporting awarded The Guardian its 2011 “Dishonest Reporting Award” due to at least 10 incidents of misleading anti-Israel coverage.

The Australian

John Lyons is the Middle East correspondent for The Australian and in an article he penned entitled, “Stone Cold Justice“, Lyons states that Palestinian child prisoners are treated differently from those in Israel.

According to Israel’s Foreign Ministry spokesperson Yigal Palmor, “Israel is obliged under international law to apply to the West Bank the legal system that was in place before it became occupied in 1967, so it is therefore neither surprising, nor a cause for outside international concern, that the rules for minors accused of offenses there are different to those in Israel proper.” Sandra Osborne, also mentioned in the Guardian articles

The article publishes a statement from British MP Sandra Osborne, also mentioned in the Guardian articles who claims that “… A whole generation is criminalized through this process.”According to Australia/Israel & Jewish Affairs Council executive director Colin Rubenstein, the reason Palestinian minors are jailed, and Israeli civilians are injured or killed is because of “the exploitation and indoctrination of children by both Palestinian terror groups and by the Palestinian Authority official education system and media.”

John Lyons has a history of writing articles critical of Israel. In this November 2010 article, he blames Israel for the failure of the peace process. In another June 2010 article, he claims there is a food shortage in Gaza and that Israel is responsible for it. The fact is that Israel allowed over a million tons of humanitarian aid to enter Gaza from January 18, 2009 to June 5, 2010.

The main source for the article was Defense for Children International (DCI) represented by Australian lawyer, Gerald Horton. Despite the name of the organization, there is no mention on its website of Israeli children who suffer due to rockets from Gaza and Palestinian suicide bombings. However, Defense for Children International does have a separate and comprehensive Palestinian website which details alleged abuses committed by Israel.

DCI’s president, Rifat Odeh Kassis, is a Palestinian who supports the Boycott, Disinvestment and Sanctions (BDS) campaign against Israel. DCI calls on Israel to recognize the right of return for Palestinian refugees, supports the Goldstone Report and called for sanctions against Israel after the Gaza flotilla incident. In addition, the group accused the Israeli military of committing war crimes in Gaza and published a list of Palestinian children killed in the conflict that was later contradicted by Palestinian sources.

According to DCI-Palestine’s annual report, revenues in 2010 were $1.2 million. Its funding comes almost exclusively from European countries. Board member Shahwan Jabarin, had been denied entry into Israel and Jordan due to his past involvement with the Palestinian Front for the Liberation of Palestine (PFLP) terrorist group.

Other sources John Lyons used for his article include Yesh Din, No Legal Frontiers and Breaking the Silence. According to Emily Schaeffer, a lawyer employed by Yesh Din, “Yesh Din was founded to use law as a tool to fight the Israeli occupation of the Palestinian territories.” No Legal Frontiers does not list its funding sources or staff. but it’s newsfeed prior to 2011 was based on DCI-Palestine reports. Breaking the Silence receives the majority of its funding from foreign sources and accused the Israeli military of committing “war crimes” in Gaza.

Kevin Rudd is the current foreign minister and former prime minister of Australia. Following the publication of Lyons’s article, Rudd instructed “Australian diplomats in Israel to take up the matter with Israeli authorities.”

Rudd has “echoed the call of US President Barack Obama in May, calling for two states divided along 1967 borders, with appropriate land swaps.” He also wants Australia to abstain from a possible United Nations vote on Palestinian statehood. This may be seen as an attempt to gain support from Muslim countries for “Australia’s campaign to gain a temporary seat on the UN Security Council.” Several prominent Australian politicians expressed concern after Australia changed its voting record at the UN in November 2011. Australia abstained from two anti-Israel resolutions and voted in favor of a third resolution that was critical of Israel.

Despite asking Israel for concessions, Kevin Rudd has not made similar demands from the Palestinians. He also criticized Israel’s decision to build 1100 new homes in the Jerusalem suburb of Gilo. He has asked Israel to adhere to the Non-Proliferation Treaty (NPT) and subject Israel’s nuclear facility to IAEA inspections. Rudd had also expelled “an official from the Israeli Embassy in Canberra over the Dubai passports affair.”

John Lyons could not be reached for comment. At the time of publication, Kevin Rudd’s office and The Australian, had not responded to the Algemeiner’s request for comment.

Vredesconferentie in Joodse nederzetting Ariel

Vrede en nederzettingen, dat gaat volgens velen niet samen. De kolonisten pikken immers het land af van de Palestijnen, dus met hun valt per definitie niet te praten. Maar op de Westbank zelf denken sommige Palestijnen daar (heimelijk) anders over. Ze werken in praktische dingen samen, en dan blijkt dat niet alle kolonisten erop uit zijn de Palestijnen weg te pesten en te voorkomen dat er een Palestijnse staat komt. Sommigen wonen daar omdat ze van het land houden of omdat ze er geboren zijn, en willen vreedzaam samenleven en samenwerken met de aanwezige Palestijnse Arabieren.

Opvallend genoeg vinden Palestijnen en rechtse Israeli's elkaar soms in vormen van een eenstatenoplossing. Vroeger droomden vooral Joden ter linkerzijde van een (binationale) gemeenschappelijke staat, maar de Arabieren wilden er nooit aan. Nu zien sommige kolonisten het als een optie om vreedzaam in hun Bijbelse land te kunnen blijven wonen, en voor sommige Palestijnen is het wellicht aantrekkelijker dan onder het bestuur van een (corrupte) Palestijnse regering te leven, door zwaar bewaakte grenzen goeddeels afgesloten van de Joodse staat.

Het idee is dat als het lukt met de mensen in het naburige dorp goed om te gaan, dat toch ook in het groot moet lukken? Dat lijkt een naïef soort idealisme: waarschijnlijker is dat een gemeenschappelijke staat tot een desastreuze machtsstrijd en een burgeroorlog zal leiden totdat een van beide het onderspit delft.

An unusual peace conference - in a Jewish settlement

Makor Rishon reports on an interesting, if quixotic, conference that took place at Ariel University.

They were there to debate "What is the best peace plan?"

It was sponsored by an Israeli organization that had already held similar conferences in Tel Aviv, eastern Jerusalem and Beit Jala. The Ariel conference was attended by Palestinian Arabs, Jews who live in Samaria, students with yarmulkas together with Muslim men and women.

While the organizers were upset that some of the Arab invitees were barred and others were held up at checkpoints, the atmosphere was described as intimate as the groups mingled over coffee and cookies.

One right-wing speaker said "I do not believe in separation. Oslo failed, the disengagement failed. I believe we need to cooperate as much as possible in creating a life together, so these discussions are so important."

Most of the Arabs spoke about variants of a one-state solution but all options were on the table.

The Israeli organizer, Doron Tzur, said he wants to "create a reality where Israelis and Palestinians participate in presenting their own ideas of peace, and design by asking questions and answers and requests for clarification. [We want] a more detailed plan, one that is transparent, that everyone can explore, ask questions and expect a response. The way to build confidence, create some sort of agreement, where a majority of both nations agree; let's do a referendum, let's make it a reality."

One Arab speaker stressed that DNA studies showed that many Palestinians are of Jewish origin who converted, and wants them to embrace their Jewish roots without abandoning Islam, and therefore being part of a single state. Another proposed a federation of two states into one, where the Jewish side could "even have an army."

Tzur specializes in conflict resolution, and he doesn't think that his idea of getting Jews and Arabs to discuss these ideas together is too utopian.

"In 1897, Zionism was a dream. Fifty years later we have the State of Israel. True, there are many intersections in history, but that does not mean we are exempt from exploration and trying to change reality. The conflict is not a tsunami, nor a decree. It is inside the minds of people, and you can also change their hearts and minds. If people would open up, sit down and combine their desires, it will happen."

While I think this is simply not conceivable, the photo illustrating the story was worthy of a poster. Especially since Ariel University does have Arab students - even as some left-wing Israeli academics choose to boycott it.

De Gazastrook is niet door Israel bezet. Een bezetting betekent dat een gebied onder de controle van de bezettende macht valt, en die er de macht uitoefent en dus ook het bestuur. Soms is er wel nog een eigen ondergronds bestuur maar dat kan niet normaal zijn taak uitoefenen. Vaak is de betreffende regering naar het buitenland gevlucht zoals de Nederlandse tijdens de Duitse bezetting of de Tibetaanse nu. De Haagse conventie zegt:

[T]erritory is considered occupied when it is actually placed under the authority of the hostile army. The occupation extends only to the territory where such authority has been established and can be exercised.

Waarom dan heeft de VN het steeds over de bezette Palestijnse gebieden, en stelt het dat ook de Gazastrook daaronder valt? Dat blijkt te zijn omdat de VN de Westbank en Gaza geen verschillende status wil geven om hun eenheid te bewaren. Dat is natuurlijk vreemd, want het gebeurt wel vaker dat een deel van een land of gebied bezet is en een ander gedeelte niet. Nooit eerder werd dan het hele gebied maar bezet genoemd omdat anders de eenheid ervan in het gevaar zou komen. Dat kan ook niet anders:

The UN's sleight of hand in considering Gaza "occupied"

Recently, UN Watch asked the UN to comment on why it still considers Gaza to be "occupied territory" when even Hamas has said that there is no occupation there. The UN promised to get back with a rationale.

The UN has now answered:

Spokesperson: Under resolutions adopted by both the Security Council and the General Assembly on the Middle East peace process, the Gaza Strip continues to be regarded as part of the Occupied Palestinian Territory. The United Nations will accordingly continue to refer to the Gaza Strip as part of the Occupied Palestinian Territory until such time as either the General Assembly or the Security Council take a different view.

Question: Can I follow up on that? It is the legal definition of occupation and why is Gaza considered occupied?

Spokesperson: Well, as I have just said, there are Security Council and General Assembly resolutions that cover this. For example, there was a Security Council resolution adopted on 8 January 2009 — 1860 — and that stressed that the Gaza Strip constitutes an integral part of the territory occupied in 1967. And as you know, Security Council resolutions do have force in international law.

Furthermore, there is a resolution from the General Assembly from 20 December 2010, and while it noted the Israeli withdrawal from the Gaza Strip and parts of the northern West Bank, it also stressed, in quotes, “the need for respect and preservation of the territorial unity, contiguity and integrity of all of the Occupied Palestinian Territory, including East Jerusalem”. So just to repeat that the United Nations will continue to refer to the Gaza Strip as part of the Occupied Palestinian Territory until either the General Assembly or the Security Council take a different view on the matter.

What the UN seems to be saying is that if part of the territory is occupied, then all of the territory is considered occupied, since there is are UN resolutions that declare the two territories are considered united.

This flies in the face of logic, and international law. The definition of "occupation" from the 1907 Hague Regulations - the only legal definition there is - says:

[T]erritory is considered occupied when it is actually placed under the authority of the hostile army. The occupation extends only to the territory where such authority has been established and can be exercised.

The wording shows that "occupation" exists only in areas where there is in fact a physical occupation. Obviously an army that occupies part of another nation cannot apply the laws of occupation on the portions of that nation that are not under physical occupation, and just as obviously the Hague allows occupation of a portion of territory, no matter whether that territory is contiguous or not with other territories not under occupation.

From the perspective of the Geneva Conventions, the laws of occupation are meant to protect the citizens actually under occupation. It is impossible for an "occupying army" to protect citizens when it is not physically there.

Amnesty International expands on this:

The sole criterion for deciding the applicability of the law on belligerent occupation is drawn from facts: the de facto effective control of territory by foreign armed forces coupled with the possibility to enforce their decisions, and the de facto absence of a national governmental authority in effective control. If these conditions are met for a given area, the law on belligerent occupation applies. Even though the objective of the military campaign may not be to control territory, the sole presence of such forces in a controlling position renders applicable the law protecting the inhabitants. The occupying power cannot avoid its responsibilities as long as a national government is not in a position to carry out its normal tasks.

For example, the US occupied part of Iraq - but not all of it. To say that all of Iraq was "Occupied Iraqi Territory" would be laughable.

What the UN is really saying here is that the name it has given to the territories is "Occupied Palestinian Territories." That name has nothing to do with the reality of whether they are legally occupied or not. (In fact, I would argue that the name has nothing to do with whether they are legally considered "Palestinian" or not.) It is a title, from which people may think that the territories are under occupation, but it is not a legal declaration that they are occupied.

After all, the ICRC says "A transfer of authority to a local government re-establishing the full and free exercise of sovereignty will normally end the state of occupation." Any way you look at it, Hamas is the government of Gaza, and not subjected to any Israeli restrictions on how it governs. The UN can declare the territories to be a single entity all it wants, but the definition of occupation is at odds with the title "Occupied Palestinian Territories."

Similarly, Area A in the West Bank is not by any definition "occupied;" because Israel transferred authority over the administration of Area A to the PA, just as it did in Gaza. This is the textbook definition of how to end occupation of a territory.

The UN's answer is a contortion meant to obfuscate reality and international law.

Lof voor heroïsche Palestijnse kindermoordenaars van Itamar

Op het officiële tv station van de Palestijnse Autoriteit kunnen mensen wekelijks hun groeten overbrengen aan gevangenen in Israel. Of zo'n programma er ook is voor Palestijnen die in Palestijnse gevangenissen zitten weet ik niet. Onlangs brachten verschillende familieleden hun groeten over aan de moordenaars van de Fogel familie in Itamar, die onder Palestijnen als helden worden gezien. Deze moordenaars verdedigden zich niet heroisch tegen een aanval van boze kolonisten waarbij zij nu de kolonisten vermoordden in plaats van andersom, maar drongen het huis van de familie binnen toen deze sliep, en vermoordden onder andere een vier maanden oude baby. Dat mensen daar ook maar het minste begrip voor kunnen opbrengen (en dat zijn er heel wat, waaronder de bekende historicus Thomas von der Dunk) vind ik onbegrijpelijk.

On PA TV: Glorification of Fogel family murderers

Twice last week, official Palestinian Authority TV broadcast greetings to the murderers of the Fogel family from the relatives of the killers and from the PA TV host.

On March 11, 2011, five members of the Fogel family were killed in their home in the Israeli town Itamar by Palestinian terrorists from the Awad family. Hakim Awad led the attack, killing the parents Ehud and Ruth and three of their children, aged 11 years, 4 years, and 2 months.
The weekly PA TV program For You dedicated to Palestinian prisoners in Israeli prisons let the mother and aunt of one of the murderers praise the terrorists as "heroes." After the mother of the murderer Hakim Awad explained how she is prevented from visiting her son for security reasons, the PA TV host said: "Go ahead, sister, we can convey your voice."

On the phone, Hakim Awad's mother "blesses" her "dear son," and despite the fact that participants in this TV program normally do not mention the terror attacks for which their relatives are serving time, the mother mentions that her son is the one who "carried out the operation in Itamar and sentenced to 5 life sentences," referring to her son's brutal killings in the town Itamar.

Hakim Awad's aunt also participated in the program and referred to the terrorists involved in the killings as "heroes," calling Hakim Awad "the hero, the legend." This prompted the PA TV host to add: "We, for our part, also convey our greetings to them."

It was Hakim Awad who killed Ehud and Ruth Fogel and their young children with a knife. The other Awad family members praised on the program as "heroes" were either accessories to the murders or helped destroy evidence.

Although this was a phone conversation, the editors of the PA TV program and its host did know in advance that the callers were relatives of the Fogel murderers. The host introduced them before the conversation took place and a text with the names of the callers appeared at the bottom of the screen: "Prisoner Hakim Awad's family / Awarta - Nablus."

