Palestijnse gevangenen stellen eisen aan hun vrijlating

 

Je kunt het eigenlijk nauwelijks bevatten, maar het staat er echt:

De vrij te laten gevangenen, mensen die volgens Israel bashers al meer dan 20 jaar in mensonterende omstandigheden verkeren, dreigen om de gevangenis niet te verlaten, als Israel niet aan, alweer, een serie voorwaarden voldoet. In de eerste fase van de vrijlating moeten meer dan 50 gevangenen worden vrijgelaten. Dit moeten ook de mensen zijn die al het langst vastzitten. En er moet toezicht zijn van een voor de Palestijnen acceptabele derde partij. En als Israel daar niet aan voldoet, zo dreigt men, wordt het vredesproces, waarschijnlijk letterlijk, opgeblazen.  

 

Deze mentaliteit van het continu voorwaarden stellen is een van de grootste obstakels voor het vredesproces. Daar kan geen nederzetting of etterende kolonist tegenop. De gevangenen worden, voor de duidelijkheid, vrij gelaten omdat dat een voorwaarde was van Abbas om terug te keren naar de onderhandelingstafel. Een van de vele voorwaarden, en de eerste ontmoeting tussen Saeb Erekat en Tzipi Livni is alweer uitgesteld, omdat Israel blijkbaar nog niet eenduidig genoeg had toegegeven aan een andere voorwaarde:

Iedereen weet dat een Palestijnse staat het overgrote merendeel van de Westoever zal omvatten met een landruil van gebieden zodat de grote nederzettingenblokken bij Israel kunnen blijven. Israelische premiers hebben eerder al 95-98% van de Westoever aangeboden, maar deze voorstellen zijn door de Palestijnen afgewezen. Netanyahu wil niet vantevoren al spreken van pre-1967 grenzen (het woord ‘grenzen’ is overigens sowieso onjuist), zoals de Palestijnen niet vantevoren al willen toezeggen Israel te erkennen als Joodse staat. 

 

Dat de Palestijnen de bijeenkomst om deze reden hebben afgezegd geeft de sterke indruk dat men helemaal geen vrede wil en niet serieus wil onderhandelen. Een indruk die men al jaren geeft, gezien de eindeloze rij voorwaarden die steeds weer worden gesteld (onlangs werd die aangevuld met een vliegveld en hotels aan de Dode Zee. Als je nooit wordt tegengesproken en tot de orde geroepen raak je steeds verder van de realiteit vervreemd en ga je steeds grotere onzin uitkramen). Kerry doet erg zijn best, en dat is te prijzen, maar ik geef hem weinig kans.

Palestinian prisoners held in Israel since before the Oslo Accords issued a special statement Wednesday in which they gave their consent to being released in four phases and not one, as Palestinian President Mahmoud Abbas had demanded.

 

Nevertheless, the prisoners asked that the Palestinian Authority secure the release of at least 52 inmates in the first phase – representing half of the list of 103 prisoners. They also demanded that the selection of the prisoners be based on time served, meaning that those who served the most time would be the first to be released. They are expecting strict supervision over the process of the release.

Israel has agreed to release some 80 prisoners and has refused to free 14 Arab-Israeli inmates and 10 east Jerusalem residents.

The families of the 14 Arab-Israelis held in Israel are scheduled to hold a press conference on Thursday in an attempt to create public pressure on the government that will force it to include them in the list.

Earlier this week, the Knesset's Internal Affairs Committee held a discussion on the release of Palestinian prisoners. Amy Palmor, head of the pardons department at the Justice Ministry gave a survey on the prisoners Israel has released since 2003: 430 in the Tenenbaum deal, 1,000 in the Shalit deal, 400 in exchange for Azzam Azzam, and an undisclosed number in exchange for Ilan Grapel. Israel has also released between 200 and 400 prisoners as part of gestures towards the PA in the last decade.

  

Asked who chooses the prisoners, Palmor replied, "The political echelon gives a Justice Ministry committee a list of names. There were no prisoners 'with blood on their hands'."

  

The prisoners set to be released as part of the recently announced peace talks are 82 prisoners convicted of security offences, she said. According to Palmor, there has been a discussion about these prisoners for years. "Each and every one of them has blood on their hands," Palmor added.