The program was broadcast on official PA TV on January 19 and 21.

The following is the full transcript of the greetings on PA TV:

PA TV host: "We have a call from the family of prisoner Hakim Awad."

Mother of Hakim Awad: "I thank you for connecting me with my son, because I and all of the family are prevented for security reasons [from visiting him].

Host: "Go ahead, sister, we can convey your voice."

Mother of Hakim Awad: "My greetings to dear Hakim, the apple of my eye, from the village of Awarta, 17 years old, who carried out the operation in Itamar (i.e., killing of 5 Fogel family members), sentenced to 5 life sentences and another 5 years, in prison."

Jordanië heeft een ingewikkelde sociale structuur. Volgens onafhankelijke waarnemers vormen anno 2012 Palestijnen een absolute meerderheid in het Hasjemitische koninkrijk terwijl de oorspronkelijke bedoeïenenstammen een minderheid zijn geworden. Deze stammen stonden bekend om hun onvoorwaardelijke steun aan de Jordaanse monarchie, maar er zijn veel signalen dat deze loyaliteit tanende is. Terwijl de Palestijnse meerderheid, waarvan een groot deel in uiterst armoedige vluchtelingenkampen rondom de hoofdstad Amman leeft, zich in alle opzichten gediscrimineerd en achtergesteld voelt.

Beide ingrediënten vormen een explosieve cocktail, die als een tijdbom onder de fundamenten van de Jordaanse staat tikt. De Jordaanse vorst Abdullah zei vorig jaar tijdens een interview met het Israëlische Channel 2 dat „Israël geen duidelijke toekomst heeft, gezien de demografische uitdaging in het land”, waarmee hij de 1,5 miljoen Palestijnen in Israël bedoelde. Deze demografische uitdaging lijkt echter in Jordanië zelf veel groter te zijn, waar bedoeïenenstammen in toenemende mate vrezen voor wat zij de „Jordaanse identiteit” van het land noemen.

Iedereen heeft het altijd over de discriminatie van Palestijnen door Israel, en het feit dat Israel zijn Joodse meerderheid wil behouden en het daarom bijvoorbeeld voor Palestijnen die met een Israeli zijn getrouwd lastig is om in Israel te mogen wonen. Maar dit demografische probleem speelt ook in Jordanië en Libanon, waar Palestijnen geen staatsburger zijn omdat dan de balans tussen christenen, shi’ieten en soennieten verstoord zou worden. Daar hoor je Meulenbelt, Von der Dunk, Van Agt en de andere usual suspects echter nooit over. In Jordanië zijn ze wel staatsburger, maar worden evengoed achtergesteld en kunnen ze die makkelijker verliezen dan niet-Palestijnse Jordanieërs.

AMMAN – De onheilspellende ontwikkelingen in Syrië overschaduwen de berichtgeving over Jordanië, dat wanhopig worstelt om niet in chaos en wanorde ten onder te gaan.

Begin oktober 2011 was er een vreemd schouwspel te zien in de Jordaanse hoofdstad Amman. Een overmacht aan veiligheidsagenten had de centrale bank omsingeld om de directeur, de 41-jarige Sharaf, de toegang te beletten. Het was een alternatieve manier om Sharaf te laten weten dat hij ontslagen was.

De sociale onrust van de Arabische revolutie kreeg ook het kleine Jordanië in zijn greep, waar de regering op een volgens economen onverantwoordelijke wijze was begonnen om de salarissen van ambtenaren en subsidies op voedsel en energie drastisch te verhogen, in een poging de woede van vooral de minderbedeelden in het land in te dammen.

Sharaf had als hoofd van de Jordaanse centrale bank de regering herhaaldelijk gewaarschuwd dat deze politiek de problemen van de Jordaanse samenleving niet oploste, maar op de lange baan schoof – met als schadelijk neveneffect een onacceptabele stijging van het begrotingstekort. Kritiek die hem in oktober zijn baan kostte, wat leidde tot twijfels over de onafhankelijkheid van de Jordaanse banksector.

De vaak zwaarbewapende bedoeïenenstammen uiten steeds openlijker kritiek op de Jordaanse vorst, die zij in toenemende mate associëren met corruptie. Deze stammen zouden het Jordaanse vorstenhuis, dat juist afhankelijk is van de steun van deze stammen, omver kunnen werpen. Om deze bedoeïenen tegenmoet te komen, zou koning Abdullah feitelijk een nog hardere politieke lijn moeten volgen tegen de toch al verbitterde Palestijnse meerderheid in het land, die op basis van haar demografische sterkte eveneens een directe bedreiging zou kunnen vormen voor de monarchie.

De machtsverschuivingen in de Arabische regio laten overal de opkomst zien van de moslimbroeders en er zijn steeds meer aanwijzingen dat koning Abdullah in hen een oplossing ziet waarmee hij zijn troon veilig kan stellen.

Afgelopen week maakte de Jordaanse regering plotseling bekend dat Hamasleider Khalid Meshal dit weekend een officieel bezoek zal brengen aan Jordanië. Een opmerkelijke mededeling, omdat Khalid Meshal in 1999 gedwongen werd Jordanië te verlaten. Bovendien staat Hamas op een Jordaanse zwarte lijst van verboden organisaties.

De Jordaanse premier Khasawneh zei hierbij veelbetekenend dat de verbanning van Meshal, die een Jordaans paspoort bezit, „een juridische en constitutionele fout was die we dienen te corrigeren.” Het voedde de geruchtenstroom dat het leiderschap van Hamas, dat zich steeds ongemakkelijker voelt in Damascus, wellicht in de nabije toekomst de Jordaanse hoofdstad Amman zal kiezen als alternatief.

Door dit alles rijzen er twijfels over het imago dat de Jordaanse vorst Abdullah in het Westen heeft opgebouwd als een modern en seculier heerser.

De positie van de moslimbroeders in Jordanië was én is echter fundamenteel anders dan in de omringende buurlanden. Terwijl de moslimbroeders van Tunesië tot Syrië verboden werden, mochten ze zich in Jordanië politiek organiseren in het Islamic Action Front, deelnemen aan verkiezingen en zitting nemen in parlement en regering. Ze werden de afgelopen decennia gesteund door het Jordaanse vorstenhuis – wat nu zijn vruchten lijkt af te werpen.

Vanwege het aanstaande bezoek van Meshal aan Amman zijn er grote vraagtekens te zetten bij de toekomst van het vredesverdrag tussen Jordanië en Israël.

Het was te verwachten: Abbas heeft de ‘verkennende gesprekken’ die in Amman werden gehouden en tot heuse onderhandelingen moesten leiden, beëindigd. Hij had geëist dat Israel de grenzen van 1967 accepteert als basis en dat in een eigen voorstel zou vastleggen, en dat had Israel niet gedaan. Het ging zaterdag al mis, toen Israel een uitgebreid voorstel over de grenzen en veiligheid wilde presenteren en speciaal daarvoor een legerofficier was meegekomen. Die is het beste thuis in de materie en kan het dus het beste uitleggen, dacht de Israelische delegatie, maar de Palestijnen zeiden zich geïntimideerd te voelen en weigerden de presentatie aan te horen. Israel moest maar met een schriftelijke verklaring komen als het zo belangrijk was.

Beide partijen steggelden al langer over de deadlines van verschillende voorstellen. Volgens de Palestijnen moest Israel voor de 26e met een gedetailleerd plan wat betreft de grenzen komen. Volgens Israel ging de termijn van drie maanden die het kwartet had gesteld echter pas in sinds men weer in gesprek is, en was er dus nog tijd. Toch had men op de valreep op woensdag een aantal algemene uitgangspunten wat betreft de grenzen gepresenteerd, maar zonder kaart.

In een dergelijke sfeer is het natuurlijk moeilijk om het überhaupt ook maar ergens over eens te worden. Abbas stelt zich steeds compromislozer op en heeft duidelijk geen zin in praten met Israel en het bijbehorende spel van geven en nemen.Verschillende commentatoren wijzen erop dat Abbas de onderhandelingen vanaf het begin niet serieus nam:

Most people in the West believe the main reason the talks are not going anywhere is because of Israel’s refusal to compromise on its settlement building programme. But while the Netanyahu government’s insistence on building settlements is certainly an obstacle, I am told by Western diplomats close to the exploratory talks that are currently taking place in Jordan between the two sides that the real reason they are running into difficulty is because the Palestinian delegation, led by the veteran Palestinian negotiator Saeb Erekat, is refusing to take the talks seriously.

With Israel feeling increasingly isolated as world attention focuses on the fall-out from the recent revolts in Libya, Egypt and Syria, there is a growing suspicion among Western diplomats that the Palestinians are working on the basis that, if they draw out the process, they will be able to strike a better deal with Israel.

Abbas weet heel goed dat de rest van de wereld overwegend aan zijn kant staat, dus waarom dan met een lastig Israel praten, en moeilijke concessies doen die zijn volk hem niet in dank af zal nemen? Hij heeft de gesprekken vanaf het begin niet serieus genomen, net als de gesprekken in 2010 toen Israel een bouwstop van negen maanden had afgekondigd. Op het laatst is er toen onder zware Amerikaanse druk heel even gepraat, maar ook dat stelde feitelijk niks voor. Zodra de bouwstop was afgelopen eiste Abbas niet alleen een verlenging, maar uitbreiding naar Oost Jeruzalem. Daar ging Israel uiteraard niet mee akkoord. Het was lastig genoeg geweest voor Netanyahu de bouwstop op de Westoever er in zijn coalitie door te krijgen.

Tijdens het Oslo vredesproces werd ook gepraat terwijl Israel de meeste tijd doorbouwde. Daarop was veel kritiek en er is tijdelijk ook minder gebouwd, maar het was nooit een breekpunt. Dat werd het pas rond 2008, toen dit ook een eis van het kwartet was geworden en daarnaast de VS geregeld kritiek had op de bouw in de nederzettingen. Onderhandelingen hebben alleen kans van slagen wanneer beide partijen de noodzaak ervan inzien. Ze weten immers dat het moeilijk genoeg zal zijn bereikte compromissen uit te leggen aan hun achterban. Als het goed is ontstaat aan de onderhandelingstafel een sfeer van vertrouwen waardoor beide kanten bereid zijn vergaande compromissen te sluiten. Maar dat gebeurt alleen als het gevoel van noodzaak, van urgentie en ook wederzijdse afhankelijkheid, aan beide kanten aanwezig is. Wanneer een van beiden een aantrekkelijk alternatief heeft vervalt die noodzaak en wordt het een spel, een tactiek.

Overigens zijn er rond 2008 door beide partijen vergaande voorstellen gedaan door zowel Israel als de PA. Maar toen dit uitlekte in de zogenaamde Palestine Papers, ontkende Saeb Erekat direct deze concessies te hebben gedaan, omdat hij wel weet dat zijn volk dit niet weet te waarderen. Het is dan ook de vraag hoe serieus die voorstellen waren en of men ervanuit ging dat men het daadwerkelijk eens zou kunnen worden. Ook tijdens die onderhandelingen hanteerden de Palestijnen een alles of niets houding: men deed een voorstel met een landruil van circa 2%, Israel deed een voorstel met een landruil van bijna 7%, en stelde vervolgens voor dat experts van beide kanten de kaarten nog eens naast en op elkaar zouden leggen. Dit weigerden de Palestijnen, en stelden voor dat Israel eerst met Syrië gaat praten.

Hoewel je bij de vredeswil van Netanyahu ook wel wat kanttekeningen kunt plaatsen, wilde toenmalige minister Livni, die de onderhandelingen leidde, niets liever dan een deal. Zowel Israel als de Palestijnen gingen tijdens de besprekingen verder dan wat het volk zou accepteren, maar die kloof is bij de Palestijnen vele malen groter dan aan Israelische zijde, waar in de kranten en op TV openlijk over de noodzaak tot compromissen en zelfs deling van Jeruzalem wordt gesproken. Aan Palestijnse zijde is er in het geheel geen debat, en iedereen die ook maar heel voorzichtig oppert dat een compromis nodig is, wordt bedreigd. Ondertussen verheerlijkt men geweld en terroristen. Zo heeft president Abbas vorig jaar mufti Hai Amin Al Husseini geprezen, en hij had ook mooie woorden voor de ‘heldendaad’ van de in de Shalit deal vrijgekomen Muna die een Israelische tiener had verleid en vermoord. Onlangs vertelde de mufti van de PA dat het de heilige plicht is van moslims om Joden te doden, en op het TV station van de PA vertelde weer een andere geestelijke dat alle kwaad in de wereld door de Joden wordt veroorzaakt. Zulke dingen roepen in het geheel geen verontwaardiging of kritiek op onder Palestijnen en hun sympathisanten. Sterker nog, de mufti werd in bescherming genomen door PA functionarissen die Israel van opruiing betichtten, van belediging van islamitische en nationale Palestijnse symbolen en natuurlijk schending van het internationale recht.

In zo’n klimaat, waarin opruiing tegen Israel en Joden de normaalste zaak is en geen enkele kritiek wordt gedoogd, zal iedere Palestijnse leider die ooit met een deal komt voor landverrader worden uitgemaakt. De Palestijnse leiders spelen een ongeloofwaardig en ook gevaarlijk spel: in de media, in moskeeën, in schoolboeken, tienerbladen en in de gehele cultuur worden martelaren verheerlijkt en Israel en Joden gedemoniseerd en van de meest extreme en idiote dingen beticht. Ondertussen weten ze wel dat ze toch met de Israelische duivels moeten samenwerken en sommigen verdienen daar een goede boterham aan. Dit leidt, wanneer het uitkomt, natuurlijk tot wrok en wantrouwen bij de bevolking en dus steun voor Hamas en anderen die de Palestijnse Autoriteit continu voor verraders en zionistenvriendjes uitmaken. Waarop de PA moet laten zien echt wel voor de Palestijnse zaak te staan door haar retoriek tegen Israel (in het Arabisch) nog een tandje op te voeren.

Beter zou het zijn als er eens een begin werd gemaakt met het moeilijke maar eerlijke verhaal aan de bevolking te vertellen: er zal met Israel samengewerkt en gepraat moeten worden, er zullen compromissen moeten worden gesloten, de Joden hebben ook wortels in het land en legitieme rechten en wij zijn niet alleen maar zielige slachtoffers maar hebben het er ook zelf naar gemaakt. Dit verhaal in omgekeerde zin is in Israel al vaak verteld, en het ‘oude’ zionistische narratief waarin alleen de Arabieren de boosdoeners waren is er allang ingeruild voor een realistischer kijk. Het wachten is nu nog op de Palestijnen, want alleen dan maken vredesonderhandelingen een kans. Misschien dat Europa, dat zich zo graag verantwoordelijk voelt voor het Israelisch-Palestijns conflict, daarbij een handje kan helpen.

De misleiding van de boycot Israel beweging (BDS)

Een goed artikel over de BDS (boycott, sanctions and divestment) beweging en wat er mis mee is.

“A few Israeli and international activists have a tendency to make the [BDS] struggle Israel-centric, arguing that ending the occupation is good for Israel, above everything else,” Barghouti writes. “We totally reject that ‘save Israeli apartheid’ view.” He goes on to say that although BDS should coalesce with diverse political forces, “caution should be exercised in alliances with ‘soft’ Zionists, lest they assume the leadership of the BDS movement in the West, lowering the ceiling of its demands beyond recognition.”

So what, then, are BDS’s demands? Although Barghouti insists that BDS is neutral on the debate about a one-state versus two-state solution, even a cursory glance at Barghouti’s book reveals that this movement considers the existence of a Jewish state in the region patently unacceptable. For example, Barghouti explains that his movement cannot ally with Israeli peace groups, because even “the most radical Israeli ‘Zionist-left’ figures and groups are still Zionist, adhering to the racist principles of Zionism” that “maintain Israel’s character as a colonial, ethnocentric, apartheid state,” which BDS seeks to dismantle.

BDS wijst iedere dialoog en samenwerking met Israel af, en met Israeli’s die niet voor het ontmantelen van hun eigen staat zijn. Men is derhalve tegen vrede, tegen een tweestatenoplossing en voor een einde aan de Joodse zelfbeschikking. Palestina moet de 22^ste Arabische staat worden, waar Joden als minderheid op zijn best geduld worden, maar gezien de ervaring in de Arabische wereld, is de kans groot dat er geen ruimte voor Joden zal zijn. Joodse zelfbeschikking wordt gelijkgesteld aan racisme en apartheid. Dat is op zichzelf echter een racistische visie, omdat de Joden een basaal recht, namelijk dat op nationale onafhankelijkheid, wordt ontzegd. Racisme neemt de vorm van antiracisme aan, en veel mensen ter linkerzijde trappen daar helaas in. De BDS beweging heeft al diverse initiatieven en projecten gericht op samenwerking en coëxistentie getorpedeerd. Daarmee schaadt zij niet alleen Israel, maar juist ook de Palestijnen. Understanding the BDS Movement

Next weekend, the University of Pennsylvania will host the second national BDS conference, an event that will advocate for the “growing global campaign to boycott, divest from and sanction (BDS) the State of Israel.” Last April, Omar Barghouti, a leader and spokesperson of this campaign, spoke at Harvard. He insisted that anyone wanting to learn more about the fundamental tenets of BDS should read his recently released book, aptly titled “Boycott, Divestment, Sanctions.”

So I followed his advice—I bought a copy of Barghouti’s book and read it from cover to cover. He writes some things in this work about the aims of BDS that lead me to believe that the movement is being far from forthright about its ultimate goals.

The Penn conference states that the purpose of the global BDS campaign is to isolate Israel economically “until it complies with its obligations under international and human rights law.” Understanding this to mean ending the Israeli occupation and fostering a viable Palestinian state in the West Bank and Gaza, a number of Zionists—that is, individuals who believe in the Jewish state’s right to exist—have either joined the BDS Call or implicitly sanctioned it. Two years ago in the Los Angeles Times, for example, an Israeli professor insisted that he supports BDS because it is “the only way to save his country.” Jewish Voice for Peace, an organization composed of both “Zionists [and] anti-Zionists,” considers itself “proud to be a part of the BDS movement.” Last year, J Street, an American liberal Zionist organization, held a panel at their national conference on the efficacy of this movement’s tactics “as a means to end the occupation.” Although J Street does not endorse the BDS movement, J Street’s presidentdescribes it in his book as a group of “activists who seek to raise pressure…against Israel to end the occupation.”

Clearly, these individuals have not read Barghouti’s work.

If the BDS movement were more open about its aims to purge the Jewish state from the Middle East—rather than just end some of its policies—I could have written an op-ed decrying the movement for its distortion of international law rather than its duplicity. I could have asked, for example, how the movement could possibly believe that a liberal democracy cannot have an ethnic identity when democracies across Eastern Europe—including members of the European Union like Finland, Slovenia and Germany—explicitly privilege one ethnicity over others in areas like immigration and culture. I could have also noted how odd it is that the movement vocally opposes the ethnic nature of the Jewish state, yet says nothing about the myriad Arab states that surround it.

But the BDS movement hides its ultimate goal of dismantling the Jewish state behind its public rhetoric. As a result, it has co-opted numerous individuals—and quite possibly donors—who desire to see both a Jewish and Palestinian state flourish into supporting its campaign. Although some members of the movement might actually support the Jewish state’s continued existence, as Barghouti makes abundantly clear, the Palestinian BDS National Committee—the “reference and guiding force for the global BDS movement”—cannot do so under any circumstances.

So because this movement will not broadcast its ultimate aims loud enough, I will do it for them. If you support the BDS movement, you are supporting an organization that is actively working to undermine the Jewish state. Utilizing the vocabulary of international norms, the movement actually systematically attempts to undermine the international consensus that recognizes Israel’s right to exist as a Jewish state. And if you support this right—regardless of your politics, regardless of your stance on the occupation, and regardless of your feelings towards the current Israeli right-wing government—then there is only one moral option. Boycott the BDS movement.

Hoe EU Palestijnse vluchtelingen kan helpen

A five year plan should be made to phase out UNRWA altogether, and to move its ever-increasing budget to the host countries to allow them to build permanent communities to replace the camps.
That would represent human rights. That would help the cause of peace. And that is what the EU should be doing.

Het Palestijnse vluchtelingenprobleem wordt – met dank aan de UNRWA – in stand gehouden in plaats van opgelost.

Voor de Palestijnse vluchtelingen geldt een andere, ruimere, en nogal onlogische definitie, de UNRWA (in tegenstelling tot de UNHCR) heeft niet als mandaat de vluchtelingen permanent te huisvesten en te helpen integreren, en zelfs Palestijnen die onder Palestijnse autonomie op de Westbank wonen, gelden als vluchteling.

The European Union High Representative for Foreign Affairs and Security Policy, Catherine Ashton, and the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Filippo Grandi, signed today at UNRWA's Gaza Training Centre a € 55.4 million financing agreement towards the Agency's General Fund.

The EU High Representative Catherine Ashton said during her visit [to Gaza] that "the continued EU support to UNRWA is an essential element of the EU strategy to bring peace and stability to the region. The € 55.4 million contribution we are signing today represents our ongoing commitment to Palestine refugees.

If the EU wants to bring peace and stability to the region, it would not support UNRWA.

UNWRA was meant to be a temporary agency with the purpose of helping provide short-term relief services to Palestine refugees (both Arabs and Jews) while encouraging resettlement in their new countries via works programs (the W of UNRWA.) Arab countries refused to allow the resettlement of the Palestinian Arabs in their countries - something that the oft-cited UNGA 194 mentions as a goal of the UN Conciliation Committee for Palestine - and as a result the works programs vanished, leaving a sizable population kept miserable as part of six decades of pan-Arab policy on permanent UNRWA welfare.

UNRWA's definition of "refugee," that Ashton sickeningly accepts, includes both people who have citizenship and people who are already resident in British Mandate Palestine, which flies against every normal definition of refugee used anywhere else. Adding them up and you see that 80% of the so-called refugees aren't refugees - even if you allow for the definition to include descendants until the end of time, as UNRWA jarringly does.

If the EU really wanted to bring "peace and stability" to the region, it would insist that the UNRWA definition of "refugee" be changed to be more in alignment with that of the Refugee Convention of 1951, amended in 1967. In a couple of years, most of the "refugees" would disappear. Then, change the mandate of UNRWA back to its original intention.

That would represent human rights. That would help the cause of peace. And that is what the EU should be doing.

Palestijnen willen nu niet onderhandelen met Israel

Abbas had in 2008 een redelijk voordelig vredesakkoord kunnen sluiten met Olmert, waarschijnlijk beter dan het laatste aanbod van Barak aan Arafat. Dat beide Israelische premiers op dat moment hun steun van een meerderheid in de Knesset al kwijt waren, en zeer de vraag is of die ermee akkoord zou zijn gaan, is een tweede; de bal zou dan bij Israel liggen.

Het probleem is dat Arafat en Abbas zo'n akkoord niet aan de Palestijnse achterban zouden hebben kunnen verkopen, zoals de 'Palileaks' ook aantoonden. Ze presenteerden zich immers altijd als standvastig vasthoudend aan de "onvervreemdbare Palestijnse rechten" in plaats van de achterban rijp te maken voor een historisch compromis. Dus in plaats van 'ja' te zeggen, keek men liever of men de druk verder kon opvoeren: Arafat door de Tweede Intifada te orkestreren, Abbas door Obama te bewerken en bij de VN te lobbyen voor erkenning. Met de vorig jaar onverwacht uitgebroken Arabische Lente erbij zal Abbas zeker liever tijd rekken, in de hoop dat de druk op Israel verder toeneemt. De overwinning van de islamisten in Egypte lijkt hem daarin gelijk te geven.

Most people in the West believe the main reason the talks are not going anywhere is because of Israel's refusal to compromise on its settlement building programme. But while the Netanyahu government's insistence on building settlements is certainly an obstacle, I am told by Western diplomats close to the exploratory talks that are currently taking place in Jordan between the two sides that the real reason they are running into difficulty is because the Palestinian delegation, led by the veteran Palestinian negotiator Saeb Erekat, is refusing to take the talks seriously.

For example, I am told by a Western diplomat working for the Quartet that when the Israeli delegation arrived for a meeting last weekend in Amman, the Jordanian capital, to present their latest security proposals, Mr Erekat simply refused to enter the room.

My man in the Jordan conference room says that he was surprised at Mr Erekat's behaviour, especially as the topic under discussion was supposed to be one of the two main topics the Palestinian delegation wanted on the agenda for the Jordan talks, which are a precursor for the more formal talks that are supposed to take place once both sides have agreed a negotiating framework.

Mr Erekat's refusal to enter the negotiating room and hear what the Israelis had to say does not bode well for the Quartet's attempts to get the two sides to resume full negotiations, and raises questions about just how serious the Palestinians are about getting a peace deal. With Israel feeling increasingly isolated as world attention focuses on the fall-out from the recent revolts in Libya, Egypt and Syria, there is a growing suspicion among Western diplomats that the Palestinians are working on the basis that, if they draw out the process, they will be able to strike a better deal with Israel.

If that is the case, then they are badly mistaken. The real enemy in the Middle East today is Iran, not Israel, and by playing into the hands of Islamist militants who seek Israel's destruction, the Palestinians could see their cause being overtaken by a far greater regional conflict.

I have previously shown that the Arabic press is saying the same thing, that the Palestinian Arabs never had any intent to negotiate seriously with Israel during this round of talks in Amman and instead have been planning their diplomatic and legal offensive against Israel.

Their lack of good faith has been clear from even before the start of these current talks, as they fought against the Quartet to even do these cosmetic negotiations since September.

De titel hieronder van Elder of Ziyon lijkt mij niet correct; waarschijnlijk is het meeste geen hulp maar gewoon import waarvoor wordt betaald. Hoewel ik niet weet hoeveel ervan voor UNRWA is bestemd, dat wel een (nood)hulporganisatie is.

Twee- tot driehonderd vrachtwagens per dag lijkt heel wat, maar het schijnt maar een derde te zijn van wat vroeger de Gazastrook binnenkwam. Er wordt weinig in de strook zelf geproduceerd, dus het meeste moet geïmporteerd worden. Basisproducten zoals voedsel worden in principe weer ongelimiteerd toegelaten, maar de blokkade van Israel en de Gaza oorlog hebben wel de economie nagenoeg doen instorten, en de toch al hoge werkloosheid verder opgedreven. Er heerst daardoor voedselschaarste bij 5 tot 10% van de bevolking die de prijzen niet kunnen opbrengen.

Israeli forces partially opened the Kerem Shalom crossing with Gaza on Thursday in order to allow in 300 truckloads of commercial and agricultural goods.

Israel has also allowed two trucks of flowers and strawberries to be exported from the coastal enclave, Palestinian border crossing official Raed Fattuh told Ma'an.

Twenty-two cars will also enter Gaza together with communications equipment and cement for international projects, he said.

This is pretty much a daily event. Although Ma'an didn't mention it, yesterday there were 270 to 280 trucks loaded with aid and both commercial and agricultural supplies, including 12 trucks loaded with cement and iron for construction and 48 truck of gravel for UNRWA and USAID projects, as well as the construction of a French cultural center. On Tuesday there were 227 trucks of aid.

The amount of aid going through Kerem Shalom has been steadily increasing over the past year, almost doubling.

So how to the commenters at Ma'an view this?

These aren't Arabs saying this - they are "cultured" Europeans who are often more anti-semitic than the Arabs are. But their Jew-hatred is buried under the pretense of caring about Gazans, most of whom are doing economically better than the Egyptians just over the border (whom they naturally don't give a damn about. Guess why?)

By the way, Egypt closed Rafah yesterday to celebrate the January 25th revolution, and on Tuesday Gazans were complaining that there were extra restrictions on them passing through Rafah. Sounds like Egypt is imprisoning Gazans and treating it like a "ghetto," but you won't hear these European human rights defenders say a word about that. (They used to, claiming that Egypt was following Israeli policy, but they can no longer do that - so they just ignore it.)

In latest incident sparked by 'immodest dress,' crowd of ultra-Orthodox men smash car of Natali Mashiah, 27, who says she believes they were going to set her on fire.

A woman was attacked in her car in Beit Shemesh Tuesday by ultra-Orthodox extremists - the latest in a series of incidents apparently sparked by what members of the town's Haredi community view as immodest dress.

A crowd of ultra-Orthodox men jumped on 27-year-old Natali Mashiah's car in the Haredi Ramat Beit Shemet Bet neighborhood, she said. Members of the crowd smashed her car windows and punctured her four tires before spilling bleach on the inside of her car, said the Beit Shemesh resident, adding that she believed the men were going to set her on fire. As she fled the car, she said she was hit on the head by a rock thrown from very close range.

Police arrested three suspects when they arrived on the scene, and searched the area for other suspects. Although a crowd was said to have gathered during the attack, no one reportedly came to Mashiah's assistance.

The incident follows the highly publicized case of 8-year-old Na'ama Margolese last month, who was reportedly spat at for her supposedly insufficiently modest dress despite the fact that she comes from a religious family.

In a separate incident about a week ago, a third-grade American immigrant boy was attacked in Beit Shemesh by a group of young Haredim as he walked home from school.

The incident occurred at about 1 P.M. when Mashiah came to the neighborhood for her work, in order to post advertisements. Mashiah parked her car and set out to hang the ads. "All of a sudden a man came up to me and called me a shikse [a derogatory term for a non-Jewish woman] and a slut," she said, and told her to leave.

Mashiah said she then called the police, who told her to remain there until a police cruiser came, she recounted. She said she was then immediately approached from several directions by about 10 ultra-Orthodox men carrying rocks and bottles. She ran to her car, she said, but before she could start the engine, they jumped on her car and started pounding on it.

She said she begged them to stop and promised to leave the area. She also called her brother, Omri, a company commander in the Givati Brigade who was at the family home at the time.

Het was te verwachten: Abbas heeft de verkennende gesprekken die in Amman werden gehouden en tot heuse onderhandelingen moesten leiden, beeindigd. Hij had geeist dat Israel de grenzen van 1967 accepteert als basis en dat in een eigen voorstel zou vastleggen, en dat had Israel niet gedaan.

Israël presenteerde deze week een 21 punten tellend document tijdens de gesprekken in Amman. De Palestijnen weigerden dat echter te accepteren, onder het mom dat zij zich geïntimideerd voelden door de onaangekondigde verschijning van een hoge Israëlische officier die het plan moest toelichten.

Onderhandelaar Erekat weigerde naar de beste man te luisteren en zei dat Israel maar met een schriftelijke verklaring moest komen. In een dergelijke sfeer is het natuurlijk moeilijk om het uberhaupt ook maar ergens over eens te worden. Hij weet dondersgoed dat de rest van de wereld overwegend aan zijn kant staat, dus waarom dan met een lastig Israel praten? Hij heeft de gesprekken vanaf het begin niet serieus genomen, net als de gesprekken in 2010 toen Israel een bouwstop van negen maanden had afgekondigd. Op het laatst is er toen heel even gepraat, maar ook dat stelde feitelijk niks voor.

AMMAN De vredesbesprekingen met Israël zijn voorbij, verklaarde de Palestijnse president Abbas woensdag. De vraag is of er überhaupt van serieus overleg sprake was.

Onderhandelaars van Israël en de Palestijnen voerden woensdag voor de vijfde keer verkennende gesprekken" in de Jordaanse hoofdstad Amman. Na afloop trok de Palestijnse leider Mahmud Abbas de stekker uit het overleg. Volgens hem zit er geen millimeter beweging in de Israëlische standpunten.

Het is allereerst de vraag waarom er verkennende gesprekken" nodig waren. De partijen kennen na twintig jaar overleg elkaars posities zo langzamerhand wel.

Het heropenen van het overleg lijkt eerder een poging goede sier te maken naar het kwartet (de VS, de VN, Rusland en de EU), dat de partijen tot vandaag de tijd had gegeven om hun standpunten met betrekking tot de grenzen van een Palestijnse staat en veiligheidsvraagstukken kenbaar te maken.

Dat zal de Palestijnen waarschijnlijk doen besluiten hun pogingen om VN-lidmaatschap te verwerven, te intensiveren. Vroeg of laat zullen zij daarbij op een Amerikaans veto stuiten, zodat ook die weg heilloos lijkt te zijn.

Maar wellicht worden er tegen die tijd weer verkennende gesprekken" aangekondigd.

Veroordeling van opruiende toespraak Palestijnse moefti is 'opruiing' volgens PA

Vorige week vloog de mufti van de Palestijnse Autoriteit flink uit de bocht met zijn oproep de Joden te doden. De kritiek die hierop kwam leidde er echter niet toe dat de Palestijnse Autoriteit (de mufti is door Abbas persoonlijk benoemd) hem duidelijk maakt dat dit niet acceptabel is, of, beter nog, hem de laan uitstuurt. Nee, hij wordt in bescherming genomen en de Israelische kritiek is ‘opruiing tegen de Palestijnse nationale en religieuze leiders’, het zijn ‘beledigingen van de Palestijnse religieuze symbolen’ en men noemde de Israelische veroordelingen ‘een grove aanval op Sheikh Hussein en een schending van het internationale recht’. Bij de Palestijnen is iedere kritiek een schending van hun rechten, symbolen en volk, en een belediging van alle moslims en hun heilige Jeruzalem, maar de manier waarop ze de volkomen gerechtvaardigde Israelische kritiek wegzetten als betrof het hier de grofste mensenrechtenschendingen, overtrof mijn verwachtingen. Het spreekt natuurlijk ook boekdelen over al die duizenden andere Palestijnse aantijgingen van het meest vreselijke wangedrag door Israel. Misschien kunnen Westerse journalisten, politici en mensenrechtengroeperingen deze eens iets kritischer gaan bekijken?

Palestinian Media Watch's exposure of the PA Mufti's speech citing the Islamic tradition (Hadith) that anticipates the killing of Jews by Muslims has brought Israeli and international condemnation of the Mufti and the Palestinian Authority.

The PA has rejected this international condemnation, calling PMW's exposure of the story and the responses "incitement" against Palestinian leaders, and called for "international human rights organizations to denounce the brutal attack against [Mufti] Sheikh Hussein, since it runs contrary to international law."

Following PMW's exposure, the Mufti and PA's Minister of Religious Affairs defended the Mufti's quoting of the Hadith, saying it was merely a quote from an Islamic source, not intended to incite to hatred, and not relevant for today's context. However, the Mufti's words introducing the Hadith and following the quote clearly shows that he intended to apply the Hadith about Muslims killing Jews within the context of today's conflict.

Mr. Netanyahu described the words of the mufti of Jerusalem, Sheikh Hussein, as "morally heinous" and compared the remarks to those of Haj Amin al-Husseini, the grand mufti of Jerusalem who notoriously aligned himself with Hitler in the 1930s. Palestinian television broadcast the mufti's comments on Jan. 9 and Palestinian Media Watch, an Israeli monitoring group, drew attention to them on Jan. 15. An Israeli official said that the prime minister became aware of it only in the past few days.

The mufti denied calling for the killing of Jews, telling Israel Radio on Sunday that he was only quoting the words of the Prophet Muhammad. He told Voice of Palestine radio on Monday that "these allegations come within the Israeli incitement campaign against Jerusalem and its figures."

SGP: Palestijnse ophitsing bestraffen

Naar aanleidng van de ronduit walgelijke uitspraken van de mufti van de Palestijnse Autoriteit heeft de SGP kamervragen gesteld, en vraagt zij onze regering van de PA te eisen onmiddellijk afstand te nemen van deze woorden. Doet zij dit niet, dan moet de subsidie aan de PA worden verminderd, aldus de SGP. Jammer dat de SGP, een partij die tegen gelijke rechten voor man en vrouw en hetero en homo is, zoiets oppakt en niet een progressieve partij. Progressieve partijen zouden dit soort jodenhaat ook verschrikkelijk moeten vinden en dit aan de kaak moeten stellen, maar je hoort hen helaas alleen maar wanneer een Joodse haatbaard tekeer gaat.

De SGP wijst erop dat de Palestijnen conform de Oslo-akkoorden ophitsing actief moeten bestrijden. In het door Hamas gecontroleerde Gaza zijn deze oproepen normaal, maar in het gebied dat gecontroleerd wordt door Fatah tot op heden niet. Van der Staaij vindt dat Nederland de Palestijnse Autoriteit ter verantwoording moet roepen. Als die geen afstand neemt van deze woorden, moet de hulp aan de Palestijnse autoriteit worden beperkt. Lawaaidemonstratie tegen Hamas en Fatah op 1 februari

Een Palestijnse demonstratie die niet gericht is tegen Israel of de bezetting. Het komt voor, maar opvallend genoeg stond dit bericht alleen op de Arabische site van Ma’an. Voor westerse media en publiek is dit blijkbaar niet interessant. Ik verwacht er ook geen aandacht voor van Meulenbelt, Pessoptimist en de andere zogenaamde sympathisanten van de Palestijnen. Als Israel er niet bij betrokken is, is men een stuk minder geëngageerd en betrokken. EoZ schrijft:

The protesters are smart, calling not for people to gather in central squares where they can be harassed by security forces but to protest loudly from their homes.

Aangezien ze niet op veel Westerse aandacht en sympathie hoeven te rekenen, kunnen de veiligheidstroepen van Fatah en Hamas (ik begrijp uit het bericht dat de actie op zowel de Westoever als in Gaza zal plaatsvinden) hun gang gaan, en kun je je daar dus maar beter op voorbereiden.

PalArabs plan pots and pans protest against Hamas, Fatah

I wrote this morning that I was astonished that the people in Gaza and the West Bank who protested against Hamas and Fatah selfishness had not caught on to the fact yet that their "unity" has been a sham to shut them up.

Now, Ma'an Arabic reports that 160 Palestinian Arab media figures and intellectuals are calling for a mass protest on February 1 against the PalArab leadership for precisely this reason.

Their document refers to the nearly five years of Palestinian division, their leaders' violations of human rights, the right to freedom of expression and peaceful assembly. It notes the reconciliation agreement signed in Cairo in May "which has not yet become a reality." It calls for a political system that offers a decent living and is "pluralistic and democratic, open to all cultures, a system that respects women and ensure their freedom and equality."

It goes on to say that "the use of methods of peaceful protest organized and sustained and directed clearly against both sides of the split is a key factor to the success of our campaign."

The first phase is to organize a pan-Palestinian Arab protest on February 1 at 7:00 PM where people will go in the streets and bang pots and pans on roofs and from open windows for ten minutes.

The document does not name Fatah or Hamas by name.

The protesters are smart, calling not for people to gather in central squares where they can be harassed by security forces but to protest loudly from their homes.

Last time, Hamas tried to sabotage the popular protests; it will be most interesting to see how they react to this, if it gains traction.

Soon after its 2006 electoral victory in Gaza, Hamas faced great financial difficulties, leading the group to smuggle millions of dollars in cash through Egypt. Today, however, Hamas has managed to develop local sources of steadily growing income, mainly by exploiting the huge aid sums transferred by the PA and international donors to sustain the general population. No effective mechanism is in place to prevent the group from taking advantage of the constant cash flow into Gaza; as a result, a significant part of the money intended to help alleviate the hardship of the region's inhabitants has gone to waste. More rigorous measures are needed to restrict Hamas's ability to siphon off such funding for its own purposes.

Where does all this cash come from? Many assume that substantial sums have been entering Gaza via the tunnels since 2008, but this can be only partially confirmed. Instead, the cash inflow seems to come primarily through banks. According to Palestinian banking officials, an average of $2 billion per year has been transferred into Gaza via the Palestinian banking system since Hamas's June 2007 military takeover. The PA alone wires an estimated $1.2 billion per year into Gaza banks, much of it as pensions and salaries for the 77,000 employees kept on the payroll even though they are not working. Gaza's Economy: How Hamas Stays in Power

Since Israel's August 2005 withdrawal from the Gaza Strip, Hamas has evolved from a relatively small movement into a well-funded conglomerate. Instead of being crippled by sanctions and siege, the organization has found ways to surmount early difficulties -- such as frequent payroll delays -- and establish an effective system of governance, ever tightening its grip over its fiefdom. As a result, Hamas has been able to empower loyalists while leaving the main burden of responsibility for Gaza's 1.6 million residents to others. Unfortunately, both the Ramallah-based Palestinian Authority (PA) and international donors have tolerated this situation, effectively contributing, if indirectly, to Hamas coffers.

Gaza's Economy

Reliable data regarding Gaza's finances is very difficult to obtain. Hamas has tight lips, the Israel Defense Forces (IDF) release little information, and international agencies such as the International Monetary Fund (IMF) and World Bank generally aggregate Gaza and the West Bank when presenting statistics. Much of the information in this article is derived from Palestinian news reports and interviews with informed sources in Gaza; accordingly, most of the figures below should be treated as rough approximations.

The IMF estimated Gaza's 2009 gross domestic product (GDP) growth at 12 percent, an impressive number. According to a September 2010 IMF report, the total Gazan and West Bank GDP was $7 billion, while the gap in per capita income between the two areas was 48 percent; this data, combined with other relevant statistics, implies that Gaza's per capita GDP was around $1,400, much of which derives from payments by the PA. Transfers and remittances added 50 percent more income, implying that average total per capita income was, in fact, $2,100. Yet much of this income does not represent productive economic activities, and unemployment remains high -- probably around a third of the workforce.

One must also take into account the considerable trade conducted via the more than 800 tunnels into Egypt. Based on fragmentary evidence, this trade likely peaked at around $600-850 million per year. Much attention has already been devoted to the goods smuggled into Gaza, such as fuel and cement. Less well understood is the fact that, in exchange for these goods, cash has been steadily exported out of Gaza through the tunnels, at a rate of roughly $750 million per year. Cash is also flowing out of Gaza -- through the tunnels and via bank transfers -- to safe havens in Persian Gulf countries and Europe. The new wealthy class -- many associated with Hamas -- as well as established capital owners are concerned about keeping their money inside Gaza, preferring to move it abroad. And even with huge sums flowing out of the territory, there is still more cash than opportunities to invest it. In February 2009, for example, Gaza banks actually turned to Israel's Central Bank with an odd request: to deposit excess cash reserves in Israel.

In addition, the UN Relief and Works Agency annually transfers about $200 million in cash to Gaza, along with $250 million per year worth of goods, grains, and fuel. Cash is also transferred into Gaza by the 160 nongovernmental organizations operating there, by international organizations such as the World Bank, and by foreign government aid organizations, although much of what they spend arrives in the form of goods shipped via Israel.

Hamas Resources

Hamas officials consistently refuse to disclose budgetary details or any other information regarding their sources of income. One official, Jamal Nasser, claimed that the group derives only $60 million per year from fees and taxes, with the rest coming from gifts and foreign aid. That does not appear to be the case, however. According to Israeli military intelligence, Iranian subsidies to Hamas total around $100 million annually, or less than 20 percent of the group's proclaimed budget, stated to be $540 million in 2010. Iranian funds are directed mostly toward the Hamas Political Bureau in Damascus, primarily for weapons purchases and shipments, rather than toward Gaza. PA president Mahmoud Abbas has offered a much higher estimate, claiming that Iranian aid is approximately $250-500 million, but little evidence supports his figure.

Hamas likely raises as much as $250 million annually via taxes. The group has imposed all sorts of new fees and taxes, such as charging three Israeli new shekels (NIS) on every pack of cigarettes (which may generate around $80 million annually) and an NIS 1,400 auto registration fee (which may generate an additional $25 million based on estimates of 60,000 registered cars in Gaza). Hamas also regulates many types of businesses -- from street vendors to Gaza's twenty money-changing companies -- requiring them to pay license fees. In addition, taxes are collected on "luxury" goods coming from Israel, and even on motorcycles and carts.

Hamas also takes a hefty cut from the Egyptian tunnel trade, imposing high "customs" duties and a daily fee on local tunnel contractors. Such trade has been dramatically reduced since June 2010, when Israel quadrupled the number of trucks permitted to bring goods to Gaza through legal terminals. To replace lost tunnel income, Hamas is reportedly taking advantage of the relative drop in prices on goods arriving via official Israeli channels, imposing new taxes on various items. For example, from early July to September 20, 2010, the group barred the importation of new cars from Israel until the taxation issues were resolved.

Hamas is also exploiting its control over various Gaza resources, such as leasing government-owned heavy machinery to private contractors for a daily fee. This is one of many ways the group has been able to indirectly benefit from the international reconstruction funds flowing into Gaza.

Hamas Expenditures

In 2005, Hamas was a modestly sized organization of 4,000-7,000 military personnel, with a small charity and education network and a skeletal party bureaucracy. From 2006 to 2010, however, the funds at the group's disposal reportedly grew from $40 million to $540 million. At the same time, Hamas has gained full control over all government ministries and municipal councils in Gaza, as well as many civilian agencies. It also holds a monopoly of power over every security and intelligence service in the territory, such as the 10,000-strong "blue" police. In total, Hamas pays salaries to at least 35,000 employees, among them many of the 20,000-plus armed personnel. Given this apparent payroll and an estimated average monthly salary of NIS 1,500 ($425), the group may be spending -- according to Prime Minister Ismail Haniyah -- as much as $300 million per year on salaries, a sum greater than the entire PA payroll. Hamas also claims that it allocates $30 million annually to its activities in the West Bank, without disclosing the methods by which funds arrive there.

To help curb illicit financing, the United States has designated the Hamas Islamic National Bank and the Gaza Postal Bank as "terrorist entities," but it is not clear how much this measure has affected their operations. Both banks continue to conduct business in NIS, and they seem to have developed ways of working with moneychangers used by individuals who receive their salaries in U.S. dollars. The Islamic National Bank even has sufficient liquidity at present to offer home mortgages. This state of play demonstrates Hamas's major success in overcoming the system of blockade, boycott, and denial of recognition and assistance imposed by Israel, the PA, most Arab countries (especially Egypt), and the West. In addition to its own direct spending, Hamas has been able to tap into financial resources transferred by the PA and aid agencies, ensuring payments to supporters who have replaced Fatah loyalists in government jobs. Lists used by donors to screen for terrorists include very few Hamas operatives; even if this problem were addressed, the screening of PA employees is largely done by Hamas sympathizers. In total, thousands of Hamas members, including many military personnel with fake civilian positions, are paid by outside donors.

The movement has also recently turned to purchasing all sorts of businesses and initiating new ventures, such as the Islamic Bank, the al-Multazim insurance firm, housing projects, hotels, a shopping mall, resorts, agricultural farms, and a fish hatchery. In fact, Hamas's economic mini-empire is fast becoming the main player in Gaza's private sector. The group often forces businesses to close down in order to eliminate competition. It also coerces owners into selling items for cheap or "contributing" to Hamas either in cash or in kind (e.g., building materials). Frequently, new Hamas businesses are registered under the names of straw owners or individuals from Hamas cadres. The group has also taken over all the land belonging to the former Israeli settlement of Gush Katif, along with parts of the Gaza beachfront.

Onlangs ben ik uitgebreid ingegaan op de zogenaamde ‘pinkwashing’ aantijging en het fenomeen dat Israel juist wordt bekritiseerd om de goede dingen die het doet. Het is één ding wanneer mensen Israels wandaden overdrijven en uit hun contekst halen, maar wanneer je een land ook gaat bekritiseren wanneer het slachtoffers van een aardbeving helpt, zieke kinderen geneest, zorgt dat de gezondheidszorg goed geregeld is of homo’s goed behandelt, dan zit er toch een klein steekje los. In de woorden van Elder:

They wouldn't admit it, of course, but it is a fair bet that anyone who ever uses the term "XXXwashing" in a derogatory way towards Israel is, deep down, one of these who would prefer to see the victims of disasters die than have to deal with Israel saving their lives.

Palestijnse moefti PA ontkent bedoeling oproep Joden te vermoorden

Vorige week zond Palestinian Media Watch een filmpje uit waarin de mufti van de ‘gematigde’ Palestijnse Autoriteit pleitte voor het doden van Joden. Nu ontkent de mufti dat hij dat zo heeft bedoeld. Zo zei hij:

"We are not calling to kill Jews and we did not call to kill Jews, we never said 'kill Jews.' The Hadith says [it]. I am not responsible for the Hadith. The Hadith is in the book. The Hadith is a noble Hadith, it is not my Hadith."

Maar hij haalde niet slechts deze hadith aan (wie zegt dat je zo’n tekst uberhaupt aan moet halen als je het er niet mee eens bent?) maar paste die ook toe op de huidige situatie:

Therefore it is no wonder that you see Gharqad [trees] surrounding the [Israeli] settlements and colonies. This is Palestine, when we talk about it, from the beginning of the Jihad, with the continuation of the Jihad, with the struggle, and with the way of the Martyrs."

Overigens is deze beste man, een echte man van de vrede, benoemd door.... juist ja, president Abbas. Het wordt ons wel heel erg moeilijk gemaakt nog te geloven in de vredeswil van de Palestijnse Autoriteit en de ‘gematigde’ president Abbas, lieveling van het westen.

The PA Mufti Muhammad Hussein repeatedly denied yesterday that he intended to teach Palestinians that their destiny is to kill Jews when he spoke at a Fatah celebration that was broadcast on PA TV earlier this month. His denial follows Palestinian Media Watch's exposure of the PA Mufti's speech in which he cited the Islamic tradition attributed to Muhammad, saying:

"The Hour [of Resurrection] will not come until you fight the Jews. The Jew will hide behind stones or trees. Then the stones or trees will call: 'Oh Muslim, servant of Allah, there is a Jew behind me, come and kill him."

However, the Mufti explained to AP, Reuters and Israeli radio and TV that he simply quoted Islamic tradition and therefore he is not responsible for its content. When interviewed on Israeli radio Reshet Bet, the PA Mufti claimed:

"We are not calling to kill Jews and we did not call to kill Jews, we never said 'kill Jews.' The Hadith says [it]. I am not responsible for the Hadith. The Hadith is in the book. The Hadith is a noble Hadith, it is not my Hadith."

The PA Minister of Religious Affairs, Mahmoud Al-Habbash, also defended the Mufti, saying on the same radio program:

"This is not incitement to kill Jews. We cannot change the historical religious writings and we don't want to change them. However, we are talking now about the reality. The reality is that we want to achieve a just peace."

PMW rejects PA Mufti's and Minister of Religion's claims:

The statements of the two highest religious authorities in the Palestinian Authority are misrepresentations of what the Mufti said. In fact, the words he chose to provide a context for the Hadith show that he quoted this Hadith that anticipates Muslims killing Jews, to make it relevant for the current Palestinian-Israeli conflict.

The Mufti introduced the Hadith by referring to the "47 years" of Fatah's and the Palestinian "revolution," thus placing the Hadith in today's context. He then added that this is a "reliable Hadith" from the reliable collections and part of accepted Islamic law and belief. After citing the Hadith, the Mufti claimed that Israelis are planting the "Gharqad tree surrounding the [Israeli] settlements and colonies," thus suggesting that Israel is preparing for when the Muslims fulfill this Hadith and come to kill them. According to the Islamic tradition the Gharqad tree will be the only tree that will not call out to Muslims to kill the Jews hiding behind them. By saying Israelis are already planting Gharqad trees around their cities, the Mufti was explicitly relating the Hadith about the killing of Jews to the current time. He was not merely citing "historical religious writings," as claimed.

AP, Reuters, and Israeli radio and TV all cited the Mufti's quote and his denial that he did not present the Hadith as relevant today. However, none of the media quoted the context in which the Mufti cited the Hadith, which shows his denial to be a misrepresentation and that he did relate it to today's conflict.

Israeli PM responds

Israeli PM Netanyahu responded to the PMW report on the Mufti saying: "These are grave words that the world needs to condemn," and asked the Attorney General to start a criminal investigation to determine if this violated Israel's incitement laws, the Jerusalem Post reported. [Jan. 22, 2012]

Israeli leader condemns Palestinian Muslim cleric

The Palestinians' top Muslim cleric faced sharp Israeli criticism Sunday for a speech in which he quoted a religious text that includes passages about killing Jews in an end-of-days struggle.

Mufti Mohammed Hussein's comments came at a political gathering of supporters of Palestinian President Mahmoud Abbas. He said his remarks were taken out of context and that he didn't incite people to kill Jews. But by speaking at the venue, Hussein appeared to be linking the battle to the conflict with Israel.

"The hour of resurrection will not come until you fight the Jews," Hussein told the gathering, citing a hadith, or saying attributed to the Prophet Muhammad. "The Jews will hide behind stones and trees. But the trees and the stones will call: oh Muslim, oh servant of God, there is a Jew hiding behind me so come and kill him."

The mufti delivered his three-minute speech on Jan. 7 in an Arab neighborhood of east Jerusalem during celebrations of the 47th anniversary of the Palestinian movement Fatah, said Itamar Marcus of Palestine Media Watch, an Israeli watchdog group that tracks incitement.

Marcus' group posted excerpts of the speech on YouTube last week. The comments drew angry reactions from Israelis on Sunday.

"We're talking about a heinous offense that all nations of the world must condemn," Prime Minister Benjamin Netanyahu said in a statement sent to reporters by text message. He asked the Israeli attorney general to launch an investigation.

It is unclear what authority Israel would have since Hussein is appointed to his position by the Palestinian president. There was no immediate comment from Abbas' office.

Hussein, who is based in Jerusalem, said his comments were taken out of context.

"I was speaking about the final signs of the day of resurrection," Hussein said. "I did not incite, and I did not call for killing. We are not, at present, at the end of days."

The Quran, Islam's holy book, offers contradictory attitudes toward Jews and Christians. There are texts that enshrine tolerance and respect for other faiths, while others are spiked with hatred and incitement. ...

(Reuters) - Israel condemned the Palestinians' top cleric on Sunday for reciting, at a meeting of the dominant U.S.-backed Fatah faction, a passage from Muslim scripture that called for the killing of Jews.

Preaching on January 9 at a rally marking the 47th anniversary of Fatah's founding, Mufti of Jerusalem Mohammed Hussein read out a Hadith, or traditional text attributed to the Prophet Mohammad.

"The hour of judgment will not come until you fight the Jews," he said. "The Jew will hide behind the stone and behind the tree. The stone and the tree will cry, 'Oh Muslim, Oh Servant of God, this is a Jew behind me, come and kill him'."

The Palestinian Authority denied the sermon constituted a call to arms.

It remained unclear if comments from such a senior cleric would derail efforts to resume exploratory peace talks with Israel, which began this month after more than a year of deadlock over the expansion of Jewish settlements in the occupied West Bank.

Israeli Prime Minister Benjamin Netanyahu, who has argued peacemaking has been blighted by incitement against the Jewish state from some Palestinian officials, said of the mufti's sermon: "This is a very serious offence that all the countries of the world must condemn."

He said he had asked Israel's attorney-general to open a criminal investigation. The Justice Ministry had no immediate comment.

Interviewed by Reuters Television, Hussein described the Hadith as an end-of-times prophesy, not a political precept.

"There is nothing in my speech that calls for killing," he said. "I was speaking about my people, its steadfastness and its existence in this land until the hour (of resurrection)."

Video of the rally circulated by Palestinian Media Watch (PMW), an Israeli watchdog group, showed a man introducing the mufti by saying: "Our war with the descendants of the apes and pigs is a war of religion and faith. Long live Fatah!"

The Koran retells the Exodus story of some Jews rebelling against Moses after their deliverance from bondage, and says God punished them by turning them into pigs and apes.

Palestinian religious affairs minister Mahmoud al-Habash confirmed the details of the rally as they appeared in the PMW video but said: "Our political position remains unchanged. We believe in peace. He (Hussein) was simply quoting a Hadith that talks about destiny, about what could happen in the future."

Israel captured East Jerusalem, including two major mosques that are under the mufti's authority, in the 1967 Middle East war. Israel deems the entire city its capital, a status not recognized abroad, where there is widespread support for the Palestinians' demand to found a state with a capital in East Jerusalem.

On Netanyahu's orders, Israeli police last year detained for questioning two West Bank settler rabbis on suspicion they had encouraged the killing of Arabs. A Justice Ministry spokesman said a decision on prosecuting them was still pending.

Dit jaar organiseren CiJO en LJG-Jongeren weer een speciale Holocaustherdenking voor jongeren.

Het doel van Holocaust Memorial Day is het vergroten van het bewustzijn van jongeren ten aanzien van discriminatie en uitsluiting teneinde genociden in de toekomst te voorkomen.

CiJO en LJG-jongeren organiseren op 29 januari 2012 een speciale mini-collegereeks in Amsterdam met verschillende lezingen die specifieke facetten van de Holocaust belichten.

Trouw (donderdag 19 jan.) hekelt in haar hoofdredactionele commentaar de in haar ogen te kritiekloze houding van Nederland tegenover Israel. Het is een veelgehoord geluid tegenwoordig. Israel zou de stichting van een Palestijnse staat 'eindeloos uitstellen', Oost Jeruzalem verder annexeren, en een Palestijnse staat onmogelijk maken, en Rutte zou dit beleid aanmoedigen. Netanjahoe kwam, aldus Trouw, naar Nederland om ons te bedanken voor de steun in internationale organen, zoals de VN Algemene Vergadering en de UNESCO.

Daarmee beloont Nederland geen fout beleid van Israel, maar verzet zich tegen fout beleid van de VN. De Palestijnse strategie om zaken buiten onderhandelingen met Israel om te regelen, en Israel zo voor voldongen feiten te plaatsen, werkt averechts en daarmee ondermijnt men de onderhandelingen. Abbas is daarover zelf heel expliciet geweest; hij kan het zich permitteren zich in de onderhandelingen zo onverzoenlijk op te stellen omdat hij op brede steun in de VN en de EU kan rekenen. De noodzaak pijnlijke concessies te doen aan Israel in ruil voor bijvoorbeeld een bouwstop, overdracht van meer gebieden en meer bevoegdheden, is niet nodig nu de rest van de wereld deze zaken (en meer) van Israel verlangt als eenzijdige concessie. Het was dus verstandig van Nederland om deze strategie niet te steunen en een tegenstem te laten horen bij de VN en UNESCO.

De UNESCO staat overigens bekend om haar eenzijdige pro-Arabische beleid. Zo hekelde men Israelische werkzaamheden en archeologisch onderzoek bij de Mughrabi brug toen die in 2007 ingestort was, ook al is die ca. 60 meter van de Al Aqsa Moskee verwijderd en had deze op geen enkele manier in gevaar gebracht. Arabische werkzaamheden in de Tempelberg waarbij unieke Joodse artefacten bij het afval werden gedumpt negeerde zij echter. Ook heeft zij Rachels graf bij Bethlehem als moskee erkend (sinds 1996 pas zo genoemd door de Palestijnen) en dat gelijk gesteld met de millennia-oude Joodse betekenis van die plaats. UNESCO werkte verder ook mee aan de promotie van Oost Jeruzalem als culturele hoofdstad van de Arabische wereld. Daarmee werd de exclusief Arabische claim op dit deel van de stad, waar eeuwenoude Joodse gemeenschappen in 1948 met geweld werden verdreven, versterkt en de Joodse geschiedenis weggepoetst. Recentelijk bleek bovendien in een tijdschrift voor Palestijnse tieners dat UNESCO meefinancierde propaganda voor Hitler te staan. Kortom, de UNESCO is, alle mooie woorden ten spijt, helaas verworden tot een anti-Israelisch propaganda instituut.

Trouw zit er op meer punten naast. Israel annexeert geen delen van Oost Jeruzalem, maar heeft dat al in 1980 gedaan met de basiswet over Jeruzalem, zodat de gehele stad nu onder Israelisch civiel bestuur valt. Alle Arabieren die er woonden is het Israelische staatsburgerschap aangeboden, maar dat weigerden de meesten. Daarom hebben ze nu een 'residentie' status en mogen wel voor de lokale verkiezingen stemmen maar niet voor de Knesset. Ze kunnen vrij reizen door Israel en delen in de sociale voorzieningen, en daarom wil een grote meerderheid geen inwoner worden van een te vormen Palestijnse staat. Er worden overigens ook geregeld Joodse huizen afgebroken in Jeruzalem, en Arabische gebouwd, dus de idee dat Israel de Arabieren wegpest en zo de stad verder 'verjoodst' is een mythe. Er wordt wel meer in West Jeruzalem geïnvesteerd, en omdat veel Arabieren de lokale verkiezingen boycotten zijn ze niet goed vertegenwoordigd.

Trouw wijst er tot slot op dat Netanjahoe zelf gezegd zou hebben dat het conflict onoplosbaar is en hij er daarom niet zijn best voor doet. Dat mag zo zijn, maar geldt evenzeer voor Abbas, die zich in de Washington Post in 2009 in vergelijkbare bewoordingen uitliet. Beide partijen pretenderen dat de tijd aan hun kant staat en dat de ander met concessies over de brug moet komen. Achter de schermen lijkt men elkaar soms desondanks te zijn genaderd, zoals in 2008 toen Olmert de Palestijnen een vergaand voorstel deed, waarop nooit een duidelijke reactie kwam. Uit de Palestine Papers bleek dat de Palestijnen zelf ook met vergaande voorstellen waren gekomen, maar weigerden erover door te praten: het was slikken of stikken.

Het is daarnaast verontrustend dat de PA via haar eigen media een heel ander geluid laat horen, en terroristen nog steeds als helden worden geëerd. Zo werden Joden onlangs in een preek die op het officiële PA TV station werd uitgezonden de bron van alle kwaad genoemd. Ook riep de moefti van de PA nog op 9 januari op tot genocide op de Joden door de moslims, verwijzend naar een Hadith.

Netanjahoe zei donderdagavond in Nieuwsuur dat wanneer de veiligheid van Israel wordt gewaarborgd, er veel mogelijk is en de Palestijnen een grote kans laten liggen door niet te willen praten zonder voorwaarden vooraf. Ook zei hij dat beide partijen natuurlijk hun voorwaarden hebben waar een vredesverdrag aan moet voldoen, maar dat je die tijdens de onderhandelingen bespreekt. Dat klinkt plausibel, en het is zeker niet gebruikelijk dat juist de zwakkere partij met steeds weer nieuwe eisen en voorwaarden komt aanzetten voordat er überhaupt gepraat kan worden. Dat Israel ondertussen doorbouwt op land waar de Palestijnen een staat willen stichten is inderdaad niet erg bemoedigend, maar er is een bouwstop geweest buiten Jeruzalem en ook die heeft de Palestijnen niet tot onderhandelen gebracht. En Oost Jeruzalem al op voorhand 'weggeven' is voor Israel terecht onaanvaardbaar. Naast een bouwstop eist Abbas bovendien dat Israel op voorhand de pre-1967 wapenstilstandslijn als grens accepteert, en soms komt hij met nog andere eisen aanzetten, zoals het vrijlaten van een aantal gevangenen en wat al niet meer. Netanyahu wees er in het interview donderdag ook op dat een bouwstop tijdens eerdere besprekingen geen voorwaarde vooraf was. Ikzelf zou zeggen, dat wanneer de Palestijnen een bouwstop eisen, daar dan ook een voorwaarde vooraf van Israel tegenover mag staan, zoals erkenning als Joodse staat of echt eens een einde aan de opruiing en verering van kindermoordenaars in Palestijnse (PA gecontroleerde) media.

Gretta Duisenberg gaat weer op pad tegen het zionisme. Ze is een van de aanjagers van de Global March to Jerusalem (GMJ), een wereldwijd protest tegen de Israëlische 'annexatie' van de heilige plaatsen van jodendom, christendom en islam. Vorige week was de bankiersweduwe in Rome, waar een Europees voorbereidend comité voor de Jeruzalem-mars werd opgericht. Duisenberg, voorzitter van Stop de Bezetting en bestuurslid van de Free Gaza Movement, is een van de ondertekenaars van de Europese oproep. Van Rome ging het naar Beiroet. Daar nam ze deel aan een tweedaagse internationale conferentie, zo blijkt uit een op de GMJ-website geplaatste foto tweede van rechts is Duisenberg.

De Libanese krant The Daily Star berichtte dat ook het voormalige Britse Lagerhuislid George Galloway het woord voerde. In Beiroet werd de datum van de mars naar Jeruzalem definitief op 30 maart vastgesteld. Galloway, destijds Kamerlid namens de extreemlinkse Respect Party, is overigens geen lid van het Europese steuncomité. Net als Duisenberg is de Britse politicus omstreden, omdat hij in zijn strijd voor de Palestijnse zaak nauw samenwerkt met vertegenwoordigers van de antisemitische terreurbeweging Hamas. Deze organisatie streeft de vernietiging van Israël na, en verwijst in haar Handvest naar de antisemitische, gefingeerde Protocollen van de Wijzen van Zion.

Duisenbergs stichting Stop de Bezetting werkte in het verleden regelmatig nauw samen met het Palestijns Platform van Mensenrechten en Solidariteit (PPMS) van de Hamas-fondsenwerver Amin Abou Rashed. Deze Palestijnse activist was een van de gangmakers van de Freedom Flotilla's richting Gaza. Zijn bemoeienis met het Nederlands/Italiaanse schip riep vorig jaar vragen op bij Nederlandse journalisten. Toen hierover geen opheldering kwam, besloten zij om niet aan boord te gaan. Als gevolg van de tegenwerking van de lokale autoriteiten strandde de tweede Gazavloot overigens in de Griekse wateren. Gretta's Stop de Bezetting maakt deel uit van de Nederlandse Gaza-coalitie, een samenwerkingsverband van extreemlinks en de Moslimbroederschap.

Duisenberg en Rashed stonden eerder, eind 2009/begin 2010, al aan het hoofd van een konvooi naar Gaza. Op weg daarheen werden zij ontvangen op de Nederlandse ambassade in Cairo.

Ook bij de mars op Jeruzalem is er weer intensieve samenwerking tussen extreemlinks en de Moslimbroeders. Een van de eerste oproepen voor de Global March to Jerusalem kwam van Ismail Haniya, premier van Gaza. Dankzij de Arabische revoluties staan Jeruzalem en Al-Aqsa weer hoog op de agenda, aldus de Hamas-leider in zijn toespraak. De harde kern van het Europese comité bestaat uit Italiaanse anti-imperialisten en Britse supporters van Hamas. Zaher Birawi, tevens woordvoerder van het internationale comité van GMJ, is leider van het Palestinian Return Centre, volgens Israëlische inlichtingenrapporten een steunpilaar van Hamas en ook al nauw betrokken bij de organisatie van de twee Gazavloten.

De andere Britse Moslimbroeders zijn Hafiz al-Karmi, Mohammed Kozber en Ismael Patel. 'Onze' Amin Abou Rashed staat niet op de lijst van twaalf Europese inititiatiefnemers. Van zijn platform PPMS wordt de laatste tijd weinig meer vernomen. Hij heeft een nieuwe koepelorganisatie, Het Palestijnse Huis. Deze club doet vandaag wel mee aan de protesten tegen het bezoek van de Israëlische premier Netanyahu.

Intern rapport bewijst: EU nu partij in Midden-Oosten conflict

Nog meer bewijs dat het recent uitgelekte EU rapport op onjuiste informatie is gebaseerd en dat de EU een duidelijke politieke agenda heeft.

Al direct in de inleiding wordt duidelijk wat de EU wil. De Israëlische controle over het gebied [de zogenaamde C gebieden, ca. 60% van de Westoever] moet op zijn minst gedeeld worden met de Palestijnse Autoriteit of zelfs opgegeven worden.

Alhoewel het document wel de Oslo akkoorden noemt, wordt het cruciale gegeven dat de huidige situatie een uitvloeisel is van de ondertekening van die internationaal erkende akkoorden, genegeerd. Daarentegen roept het rapport op tot 'de volledige en effectieve Palestijnse ontwikkeling van gebied C met als doel de herbestemming van dit gebied'.

Wat dat inhoudt vermeld het rapport ook, het gebied moet bij de door de PA beheerde gebieden A en B komen. Over een bilateraal akkoord wordt niet gesproken.

Met andere woorden, de gehele Westoever moet onder Palestijns bestuur komen en zou daarmee niet meer toegankelijk zijn voor Israeli's zoals nu al het geval is op een gedeelte van de Westoever. Daarmee loopt de EU vooruit op de onderhandelingen waarin Israel en de Palestijnen gezamenlijk tot een oplossing en compromis moeten komen. Een groot deel van het C gebied zal dan naar alle waarschijnlijkheid onderdeel worden van een Palestijnse staat, maar niet alles. En voor sommige delen zoals de Jordaanvallei komt er misschien een overgangsregeling, en houdt Israel op zijn minst tijdelijk een veiligheidspresentie. De EU wordt daarmee partij in het conflict; men stelt steeds eisen aan Israel en bekritiseert het land voortdurend, en steunt de Palestijnse strategie om buiten onderhandelingen om via de VN en andere organen zoveel mogelijk binnen te halen. Het is volkomen terecht dat Nederland daar niet aan mee doet.

UPDATE: Naar aanleiding van de publicatie van het artikel hieronder zijn anderen het EU rapport ook gaan onderzoeken.

Een van hen is professor Avraham Bell een expert op het gebied van internationaal recht. Hij onderzocht de claim dat het overgrote deel van de Palestijnse bevolking door de Israelische politiek uit de Jordaanvallei zou zijn verdreven sinds 1967.

Zijn bevindingen bewijzen dat de EU onbetrouwbare bronnen gebruikte en werden gepubliceerd op de Elder of Ziyon blog.

De Engelse krant The Independent en de Israëlische krant Yediot Acharonotpubliceerden vorige week artikelen over een EU rapport dat zware kritiek op de Israëlische politiek in 'Area C' op de West Bank zou bevatten.

Het zogenaamde C gebied wordt krachtens de Oslo akkoorden legaal door Israël beheerd. Het EU rapport staat echter bol van de halve en hele onwaarheden en is slechts gebaseerd op pro Palestijnse bronnen waaronder de VN organisatie OCHA.

Ontstemd

Een dag na de YNet/Independent publicaties berichtte The Jerusalem Post dat de Israëlische regering uitermate ontstemd was over de volstrekte eenzijdigheid van het rapport en over de nieuwe EU inmenging in Israëlische aangelegenheden.

Europese regeringen en politici, onder hen de Nederlandse oud minister van Buitenlandse Zaken Hans van den Broek, hebben het EU rapport inmiddels gebruikt om kritiek te leveren op Israël.

De YNET en Independent rapportage was uitsluitend gebaseerd op bronnen die inzage hadden gehad in het rapport.

Missing Peace heeft nu echter beslag weten te leggen op een kopie van het volledige rapport ( Area C and Palestinian state building) dat in juli vorig jaar werd geschreven.

Bronnen

Een nadere bestudering van het rapport maakt duidelijk waarom de Israëlische regering ontstemd was. De EU heeft namelijk uitsluitend bronnen gebruikt die bekend staan om hun uitgesproken pro Palestijnse benadering. Veel van die bronnen zijn NGO's die door de EU worden gefinancierd.

Daarnaast bevat het rapport geen gegevens die afkomstig zijn van Israëlische bronnen zoals COGAT (Coordination of Government Activities in the Territories).

Herbestemming

Al direct in de inleiding wordt duidelijk wat de EU wil. De Israëlische controle over het gebied moet op zijn minst gedeeld worden met de Palestijnse Autoriteit of zelfs opgegeven worden.

Alhoewel het document wel de Oslo akkoorden noemt, wordt het cruciale gegeven dat de huidige situatie een uitvloeisel is van de ondertekening van die internationaal erkende akkoorden, genegeerd. Daarentegen roept het rapport op tot 'de volledige en effectieve Palestijnse ontwikkeling van gebied C met als doel de herbestemming van dit gebied'.

Wat dat inhoudt vermeld het rapport ook, het gebied moet bij de door de PA beheerde gebieden A en B komen. Over een bilateraal akkoord wordt niet gesproken.

Illegaal

De Joden die in het gebied wonen worden in het rapport bestempeld tot illegalen. Daarbij beroept het rapport zich op de vierde Geneefse conventie en het internationale recht. Uiteraard wordt er niet gesproken over de vele IR experts die het met die interpretatie volledig oneens zijn.

Op bladzijde 3 wordt gesproken over de hulpgoederen die aan de Palestijnen worden verstrekt. Het EU rapport suggereert dat het Israëlische bestuur de hulpverlening willekeurig hindert, als een vorm van straf voor de Palestijnen. Verder wordt de suggestie gewekt alsof de situatie op de West Bank nog altijd dezelfde is als tijdens de Tweede Intifada, toen als gevolg van een golf van terreur het aantal controle posten en wegversperringen drastisch toenam.

Inmiddels zijn bijna al deze beperkende maatregelen opgeheven, zoals ook werd bevestigd in een rapport van het kantoor van het Quartet (Tony Blair) vorig jaar. De EU beschikt echter over OCHA gegevens (een VN organisatie met voornamelijk Palestijnse werknemers) waaruit zou moeten blijken dat er nog altijd 60 bemande controle posten zijn op de West Bank.

Dat is een volledig valse voorstelling van zaken, die ook wordt weersproken door wat het Quartet kantoor meldde vorig jaar. De controleposten die er nu nog zijn, bevinden zich op de zogenaamde groene lijn (de 1948 bestandslijn waar het veiligheidshek grotendeels op is gebouwd) en rondom Jeruzalem, waar nog altijd terreuraanslagen worden gepleegd. De rest van de West Bank is nu vrij van bemande controleposten. Hierdoor is er sprake van vrij verkeer.

Infrastruktuur

Op bladzijde 4 wordt de infrastructuur in het C gebied behandeld. De EU beweert dat belangrijke infrastructuurprojecten die de PA had willen uitvoeren niet zijn gerealiseerd door gebrek aan Israëlische medewerking.

Daarbij wordt gesproken over waterprojecten en bijvoorbeeld wegen. Juist deze zomer publiceerde the Jerusalem Post een Missing Peace rapport over de wijze waarop de Palestijnse Autoriteit de samenwerking op het gebied van de waterinfrastructuur altijd heeft gesaboteerd. Uit dat artikel, maar ook uit een recent wetenschappelijk rapport van professor Haim Gvirtzman van de Hebreeuwse Universiteit blijkt dat de claims over water e.d. volledig onjuist zijn.

Bouw

Even verderop gaat het over bouwen in het C gebied. Het rapport haalt VN gegevens (OCHA) aan om te bewijzen dat Israël Palestijnse bouw in 70 % van het C gebied onmogelijk maakt. Het rapport maakt uiteraard geen melding van het feit dat in ieder Europees land in gebieden met een agrarische bestemming het bouwen van huizen ook aan banden is gelegd, of wordt verboden. Het leeuwendeel van gebied C is namelijk ook gebied met een agrarische bestemming.

Een ieder die zonder bouwvergunning bouwt in de C gebieden loopt het risico dat zijn bouwsel moet worden afgebroken. In de praktijk is gebleken dat de Israëlische autoriteiten Arabische illegale bouw minder aanpakken dan de illegale bouw nabij de Joodse dorpen en steden. In Jeruzalem Oost is bijvoorbeeld 40 % van de Arabische huizen illegaal gebouwd, hetzelfde verschijnsel heeft zich voorgedaan in de buurt van Hebron waar honderden illegaal gebouwde Arabische huizen de uitbreiding van Kiriyat Arba in westelijke richting hebben voorkomen.

'Nederzettingen'

En zo gaat het pagina achter pagina door, de ene onjuiste bewering volgt op de andere.

Zo zegt de EU in dit rapport dat de 'nederzettingen' sinds 1996 gesloten zijn voor de Palestijnen, terwijl uit andere gegevens blijkt dat tussen de 20.000 en 30.000 Palestijnen in die zelfde 'nederzettingen' hun brood verdienen.

Hetzelfde geldt voor de bewering dat Palestijnen geen toegang zouden hebben tot hun landerijen in de nabijheid van 'nederzettingen'. Er zijn plaatsen waar dit zo is, bijvoorbeeld bij Itamar in Shomron (Noord West Bank) waar de familie Fogel in hun slaap werd vermoord vorig jaar. De reden van zo'n maatregel is dus het gevaar voor terroristische aanslagen.

Maar bijvoorbeeld In Gush Etzion in de West Bank Zuid (Yehuda) werken Palestijnse boeren ongestoord op hun land naast de Joodse dorpen en steden.

EU partijdig

De EU heeft met dit rapport definitief bewezen dat men partij is in het Israëlische Palestijnse conflict.

Nergens in het rapport wordt de negatieve rol belicht die de Palestijnse Autoriteit vanaf zijn oprichting in 1994 heeft gespeeld. Ook negeert het rapport de terreur die een groot deel van de economische, maatschappelijke en humanitaire problemen op de West Bank veroorzaakte.

Het rapport bevat verder legio onjuistheden en is gebaseerd op ongeveer dezelfde bronnen die verantwoordelijk waren voor het hoogst onbetrouwbare UNHRC Goldstone rapport over de Gaza oorlog.

Daarnaast gaan sommige aanbevelingen in het rapport voorbij aan de Oslo akkoorden, en aan de reële situatie in de West Bank.

Het tragische is dat afzonderlijke EU landen hun politiek lijken te baseren op deze desinformatie. Frankrijk beschuldigde Israël deze week van water apartheidspolitiek en de Engelse premier Cameron stelde dat de Twee Staten oplossing onmogelijk aan het worden is door de Israëlische politiek op de West Bank. Later werd dit gevolgd door berichten dat de EU zelfs boycot maatregelen overweegt.

De Nederlandse ex EU commisaris Frits Bolkenstein slaat de spijker op zijn kop wanneer hij stelt dat de voortdurende EU kritiek op Israël contraproductief is voor haar rol als bemiddelaar in het Palestijns Israëlische conflict.

Echter, het meest verontrustende is dat de EU die kritiek baseert op de incorrecte informatie en de propaganda die de organisatie krijgt vanuit het Palestijnse kamp en haar supporters.

EU rapport over Israelische bezetting Jordaanvallei

Dit rapport wordt grif gebruikt door journalisten en de bekende Israel critici om Israel nog eens extra de les te lezen. Hieronder blijkt dat het op onbetrouwbare bronnen is gebaseerd, die vervolgens naar elkaar linken als 'onderbouwing' van hun anti-Israel aantijgingen. Nergens wordt duidelijk waar de cijfers die men citeert (in dit geval het hoge percentage Palestijnen dat uit de Jordaanvallei zou zijn verdreven) op zijn gebaseerd. Ook blijkt dat de bronnen stuk voor stuk (sterk) anti-Israel zijn en door politici en journalisten daarom met de nodige scepsis zouden moeten worden bekeken. Wat dacht je bijvoorbeeld van de "Popular Struggle Coordination Committee" of "The Grassroots Palestinian Anti-Apartheid Wall Campaign". Klinkt allemaal zeer betrouwbaar, nietwaar? Toch belanden hun cijfers in een 'respectabel' EU rapport, dat vervolgens in diverse media opduikt als bewijs van Israels wangedrag.

Een simpel onderzoekje toont aan dat de cijfers over de Jordaanvallei inderdaad niet kloppen:

Interestingly, if you take the figures for the Jericho, Nablus, Tulkarm, and Jenin districts together, you get to 311,983. This suggests to me that the figure of 320,000 is the entire Samaria north of Ramallah. (The other districts are Jerusalem, Ramallah, Bethlehem and Hebron).

De aantijging dat van de ca. 320.000 inwoners er maar 56.000 overbleven is dus onjuist, want zoveel hebben er bij lange na niet gewoond. Daarmee komt ook de aantijging dat Israel "has caused the Palestinian population in Area C to shrink significantly and recede into enclaves" op losse schroeven te staan.

Hopelijk gaat iemand ook de andere bronnen die in dit onderzoek worden gebruikt nalopen, want de kans dat die ook niet kloppen lijkt me reëel.

EU publishes report based on false information

The European Union has decided to pursue a series of steps which may undermine Israel's control of Area C in the West Bank, an official EU document obtained by Ynet on Thursday suggests.

The Oslo Accords divided the West Bank into three areas of control: Area A which is under the Palestinian Authority's full control; Area B, which is under Palestinian civil controls and shared Israeli-Palestinian security control; and Area C, which is controlled by Israel.

Area C makes up 62% of the West Bank, but the Palestinians make up only 5.8% of its population.

The document, titled "Area C and Palestinian state building," harshly criticizes Israel's policies in the West Bank, claiming they have caused the Palestinian population in Area C to shrink significantly and recede into enclaves.

Is this true?

The EU report itself was published last July.

Legal scholar Avi Bell analyzed the document and the sources it gave, and wrote this up:

I first went to the EU report. This is the key paragraph: "According to Save the Children UK (SCUK) Fact Sheet on the Jordan Valley of October 2009 more than 90% of the Jordan Valley is designated as Area C. Prior to the Israeli occupation in 1967 the Palestinian population of the Jordan Valley was estimated at between 200,000 and 320,000. As of 2009 the population is approximately 56,000 with roughly 70% of residents concentrated in the City of Jericho (located in Area A). ..." The citation is to http://www.savethechildren.org.uk/en/docs/English_Jordan_Valley_Fact_Sheet_and_Citations.pdf.

That link is stale, but I found the fact sheet at http://www.ochaopt.org/documents/opt_prot_savethechildren_Jordan_Valley_Fact_Sheet_oct_2009.pdf. The fact sheet has the following statement in bullet points under the heading "Background": "Prior to the Israeli occupation in 1967, the Palestinian population of the Jordan Valley was estimated at between 200,000 and 320,000. [MA'AN]". No other reference is given.

While the MA'AN in question is not identified, it appears to be the Ma'an Development Center, which put out a 2008 report called Palestine's Forgotten Displacement: The Plight of the Jordan Valley Bedouin  with the following paragraph on page 18: "... While exact figures for displacement and in particular displacement of Jordan Valley Bedouin do not exist, comparisons of data from the time of Jordanian rule and today suggest that the region has suffered significant forced displacement. Prior to 1967 estimates range from 200,000 to 320,000 people who lived in the Jordan Valley. Today however the total population is set between 52,000 to 56,000 (for the greater Jordan Valley). Local community leaders also say that approximately 90 per cent of the villages that existed prior to 1967 have disappeared from the map." Needless to say, no sources are cited. Page 19 offers the following, again without sources: "Though Bedouin are disproportionately affected, residents across the Jordan Valley are especially vulnerable to displacement. Since the 1950s, the population has decreased from around 300,000 to only 56,000 today."

According to subsequent Ma'an reports, the pre-1967 population has increased to first 300,000-320,000 and then to 320,000-350,000.

Page 8 of the 2010 Ma'an publication Bankrolling Colonialism: How US Zionist Organizations in the Jordan Valley are Undermining a Future Palestinian State," jointly published with the Jordan Valley Popular Committees states that "The Palestinian population of the Jordan Valley is 58,000 approximately 2% of the Palestinian population in the West Bank. 70% of Jordan Valley residents live in the city of Jericho. Prior to the 1967 occupation the population was estimated at between 300,000 and 320,000." The latter population number is cited to "Jordan Valley Solidarity"  That site states, "When Israel occupied the Jordan Valley in 1967, 320,000 people resided in the area. Following the continued Israeli campaign of creeping ethnic cleansing, only 56,000 Palestinians still reside in the Valley on a permanent basis today." Jordan Valley Solidarity's citation for the 320,000 figure is to a dead link in the site of the "Popular Struggle Coordination Committee". But while the link is dead, the apparent reference is to a 2009 report by the Popular Struggle Coordination Committee called an Eye on the Jordan Valley  which states, "when Israel occupied the Jordan Valley in 1967, 320,000 people resided in the area." The footnote cites: "'Eye on the Jordan Valley: To exist is to resist': The Grassroots Palestinian Anti Apartheid Wall Campaign: May 07." Eye on the Jordan Valley: To exist Is to Resist from May 2007 turns out to be a fact sheet put out by Ma'an and The Grassroots Palestinian Anti-Apartheid Wall Campaign. Page 14 contains the following statement without citation: "Between 1948 and 1967, the Palestinian population of the area from Ein Gedi in the south to Bisan in the north reached 320,000. However, once the occupation began, hundreds of Palestinians were killed; dozens of Palestinian communities were leveled; and Palestinian residents were forced to immigrate to Jordan." (In other words, if you go through the string of citations, Ma'an cited itself as the source.)

Eye on the Jordan Valley, a 2010 report jointly published by Ma'an with the Jordan Valley Popular Committees states on page 26, without any citation of sources, "Between 1948 and 1967, the Palestinian population of the area from Ein Gedi in the south to Bisan in the north was around 320,000. However, once the occupation began, hundreds of Palestinians were killed, dozens of Palestinian communities were leveled, and Palestinian residents were forced to emigrate. Currently, only 52,000 Palestinians permanently live in the Jordan Valley."

Page 42 of Ma'an's 2011 "Diary" states that "when Israel began occupying the fertile Jordan Valley in 1967, 320,000 Palestinians lived in the region. ... Since 1967, Israel has managed to decrease the Palestinian population in the Valley by 82.5% to only 56,000." Of course, no sources are cited.

Restricted Access and Its Consequences: Israeli Control of Vital Resources in the Jordan Valley and Its Impact on the Environment, a 2011 report by Ma'an, states on page 2: "In addition to the extremely adverse effects on Palestinian population levels in the Jordan Valley, decreasing from over 320,000 in 1967 to 52,000 today, the Israeli policies have had grave consequences for the Palestinian agricultural sector and have produced a number of continuing and residual environmental concerns." Footnote 44 on page 41, in the meantime, states: "There has been speculation that the unjust treatment of Palestinians in the Jordan Valley is part of a strategy to cleanse Palestinians from the area in an effort to facilitate complete annexation of the valuable area by Israel. The Palestinian population of the Jordan Valley has decreased by 82% since 1967, from 350,000 to 56,000 today." No sources are cited and no explanation given of the additional retroactive jump from 320,000 to 350,000.

Finally, the following statement appears in the publication "To Exist is to Resist: Save the Jordan Valley," jointly put out by Ma'an Development Center and Jordan Valley Popular Committees: "Jordan Valley has been under complete occupation since 1967. Prior to the 6-day war, the population of the Jordan Valley was between 300,000 and 320,000. The population now stands at 53,000 of which about 70% live in the city of Jericho." The August 2010 Ma'an's bi-monthly "Developmental Focus" explains the publication as follows: "MA'AN's publication To Exist is to Resist Save the Jordan Valley outlines the situation of the Jordan Valley in an easy accessible coffee table format. The Latest Publications book is made in cooperation with the Local Popular Committees in the Jordan Valley and funded by the Representative Office of Norway." The same article tells us, "Together with MA'AN Development Center, the Palestinian National Authority and international solidarity groups, the Jordan Valley Solidarity Campaign is working with the Palestinians in the Jordan Valley at the grassroots level. The slogan of the campaign; 'To Exist is to Resist' emphasizes the importance of remaining in the Jordan Valley to resist Israeli apartheid, colonialism and forced displacement in order to keep working for a future Palestinian state." To sum up, the figures in the EU report, while cited to Save the Children UK, apparently come from a report by a Palestinian organization called Ma'an. The Ma'an figures vary from report to report, and are cited to no external sources whatsoever.

And how good are the Ma'an sources? They are obviously made up.

We've seen before how NGOs and the media are willing to believe Palestinian Arab statistics without any fact checking, even when they are spurious. Apparently the EU is just as sloppy.

Bolkestein: 'De EU moet zich niet afkeren van Israël'

Een goed artikel van Frits Bolkestein in de Volkskrant van afgelopen woensdag. Het volgende is typerend voor de strategie van het Palestijnse 'verzet' en is door Hamas ook verschillende keren openlijk toegegeven.

Vele jaren geleden bezocht ik een vluchtelingenkamp van Palestijnen in de Libanon. Midden tussen die vluchtelingen stond een luchtafweergeschut. Op mijn vraag of men niet bevreesd was voor veel burgerslachtoffers ingeval van een Israëlische aanval op dat geschut, antwoordde mijn begeleider ontkennend. 'Burgerslachtoffers vormen een aanklacht tegen Israël die het Westen zal beïnvloeden.'
De manier waarop de Palestijnen door de andere Arabieren, hun broeders, worden bejegend is ten hemel schreiend.

Ik moet hierbij aan Duitsland denken. Na de Tweede Wereldoorlog zijn 12 miljoen Duitsers van het Oosten naar het Westen gevlucht. Die zijn opgevangen en geïntegreerd. In het Midden-Oosten hebben wij het niet over 12 miljoen Palestijnen maar over een tiende van dat aantal. Waarom zijn zij niet in de Arabische landen opgevangen en geïntegreerd? Omdat zij dan geen politiek wapen meer vormen dat tegen Israël kan worden gebruikt en omdat de Arabische landen de Palestijnen niet zien staan.

Ik zou daaraan toe willen voegen: en waarom maken zogenaamde sympathisanten van de Palestijnen zich nooit kwaad over onderdrukking van Palestijnen in bijvoorbeeld Libanon of Syrië? 'Het werkelijke probleem ligt bij Israel', is altijd de smoes, maar wanneer vluchtelingen in Nederland niet goed worden behandeld of teruggestuurd maken we ons daar toch ook terecht boos om, en zeggen niet: het werkelijke probleem ligt bij Iran/Irak/Congo/Soedan/Somalië? En dan is er nog een gigantisch verschil met de Palestijnen, die in een door henzelf begonnen oorlog om verschillende redenen zijn gevlucht en duidelijk niet als minderheid vreedzaam in een Joodse staat willen leven, maar deze staat omvormen en de situatie van voor 1948 herstellen.

Het laatste punt betreft het beleid van de Israëlische regering. Iedere uitbreiding van de nederzettingen op de Westoever verergert het probleem. Daar zal een redelijke oplossing voor moeten worden gevonden. De regering van Netanyahu maakt niet de indruk daar haast mee te maken. Dat is de buitenwereld niet ontgaan.

Dat kun je wel zeggen. Niet iedere uitbreiding verergert het probleem perse, in bijvoorbeeld wijken van Jeruzalem die dichtbij de groene lijn liggen en ook in diverse vredesplannen bij Israel zouden blijven, kan bouwen minder kwaad dan in geisoleerde nederzettingen diep op de Westbank. De redelijke oplossing bestaat eruit dat Israel en de Palestijnen afspreken waar de grenzen komen te liggen en dus waar Israel nog kan bouwen en waar niet. Dat Israel niet op voorhand alle bouw over de groene lijn wil stoppen, kan ik wel begrijpen, want daarmee zegt men de claim op het land ook bij voorbaat op. En voor Israel is zeker Oost Jeruzalem geen 'bezet Palestijns gebied'. Voor 1948 woonden in wat nu 'Arabisch Oost Jeruzalem' heet Joden, en een wijk als Sheikh Jarrah was grotendeels Joods. Ook in de oude stad woonden duizenden Joden. De Joodse begraafplaats en tientallen synagogen liggen in 'bezet Arabisch Jeruzalem' en getuigen van de rijke Joodse geschiedenis daar. Om tot bovengenoemde afspraken te komen moet er onderhandeld worden. En dat weigert Abbas steeds omdat hij op voorhand allerhande Israelische concessies wil binnenhalen zonder uiteraard zelf iets in ruil te bieden.

In plaats van Israël voortdurend te kritiseren doet de EU er beter aan de Palestijnen te bewegen tot serieuze vredesbesprekingen. Dat stelt Frits Bolkestein.

Waarom wordt er vanuit Europa zoveel kritiek op Israël uitgeoefend? Waarom keert Europa zich van Israël af? Daarvoor zijn algemene en bijzondere oorzaken. Om te beginnen de algemene.

Ten eerste de macht van het getal. Er zijn op deze wereld 100 moslims voor elke Israëliër. Van dat grote aantal gaat invloed uit. Daar gaat men niet zo maar aan voorbij. Als slechts 6 miljoen moslims tegenover even zo veel Israëliërs zouden staan, zou er anders worden geoordeeld.

Een tweede algemeen punt is de dekolonisatie. Zeker, de Balfour-verklaring uit 1917 die een joods nationaal tehuis in het vooruitzicht stelde, kan niet worden weggepoetst. Noch de verzekering uit 1922 dat joden in geheel Palestina - dat wilde toen zeggen Israël en de Westoever - het recht van close settlement zouden hebben. Dat was onderdeel van het Engelse mandaatverdrag. Maar het stichten van de staat Israël en de dekolonisatie verliepen parallel. Israëliërs werden als kolonisten gezien, de genoemde verklaringen ten spijt.

Ten derde het anti-amerikanisme. Dat bestaat uit naijver, vooral aan Franse kant, geheel ongerechtvaardigde culturele hoogmoed en de onwil dankbaarheid te tonen voor de bevrijding van 1945. Dit doet denken aan de ene man die tegen de andere zegt: 'Waarom ben je boos op mij? Ik heb toch nooit iets voor je gedaan?'

Dit anti-amerikanisme slaat terug op Israël, vooral gezien de tot nu toe onvoorwaardelijke steun van de VS. Onlangs is in de VS een debat over de joodse lobby gevoerd. De stelling van Mearsheimer, die hierover is begonnen, is dat de joodse lobby er de oorzaak van is dat de VS inzake het Midden-Oosten tegen het eigen belang in handelt. Daartegenover staat de mening van Stanley Fischer, gouverneur van Israëls centrale bank, die zei dat de VS een groot aantal lobbies herbergde: van boeren, van scheepsbouwers en inderdaad van joden. Wat was daar mis mee?

Ten vierde de olie. De Arabieren hebben olie, de Israëliërs niet. De Arabieren kunnen het boycotwapen gebruiken en hebben dat ook gedaan, onder andere in 1973 tegen Nederland. Dankzij de oliemultinationals heeft dit ons niet gedeerd.

Omslagpunt
Ik kom nu bij de bijzondere oorzaken. Ik vermoed dat de belangrijkste daarvan Israëls spectaculaire overwinning van 1967 is. Die markeerde een omslagpunt in de manier waarop naar Israël werd gekeken, vooral door zich progressief noemende kringen. Had men daar voordien vooral sympathie en bewondering voor het egalitaire land der Kibboetsim, door 1967 ruilden David en Goliath van plaats. Het bracht De Gaulle er toe te spreken over 'dit volk, dat zeker is van zichzelf en wil overheersen'. De zaak van de Palestijnen kreeg daarna meer aandacht. Het bezit van de Westoever - Jeruzalem daargelaten - vormt nu het hart van het probleem dat Israël en de Palestijnen gescheiden houdt. In die zin kun je 1967 een Pyrrusoverwinning noemen.

Hiermee hangt de verandering samen die de Verenigde Naties heeft ondergaan. De VN zijn door het Westen na de Tweede Wereldoorlog opgericht om de vrede te verzekeren. Door de dekolonisatie en andere wijzen van staatsvorming zijn er steeds meer leden bijgekomen en vormde zich een automatische meerderheid die zich vooral richtte tegen de VS en Israël. De VN werd a dangerous place, in de woorden van de Amerikaanse vertegenwoordiger Moynihan daar.
Het is een voorbeeld hoe het westerse idealisme is geëxporteerd en door andere culturen tegen datzelfde Westen wordt gebruikt.
Ik wil nog twee punten toevoegen aan de redenen dat Europa zich van Israël heeft afgewend. Het eerste betreft de verhouding tussen Israël en de Palestijnen, het tweede het beleid van de Israëlische regering.

Burgerslachtoffers
Vele jaren geleden bezocht ik een vluchtelingenkamp van Palestijnen in de Libanon. Midden tussen die vluchtelingen stond een luchtafweergeschut. Op mijn vraag of men niet bevreesd was voor veel burgerslachtoffers ingeval van een Israëlische aanval op dat geschut, antwoordde mijn begeleider ontkennend. 'Burgerslachtoffers vormen een aanklacht tegen Israël die het Westen zal beïnvloeden.'
De manier waarop de Palestijnen door de andere Arabieren, hun broeders, worden bejegend is ten hemel schreiend.

Ik moet hierbij aan Duitsland denken. Na de Tweede Wereldoorlog zijn 12 miljoen Duitsers van het Oosten naar het Westen gevlucht. Die zijn opgevangen en geïntegreerd. In het Midden-Oosten hebben wij het niet over 12 miljoen Palestijnen maar over een tiende van dat aantal. Waarom zijn zij niet in de Arabische landen opgevangen en geïntegreerd? Omdat zij dan geen politiek wapen meer vormen dat tegen Israël kan worden gebruikt en omdat de Arabische landen de Palestijnen niet zien staan.

Het laatste punt betreft het beleid van de Israëlische regering. Iedere uitbreiding van de nederzettingen op de Westoever verergert het probleem. Daar zal een redelijke oplossing voor moeten worden gevonden. De regering van Netanyahu maakt niet de indruk daar haast mee te maken. Dat is de buitenwereld niet ontgaan.

Voorstel
Hoe nu verder? Op 16 september 2008 deed premier Olmert van Israël het volgende voorstel aan Abbas, minister-president van de Palestijnse Autoriteit. Ten eerste een oplossing voor het probleem van de West-oever op basis van de grenzen van 1967 met een uitruil van gebieden: Israël zou 7 procent van de Westoever krijgen, de Palestijnen compenserende delen van het huidige Israël plus een veilige weg op palen om de Westoever met Gaza te verbinden.
Ten tweede wederzijdse erkenning als staat. Ten derde Jeruzalem als hoofdstad van beide staten. De heilige plekken in Jeruzalem zouden worden beheerd door 5 staten: Saudi-Arabië, Jordanië, Palestina, Israël en de VS. Wat betreft de terugkeer van Palestijnen naar Israël bood Olmert de immigratie van 5.000 Palestijnen over 5 jaar aan en financiële compensatie voor de rest.

De Amerikaanse minister van Buitenlandse Zaken Condoleezza Rice kon haar oren niet geloven. Was de Israëlische leider werkelijk bereid bijna de hele Westoever op te geven, Jeruzalem met de Palestijnen te delen en de heilige plaatsen onder internationaal toezicht te plaatsen? De Palestijnen hebben dit voorstel van Olmert als niet serieus van de hand gewezen. Abba Eban heeft gezegd: The Palestinians never miss an opportunity to miss an opportunity.

Een groep van 26 voormalige Europese leiders, waaronder Dries van Agt en Hans van den Broek, hebben een brief op poten aan de EU en de leiders van de Europese lidstaten gestuurd waarin zij op hardere sancties tegen Israël aandringen. Zij hadden er beter aan gedaan om er bij de Palestijnse Autoriteit op aan te dringen in te gaan op de voorstellen van Ehud Olmert.

Maar het voornaamste nieuws dat over Hamas in onze media komt is dat ze relatief gematigd zijn, zich op de niet-gewelddadige strijd willen richten en gematigd-islamitisch zijn. Ook de zogenaamde sympathisanten van de Palestijnen hebben meestal maar weinig aandacht voor misdaden tegen Palestijnen als Israel er niet mee te maken heeft.

A Palestinian Hero

Mahmoud Abu Rahma is perhaps one of the bravest Palestinians in the Gaza Strip. Because of his courage, he has been stabbed several times in various parts of his body.

This is what happens under Hamas and the Fatah-dominated Palestinian Authority governments to anyone who dares to speak out against torture and assaults on innocent civilians and freedom of speech.

Abu Rahma's "crime" is that he dared to publish an article strongly criticizing Palestinian armed groups as well as the Hamas and Palestinian Authority governments for human rights violations and the use of civilians as human shields in the war against Israel.

In the Palestinian territories, human rights activists and journalists are permitted to criticize only Israel. Those who do not toe the official line find themselves either behind bars or in the hospital. The attack on Abu Rahma was intended to deter others from endorsing his critical approach.

As his story his reporting lack an "anti-Israel angle" --the editors of the foreign press tell their reporters that this is the only thing in which they are interested -- his fight against lawlessness, and the consequences of it, have failed to make it to the pages of major international media outlets.

Abu Rahma works for the Al Mezan Center for Human Rights in the Gaza Strip. He is perhaps the only human rights activist who has dared to come out in public against grave violations of human rights under Hamas and the Palestinian Authority. But the price he has paid has been tremendously high.

On January 3, he was severely beaten by masked men as he was walking toward his home in Gaza City. Last week, he was again targeted by unknown assailants, who stabbed him multiple times, leaving him seriously wounded. He is so afraid that he has refused to go to a local hospital out of concern for his safety.

Abu Rahma's troubles began almost immediately after he published an article entitled, "The Gap between Resistance and Governance."

He wrote, "Every day we see detention and summoning of citizens by the dozens, not for unlawful acts they committed, but mostly for who they are and what they think, or for their mere political affiliation."

Noting that there are "hundreds of cases of torture and abuse" in Palestinian detention centers, Abu Rahma said that the people of any nation have a responsibility to criticize those who lead them. "We must look in the mirror before we can see ourselves clearly," he said.

Yet what most likely enraged his assailants was the charge that many innocent civilians have been killed as a result of "resistance attacks" against Israel.

"Who will protect the people from the wrongful acts of the resistance and the government?" he asked in a reference to the firing of homemade rockets at Israel. "It is clear that the resistance continues to show the same carelessness towards violations committed by the [Hamas] government against the people. "Numerous civilians – including children and a man who lost an eye – have been injured by live fire coming from training sites belonging to armed groups in the Gaza Strip."

The failure of the international community and media to pay attention to the plight of people like Abu Rahma only encourages Hamas and the Palestinian Authority to continue their violations. Turning a blind eye to such violations also stops other Palestinians from telling the truth.

Hamas says it will investigate attack on human rights activist. Sure.

The Gaza government on Thursday vowed to find the perpetrators of an attack on a human rights activist who was stabbed in Gaza City.

Mahmoud Abu Rahma was attacked by masked men and stabbed multiple times while walking back from his brother's house on Friday night, he told Ma'an.

"There were three masked men following me, I ran quickly toward the house but I tripped on the stairs and fell over. They began attacking me, stabbing me in my right thigh, three times above my right knee, my back and left shoulder, and cutting off part of my hand," Abu Rahma told MADA, the Palestinian center for media freedoms.

He had received death threats shortly after authoring an op-ed calling for legal redress for victims of misfiring and other operational mistakes by resistance groups as well as violations by Palestinian governments.

The Hamas-led government in Gaza condemned the attack, which it said violated religion, law and customs in a statement Thursday.

The Interior Ministry will investigate the incident and find the perpetrators, the statement said, adding that the government had received a complaint from the Al-Mezan human rights group which employs Abu Rahma.

The main focus of Abu Rahma's article in Gaza was Hamas itself. It is highly likely that he was attacked by one of those masked Hamas "security forces" that show up quite often in Gaza.

Hamas also has a history of attacking NGOs in Gaza, of arresting critics of its policies, and forshutting down any activity that it doesn't explicitly approve.

This should be a fun "investigation."

Vorige week prees Carolien Roelants in NRC Handelsblad ook al Hamas. Ze schreef:

"Sinds enkele weken hamert de Israelische legerleiding op de onvermijdelijkheid van een nieuwe oorlog in de Gazastrook, nog harder dan de vorige. Waarom is onduidelijk" schrijft Roelants.
"Hamasleider Meshaal heeft juist gezegd dat zijn organisatie nu vreedzaam protest tegen de bezetting voorstaat."

Goed zo, Carolien. Inderdaad, geen idee waarom Israel nou weer zulke oorlogszuchtige taal uitslaat tegenover dat aardige gematigde Hamas (overigens zijn de berichten over een nieuwe oorlog alweer flink afgezwakt in Israelische media). Misschien dat dit filmpje een idee geeft. De uitspraken in deze toespraak uit 2010 liegen er ook niet om. Ook worden er steeds geavanceerder raketten de Gazastrook in gesmokkeld, deels uit Libië.

The Globe and Mail is upset because Khaled Meshal is ending his term as Hamas leader - because, they say he was so, so moderate:

Hamas leader to step down just as his relative moderation most needed

Mr. Meshaal will leave office at a sensitive time, just when his relative moderation may most be needed.

The quiet, intense man has been pivotal in efforts to reconcile with the secular Palestine Liberation Organization, and even has prodded Syria's embattled President Bashar al-Assad to usher in political reforms rather than attack his own people. His strategy has led to Hamas's estrangement from its long-time benefactor, Iran.

Compared to Sheik Yassin and Dr. Rantisi, both refugees in Gaza camps, Mr. Meshaal, born in a village north of Ramallah in the West Bank, is a moderate, and this may explain his voluntary swan song now.

This moderation became evident in early January, 2009, in the middle of Israel's war on Hamas in Gaza, which followed a Hamas campaign of firing rockets into Israel.

With hundreds of Gazans killed by Israeli aerial bombing, rocket and mortar attacks and few Israeli casualties, many thought Hamas would bring out the one weapon in its historic arsenal to have claimed many Israeli lives and struck fear in the whole country suicide bombings against Israeli civilians. Beginning in 1994 and ending in 2005, Hamas had carried out several dozen such attacks and inspired other groups to do the same.

But Hamas members of parliament said that Mr. Meshaal had ordered an end to such attacks in 2005. Despite the pummelling Hamas was enduring in Gaza, he had no intention of resorting to the deadly tactic that gave Hamas its notoriety for violence, according to those parliamentarians.

Indeed, not during that time, nor any time since, has Hamas carried out a suicide attack against Israeli civilians. It's now coming up to seven years.

As long as you don't count the suicide bombing murder of 73-year old Lyubov Razdolskaya in 2008. Its Hamas mastermind was killed by Israel a few months later. Shhhhh.

As Honest Reporting notes, the reason that suicide bombings has gone down because of Israeli security measures, including the security fence, a fact acknowledged by Islamic Jihad.

But forget that. In the twisted minds of Western journalists, people who support shooting thousands of rockets at Israeli cities, targeting innocent civilians, can be called "moderate." People who continue to brag about their suicide attacks are "moderate." Shooting a laser-guided missile at a school bus, killing a teenager, and bragging about it - not even claiming it was a military target - is a mark of "moderation."

In defense of the reporter, Patrick Martin, he did try to make sure he threw in the word "relative" most of the times he said "moderate."

That's what makes his report is only moderately disgusting.

Buried in a CNN article:

"We have smuggled thousands of shoulder-launched (surface-to-air) SAM missiles to Gaza through the tunnels for a transporting fee only," a Bedouin leader from Tarabeen tribe told CNN.

But not all those weapons may have gone to the Palestinian territory. The same man claimed Bedouins would turn some of those weapons against Egypt's military-led government unless their demands were met.

"We saved some for us ... stockpiles of RPGs, machine guns. And I personally have ten 14.5 mm anti-aircraft guns that I bought at $12,000 a piece.

"We have declared war against the military and will not wait for them to kill us all," he said.

There is no way to verify the tribal leader's claims, but an Egyptian national security officer, Usama Emam, told CNN that weapons from Libya and Sudan had arrived in Sinai by sea.

Another military intelligence official told CNN: "There are advanced anti-tank missiles that come to Sinai and go to Gaza through tunnels, but I don't have information on the SAMs coming through."

The Washington Post reported on the SAMs last October:

Large caches of weapons from Libya are making their way across the Egyptian border and flooding black markets in Egypt’s already unstable Sinai Peninsula, according to current and former Egyptian military officials and arms traders in the Sinai.

Egyptian security officials have intercepted surface-to-air missiles, most of them shoulder-launched, on the road to Sinai and in the smuggling tunnels connecting Egypt to the Gaza Strip since Moammar Gaddafi fell from power in Libya in August, a military official in Cairo said. Arms traders said the weapons available on Sinai’s clandestine market include rockets and antiaircraft guns.

No problem, though. All these weapons are moderate.
